ABSTRACT
NATURAL CALAMITIES – Disaster Management – ‘JAL’ Cyclone occurred
during 29.10.2010 to 8.11.2010 – Temporary restoration of repair works
regarding damaged municipal infrastructure during ‘JAL’ Cyclone 2010 -
LOC issued for an amount of Rs.6,77,00,000/- to the Commissioner &
Director of Municipal Administration, A.P., Hyderabad under State Disaster
Response Fund (SDRF) – Administrative Sanction - Orders – Issued.

ORDER:
In the GO. 1st read above, Government have issued orders, among
other Departments, giving Administrative Sanction for an amount of
Rs.61.13 Crores to Commissioner & Director of Municipal Administration,
Hyderabad for repair works to damaged roads, repairs to open drains,
repair to water supply lines and sanitation etc., due to ‘JAL’ Cyclone
occurred during 29.10.2010 to 8.11.2010.
2. In the reference 2nd read above, the Commissioner & Director of
Municipal Administration, Hyderabad informed that Government have
issued administrative sanction for an amount of Rs.61.13 Crores to the
Commissioner & Director of Municipal Administration, Hyderabad towards
temporary restoration works to be taken up under ‘JAL’ Cyclone during
the period from 29.10.2010 to 8.11.2010 and requested for release of an
amount of Rs.61.13 Crores to the Commissioner & Director of Municipal
Administration, Hyderabad under ‘JAL’ Cyclone, so as to release the same
to the concerned Urban Local Bodies in the State towards works already
taken for the damaged Municipal infrastructure under ‘JAL’ Cyclone.
3. On the instructions of the Government, the Engineer-in-Chief, (PH)
Hyderabad through Municipal Administration & Urban Development
Department furnished the details of pending payment bills with the
Treasuries under ‘JAL’ Cyclone and requested for release for an amount of
Rs.6,77,00,000/- to clear the pending bills.

4. The Finance (Exp.Rev) Department in the reference 4th read above
issued LOC for an amount of Rs.6,77,00,000/- as additional funds in
relaxation of Treasury Control and Quarterly Regulation Orders pending
provision of funds by way of obtaining supplementary grants during 2011-
2012 under State Disaster Response Fund (SDRF) to the Commissioner &
Director of Municipal Administration, A.P., Hyderabad towards temporary
repair works for repair works to damaged roads, repairs to open drains,
repair to water supply lines and sanitation etc., occurred due to ‘JAL’
Cyclone occurred during 29.10.2010 to 8.11.2010.
5. Government after careful examination of the proposals of the
Commissioner & Director of Municipal Administration, Hyderabad/
Engineer-in-Chief, (PH), Hyderabad hereby issue orders for release of an
amount of Rs.6,77,00,000/- (Rupees Six Crores Seventy seven lakhs only)
in relaxation of Treasury Control and Quarterly Regulation Orders under
State Disaster Response Fund (SDRF) towards temporary restoration
works for repair works to damaged roads, repairs to open drains, repair to
water supply lines and sanitation etc., due to ‘JAL’ Cyclone occurred
during 29.10.2010 to 8.11.2010 to the the Commissioner & Director of
Municipal Administration, A.P., Hyderabad, so as to enable him to make
clear the pending bills.
6. The expenditure sanctioned in Para (5) above shall be debited to the
following Head of Account:
MJH – 2245 – Relief on account of Natural Calamites
SMJH – 02 – Floods, Cyclones etc.,
M.H 193 – Assistance to local bodies and other
Non-Governmental bodies
SH (09) – Repairs and restoration of damaged Municipal Properties
310 – Grants – in – aid
312 – Other Grants – in– aid
7. The Commissioner & Director of Municipal Administration, A.P.,
Hyderabad is authorized to draw the funds sanctioned in Para (4) above
and incur the expenditure for the purpose for which it is sanctioned, in
relaxation of Treasury Control and Quarterly Regulation Orders.
8. The Commissioner & Director of Municipal Administration, A.P.,
Hyderabad is requested to furnish the District-wise/executive authority-
wise distribution particulars to the Director of State Audit, A.P.,
Hyderabad without fail, so as to complete the annual audit by the State
Audit Department.

9. The Commissioner & Director of Municipal Administration, A.P.,
Hyderabad is directed to submit Utilization Certificate duly verified by the
State Audit Authorities to Revenue (DM-Accounts-II) Department and
remit the unspent balances if any, to Government account.
10. This order issues with the concurrence of the Finance (Exp. Rev)
Department vide their U.O.No.2916/104/A2/Exp.Rev./2012, Dated:
31.03.2012.
