Read the following:- 1. G.O.Rt.No.162, Energy (Pr.III) Department , Dated 21-10-2011. 2. Loan sanction letters received from the Dy. Director (PF.I), Plan Finance –I Division, Department of Expenditure, Ministry of Finance, Government of India, New Delhi mentioned in the Annexure. -o0o- O R D E R:- In the Government order first read above, Government sanctioned an amount of Rs.17688.61 lakhs as loan to APTRANSCO during the financial year 2011-12 for implementing the Externally Aided Project i.e., Transmission System Modernization & Strengthening Project in Hyderabad. 2. In the letters read above, the Government of India have sanctioned an amount of Rs.7125.97 lakhs towards Additional Central Assistance to Andhra Pradesh Transmission Corporation Limited for implementing the Externally Aided Projects as per the details shown in the Annexure appended to this order and adjusted the amount against the rupee equivalent dues payable by APGENCO to abroad. 3. The Government have decided to treat the entire amount of Rs.7125.97 lakhs as loan to A.P. Transmission Corporation Limited for implementing the Externally Aided Project i.e., Transmission System Modernization & Strengthening Project in Hyderabad as mentioned in the Annexure. 4. Accordingly, Government hereby sanctioned an amount of Rs.7125.97 lakhs (Rupees Seventy one crores twenty five lakhs and ninety seven thousand only) as loan to APTRANSCO for implementing the Externally Aided Project mentioned in the Annexure. 5. The expenditure of Rs.7125.97 lakhs sanctioned in para 4 above, shall be debited to the following head of accounts during the financial year 2011-2012: 1) “M.H.6801.Loans to Power Projects MH.205.Transmission and Distribution G.H. 03 Externally Aided Projects S.H. (10) Loans to APTRANSCO for Modernisation and Strengthening of Transmission system in Hyderabad Metropolitan area 001 Loans to APTRANSCO Rs.5563.23 lakhs 2) M.H.6801.Loans to Power Projects MH.789 Special Component Plan for Scheduled Castes G.H. 03 Externally Aided Projects S.H. (06) Loans to APTRANSCO for Modernisation and Strengthening of Transmission system in Hyderabad Metropolitan area 001 Loan to APTRANSCO Rs.1112.94 lakhs 3) M.H.6801.Loans to Power Projects MH.796 Tribal Areas Sub-Plan G.H. 03 Externally Aided Projects S.H. (06) Loans to APTRANSCO for Modernisation and Strengthening of Transmission system in Hyderabad Metropolitan area 001 Loan to APTRANSCO Rs.449.80 lakhs Contd..2.::2:: 6. The amounts sanctioned in para 5 above shall be met as additionality in relaxation of the treasury control orders by obtaining supplementary grant during the financial year 2011-12. 7. Contra credit shall be taken for the amount of Rs.7125.97 lakhs under the following Receipts heads: 6004. Loans and Advances from the Central Government 02. Loans for State Plan schemes M.H.101.Block Loans S.H. (03) Back to Back loans … Rs.7125.97 lakhs 8. The Loan shall bear Interest at the rate of 9.50% per annum with effect from the date of disbursement by the Government of India, in terms of G.O.Ms.No.218, Finance (DCM.I) Dept., dated: 27-09-2011. The loan shall be repaid in 15 equal installments commencing from the drawl of the year. In the event of default of Principal or Interest, Interest at the rate of 12.00% shall be charged on such over due installments. 9. The Accountant General, (A&E), Andhra Pradesh, Hyderabad is requested to make the necessary book adjustments by contra credit to the heads of accounts mentioned in paras (5 & 7) above.
