L.-33004/99 सी.जी.-डी.एल.-अ.-19032024-253231 CG-DxLx-xEG-I1D9H0x3x2x0 24-253231 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 206] नई दिल्ली, मगं लर्ार, माच च19, 2024/फाल्ग नु 29, 1945 No. 206] NEW DELHI, TUESDAY, MARCH 19, 2024/PHALGUNA 29, 1945 गहृ मत्रं ालय अजधसचू ना नई दिल्ली, 19 माच,च 2024 सा.का.जन. 220(अ).— केंद्रीय सरकार, केंद्रीय ररिर् च पुजलस बल अजधजनयम, 1949 (1949 का 66) की धारा 18 के उप-खंड (1) द्वारा प्रित्त िजियों का प्रयोग करत े हुए, केंद्रीय ररिर्च पुजलस बल, समूह ‘ख' पि (सामान् य ड्यूटी, तकनीकी और रेडसमैन कैडर) भती जनयम, 2014 को, िहां तक दक उनका संबंध तकनीकी संर्गच उप जनरीक्षक (आमोरर) और उप जनरीक्षक (मोटर मैकेजनक) के पिों स े ह,ै उन बातों के जसर्ाय अजधक्ांत करत े हुए, जिन् ह ें ऐसे अजधक्मण स े पर्ू च दकया गया ह ै या करन े का लोप दकया गया ह,ै गृह मंत्रालय, केंद्रीय ररिर्च पुजलस बल म ें उप जनरीक्षक (आमोरर) और उप जनरीक्षक (मोटर मैकेजनक) के पिों पर भती की पद्धजत का जर्जनयमन करन े के जलए जनम्नजलजखत जनयम बनाती ह,ै अर्ाचत:् - 1. संजक्षप्त नाम और प्रारम्भ.- (1) इन जनयमों का संजक्षप्त नाम गृह मंत्रालय, केन्द्रीय ररिर् च पजु लस बल, तकनीकी संर्गच, उप जनरीक्षक (आमोरर) और उप जनरीक्षक (मोटर मैकेजनक), समूह 'ख' पि, भती जनयम, 2024 ह।ै (2) ये रािपत्र म ें उनके प्रकािन की तारीख को प्रर्ृत् त होंगे। 2. पररभाषाए.ं - (1) इन जनयमों म,ें िब तक दक संिभच स ेअन् यर्ा अपेजक्षत न हो, - 2109 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (क) 'सक्षम प्राजधकारी' स े केन् द्रीय ररिर्च पुजलस बल अजधजनयम, 1949 और केन् द्रीय ररिर्च पुजलस बल जनयम, 1955 म ें जनर्िष्च ट जनयुजि प्राजधकारी या प्राजधकारी अजभप्रेत ह;ै (ख) 'महाजनिेिक' स े केन् द्रीय ररिर् चपुजलस बल का महाजनिेिक अजभप्रेत ह;ै (ग) िेप-1, ऐसे जचदकत् सा प्रर्गच को जनर्िष्च ट करता ह ैिो केन् द्रीय ररिर्च पुजलस बल के 2008 के स्ट् र्ायी आिेि संख् या 04, तारीख 15 दिसंबर, 2008 के अधीन तर्ा केन् द्रीय ररिर्च पुजलस द्वारा समय-समय पर िारी पश् चातर्ती संिोधनों म ेंजर्जनर्िष्च ट ह।ै (2) उन िब् िों और पिों, िो इसम ें प्रयुक् त ह,ैं और पररभाजषत नहीं ह ै र्हीं अर् च होंगे िो केंद्रीय ररिर्च पुजलस बल अजधजनयम, 1949 (1949 का 66) और केंद्रीय ररिर्च पुजलस बल जनयम 1955 म ेंह।ै 3. लाग ू होना.- ये जनयम, इन जनयमों स े उपाबद्ध अनुसूची के स्ट् तम् भ (1) म ें जर्जनर्िष्च ट पिों पर लाग ू होंगे। 4. पिों की सख्ं या, र्गीकरण और र्ते न मरै रक्स म ें स्ट्तर.- उक्त पिों की संख्या, उनका र्गीकरण और र्ेतन मैररक्स म ें स्ट्तर र्ह होगा, िो इन जनयमों स े उपाबद्ध अनुसूची के स्ट् तंभ (2) स े स्ट् तंभ (4) म ें जर्जनर्िष्टच ह।ैं 5. भती की पद्धजत, आय-ु सीमा, अहतच ाएं आदि.- भती की पद्धजत, आय-ु सीमा, अहतच ाएं और उक्त पि स े संबंजधत अन्य बात ें र्े होंगी िो उि अनसु ूची के स्ट्तंभ (5) स े स्ट् तंभ (13) म ें जर्जनर्िष्टच ह।ैं 6. ज्य ष्े ठ ता.- ज्य ष्े ठ ता, केंद्रीय ररिर्च पुजलस बल जनयम, 1955 और केंद्रीय सरकार द्वारा समय- समय पर िारी साधारण अनुिेिों के अनुसार जर्जनयजमत की िाएगी। 7. जनयजु ि.- प्रत् यके व् यजि जिसने इन जनयमों स े उपाबद्ध अनुसूची म ें जर्जहत अपनी अहतच ा या पात्रता सेर्ा पूरी कर ली ह,ै केर्ल उन् ह ें उस श्रेणी या श्रेजणयों म ें जनयुजि या प्रोन् नजत के जलए जर्चार दकया िाएगा, परंतु उनकी केन् द्रीय ररिर् च पुजलस बल के दिनांक 15 दिसंबर, 2008 के स्ट् र्ायी आिेि संख् या 04/2008 और केन्द्र ीय सरकार द्वारा समय-समय पर िारी दकए गए पश् चातर्ती संिोधन के अधीन जर्जहत जचदकत् सा प्रर्गच िेप-1 हो। इसके अजतररक् त, ऐसे प्रत् यके व् यजि को जपछल े पांच र्ष च म ें कोई बडा िडं न जमला हो और र्ार्षचक काय चजनष्प ािन मल्ू यांकन ररपोटच म ेंकोई प्रजतकूल रटप् पणी न हो। 