ORDER:
In the letter 8th read above, the Commissioner had stated that based
on the preliminary report of the Joint Director (Admn) 1st read above,
Smt. B. Krishna Kumari Project Director, District Women & Child
Development Agency, Ongole was placed under suspension in the
proceedings ref.2nd read above and issued charge Memo to her in the 3rd
read above, Smt. B. Krishna Kumari in her defence statement 4th read above
denied all the charges framed against her. In the proceedings 5th read above,
pending finalization of disciplinary proceedings against her, Smt. B. Krishna
Kumari, Project Director was reinstated into service and posted as Assistant
Director(Adoption) in the O/o Director, Women Development & Child Welfare
Department, Hyderabad. As the Delinquent Officer, Smt B.Krishna Kumari,
Project Director, denied the charges framed against her, an Enquiry Officer
was appointed to enquiry into the charges in the proceedings 6th read above.
Further the Director, Women Development & Child Welfare, Hyderabad has
stated that the Enquiry Officer submitted her report vide reference 7th
read above to the Commissioner, Women Development & Child Welfare,
Hyderabad wherein the Enquiry Officer in her findings held the allegations as
proved against the said Smt B.Krishna Kumari, and responsible for the
lapses i.e., charge No.2 & 3. Further reported that concerned superintendent
failed to maintain properly the official record of Cash book and made several
corrections/over writings and Project Director who was the drawing and
disbursing officer failed to monitor from time to time to avoid suchdiscrepancies in Cash Book; this in turn resulted in the short fall of the
Government cash in the cash book for an amount of Rs.38837/- in civil works
and Rs.33158/- in miscellaneous cash book. While submitting above report,
the then Commissioner, had referred the disciplinary case to the Government
for further action in view of the retirement of the Delinquent Officer on
30.09.2008 on attaining the age of superannuation.
2. In the Govt. Memo 9th read above, a copy of the above Inquiry
Officer’s report was communicated to the delinquent officer, Smt. B. Krishna
Kumari, former Project Director, Ongole (Retd) to submit her representation,
if any, on the findings of the Inquiry Officer.
3. In her representation 10th read above, the Delinquent Officer,
Smt. B. Krishna Kumari had thrown the entire responsibility on the
Superintendent for the lapses by stating that the inspection report of
Regional Deputy Director, Ongole was finalized on 15.11.2001 and she was
relieved from the post of Project Director, Ongole on the after noon of
21.05.2002 and the Office Superintendent who had been working since 1997
i.e. during the entire period of inspection covered under the inspection report
who ought to be aware of the provisions under para-9 of Budget Manual
cannot escape from the responsibility under the provisions of Art.5 of APFC
Vol.I in spite of several warnings given to him on the shabby maintenance of
cash books with over-writings, corrections, erasing and applying fluid. Thus,
she has admitted that there were over corrections, over-writings and
interpolations in Cash Book and that she had warned and reprimanded the
Office Superintendent many times but she has failed to take disciplinary
action and exercise supervision as a Drawing & Disbursing Officer by her
own admissions.
4. The Integrated Child Development Services (ICDS) Scheme was
started in the year 1975 in Andhra Pradesh. The programme aims at the
comprehensive development of the child, right from prenatal period through
infancy to childhood, by a series of coordinated activities of Nutrition, Health
and Educational (NHE) services. Care of women and children and
Adolescent Girls occupies the center stage of the programme. To achieve
the laudable objectives, apart from massive funding for the supplementary
nutrition, the programme provides for elaborate personnel such as AWWs at
village level who today Number about 64000. To monitor and guide them
about 3001 supervisors are sanctioned for cluster of villages and 387 CDPO
for every 3 to 4 mandals. In spite of this programme being under
implementation since 1975 and gradually up scaled to achieve
universalization with budget today of about Rs.1200 crores, the dismal
progress achieved in addressing malnutrition, Neonatal deaths and MMR
continue to be areas of serious concern. The CDPOs as responsible
functionaries impact the implementation of programmes in over 100 villages
impacting health and future of thousands of families.
5. Thus, in the Memo. 11th read above, while communicating the report
of the Enquiry officer, a show cause notice was issued on the provisional
decision of the Government to impose punishment of withholding 10% of
Pension for (6) months for the charges held proved duly indicating therein
that misappropriation, if any, found later would be recovered.
6. The Delinquent Officer Smt B. Krishna Kumari, Project Director (Retd)
submitted her representation 12th read above wherein did not put forth any
new grounds in this regard.

7. In the letter 13th cited, the concurrence of the APPSC, Hyderabad on
the above provisional decision of the Government has been communicated
and after careful examination of the matter and taking into consideration of
the gravity of the charges which are held proved, with reference to the Inquiry
Report and findings of the Director, Women Development & Child Welfare,
Hyderabad, Government, under rule 9(2) of the Andhra Pradesh Revised
Pension Rules, 1980, confirm the above provisional decision and has
decided to impose a punishment of 10% cut in Pension for (6) months,
under rule 9(2) of the Andhra Pradesh Revised Pension Rules, 1980, for the
charges held proved.
8. Accordingly, under rule 9(2) of the Andhra Pradesh Revised Pension
Rules, 1980, a punishment of 10% cut in pension for (6) months is imposed
against Smt B. Krishna Kumari, Project Director (Retd).
