Central Government hereby makes the following rules regulating the method of recruitment to the posts of Deputy Commandant

(1) इन धनयमों का संधिप्त नाम केंद्रीय ररजर्व पुधलस बल, उप कमांडेंट (प्रधान धनजी सधचर्) तथा सहायक कमांडेंट (धनजी सधचर्) समूह ‘क’ पद भती धनयम (3) 2017 है। (2) ये, राजपत्र में प्रकाशन की तारीख से प्रर्ृत होंगे। 2. पदों की सख्ं य ा, र्गीकरण और र्ते न मरै िक्स का स्त र.— पद की संख्य ा, र्गीकरण और र्ेतन मैरिक्स का स् तर र् े होंग,े जो दक इन धनयमों स ेउपाबद्ध अनुसूची के कॉलम (2) से कॉलम (4) में धर्धनर्ददष् ट ह।ैं 3 भती की पद्धधत, आय-ु सीमा, अहतव ाएं आदद.— पदों से संबंधधत भती की पद्धधत, आय-ु सीमा, अहतव ाएं और अन् य बातें र्ही होंगी जो दक अनुसूची के कॉलम (5) से कॉलम (13) में धर्धनर्ददष् ट दकए गए ह।ैं 4. धनरहतव ा.— र्ह व् यधि, - (क) धजसने ऐसे व् यधि से धजसका पधत या धजसकी पत् नी जीधर्त ह,ै से धर्र्ाह दकया ह,ै या (ख) धजसने अपने पधत या अपनी पत् नी के जीधर्त रहते हुए दकसी व् यधि से धर्र्ाह दकया ह,ै उक् त पद पर धनयुक्त का पात्र नहीं होगा। परन्त ु यदद केंद्रीय सरकार का यह समाधान हो जाता ह ैदक ऐसा धर्र्ाह उस व् यधि और धर्र्ाह के अन् य पिकार को लागू स् र्ीय धर्धध के अधीन अनुज्ञेय ह ैऔर ऐसा करने के धलए अन् य आधार ह ैंतो र्ह दकसी व् यधि को इस धनयम के प्रर्तवन से छूट द ेसकेगी। 5. धचदकत्स ा स्र् स्थ ता.— इन धनयमों के अंतर्वर्ष् ट दकसी बात के होते हुए भी केर्ल र्े व् यधि जो धचदकत् सा श्रेणी शेप-1 में ह,ैं र् ेइन धनयमों के उपबंधों के अधीन धनयुधि के पात्र होंगे। 2882 GI/2017 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 6. धशधथल करन ेकी शधि.— जहां केंद्रीय सरकार की यह राय ह ैदक ऐसा करना आर्श् यक या समाचीन ह,ै र्हां र्ह उसके धलए जो कारण हैं, उन् ह ें लेखबद्ध करके, इन धनयमों के दकसी भी उपबन् ध को दकसी र्गव या प्रर्ग व के व् यधियों के संबंध में, आदशे द्वारा धशधथल कर सकेगी। 7. व् यार्धृ ि.— इन धनयमों की कोई भी बात ऐसे आरिण, आय-ु सीमा में छूट और अन् य ररयायतों पर प्रभार् नहीं डालेगी, धजनका केंद्रीय सरकार द्वारा इस संबंध में समय-समय पर धनगवत आदशे ों के अनुसार अनुसूधचत जाधतयों, अनुसधू चत जनजाधतयों, अन् य धपछडे र्गों, भूतपूर्व सैधनकों और अन् य धर्शेष प्रर्गव के व् यधियों के धलए उपलब् ध कराना अपेधित ह।ै अनसु चू ी पद का नाम पदों की संख्य ा र्गीकरण र्ेतन मैरिक् स में क् या चयन अथर्ा सीधी भती के स् तर अचयन पद हैं धलए आयु सीमा (1) (2) (3) (4) (5) (6) उप कमांडेंट (प्रधान 09* (2017) साधारण केंद्रीय सेर्ा समूह स् तर – 11 चयधनत लाग ूनहीं होता धनजी सधचर्) ‘क’ राजपधत्रत अनुसधचर्ीय (रु. 67700- *कायवभार के आधार योद्धक 208700) पर पररर्तवन दकया जा सकता ह।ै सीधी भती दकए जाने र्ाले क् या सीधी भती दकए जाने र्ाले परीर्ीिा की अर्धध, यदद भती की धर्धध पद्धधत अथर्ा व् यधियों हते ु अपेधित शैिधणक व् यधियों के धलए धर्धनधावररत कोई हो तो पदोन् नधत द्वारा अथावत् पदोन् नधत और अन् य अहतव ाएं आयु और शैिधणक अहतव ाएं, द्वारा अथावत् प्रधतधनयुधि/ आमेलन प्रोन् नत व् यधियों के मामले में तथा धर्धभन् न तरीकों से भरी जाने भी लाग ूहोंगी र्ाली ररधियों का प्रधतशत:- (7) (8) (9) (10) लाग ूनहीं होता। लाग ूनहीं होता। लाग ूनहीं होता प्रोन् नधत द्वारा पदोन् नधत से भती होने अथावत् पदोन् नधत द्वारा अथर्ा यदद धर्भागीय प्रोन् नधत सधमधत धर्द्यमान ह,ै तो उसकी भती करने के धलए, प्रधतधनयुधि, आमेलन की दशा में उन कैडर धजनकी क् या संरचना है। दकन पररधस्थधतयों म ें यह पदोन् नधत जो प्रधतधनयुधि/आमले न दकया गया ह:ै संघ लोक सेर्ा आयोग - से परमशव दकया जाएगा। (11) (12) (13) र्ेतन मैरिक् स के स् तर 10 (रु. 