8. जनरहतच ा.- र्ह व्यजि,- (क) जिसने ऐस े व्यजि स े जिसका पजत या जिसकी पत्नी िीजर्त ह,ै जर्र्ाह दकया ह ै या जर्र्ाह की संजर्िा की ह ै; या (ख) जिसने अपने पजत या अपनी पत्नी के िीजर्त रहत े हुए दकसी व्यजि स े जर्र्ाह दकया ह ै या जर्र्ाह की संजर्िा की ह,ै उि पिों पर जनयुजि का पात्र नहीं होगा : परन् त ु यदि केंद्रीय सरकार का यह समाधान हो िाता ह ैदक ऐसा जर्र्ाह ऐस े व् यजि को लाग ू स्ट्र् ीय जर्जध के अधीन अनुज्ञेय ह ैऔर ऐसा करन े के जलए अन्य आधार ह,ैं तो र्ह दकसी व्यजि को इस जनयम के प्रर्तचन स े छूट ि ेसकेगी। 9. गरै -भारतीय नागररकों की अपात्रता.- कोई व्यजि िो भारत का नागररक नहीं ह,ै इन जनयमों के अधीन केंद्रीय सरकार की जलजखत म ें पूर् च अनज्ञु ा के जसर्ाय जनयुि नहीं दकया िाएगा : परन् त ु इस जनयम म ें अंतजर्ष्ट चकोई भी बात नपे ाल या भूटान के नागररकों को बल म ें जनयुजि या जनयोजित करने स े र्र्िचत नहीं कर सकेगी।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 10. अजधर्र्षतच ा.- (1) इन जनयमों के अधीन जनयुि प्रत्येक व् यजि जिस मास म ें 60 र्ष च की आय ु पूरी करता/करती ह ै उस मास के अंजतम दिन के अपरान् ह स े या केन् द्रीय सरकार द्वारा समय-समय पर िैसा जर्जहत दकया िाए, सेर्ाजनर्ृत्त होगा: परंत ु र्ह व्यजि जिसकी िन्म तारीख मास की पहली तारीख को ह,ै र्ह सेर्ाजनर्ृजत्त की आय ुपरू ी करन े के पूर्चर्ती मास के अंजतम दिन के अपरान् ह स े सेर्ाजनर्ृत्त होगा। (2) िैसा दक उप जनयम (1) म ें जर्जनर्िष्च ट ह,ै दकसी भी व् यजि को अजधर्र्षचता पर सेर्ाजनर्ृजत्त की जर्जहत आय ु के परे सेर्ा म ें जर्स्ट्तार नहीं दिया िाएगा। 11. जिजर्ल करन े की िजि.- िहां केंद्रीय सरकार की यह राय ह ै दक ऐसा करना आर्श्यक या समीचीन ह,ै र्हां र्ह उसके जलए िो कारण ह,ैं उन् ह ें लेखबद्ध करके और संघ लोक सर्े ा आयोग के परामि च स,े इन जनयमों के दकसी भी उपाबंध को दकसी र्गच या प्रर्ग च के व् यजियों की बाबत, आिेि द्वारा जिजर्ल कर सकेगी। 12. व्य ार्ृजत्त.- इन जनयमों की कोई बात ऐसे आरक्षण, आय-ु सीमा म ें छूट और अन्य ररयायतों पर प्रभार् नहीं डालगे ी, जिनका केंद्रीय सरकार द्वारा इस संबंध म ें समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछडा र्ग,च भूतपूर् च सैजनकों और अन्य जर्िषे प्रर्ग च के व्यजियों के जलए उपलब् ध कराना अपेजक्षत ह।ै अनसु चू ी पि का नाम पि की सख्ं या र्गीकरण र्ते न मरै रक्स म ेंस्ट्तर चयन पि या अचयन पि (1) (2) (3) (4) (5) 1. उप- 100 * (2024) साधारण केंद्रीय सेर्ा, र्ेतन मैररक्स म ें चयन। जनरीक्षक *कायचभार के आधार समूह 'ख', स्ट्तर-6 (आमोरर)। पर पररर्तचन दकया िा अरािपजत्रत, (35400-112400 सकता ह।ै अननुसजचर्ीय। रुपए) सीधी भती दकय े िाने र्ाल े व्यजियों के जलए आय-ु सीमा। (6) लाग ू नहीं होता सीधी भती दकय े िाने र्ाल े व्यजियों के जलए अपेजक्षत िैजक्षक और अन्य अहतच ाएं। (7) लाग ूनहीं होता सीधी भती दकय े िाने र्ाले व्यजियों पररर्ीक्षा अर्जध, यदि कोई हो। भती की पद्धजत, भती सीधे होगी या प्रोन्नजत के जलए जर्जहत आय ु और िैजक्षक द्वारा या प्रजतजनयुजि/ आमेलन द्वारा और अहतच ाएं प्रोन्नत व्यजियों की ििा म ें जर्जभन्न पद्धजतयों द्वारा भरी िाने र्ाली लाग ू होगी या नहीं। ररजियों का प्रजतितता (8) (9) (10) लाग ू नहीं होता 2 र्ष च प्रोन् नजत द्वारा4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] प्रोन्नजत या प्रजतजनयुजि/आमेलन यदि जर्भागीय प्रोन्नजत सजमजत जर्धमान ह,ै भती करन े म ें दकन पररजस्ट्र्जतयों म ें संघ लोक सेर्ा आयोग स े द्वारा भती की ििा म,ें र्े श्रेजणयां तो उसकी संरचना। परामि च दकया िाना ह।