L.-33004/99 सी.जी.-डी.एल.-अ.-09032026-270774 xxxGIDHxxx CG-DLxx-ExG-I0D9E0x3x2x0 26-270774 असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 156] नई दिल्ली, सोमिार, माच ा9, 2026/फाल्ग नु 18, 1947 No. 156] NEW DELHI, MONDAY, MARCH 9, 2026/PHALGUNA 18, 1947 गहृ मत्रं ालय (रािभाषा जिभाग) अजधसचू ना नई दिल्ली, 11 फरिरी, 2026 सा.का.जन. 162(अ).— राष्ट्रपजत, संजिधान के अनच्ु छेि 309 के परन्तुक द्वारा प्रित्त िजियों का प्रयोग करते हुए और गृह मंत्रालय, रािभाषा जिभाग, केंद्रीय हहिं ी प्रजिक्षण संस्ट्थान, (प्रिासजनक अजधकारी) भती जनयम, 1991 को, उन बातों के जसिाय अजधक्रान्त करते हुए, जिन्ह े ऐसे अजधक्रमण से पहल े दकया गया ह ै या करने का लोप दकया गया ह,ै गृह मंत्रालय के रािभाषा जिभाग, केंद्रीय हहिं ी प्रजिक्षण संस्ट्थान में प्रिासजनक अजधकारी के पि पर भती की पद्धजत का जिजनयमन करने के जलए जनम्नजलजखत जनयम बनाते ह,ैं अथाात ् : - 1. सजं क्षप्त नाम और प्रारंभ – (1) इन जनयमों का संजक्षप्त नाम गृह मंत्रालय, रािभाषा जिभाग, केंद्रीय हहिं ी प्रजिक्षण संस्ट्थान, प्रिासजनक अजधकारी (समूह ‘क’ पि) भती जनयम, 2025 ह।ै (2) य ेरािपत्र म ें इनके प्रकािन की तारीख को प्रिृत्त होंग े। 2. पि-सख्ं या, िगीकरण और िते न मट्रै रक्स म ेंस्ट्तर - उि पि की संख्या, उसका िगीकरण और िते न मैट्ररक्स म ेंउसका स्ट्तर िह होगा, िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जिजनर्िाष्ट ह ैं। 1658 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 3. भती की पद्धजत, आय-ु सीमा, अहता ाएं, आदि - उि पि पर भती की पद्धजत, आय-ु सीमा, अहता ाएं और उससे संबंजधत अन्य बात ें िे होंगी िो उि अनसु ूची के स्ट्तंभ (5) से (13) में जिजनर्िाष्ट ह ैं। 4. जनरहता ा - िह व्यजि, – (क) जिसने ऐस ेव्यजि से, जिसका पजत या जिसकी पत्नी िीजित ह,ै जििाह दकया ह ैया जििाह की संजििा की ह;ै या (ख) जिसने अपने पजत या अपनी पत्नी के िीजित रहते हुए दकसी व्यजि से जििाह दकया ह ैया जििाह की संजििा की ह,ै उि पि पर जनयुजि का पात्र नहीं होगा : परन्तु यदि केन्द्रीय सरकार का यह समाधान हो िाता ह ैदक ऐसा जििाह ऐसे व्यजि और जििाह के अन्य पक्षकार को लाग ू स्ट्िीय जिजध के अधीन अनज्ञु ेय ह ै और ऐसा करने के जलए अन्य आधार ह ैंतो िह दकसी व्यजि को इस जनयम के प्रितान से छूट िे सकेगी । 5. जिजथल करन े की िजि - िहा ं केन्द्रीय सरकार की यह राय ह ै दक ऐसा करना आिश्यक या समीचीन ह,ै िहां िह उसके जलए िो कारण ह ैं उन्ह ें लेखबद्ध करके तथा संघ लोक सेिा आयोग स े परामि ा करके इन जनयमों के दकसी उपबंध को दकसी िगा या प्रिग ाके व्यजियों की बाबत, आििे द्वारा जिजथल कर सकेगी । 