Venkateswarlu, Driver, for carrying out repairs / extensions to his house 2nd time – Sanctioned – Orders – Issued FINANCE (W&P – OP) DEPARTMENT G.O.Rt.No. 53 Dated: 17.02.2012 Read the following:- 1. G.O.Ms.No.174, Finance (A&L) Department, Dt.15-05-2010. 2. G.O.Rt.No.312, Finance (A&L) Department, Dt. 3-02-2011 3. From Sri P. Venkateswarlu, Driver, Dt. 27.10.2011. *** O R D E R:- Under Articles 233-A of the A.P. Financial Code Volume-I and the rules for the grant of loans to Government servants for House Building purpose, Government sanction an advance of Rs.2.00 Lakhs (Rupees Two Lakhs only) to Sri P. Venkateswarlu, Driver towards carrying out repairs to his house for 2nd time, bearing Survey No. 317, Plot No. 3, Ibrahimpeta Village, Anumala Mandal situated at Nalgonda District may be sanctioned HBA for repairs in relaxation of HBA Rule 4 (d) relating to minimum gap of 5 years between Two advances subject to the following conditions:- i) he shall draw the advance in lumpsum immediately. The Surety bond and agreement bond should be submitted and in addition he should execute a mortgage deed in favour of Government. ii) he should carry out of the repairs and extensions to his house within six months from the date of drawal of the advance, failing which the grantee will be liable to refund the entire amount of advance together with interest thereon forthwith. iii) The advance of Rs.2.00 Lakhs sanctioned shall be recovered in (60) installments at the rate of Rs.5300/- for the first installment and Rs.3300/- in 59 Equal monthly installments commencing from the pay of the month following the month in which the advance is drawn. iv) the interest at the rate of 5 % per annum (simple interest) shall be charged from the date of drawal of the advance and it shall be recovered in (8) monthly installments. v) the Penal interest at 1 ½ times the normal rate of interest mentioned above shall be collected from him in case he fails to fulfill any of the conditions laid down under House Building Advance Rules. 2. The amount if any drawn in excess of the actual expenditure shall be refund forthwith with interest due thereon. 3. It will be open to the grantee to repay the amount in shorter periods if he desires. The balance of the advance with interest, if any, remaining unpaid on the date of retirement or any specified part of the retirement gratuity that may be sanctioned to him. (P.T.O)4. In case the grantee does not repay the balances of the advances due to Government on or before the date of retirement, it shall be open to the Government to enforce the mortgage at anytime thereafter and recover the balance of the advance due together with interest. The recovery of the advances shall be effected through the monthly / leave salary bills of the grantee. If the grantee ceases to be in services for any reason other than the normal retirement by superannuation or if he dies before the repayment of the advance in full, the entire outstanding amount of the advance shall become payable to the Government forthwith. Failure on the part of the grantee or his successors in interest to repay the advance for any reason whatsoever will entitle the Government to enforce the mortgage or to take such other actions as may be permissible under the law. 5. It is certified that the advance for the repairs and extensions of the house sanctioned for 2nd time to him. 6. Certified that the individual has furnished the estimates duly approved by the technical authority as required under the rules. 7. This order issues with the concurrence of Finance (A&L) Dept. vide their U.O.No. 731/10/A&L/2012, Dt: 01.02.2012. 8. The Advance sanctioned in para (1) above shall be debited to the head of account “7610 – Loans to Government Servants – MH – 201 – House Building Advance – SH – (05) – Loans to other Officers”. 9. The Finance (W&P-Claims) Department shall draw and disburse the amount sanctioned in para(1) above to the individual. (BY ORDER AND IN THE NAME OF THE GOVERNOR OF ANDHRA PRADESH) L.