ै जिनस े प्रोन्नजत या प्रजतजनयुजि/आमेलन दकया िाना ह।ै (11) (12) (13) प्रोन् नजत: समहू 'ख' जर्भागीय प्रोन्न जत सजमजत (प्रोन्न जत लाग ू नहीं होता। महाजनिेिक, केन् द्रीय ररिर् च पुजलस के सबं धं म ें जर्चार करन े के जलए) जिसम ें बल द्वारा जर्जहत पाठ्यक्मों में अहतच ा सजम्मजलत होंग:े - प्राप् त करने के अधीन रहते हुए र्ेतन मैररक्स के स्ट् तर-5 (29200-92300 1. उप महाजनरीक्षक , केन् द्रीय ररिर्च पुजलस रुपए) म ें सहायक उप जनरीक्षक बल- अध्यक्ष; या दकसी अन् य मान् यता प्राप् त संस्ट् र्ा द्वारा मैकेजनक मोटर यान रेड म ें िो र्षच का औधोजगक प्रजिक्ा ण संस्ट्र् ान प्रमाण 4. सहायक कमांडेंट, केन् द्रीय ररिर्च पुजलस पत्र या मान् यता प्राप् त संस्ट् र्ा स े तीन र्षच की अर्जध के बल- सिस्ट् य; मैकेजनक मोटर यान रेड में राष्र ीय या राज्य प्रजिक्षुता प्रमाण पत्र ; 5. एक सिस्ट् य िो जनरीक्षक के पि स े नीच े का न हो तर्ा जिसे संबंजधत रेड का (ii) संबंजधत रेड के क्षत्रे म ें तीन र्ष च का व् यार्हाररक पयाचप् त ज्ञान हो- सिस्ट् य। अनुभर्; और (iii) अभ् यर्ी, जचदकत् सा श्रेणी 'िेप-1' म ें हो। रटप्प ण 1.- पोषक प्रर्गच के ऐसे जर्भागीय अजधकारी िो प्रोन् नजत की सीधी पंजि म ें ह,ैं प्रजतजनयुजि पर जनयुजि के जलए जर्चार दकए िाने के पात्र नहीं होंगे। इसी प्रकार प्रजतजनयुक् त व् यजि प्रोन् नजत द्वारा जनयुजि के जलए जर्चार दकए िाने के जलए पात्र नहीं होंगे। रटप्प ण 2.- प्रजतजनयुजि की अर्जध, जिसके अ तं गचत केन्द्र ीय सरकार के उसी या दकसी अन्य संगठन या जर्भाग म ें इस जनयुजि स े ठीक पहल े धाररत दकसी अन् य काडर बाह्य पि पर प्रजतजनयुजि की अर्जध ह ै साधारणतया तीन र्ष च स े अजधक नहीं होगी। रटप्प ण 3.- प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आय-ु सीमा आर्ेिन प्राप् त करन े की अंजतम तारीख को छप् पन र्षच स े अजधक नहीं होगी। [ फा. सं. एम-पांच-1/2021-स्ट्र्ा.-डीए-1(पी)] िी. पार्चसारर्ी, संयुक् त सजचर् (पी-II)[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 7 MINISTRY OF HOME AFFAIRS NOTIFICATION New Delhi, the 19th March, 2024 G.S.R. 220(E).— In exercise of the powers conferred by sub-section (1) of section 18 of the Central Reserve Police Force Act, 1949 (66 of 1949) and in supersession of the Central Reserve Police Force, Group ‘B’ posts (General Duty, Technical and Tradesmen Cadre) Recruitment Rules, 2014, in so far as they relate to posts of Technical Cadre Sub-Inspector (Armourer) and Sub-Inspector (Motor Mechanic), except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the posts of Sub-Inspector (Armourer) and Sub-Inspector (Motor Mechanic), in the Central Reserve Police Force, Ministry of Home Affairs, namely:- 1. Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, Central Reserve Police Force, Technical Cadre, Sub-Inspector (Armourer) and Sub-Inspector (Motor Mechanic), Group ‘B’ Posts, Recruitment Rules, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Definitions.