अत: अब, केंद्रीय सरकार आधार (जव् तीय और अन् य सहायताथ थ धनों, प्रसुजवधाओं और सेवाओं का लजक्षत
पररदान) अजधजनयम, 2016 (2016 का 18) (जजसे इसम ें इसके पश् चात उक्त अजधजनयम कहा गया ह)ै , की धारा 7 के
उपबंधों के अनुसरण म ें जनमिन जलजखत अजधसूजचत करती ह,ै :-

1. (i) योजना के अधीन प्रसजु वधा लने े के इच्छ ुक प्र्य के पात्र जहताजधकारी स े अपक्षे ा की जाती ह ै दक वह आधार सख्ं य ा
रखन े का सबूत प्रस्ट् तुत करे या आधार अजधप्रमाणन कराए।
(ii) योजना के अधीन प्रसुजवधा लेन े के इच्छ ुक प्र् येक पात्र जहताजधकारी व् यजि , जो आधार संख् या नह रखता ह ै या
जजसने आधार के जलए अभी तक नामांकन नह कराया ह,ै उसे आधार नामांकन के जलए आवेदन करना होगा जबदक
वह व् यजि उक्त अजधजनयम की धारा 3 के उपबंधों के अनुसार, आधार प्राप् त करन े के हकदार हो और ऐसे
जहताजधकारी आधार नामांकन के जलए दकसी भी आधार नामांकन केंद्र (भारतीय जवजिष्ट पहचान प्राजधकरण की
वेबसाइट www.uidai.gov.in म ें सूची उपलब् ध ह)ै म ें जा सकेगा।
(iii) आधार (नामांकन और अद्यतन) जवजनयम, 2016 के अनसु ार, मंत्रालय स े कायाथन् वयन एजेंसी के माध् यम स े पात्र
जहताजधकारी के जलए, जो अभी आधार हते ु नामांदकत नह हुए ह,ैं उनके आधार नामांकन सुजवधाओं की व् यवस्ट् था
दकए जाने की अपेक्षा की जाती ह ैऔर यदद संबंजधत ब्ल ॉक या तालुका या तहसील म ेंआधार नामांकन केंद्र जस्ट्थत नह
हो तो कायाथन् वयन एजेंसी के माध् यम स े मंत्रालय भारतीय जवजिष्ट पहचान प्राजधकरण (यूआईडीएआई) के जवद्यमान
रजजस्ट् रार के सहयोग स े या स्ट्व त: यूआईडीएआई रजजस्ट् रार बनते हुए सुजवधाजनक स्ट्थ ान पर आधार नामांकन
सुजवधाएं प्रदान कराएगा:
परंत ु योजना के अधीन दकसी व् यजि को आधार सौंप ददए जाने तक ऐस े व् यजि को जनमिन जलजखत दस्ट् तावेजों को
प्रस्ट् तुत करन े की ितथ पर प्रसुजवधा दी जाएगी, अथाथत:-
(क) यदद वह नामांदकत हो गया हो, उसकी आधार नामांकन पहचान पची; और
(ख) गृह जवभाग, जमजोरम सरकार द्वारा जारी पहचान पची; और
(ग) जनमिन जलजखत दस्ट् तावेजों म ें स े कोई एक, अथाथत:-
(i) फोटो के साथ बैंक या पोस्ट् ट ऑदफस की पासबुक; या
(ii) मतदाता पहचान पत्र; या
(iii) स्ट् थाई खाता संख् या (पैन) काडथ; या
(iv) रािन काडथ; या
(v) पासपोट;थ या
(vi) दकसान फोटो पासबुक; या
(vii) महा् मा गांधी राष्र ीय ग्रामीण रोजगार गारंटी योजना के अंतगथत जारी जॉब काडथ; या
(viii) मोटर वाहन अजधजनयम, 1988 (1988 का 59) के अधीन अनुज्ञापन प्राजधकारी द्वारा जारी
चालन अनुज्ञजि; या
(ix) दकसी राजपजत्रत अजधकारी या दकसी तहसीलदार या दकसी कायाथलय के अजधकाररक िीषथ पत्र
पर जारी दकसी ऐस े व् यजि का फोटो सजहत पहचान प्रमाण पत्र; या
(x) मंत्रालय द्वारा यथाजवजनर्ददष् ट कोई अन्य दस्ट्त ावेज:
परंत ु यह और दक उपयुथक् त दस्ट्त ावेज को जविेष रूप से इस उद्देश् य के जलए मंत्रालय द्वारा नामजनर्ददष् ट दकसी
अजधकारी द्वारा जांचा जा सकेगा।
2. योजना के अधीन जहताजधकाररयों को सुजवधाजनक रूप स े प्रसुजवधा प्रदान करन े के जलए, मंत्रालय अपनी
कायाथन् वयन एजेंसी के माध् यम स े यह सुजनजित करन े के जलए सभी आवश् यक व् यवस्ट् थाए ं करेगा दक योजना के अधीन आधार
की आवश् यकता के प्रजत जहताजधकाररयों को जागरूक बनाने के जलए मीजडया के माध् यम स ेव् यापक प्रचार दकया जाए।
3. उन सभी मामलों में, जहां आधार अजधप्रमाणन जहताजधकाररयों के खराब बायोमैररक्स के कारण या दकसी अन्य
