LATA WANKHEDE: Will the Minister of STATISTICS AND PROGRAMME IMPLEMENTATION be pleased to state: (a) the performance evaluation of the States of Andhra Pradesh, Bihar, Uttar Pradesh and Madhya Pradesh regarding the poverty alleviation and infrastructure targets set under the Twenty Point Programme (TPP) during 2025-26; (b) the specific parameters, such as rural housing construction, safe drinking water provision and afforestation where Andhra Pradesh, Bihar, Uttar Pradesh and Madhya Pradesh achieved or exceeded the prescribed national targets during the last one year; (c) the areas where the physical performance of the implementing agencies in Andhra Pradesh, Bihar, Uttar Pradesh and Madhya Pradesh remained 'Poor' or 'Below Average' according to the Ministry’s quarterly reports; (d) whether the Union Government conducts independent field verifications to validate the progress data submitted by the State Government departments in Andhra Pradesh; and (e) the administrative measures being taken by the Government to advise the Andhra Pradesh, Bihar, Uttar Pradesh and Madhya Pradesh administration on rectifying the shortfalls in critical welfare indicators? ANSWER MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF STATISTICS AND PROGRAMME IMPLEMENTATION, MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF PLANNING AND MINISTER OF STATE IN THE MINISTRY OF CULTURE [RAO INDERJIT SINGH] (a) & (b) Twenty Point Programme (TPP) was launched by the Government of India in the year 1975 and was restructured thrice in 1982, 1986 and 2006.The restructured programme, known as TPP-2006 became operational w.e.f 1st April, 2007. The performance under the Twenty Point Programme (TPP) is monitored on the basis of data furnished by the respective implementing Ministries/Departments and State/UT Governments. The Twenty Point Programme (TPP) is also monitored on the basis of achievements reported by the concerned Ministries/Departments and State/UT Governments against the targets, wherever such targets are prescribed for the respective programme components. Based on the available information with this Ministry, the performance of Bihar, Uttar Pradesh and Madhya Pradesh is placed at Annexure I and Andhra Pradesh is placed at Annexure II during 2025-26. The information relating to indicators such as the rural housing, rural roads, rural employment, rural livelihood, afforestation and other indicators with respect to achievements and available targets are enclosed for the State of Bihar, Uttar Pradesh and Madhya Pradesh during 2025-26 is given in the Annexure III. (c) The Ministry of Statistics and Programme Implementation (MoSPI) does not presently compile or classify the performance of States/UTs under the categories such as 'Poor' or 'Below Average’. (d) & (e) The data under the Twenty Point Programme are furnished based on information provided by concerned Central Ministries/Departments and State/UT Governments and their available Reports/publications. MoSPI does not ordinarily undertake independent field verification of the collected/submitted data.
