Amendments to the Adhoc Rules for the Merger of two posts / Deputy Director and Deputy Superintending
Archaeologist into one category of post namely Deputy Director (Technical) Department of Archaeology
for Tamil Nadu General Service.

No. SRO B-25/2023.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India,
the Governor of Tamil Nadu hereby rescinds the Adhoc Rules published in Tamil Development—Culture Department
notification No. SRO B-48/97, at pages 44 and 45 in Part III— Section 1(b) of the Tamil Nadu Government Gazette,
dated the 12th March,1997 except in respect of things done or omitted to be done before such rescinding.

No. SRO B-26/2023.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of
India, the Governor of Tamil Nadu hereby makes the following amendments to the adhoc rules published with the
Education Department Notification No.SRO B-132/82 at pages 155 to 156 of Part III—Section 1(b) of the Tamil Nadu
Government Gazette, dated the 21st April, 1982:-
Amendments
In the said Rules.-
(1) for rule 1, the following rule shall be substituted, namely:-
“The Tamil Nadu Government Servants (Conditions of Service) Act, 2016 (Tamil Nadu Act 14 of 2016) and the
special rules applicable to the holders of the permanent posts in the Tamil Nadu General Service shall apply to the
holders of the temporary post of Deputy Director (Technical) in the Department of Archaeology, subject to the following
modifications:-”
(2) for rule 3, the following rule shall be substituted, namely,-
“3. Appointment.—Appointment to the post shall be made,-
i. by promotion from among the holders of the post of Assistant Director (Technical) in the Department of
Archaeology;
ii. if no qualified and suitable Assistant Director (Technical) is available for such promotion under clause(i) above,
by deputation for a period not exceeding three years from the post of Assistant Superintending Archaeologist
in the Department of Archaeological Survey of India.
iii. if no qualified persons are available in the methods under clauses (i) and (ii) above, by recruitment by
transfer from any other service;
iv by direct recruitment if no qualified and suitable persons are available in the above three methods.
(3) In rule 4, for sub rule (b), the following sub-rule shall be substituted, namely,-
“(b) Other Qualification.—No person shall be eligible for appointment to the post by the method specified
in column (2) of the table below, unless he possesses the qualifications specified in the corresponding entries in
column (3) thereof:-

of Epigraphy, Archaeology, Numismatics, Museology.
Traditional Heritage, Conservation, Art and Architecture
and Iconography.

(4) for rule 6, the following rule shall be substituted, namely,-
“6. Pay.- There shall be paid to the holders of the post a monthly pay calculated in the Level – 25 of pay matrix
(Rs.59,300 – 2,17,600/-)”;
(5) after rule 6, as so substituted, the following rules shall be added, namely,-
7. Reservation of Appointment.—Section 27 of the Tamil Nadu Government Servants (Conditions of Service)
Act, 2016 (Tamil Nadu Act 14 of 2016) relating to reservation of appointments shall apply for appointment to the post
by direct recruitment.
8. Preparation of Annual list of approved candidates.-
For the purpose of preparation of annual list of approved candidates for appointment to the post by promotion or
by recruitment by transfer from any other service, the crucial date on which the candidate should have acquired the
prescribed qualifications shall be the 1st September of every year”.
Amendments to the Adhoc Rules for the Merger of two posts, Assistant Director and Assistant Superintending
Epigraphist into one category of post namely Assistant Director (Technical) Department of Archaeology
for Tamil Nadu General Service.

No. SRO B-27/2023.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of
India, the Governor of Tamil Nadu hereby rescinds the adhoc rules published with the Tamil Development – Culture
and Religious Endowments Department Notification No. SRO B-49/99 at pages 55-56 of Part III—Section 1(b) of the
Tamil Nadu Government Gazette, dated 24th March, 1999, except in respects of things done or omitted to be done
before such rescinding.