कारण स े असफल रहता ह ैवहां जनमिन जलजखत उपचारा्मक प्रिम अपनाया जाएगा, अथाथत:-
(क) खराब अंगलु ी छाप गुणव् ता के मामल े म,ें अजधप्रमाणन के जलए आयररस स्ट् कैन या चेहरा अजधप्रमाणन
सुजवधा अपनाई जाएगी जजससे मंत्रालय अपनी कायाथन् वयन एजेंसी के माध् यम से आयररस स्ट् कैनस थ या चेहरा
अजधप्रमाणन के साथ अंगलु ीछाप अजधप्रमाणन के जलए प्रावधान करेगी जजससे जनबाथध रीजत स े प्रसुजवधा

(ख) अंगलु ी छाप के माध् यम स े बायोमैररक्स अजधप्रमाणन या आयररस स्ट् कैन या चेहरा अजधप्रमाणन के सफल

वन टाइम पासवडथ या समय आधाररत वन टाइम पासवडथ द्वारा अजधप्रमाणन प्रदान दकया जाएगा;
(ग) अन् य सभी मामलों म,ें जहां बायोमैररक्स या वन टाइम पासवडथ या समय आधाररत वन टाइम पासवडथ
अजधप्रमाणन संभव नह ह ै वहा ं योजना के अधीन प्रसुजवधाए ं भौजतक आधारपत्र के आधार पर दी जा
सकती ह,ैं जजनकी अजधप्रामाजणकता आधारपत्र पर मुदद्रत ् वररत प्रजतदिया (क्य आू र) कोड के माध् यम से
स् या जपत की जा सकती ह ै और ् वररत प्रजतदिया (क्य आू र) कोड रीडर की आवश् यक व् यवस्ट् था मंत्रालय
द्वारा अपनी कायाथन् वयन एजेंसी के माध् यम से सुजवधाजनक स्ट् थानों पर उपलब् ध कराई जाएगी।
4. यह सुजनजित करने के जलए दक योजना के अधीन कोई वास्ट् तजवक जहताजधकारी अपनी दये प्रसुजवधाओं से वंजचत
नह हो, मंत्रालय अपनी कायाथन् वयन एजेंसी के माध् यम स े प्र् यक्ष लाभ हस्ट्त ातं रण जमिन, मंजत्रमंडल सजचवालय, भारत
सरकार के तारीख 19 ददसंबर, 2017 के कायाथलय ज्ञापन संख् या डी-26011/04/2017-डीबीटी
(https://dbtbharat.gov.in/ पर उपलब्ध ) म ें यथाजवजनर्ददष् ट अपवाद कायाथन् वयन एजेंसी िजि का पालन करेगा।

NOTIFICATION
New Delhi, the 2nd February, 2021
S.O. 488(E).—Whereas, the use of Aadhaar as identity document for delivery of services or
benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency,
and enables beneficiaries to get their entitlements directly in a convenient and seamless manner and
Aadhaar obviates the need for producing multiple documents to prove one’s identity;
And whereas, the Ministry of Home Affairs (hereinafter referred to as the Ministry) in the
Government of India is administering the Central Scheme of “Grant in Aid to Government of
Tripura and Mizoram for rehabilitation of Bru Migrants” (hereinafter referred to as the Scheme)
under which financial assistance (hereinafter referred to as the benefit) is given to the eligible Bru
persons or eligible family members of the Bru persons (hereinafter referred to as the beneficiary)
through the State Government Institutions, viz. the Collectors and District Magistrates/Deputy
Commissioners concerned (hereinafter referred to as the Implementing Agency);
And whereas, the Scheme involves expenditure incurred from the Consolidated Fund of India;
Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery
of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred
to as the said Act), the Central Government hereby notifies the following, namely:-
1. (i) An eligible beneficiary desirous of receiving the benefit under the Scheme is hereby required
to furnish proof of possession of Aadhaar number or undergo Aadhaar authentication.
