D K ARUNA: Will the Minister of STATISTICS AND PROGRAMME IMPLEMENTATION be pleased to state: (a) the details of the major reforms introduced in the implementation of the Members of Parliament Local Area Development Scheme (MPLADS) during the last one year including improvements in fund flow and digital monitoring mechanisms; (b) the details of the progress made in the implementation of the e-SAKSHI Portal and other digital initiatives for strengthening transparency, efficiency and monitoring of works of MPLADS; (c) the details of the work done by the Ministry for monitoring the timely implementation of major Central Sector infrastructure projects through the Infrastructure and Project Monitoring Division (IPMD); and (d) the impact of these initiatives on project implementation, financial transparency and the timely completion of development projects across the country? ANSWER MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF STATISTICS AND PROGRAMME IMPLEMENTATION, MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF PLANNING AND MINISTER OF STATE IN THE MINISTRY OF CULTURE [RAO INDERJIT SINGH] (a): The Ministry has undertaken several reforms during the last one year to strengthen the implementation of the Members of Parliament Local AreaDevelopment Scheme (MPLADS), including improvements in fund flow, digital monitoring, stakeholder engagement and capacity building. The details are given at Annexure I. (b): With the operationalisation of the MPLADS eSAKSHI portal for fund flow and project monitoring under the MPLADS, the requirement of parking funds in physical bank accounts at the district level has been replaced by a just- in-time direct payment mechanism, under which payments are made by the Ministry directly to vendors. The dedicated monitoring reports and dashboards available under the respective Central, State and District Authority logins, together with the disaggregated data available on the public dashboard of the eSAKSHI portal, provide real-time information on the status and progress of works, including works pending for sanction and completion across different time intervals. This has strengthened oversight and facilitated monitoring and review at various administrative levels. Further, the institutionalisation of periodic review mechanisms, including Zonal-level workshops and monthly review meetings over the past year, has helped ensure timely progress, resolve implementation bottlenecks, and improve the overall efficiency of Scheme implementation. (c) & (d): Infrastructure and Project Monitoring Division (IPMD) of the Ministry of Statistics and Programme Implementation (MoSPI) is mandated to monitor Ongoing Central Sector Project costing ₹ 150 crore and above, based on the information provided by the project Implementing Agencies (IA), on PAIMANA portal of the MoSPI. All stakeholders (Infrastructure Line Ministries/ Departments) are regularly being apprised of their project status and slippages on the basis of data analytics available on PAIMANA, for any required intervention in managing the project execution at their end. Further, regular coordination with stakeholders through monthly review meetings and other communications contribute to the evidence-based monitoring. In addition to, the login credentials providing access to the customized dashboards are already shared with all Line Ministries/ Departments, thereby giving them direct access to the portal for review of the project progress. *****Annexure I {Annexure referred to in part (a) of Reply to Lok Sabha Unstarred Question No. 4006 for answer on 12.08.2026} Major reforms undertaken over the last one year under Members of Parliament Local Area Development Scheme (MPLADS) 1. Revision of Fund Flow Procedure under the Scheme: As per the directions of the Ministry of Finance, Department of Expenditure (DoE), the MPLAD Scheme shifted from Model-2 to Model-1A (TSA Hybrid) w.e.f. 1 April 2025. Under Model-1A, the PMU-CNA of the MPLAD Scheme has opened an assignment account with the RBI, which is linked to the CNA’s account. Under this arrangement, a consolidated daily fund requirement, based on bills raised by vendors/implementing agencies during the day, is generated by SBI and electronically pushed to the Public Financial Management System (PFMS) for approval. Upon approval of the day’s amount on PFMS, the CNA account receives the corresponding funds from the RBI assignment account, which is then directly transferred to the respective vendors. 2. Institutionalization of Review Meetings and Capacity-Building Workshop: The Ministry has institutionalized monthly review meetings with States and Union Territories to monitor Scheme implementation review the progress of MPLADS works and resolve operational issues. In addition, regular zonal workshops are being conducted to strengthen stakeholders' capacity in the use of the MPLADS eSAKSHI portal and improve the efficiency of Scheme implementation. 3. Mandatory Geo-tagging of Assets created under MPLADS: Uploading of geo- tagged photographs of completed MPLADS works has been made mandatory with effect from May 2026. This has strengthened physical verification, enhanced transparency, improved monitoring of completed assets, and increased accountability in the implementation of works. 4. Revamped Public Dashboard: The public dashboard of the MPLADS portal has been comprehensively redesigned to improve accessibility, transparency, and public understanding of the Scheme. The following enhancements have been introduced: • A brief explanatory note outlining the Scheme implementation process and the roles and responsibilities of various stakeholders is displayed before accessing the dashboard. • The dashboard now presents information relating to fund allocation, work recommendations, sanctions, completed works, calamity-related consents, and vendorpayments for ongoing and completed works in a simplified and user-friendly manner. These improvements enable the public to better understand the implementation process and reduce misconceptions arising from apparent delays or lower fund utilisation. 5. Upload/Re-upload of Photographs of Completed Works: A functionality has been provided for Hon'ble Members of Parliament to upload photographs of completed works recommended by them. Additionally, Implementing Agencies and District Authorities can now re-upload photographs of completed works, wherever required. This ensures that accurate and updated visual records of completed assets are available on the portal, thereby improving transparency and minimizing the possibility of misinformation. 6. Progress Monitoring Reports and Dashboards for Central Nodal Agency, State Nodal Authorities and District Authorities: Dedicated progress monitoring reports and Monitoring Dashboard have been made available in the eSAKSHI accounts of CNA, State Nodal Authorities and District Authorities. These provide real-time information on the status and progress of works, including works pending for sanction and completion across different time intervals, enabling timely intervention and expeditious implementation. 7. Strengthening of the Convergence framework under with more number of Central and State Government Schemes and introducing a provision on the portal to capture the data on convergence: To enhance the ground-level impact of developmental works undertaken under the MPLAD Scheme, the convergence framework has been expanded by identifying sixteen (16) additional Central Government Schemes for convergence. Further, a dedicated provision has been introduced in the MPLADS eSAKSHI portal to capture convergence data and facilitate the recommendation and implementation of MPLADS works in convergence with eligible Central and State Government Schemes. This enables better coordination among implementing agencies, promotes optimal utilisation of available resources, and strengthens convergence-based implementation of permissible works. 8. Continuous Improvement of the MPLADS eSAKSHI Portal and mobile app: Several other features have also been introduced or enhanced in the MPLADS eSAKSHI portal and mobile app based on feedback received from various stakeholders, including enabling special characters in the location field, displaying the 'Work Description' field to District Authorities, and improving reports and dashboards. *****
