Memo No.20013/OP.II/2011, Dt.:13-07.2011 and Memo No.20013/OP.II/2011-2, dt:14-10-2011 from Revenue (OP.II) Dept. 4. Application from Sri.K. Madhava Rao,Office Subordinate,Rev (DM)Dept. ******* O R D E R : Under article 233-A of the A.P.F.C. Vol.I and in accordance with the rules, the grant of loans to Government servants for House building purposes, Government hereby sanction an advance of Rs.2,00,000 /- (Rupees Two Lakhs only) to Sri K. Madhava Rao, Office Subordinate, Revenue (DM) Department towards carrying out repairs and extensions of his house in Plot No.25, Sy.No.805, Block No.10, Aler Town, Nalgonda district. 2. The Advance sanctioned in para 1 above is subject to the following Conditions: i) He shall draw the advance in lump sum immediately. ii) He should carry out the repairs and extensions to his house with in six months from the date of drawl of the advance, failing which the grantee will be liable to refund the entire amount of advance together with interest there on forthwith. iii) The advance of Rs.2,00,000/- sanctioned shall be recovered in 70 monthly installments, 1st installment @ Rs.3,350/- and remaining 69 installments @ Rs.2850/- p.m commencing from the 6th month following the drawl of advance. iv) The interest @ 5 ½ % per annum (simple interest) shall be charged from the date of drawl of advance and it shall be recovered in 15 monthly installments. v) Penal interest at 1 ½ % times the normal rate of interest mentioned above shall be collected from him, incase he fails to fulfill any of the conditions laid down under HBA rules. 3. The amount if any drawn in excess of the actual expenditure shall be refunded forthwith with interest, due there on. 4. It will be opened to the grantee to repay the amount in shorter periods if he desires so. The balance of the advance with interest, if any remaining unpaid on the date of retirement or death shall be recovered from the whole or any specified part of the retirement gratuity that may be sanctioned to him.5. In case the grantee does not repay the balance of the advance due, Government on or before the date of retirement, it shall be open to the Government to enforce the mortgage at any time there after and recover the balance of the advance due, together with interest. The recovery of the advance shall be effected through the monthly/leave salary bills of the grantee. If the grantee ceases to be in service for any reason other than the normal retirement by superannuation and if he dies before the repayment of the advance in full, the entire outstanding amount of the advance shall become payable to the Government forthwith. Failure on the part of the grantee or his successors in interest, to repay the advance for any reason what so ever will entitle the Government to enforce the mortgage or to take such other action as may be permissible under the law. 6. It is certified that the advance for the repairs and extensions of the house sanctioned to him for the first time. 7. Certified that the individual has furnished the estimates duly approved by the technical authority as required under the rules. 8. The above expenditure shall be debited “MH 7610 –Loans to Government Servants; MH.201-HBA;SH (05)Loans to other officers”. 9. The Revenue (DM-IV Claims) Department are requested to draw and disburse the amount of Rs.2,00,000/- (Rupees Two Lakhs Only) released in para 1 above to the loanee. There are also requested to watch full recovery of the advance as detailed in para 2 (iii).