56100 - 177500) समूह ‘क’ धर्भागीय प्रोन् नधत सधमधत (प्रोन् नधत के धलए) लागू नहीं होता धजसमें धनम् नधलधखत होंग:े- में 5 र्षव की धनयधमत सेर्ा पूरी करने र्ाले सहायक कमांडेंट (धनजी सधचर्) परंतु उनकी धचदकत् सा श्रेणी शेप-1 तथा उन् होंने महाधनदशे क, केररपुबल द्वारा 1. महाधनदशे क या अपर महाधनदशे क, केंद्रीय ररजर्व समय-समय पर यथा र्वन धाररत प्रोन् नधत पुधलस बल - अध्य ि कोसव/प्रधशिण पूरा दकया हो। 2. महाधनरीिक, केंद्रीय ररजर् वपुधलस बल - सदस् य रटप्प णी – जहां ऐसे कधनष् ठ व् यधियों के संबंध में, 3. उप महाधनरीिक, केंद्रीय ररजर्व पुधलस बल - सदस् य धजन् होंने अपनी अहकव या पात्रता सर्े ा पूरी कर ली ह,ै 4. धनदशे क या उप सधचर्, गृह मंत्रालय - सदस् य प्रोन् नधत के धलए धर्चार दकया जा रहा हो, र्हां उनके ज्य ेष् ठ व् यधियों के संबंध में भी धर्चार दकया जाएगा परंतु यह तब जबदक उसके द्वारा की गई ऐसी अहकव या पात्रता सेर्ा, अपेधित अहकव या पात्रता सेर्ा के आध े से अधधक से या दो र्ष व से, इनमें से जो भी कम हो, कम न हो और उन् होंने अपने ऐसे कधनष् ठ व् यधियों सधहत, धजन् होंने ऐसी अहकव या पात्रता सेर्ा पहले ही पूरी कर ली ह,ै अगली उच् चतर श्रेणी में प्रोन् नधत के धलए अपनी पररर्ीिा की अर्धध सफलतापूर्वक पूरी कर ली हो।II (i) 3 (1) (2) (3) (4) (5) (6) सहायक 51* (2017) साधारण केंद्रीय सेर्ा स् तर – 10 चयधनत लागू नहीं होता। कमांडेंट (धनजी समूह ‘क’ राजपधत्रत (रु. 56100 - अध्य ि सेर्ा पूरी कर ली ह,ै प्रोन् नधत के धलए धर्चार 2. महाधनरीिक, केंद्रीय ररजर् वपुधलस बल - सदस् य दकया जा रहा हो, र्हां उनके ज्य ेष् ठ व् यधियों 3. उप महाधनरीिक, केंद्रीय ररजर्व पुधलस बल - सदस् य के संबंध में भी धर्चार दकया जाएगा परंतु 4. धनदशे क या उप सधचर्, गृह मंत्रालय - Short title and commencement.—(1) These rules may be called the Central Reserve Police Force, Deputy Commandant (Principal Private Secretary) and Assistant Commandant (Private Secretary), Group „A‟ Post, Recruitment Rules, 2017. (2) They shall come into force on the date of their publication in Official Gazette. 2. Number of post, Classification and Level in the Pay Matrix.—The number of the post, classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualification and other matters relating to the post shall be as specified in columns (5) to (13) of the Schedule. 4. Disqualification.—No person, - (a) who has entered into or contracted a marriage with a person having a spouse living ; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post : Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Medical Fitness.—Notwithstanding any thing contained in these rules, only those persons who are in medical category SHAPE-I, shall be eligible for appointment under the provisions of these rules. 6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 7. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Casts, the Scheduled Tribes, the Other Backward Classes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
