L.-33004/99 सी.जी.-डी.एल.-अ.-01112023-249073 CG-DxLx-xEG-I0D1H1x1x2x0 23-249073 xxxGIDExxx ऄसाधारण EXTRAORDINARY भाग II—खण् ड 3—ईप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 552] नइ ददल्ली, बुधिार, जसतम्ब र 27, 2023/अज‍ि न 5, 1945 No. 552] NEW DELHI, WEDNESDAY, SEPTEMBER 27, 2023/ASVINA 5, 1945 गहृ मत्रं ालय ऄजधसचू ना नइ ददल्ली, 13 जसतम्ब र, 2023 सा.का.जन. 696(ऄ).—राष्ट्रपजत, संजिधान के ऄनुच्छेद 309 के परन्तुक द्वारा प्रदत्त िजियों का प्रयोग करते हुए और गृह मंत्रालय, स्ट् िापक जनयंत्रण ‍ यूरो (महाजनदिे क) भतन जनयम, 2006,ईन बातों के जसिाय ऄजधक्ांत करते हुए, जजन्हें ऐसे ऄजधक्मण स े पूिव दकया गया ह ै या करन े का लोप दकया गया है, गृह मंत्रालय के स्ट् िापक जनयंत्रण ‍ यरू ो में महाजनदेिक के पद पर भतन की पद्धजत का जिजनयमन करने हते ु जन्नलजलजखत जनयम बनाते ह,ं ऄथावतः— 1. संजिप्त नाम और प्रारंभ- (1) आन जनयमों का संजिप्त नाम गृह मंत्रालय, स्ट् िापक जनयंत्रण ‍ यूरो (महाजनदेिक) भतन जनयम, 2023 ह ै। (2) ये राजपत्र में आनके प्रकािन की तारीख को प्रिृत्त्त्त होंगे। 2. पद-संख्या, िगनकरण और िेतन मैट्ररक्स में स्ट्तर : ईि पद/पदों की संख्या, ईसका/ईनका िगनकरण और िेतन मैट्ररक्स म ें ईसका/ईनका स्ट्तर या िेतनमान िह होगा/िे होंगे, जो आन जनयमों से ईपाबद्ध ऄनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) म ें जिजनर्ददष्ट ह।ं 3. भतन की पद्धजत, अय-ु सीमा, ऄहतव ाएं, अदद : ईि पद/पदों पर भतन की पद्धजत, अयु सीमा, ऄहतव ाएं और ईससे/ईनस े सम्बंजधत ऄन्य बात ें िे होंगी जो ईि/पूिोि ऄनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जिजनर्ददष्ट ह।ं 4. जनरहतव ा: िह व्यजि,— (क) जजसन े ऐसे व्यजि से, जजसका पजत या जजसकी पत्नी जीजित ह,ै जििाह दकया ह ैया जििाह की सजिदा की है; या 6151 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (ख) जजसने ऄपन े पजत या ऄपनी पत्नी के जीजित रहत े हुए दकसी व्यजि स े जििाह दकया ह ै या जििाह की संजिदा की ह,ै ईि पदों पर जनयुजि का पात्र नहीं होगा : परंत ु यदद केंद्रीय सरकार का यह समाधान हो जाता ह ै दक ऐसा जििाह ऐसे व्यजि और जििाह के ऄन्य पिकार को लागू स्ट्िीय जिजध के ऄधीन ऄनुज्ञेय ह ै और ऐसा करन े के जलए ऄन्य अधार ह ं तो िह दकसी व्यजि को आस जनयम के प्रितवन से छूट दे सकेगी। 5. जिजथल करने की िजि.-- जहां केन्द्रीय सरकार की यह राय ह ै दक ऐसा करना अि‍यक या समीचीन है,िहााँ िह ईसके जलए जो कारण ह ं ईन्ह ें लेखबद्ध करके तथा संघ लोक सेिा अयोग से परामि व करके आन जनयमों के दकसी ईपबंध को दकसी िगव या प्रिगव के व्यजियों की बाबत, अदेि द्वारा जिजथल कर सकेगी। 6. व्यािृजत्त.— आन जनयमों की कोइ बात, ऐस े अरिण/अरिणों, अयु सीमा में छूट और ऄन्य ट्ररयायतों पर प्रभाि नहीं डालगे ी, जजनका केंद्रीय सरकार द्वारा आस सबंध में समय-समय पर जारी दकए गए अदेिों के ऄनुसार ऄनुसूजचत जाजतयों, ऄनुसूजचत जनजाजतयों, ऄन्य जपछडे िगों, भूतपूिव सैजनकों और ऄन्य जििेष प्रिग व के व्यजियों के जलए ईपबंध करना ऄपेजित ह।