ये जनयम इन जनयमों के सार् संलग्न अनुसूची के स्ट्तंभ (1) में जनर्िष्टड पिों पर लागू होंगे। 3. पि-संख्या, िगीकरण और िेतन मैररक्स म ें स्ट्तर-पि-संख्या, उसका िगीकरण और उसका िेतन मैररक्स में स्ट्तर िह होगा, िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से (4) म ेंजिजनर्िडष्ट ह।ैं 4. भती की पद्धजत, आय-ु सीमा, अहतड ाए,ं आदि-उि पि पर भती पद्धजत, आय-ु सीमा, अहतड ाएं और उससे संबजन्धत अन्य बात ें िे होंगी िो पूिोि अनुसूची के स्ट्तंभ (5) से (13) में जिजनर्िडष्ट ह।ै 5. जनहतड ा,-िह व्यजि,- (क) जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजित ह,ै जििाह दकया ह,ै या संजििा के अधीन जििाह दकया ह,ै (ख) जिसने अपन े पजत या अपनी पत्नी के िीजित रहत े हुय े दकसी व्यजि स े जििाह दकया ह ै या संजििा के अधीन जििाह दकया ह,ै उि पि पर जनयुजि का पात्र नहीं होगा: परंत ु यदि केंद्रीय सरकार की ओर स े यह समाधान हो िाता ह ै दक ऐसा जििाह, ऐस े व्यजि और जििाह के अन्य पक्षकार को लागू स्ट्िीय जिजध के अधीन अनुज्ञेय ह ै और ऐसा करने के जलए अन्य आधार ह ैं तो िह दकसी व्यजि को इस जनयम के प्रितडन से छूट िे सकेगी। 6. जिजर्ल करन े की िजि – िहा ाँ केंद्रीय सरकार की यह राय ह ै दक ऐसा करना आिश्यक या समीचीन है, िहााँ उसके जलए िो कारण ह ै उन्ह ें लेखबद्ध करके तर्ा संघ लोक सेिा आयोग से परामिड करके, इन जनयमों के दकसी उपबंध को दकसी िगड या प्रिग डके व्यजियों के बाबत, आिेि द्वारा जिजर्ल दकया िा सकेगा। 7. व्यािजृ त्त- इन जनयमों की कोई बात ऐसे आरक्षण, आय-ु सीमा में छूट और अन्य ररयायतों पर प्रभाि नहीं डालगे ी, जिनका केंद्रीय सरकार द्वारा इस संबंध म ें समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछड़ े िगों, भूतपूि-ड सैजनकों और अन्य जििेष प्रिग ड के व्यजियों के जलए उपलब्ध करना आिश्यक ह।ै अनसु चू ी पि का पि की संख्या िगीकरण िेतन मैररक्स में स्ट्तर चयन पि/ सीधी भती दकए िाने सीधी भती के नाम अचयन पि िाले व्यजियों के जलए जलए अपेजक्षत आयु सीमा िैक्षजणक एिं अन्य अहतड ाए ं 1 2 3 4 5 6 7 1.उप- *10 (2023) साधारण केंद्रीय िेतन मैररक्स में स्ट्तर - प्रजतजनयुजि की अिजध, जिसके अंतगडत केन्द्रीय सरकार के उसी या दकसी अन्य संगठन या जिभाग में इस जनयुजि से ठीक पहले धाररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि की अिजध ह ै साधारणतया 3 िषड से अजधक नहीं होगी। रटप्पण 3 - सिस्ट्य। जिचार दकया िा रहा हो, िहााँ उनके ज्येष्ठ व्यजियों के संबंध में भी जिचार दकया िाएगा परंतु यह तब िब दक उसके द्वारा की गई ऐसी अहकड या पात्रता सेिा, अपेजक्षत अहकड या पात्रता सेिा के आधे से अजधक से या िो िषड से, इनमें से िो भी कम हो, कम न हो और उन्होंने अपने ऐसे कजनष्ठ व्यजियों सजहत, जिन्होंने ऐसी अहकड या पात्रता सेिा पहले ही पूरी कर ली ह,ै अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पररिीक्षा की अिजध सफलतापूिडक पूरी कर ली हो। प्रजतजनयजु ि द्वारा: केंद्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र प्रिासन के पुजलस कमी: (क( )i) मूल संिगड या जिभाग या समकक्ष में जनयजमत आधार पर सिश्ृ य पि धारण दकया हो; या (ii) मूल संिगड या जिभाग में िेतन मैररक्स (रु.21700-69100) में स्ट्तर-3 में जनयजमत पि पर अपने ग्रेड में पांच िषड की जनयजमत सेिा की हो; और (ख) प्रिासन या उपापन या सामान्य प्रिासन में तीन िषड का अनुभि हो। रटप्पण 1 – पोषक प्रिगड के ऐसे जिभागीय अजधकारी, िो प्रोन्नजत की सीधी पंजि में ह,ै प्रजतजनयुजि पर जनयुजि के जलए[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 7 जिचार दकए िाने के पात्र नहीं होंगे। इसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जिचार दकए िाने के पात्र नहीं होंगे। रटप्पण 2 - Short title and commencement. - (1) These rules may be called the Ministry of Home Affairs, National Crime Records Bureau, Crime Records, Administration and Training Division, Sub-Inspector(General), Sub- Inspector(Motor Transport), Head Constable(General) and Head Constable(Driver), Group ‘C’ Posts, Recruitment Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application. - These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules. 3. Number of posts, classification and level in pay matrix. - The number of the said posts, their classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule. 4. Method of recruitment, age - limit, qualifications, etc. - The method of recruitment, age- limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule. 5. Disqualification. - No person, - (a) Who has entered into or contracted a marriage with a person having a spouse living; or (b) Who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 6. Powers to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 7. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