No. SRO B-28/2023.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution
of India, the Governor of Tamil Nadu hereby makes the following amendments to the adhoc rules published with the
Tamil Development-Culture Department Notification No. SRO B-127/91 at pages 89 and 90 of Part III—Section 1(b) of the
Tamil Nadu Government Gazette, dated the 15th May,1991
Amendments
In the said Rules,-
(1) for rule 1, the following rule shall be substituted, namely:-
“The Tamil Nadu Government Servants (Conditions of Service) Act, 2016 [Tamil Nadu Act 14 of 2016] and the
Special Rules applicable to the holders of the permanent posts in the Tamil Nadu General Service shall apply to the
holders of the temporary post of Assistant Director (Technical) in the Department of Archaeology, subject to the following
modifications:-”;
(2) for rule 3, the following rule shall be substituted, namely,-
“3. Appointment.- Appointment to the post shall be made,-
i. by recruitment by transfer from among the holders of the post of Archaeological Officer in the
Department of Archaeology;
ii. by direct recruitment;
iii. if no qualified and suitable Archaeological Officer is available for appointment under clause (i) above,
by deputation for a period not exceeding three years from the posts of Assistant Archaeologist in the
Department of Archaeological Survey of India;58 TAMIL NADU GOVERNMENT GAZETTE [Part III—Sec. 1(b)
iv. by recruitment by transfer from any other service, if no qualified and suitable persons are available
for such deputation under clause (iii) above:
Provided that 25% of the sanctioned strength shall be filled up by direct recruitment. Remaining 75% of the posts
shall be filled up by any of the other three methods.
(3) for rule 4, the following rule shall be substituted, namely,-
“4. Qualifications.- Age: No person shall be eligible for appointment to the post by direct recruitment if he has completed
or will complete the age of 32 years on the first day of July of the year in which the selection for appointment is made.
b) Other Qualification.- No person shall be eligible for appointment to the post by the method specified in column (2) of
the table below, unless he possesses the qualifications specified in the corresponding entries in column (3) thereof:-

(4) in rule 5, the following proviso shall be added, namely:—
“Provided that every person appointed to the post by recruitment by transfer shall pass the Account Test
for Executive officers within two years, failing which second and subsequent increments shall be postponed and

(5) in the proviso under rule 6, for the expression “recruitment or by transfer” the expression “recruitment by transfer”
shall be substituted;
(6) for rule 8, the following rules shall be substituted, namely:-
“8. Pay.- There shall be paid to the holders of the post a monthly pay calculated in the Level–22 of pay matrix
(Rs.56,100 – Rs.2,05,700/-).”;
(7) after rule 8, as so substituted, the following rule shall be added, namely,-

No. SRO B-29/2023.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution
of India, the Governor of Tamil Nadu hereby makes the following amendments to the adhoc rules published in
Tamil Development, Culture and Religious Endowments Department Notification No. SRO B/82/2002 at pages 134 to
135 of Part III—Section 1(b) of the Tamil Nadu Government Gazette, dated 17th July 2002:-
Amendments
In the said Rules,
(1) for rule 1, the following rule shall be substituted, namely:-
“The Tamil Nadu Government Servants (Conditions of Service) Act 2016 [Tamil Nadu Act 14 of 2016] and Special
Rules applicable to the holders of the permanent post in the Tamil Nadu General Service shall apply to the holders of
the temporary post of Assistant Director (Administration) in the Department of Archaeology, subject to the modifications
specified below:-”;
(2) for rule 4 (a), the following rule shall be substituted, namely:-
“4. Qualifications.- (a) Age: No person shall be eligible for appointment to the post by direct recruitment if he
has completed or will complete the age of 32 years on the first day of July of the year in which the selection for
appointment is made.
(3) for rule 8, the following rule shall be substituted, namely:-

No. SRO B-30/2023.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of
India, the Governor of Tamil Nadu hereby makes the following amendments to the adhoc rules published with the
Tamil Development–Culture Department Notification No. SRO B-419/88 at pages 279-280 of Part III—Section 1(b) of

In the said Rules,
(1) in rule 3, in item (i), for the expression “Junior Epigraphist”, the expression “Assistant Archaeological Officer”
shall be substituted;
(2) in rule 5, in sub rule(b), for the table, the following table shall be substituted, namely:-

Department of Archaeology / Post Graduate
diploma in Archaeology awarded by the
Archaeological Survey of India;
and
3. Must have passed Tamil as one of the subject
in degree level”
2. Promotion 1. Must Possess any Post Graduate degree awarded
by a university recognized by the University Grants
Commission including Post Graduate degree awarded
by the Tamil University, Thanjavur;
and
2. Must have served as Epigraphical Attender in
the Department of Archaeology for a period of not
less than five years.
(2) sub-rule (c), shall be omitted;
(3) for rule 7, the following rule shall be substituted, namely:-
“7. Pay.- There shall be paid to the holders of the post a monthly pay calculated in Level–11 of Pay Matrix
(Rs.35,400- Rs.1,30,400).” ;
(4) after rule, as so substituted, the following rule shall be added, namely,-
“8. Reservation of Appointment.- Section 27 of the Tamil Nadu Government Servants (Conditions of Service)
Act, 2016 [Tamil Nadu Act 14 of 2016] relating to reservation of appointments shall apply for appointment to the post
by direct recruitment.”
