SHRI M K RAGHAVAN: Will the Minister of STATISTICS AND PROGRAMME IMPLEMENTATION be pleased to state: (a) whether the Government has reviewed the performance of the e- Sakshi portal implemented for the administration and monitoring of the Members of Parliament Local Area Development Scheme (MPLADS) and if so, the details thereof; (b) whether the Government is aware of the difficulties faced by Members of Parliament and their offices while using the e-Sakshi portal including issues relating to the user interface, navigation, identification of proposed works, search functionality and workflow management; and (c) if so, the details thereof and the steps being taken by the Government to modernise the User Interface (UI) and improve the functionality of e- Sakshi portal? ANSWER MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF STATISTICS AND PROGRAMME IMPLEMENTATION, MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF PLANNING AND MINISTER OF STATE IN THE MINISTRY OF CULTURE [RAO INDERJIT SINGH] (a) to (c) The eSAKSHI portal, developed to facilitate the revised fund-flow procedure under the Members of Parliament Local Area Development Scheme (MPLADS), is subject to continuous review and periodic enhancement. The Ministry regularly obtains feedback from Members of Parliament, District Authorities, Implementing Agencies and other stakeholders, and introduces necessary modifications to improve the portal's usability, functionality and operational efficiency.As part of its ongoing efforts to modernise the portal, the Ministry has introduced several enhancements to the User Interface (UI) and functionalities of the MPLADS eSAKSHI portal and mobile application. Dedicated monitoring reports and dashboards have been made available under the respective logins of Central, State and District Authorities, enabling real-time monitoring of the status and progress of MPLADS works, including pendency at various stages. These features have strengthened oversight and facilitated effective monitoring and review at different administrative levels. Several additional improvements have also been introduced from time to time to enhance the user experience and strengthen transparency and monitoring. Major enhancements implemented during the recent period include revamping of the public dashboard for improved accessibility and clarity, mandatory uploading of geo-tagged photographs of completed MPLADS works, provision for Hon'ble Members of Parliament to upload photographs of completed works, enabling Implementing Agencies and District Authorities to re-upload photographs where required, and further strengthening of reports and dashboards to improve monitoring and ease of use. To ensure effective utilisation of the portal, the Ministry regularly organises workshops, webinars and hands-on training programmes for stakeholders. Further, during every Parliament Session since the Monsoon Session, 2023, MPLADS kiosks have been established at the Parliament House Annexe Building to assist Hon'ble Members of Parliament with Scheme-related processes and the use of the eSAKSHI portal. These kiosks function as dedicated helpdesks from 10:00 AM to 6:00 PM on all working days during the Session, providing technical and procedural assistance to Members. In addition, user manuals and instructional videos are made available on the eSAKSHI portal for the guidance of all stakeholders *****
