और यतः इस एक्सप्रेसवे के जवकास से पहले उपरोक्त स्ट्थानों को िोड़ने / जवजभन्न गंतव्य स्ट्थानों तक पहुचुँ ने के
जलए िनता के पास वैकजल्पक मागग तथा सड़कें उपलब्ध रही ह ैं।
और यतः इस एक्सप्रेसवे को हाई स्ट्पीड कॉररडॉर (उच्च गजत कॉरीडोर) के रूप म ें जवकजसत दकया गया ह ै और
अजधसूचना संख्या का. आ. 1522 9ई दिनांक 6 अप्रैल, 2018 तथा राष्ट्रीय रािधानी क्षत्रे दिल्ली सरकार की रािपत्र
अजधसूचना संख्या 20/4/2003/ एचपी –II/4749 दिनांक 29.08.2011 द्वारा एक्सप्रेसवे हते ु जवजभन्न प्रकार के मोटर
वाहनों के जलए अजधकतम गजत सीमाएं 50 दकमी प्रजत घंटा स े120 दकमी प्रजत घंटा के बीच आजधसूजचत की गई ह ैं।
और यतः अपक्षे ाकृत कम गजत से चलन े वाले वाहन िैसे िपु जहया वाहन, जतपजहया वाहन और अन्य धीमी गजत स े
चलने वाल े वाहन िैसे जबना मोटर वाले वाहन, कृजष योग्य रैक्टर (रेलर के साथ तथा रेलर के जबना ) आदि को अपनी

भेद्यता तथा सम्बद्ध गजत अंतर के कारण हाई स्ट्पीड वाहनों (उच्च गजत वाहन) से खतरा हो सकता ह ै और यह सड़क सुरक्षा
पहलुओं से समझौता करने िैसा होगा ।
अतः अब,“राष्ट्रीय रािमागों का जनयंत्रण (भूजम तथा यातायात) अजधजनयम, 2002”की धारा 35 द्वारा प्रित्त
िजक्तयों का प्रयोग करते हुए,एतिद्वारा जनम्नजलजखत श्रेणी के वाहनों को दिल्ली- मेरठ एक्सप्रसे वे (एनई-3) दकमी 0.000 स े
दकमी 59.777 तक का प्रयोग करने के जलए प्रजतबंजधत करने का आिेि दिया िाता ह ै;
(i) मोटर साइदकल (स्ट्कूटर तथा अन्य िपु जहया वाहनों सजहत )
(ii) जतपजहया (ई- कार्टसग तथा ई- ररक्िा सजहत )
(iii) जबना मोटर वाले वाहन;
(iv) रेलर के साथ तथा रेलर के जबना रैक्टर

NOTIFICATION
New Delhi, the 15th January, 2021
F No. NHAI/PIU-GZB/DME-I,II& III / 12021 /2020.—Whereas, the Delhi-Meerut Expressway (NE-3)
starting from its junction with new NH No. 9 (Km. 0.000) near Sarai Kale Khan (Ring Road) in the NCT of Delhi
connecting UP Gate - Vijay Nagar (Ghaziabad) - Dasna - Bhojpur - Partapur and terminating at its junction with new
NH No. 334 (km. 51.975) at Meerut Bypass in the State of Uttar Pradesh is a six-lane, 59.777 km long, fully access
controlled expressway, that starts from Nizamuddin Bridge (km 00.000), ending at Km 51.975 on NH-334 (km
59.777), 8 lane Highway is developed along the 6 lane expressway from Nizamuddin Bridge to Dasna (Km. 0.000 to
Km. 28.000) and remaining section from Dasna to Meerut (Km. 28.000 to Km. 59.777) is a green field expressway.
And whereas there have been and are alternative routes and roads available to the public for linking the above
places/accessing various destination points before the development of this Expressway;
And whereas this Expressway has been developed as a high-speed corridor and the maximum speed limits for
Motor Vehicles of various descriptions for the Expressway have been notified varying between 50 km/hour to 120
km/hour vide Notification bearing No. S.O. 1522 9E dated 6th April, 2018 and the Government of the National Capital
Territory of Delhi vide Gazette Notification no. 20/4/2003/HP-II/4749 dated 29.08.2011 ;
And whereas the movement of high speed vehicles may pose risk to the safety of certain classes of
comparatively slow moving vehicles e.g. two wheelers, three wheelers and other slow moving vehicles like non-
motorized vehicles, agricultural tractors (with or without trailers) due to their vulnerability and associated speed
differentials and compromise the road safety aspects;
NOW, THEREFORE, in exercise of powers conferred under Section 35 of "The Control of National
Highways (Land and Traffic) Act, 2002", it is hereby ordered that the following classes of vehicles are prohibited
from using the Delhi-Meerut Expressway (NE-3) from Km 0.000 to Km 59.777;
(i) Motor Cycles (including scooters and other-wheelers);
(ii) Three wheelers (including e-Carts and e-Rickshaws);
(iii) Non- motorized vehicles;
(iv) Tractors Special with or without trailers
(v) Multi Axle Hydraulic Trailer Vehicles
(vi) Quadri-cycles;