ै ऄनसु चू ी पद का नाम पद की संख्या िगनकरण िेतन मेट्ररक्स में चयन पद ह ै ऄथिा सीधे भतन दकए स्ट्तर ऄचयन पद जाने िाले व्यजियों के जलए अयु-सीमा (1) (2) (3) (4) (5) (6) महाजनदिे क 01* (2023) साधारण केन्द्रीय िेतन मैट्ररक्स में लागू नहीं होता लागू नहीं होता सेिा, समूह ‘क’, िेतन स्ट्तर-16/17 *कायवभार के अधार पर राजपजत्रत, पट्ररितवन दकया जा ऄननुसजचिीय ट्रटप्प ण: सकता ह ै आस पद के संचालन के जलए िेतन स्ट्तर 16 या 17 का स्ट् तर चयजनत ऄजधकारी के स्ट् तर पर जनभवर होगा सीधे भतन दकए क्या सीधी भतन दकए जाने िाले पट्ररिीिा की भतन की पद्धजतः क्या भतन सीधे होगी या प्रोन्नजत जाने िाले व्यजियों व्यजियों के जलए जिजहत अयु और ऄिजध, यदद द्वारा या प्रजतजनयजु ि/अमेलन द्वारा तथा जिजभन्न के जलए ऄपेजित िैजिक ऄहतव ाएं प्रोन्नत व्यजियों की पद्धजतयों द्वारा भरे जाने िाली ट्ररजियों की कोइ हो। िैजिक और ऄन्य दिा में लागू होंगी प्रजतितता ऄहतावएं (7) (8) (9) (10) लागू नहीं होता लागू नहीं होता लागू नहीं प्रजतजनयुजि होता प्रजतजनयुजि/अमेलन द्वारा भतन की दिा में िे श्रेजणयां यदद जिभागीय पदोन्नजत सजमजत भतन करने में दकन पट्ररस्ट्थजतयों जजनसे प्रोन्नजत या प्रजतजनयजु ि/अमेलन दकया जाएगा मौजूद है, तो ईसकी संरचना क्या ह?ै में संघ लोक सेिा अयोग से परामिव दकया जाएगा (11) (12) (13) प्रजतजनयुजि पर: लागू नहीं होता संघ लोक सेिा अयोग स े परामिव की अि‍ यकता नहीं ऄजखल भारतीय सेिाओं और ऄन्य समूह 'क' केंद्रीय सेिाओं ह।ै के ऐसे ऄजधकारी जो मूल संिगव या जिभाग में जनयजमत अधार पर सदिृ पद धारण दकए हुए हों।[भाग II—खण् ड 3(i)] भारत का राजपत्र : ऄसाधारण 3 (क) जो जन्नलजलजखत िैिजणक ऄहताव और ऄनुभि रखते हों:- (i) दकसी मान्यता प्राप्त संस्ट्थान से स्नातक की जडग्री; (ii) जजनके पास जिजनयमनकारी जनजधयों के पट्ररितवन, अर्थथक और दाजण्डक ऄपराधों का ऄन्िेषण और ईससे संबंजधत असूचना का संग्रहण करने में अठ िषव का ऄनुभि । ट्रटप्पण: प्रजतजनयुजि की ऄिजध, जजसके ऄंतगवत केंद्र सरकार के ईसी या दकसी ऄन्य संगठन या जिभाग में आस जनयुजि से ठीक पहले धाट्ररत दकसी ऄन्य काडर-बाह्य पद पर प्रजतजनयुजि की ऄिजध है, साधारणतया पांच िषव से ऄजधक नहीं होगी। प्रजतजनयुजि पर जनयुजि के जलए ऄजधकतम अयु सीमा अिेदन प्राप्त होने की ऄंजतम तारीख को ऄट्ठािन िषव से ऄजधक नहीं होगी । [फा.सं. I-12014/19/2016-एनसीबी-II] प्रिांत सीताराम लोखंडे, संयुक् त सजचि, MINISTRY OF HOME AFFAIRS NOTIFICATION New Delhi, the 13th September, 2023 G.S.R. 696(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Home Affairs, Narcotics Control Bureau (Director General) Recruitment Rules, 2006, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Director General in the Narcotics Control Bureau under the Ministry of Home Affairs, namely:— 1 Short title and commencement. — (1) These rules may be called the Ministry of Home Affairs, Narcotics Control Bureau, (Director General) Recruitment Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in the pay matrix.—The number of post, its classification and pay level in the pay matrix attached thereto, shall be as specified in Columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit and other qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating thereto, shall be as specified in Columns (5) to (13) of the said Schedule. 4. Disqualification. — No person,— (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6.