(ii) Any eligible beneficiary desirous of receiving benefit under the Scheme, who does not
possess the Aadhaar number or, has not yet enrolled for Aadhaar, shall have to apply for Aadhaar
enrollment provided he is entitled to obtain Aadhaar as per the provisions of section 3 of the said
Act and such beneficiary shall visit any Aadhaar enrolment centre (list available at Unique
Identification Authority of India (UIDAI) website www.uidai.gov.in) for Aadhaar enrolment.
(iii) As per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Ministry
through the Implementing Agency, is required to offer Aadhaar enrolment facilities for the
eligible beneficiary, who is not yet enrolled for Aadhaar and in case there is no Aadhaar
enrolment centre located in the respective Block or Taluka or Tehsil, the Ministry through the
Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in
coordination with the existing Registrars of Unique Identification Authority of India or by
becoming Unique Identification Authority of India Registrars themselves:4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
Provided that till the time Aadhaar is assigned to the beneficiary, benefit under the Scheme
shall be given to such beneficiary subject to the production of the following documents,
namely:-
(a) If he has enrolled, his Aadhaar Enrolment Identification slip; and
(b) Identification Slip issued by Home Department, Government of Mizoram; and
(c) Copy of any one of the following documents, namely :-
(i) Bank or Post office Passbook with Photo; or
(ii) Voter Identification Card; or
(iii) Permanent Account Number (PAN) Card; or
(iv) Ration Card; or
(v) Passport; or
(vi) Kisan Photo Passbook; or
(vii) Mahatma Gandhi National Rural Employment Guarantee Scheme Job Card; or
(viii) Driving license issued by Licensing Authority under the Motor Vehicles Act, 1988
(59 of 1988); or
(ix) Certificate of identity having photo of such person issued by a Gazetted officer or a
Tehsildar on an official letter head; or
(x) any other document as specified by the Ministry:
Provided further that the above documents may be checked by an officer specifically designated by
the Ministry for that purpose.
2. In order to provide benefits to the beneficiaries under the Scheme conveniently, the Ministry
through its Implementing Agency shall make all the required arrangements to ensure that wide publicity
through media shall be given to the beneficiaries to make them aware of the requirement of Aadhaar under
the Scheme.
3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to
any other reason, the following remedial mechanisms shall be adopted, namely:-
(a) in case of poor fingerprint quality, iris scan or face authentication facility shall be adopted for
authentication, thereby the Ministry through its Implementing Agency shall make provisions for iris
scanners or face authentication along with finger print authentication for delivery of benefit in seamless
manner;
(b) in case the biometric authentication through fingerprints or iris scan or face authentication is not
successful, wherever feasible and admissible, authentication by Aadhaar One Time Password or Time-
based One-Time Password with limited time validity, as the case may be, shall be offered;
(c) in all other cases, where biometric or One Time Password or Time-based One-Time Password
authentication is not possible, benefits under the Scheme may be given on the basis of physical Aadhaar
letter whose authenticity can be verified through the Quick Response code printed on the Aadhaar letter
and the necessary arrangement of Quick Response code reader shall be provided at the convenient
locations by the Ministry through its Implementing Agency.
4. In order to ensure that no bona fide beneficiary under the Scheme is deprived of his due benefits,
the Ministry through its Implementing Agency shall follow the exception handling mechanism as specified
in the Office Memorandum No. D-26011/04/2017-DBT, dated the 19th December 2017 of the Direct
Benefit Transfer Mission, Cabinet Secretariat, Government of India (available on https://dbtbharat.gov.in/).
5. This notification shall come into effect from the date of its publication in the Official Gazette
in the States of Mizoram and Tripura.