- (1) In these rules, unless the context otherwise requires,- (a) “competent authority” means the appointing authority or authority referred to in the Central Reserve Police Force Act, 1949, and the Central Reserve Police Force Rules, 1955; (b) “Director General” means the Director General, Central Reserve Police Force; (c) “SHAPE-1” refers to the medical category as specified under the Central Reserve Police Force Standing Order No. 04 of 2008, dated the 15th December, 2008, and subsequent amendments issued by the Central Government from time to time. (2) The words and expressions used herein and not defined shall have the same meanings assigned to them in the Central Reserve Police Force Act, 1949 (66 of 1949) and the Central Reserve Police Force Rules, 1955. 3. Application.- These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules. 4. Number of posts, classification and level in pay matrix. - The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule. 5. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule. 6. Seniority.- Seniority shall be regulated in accordance with the Central Reserve Police Force Rules, 1955, and general instructions issued by the Central Government from time to time. 7. Appointment.- Every person who have completed their qualifying or eligibility service as prescribed in the Schedule annexed to these rules, shall only be considered for appointment or promotion to the grade or grades provided they are in medical category SHAPE-1 as specified under the Central Reserve Police Force Standing Order No. 04 of 2008, dated the 15th December, 2008, and subsequent amendments issued by the Central Government from time to time. Further, such every person shall not have major punishment and adverse remark in the Annual Performance Appraisal Report in the preceding five years. 8. Disqualification.- No person,- (a) who has entered into or contracted a marriage with a person having a spouse living ; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and that there are other grounds for so doing, exempt any person from the operation of this rule. 9. Ineligibility of non-citizens of India.- No person who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed or employed under these rules: Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal or Bhutan in the Force.8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 10. Superannuation.- (1) Every person appointed under these rules shall retire from service on the afternoon of the last day of the month in which he or she attains the age of sixty years or as prescribed by the Central Government from time to time : Provided that a person whose date of birth is on the first day of a month shall stand retire from service on the afternoon of the last day of the preceding month on attaining the age of superannuation. (2) No person shall be granted extension in service beyond the age of retirement on superannuation as specified in sub-rule (1). 11. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 12. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
