Executive Summary & Key Takeaways

What it means

  • This gazette notification declares specific areas within Manipur as 'disturbed areas' under the Armed Forces (Special Powers) Act (AFSPA), 1958. This allows security forces to take more stringent actions to maintain law and order. The initial declaration of the entire state as a disturbed area, except for 19 police station jurisdictions, has been modified to now specifically include 6 police station jurisdictions.

Key Changes

  • The entire state of Manipur, excluding 19 police station jurisdictions, was declared a 'disturbed area' on October 1, 2024, for six months, based on a notification dated September 26, 2024.
  • The new notification, dated November 14, 2024, now declares only the areas under the jurisdiction of 6 specific police stations as 'disturbed areas'.
  • The 6 police stations are: Sekmai and Lamsang (Imphal West district), Lamlai (Imphal East district), Jiribam (Jiribam district), Leimakhong (Kangpokpi district), and Moirang (Bishnupur district).
  • This new declaration is effective immediately and will remain in force until March 31, 2025, unless withdrawn earlier.
  • The decision to narrow the scope to these 6 police stations is based on a review of the security situation, which indicates ongoing ethnic violence and insurgent activity in these specific areas.
  • The initial notification excluded 19 police stations, which are: Imphal, Lamphel, City, Singjamei, Sekmai, Lamsang, Patsoi, Wangoi, Porompat, Heingang, Lamlai, Irilbung, Leimakhong, Thoubal, Bishnupur, Nambol, Moirang, Kakching, and Jiribam.