6. व्यािृजत्त - इन जनयमों की कोई बात, ऐसे आरक्षणों, आय-ु सीमा में छूट और अन्य ट्ररयायतों पर प्रभाि नहीं डालगे ी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछड ेिगों, भूतपूिा सैजनकों और अन्य जििषे प्रिग ाके व्यजियों के जलए उपबंध करना अपेजक्षत ह।ै अनसु चू ी पि का नाम । पि की संख्या । िगीकरण । िेतन मैट्ररक्स चयन पि ह ैया सीधे भती दकए िाने में स्ट्तर । अचयन पि । िाले व्यजियों के जलए आयु-सीमा । (1) (2) (3) (4) (5) (6) प्रिासजनक 1 साधारण िेतन मैट्ररक्स लाग ूनहीं होता । लाग ूनहीं होता । अजधकारी । (2025)* केन्द्रीय सेिा, म ें स्ट्तर-11 समूह (67700- ‘क’,रािपजत्रत, 208700 रु0)। *कायाभार के आधार अनुसजचिीय । पर पट्ररितान दकया िा सकता ह ै। सीधे भती दकए िाने िाले सीधे भती दकए िाने पट्ररिीक्षा की अिजध, भती की पद्धजतिः भती सीधे होगी या व्यजियों के जलए अपेजक्षत िाले व्यजियों के यदि कोई हो । प्रोन्नजत द्वारा या प्रजतजनयुजि/आमेलन िैजक्षक और अन्य अहता ाए ं। जलए जिजहत आयु द्वारा तथा जिजभन्न पजद्धजतयों द्वारा भरी और िैजक्षक अहता ाएं िाने िाली ट्ररजियों की प्रजतितता । प्रोन्नत व्यजियों की ििा में लाग ूहोंगी । (7) (8) (9) (10) लाग ूनहीं होता । लाग ूनहीं होता । पुनर्नायोजित सिस्त्र प्रजतजनयुजि/पनु र्नायोिन (सिस्त्र बल बल कार्माको के जलए कार्माकों के जलए) द्वारा । िो िषा ।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 प्रोन्नजत/प्रजतजनयुजि/आमेलन द्वारा भती दक दििा में िे श्रेजणयां जिनसे प्रोन्नजत/प्रजतजनयुजि/आमेलन दकया िाएगा । (11) प्रजतजनयुजििः केंद्रीय सरकार या राज्य सरकारों या संघ राज्यक्षेत्र प्रिासनों के अजधकाट्ररयों में स,े - (क)(i) िो मलू काडर या जिभाग म ेंजनयजमत आधार पर सिश्ृ य पि धारण दकए हुए है ; य़ा (ii) जिन्होंने मलू काडर या जिभाग में िेतन मैट्ररक्स के स्ट्तर 10(56100-177500/- रु.) या समतुल्य म ेंजनयजमत आधार पर उस पि पर जनयुजि के पश्चात पांच िष ा की सेिा की ह ै; और (ख) जिनके पास जनम्नजलजखत िैजक्षक अहता ाए ंऔर अनुभि ह,ै अथाातिः- (i) दकसी मान्यताप्राप्त जिश्वजिद्यालय से दकसी जिषय में स्नातक जडग्री है ; (ii) प्रिासन या स्ट्थापन या लेखा संबंधी मामलों का पांच िषा का अनुभि ह ै । सिस्त्र बल कार्माकों के जलएिः प्रजतजनयुजि/पनु र्नायोिन कैप्टन की रेंक या समतुल्य के सिस्त्र बल ऐसे कार्माकों के संबंध में भी जिचार दकया िाएगा िो एक िषा की अिजध के भीतर सेिाजनिृत होने िाल ेह ैंया ट्ररििा में स्ट्थानांतट्ररत दकए िाने िाले ह ैंऔर जिनके पास प्रजतजनयुजि दकए िान े िाले व्यजियों के जलए जिजहत िैजक्षक अहता ाए ंऔर अनुभि ह।ैं यदि ऐसे अभ्यथी का चयन हो िाता ह,ै तो ऐसे अजधकाट्ररयों को उस तारीख तक प्रजतजनयुजि के जनबंधनों पर रखा िाएगा जिस तारीख से उन्ह ेंसिस्त्र बल से जनमुाि दकया िाना ह।ै तत्पश्चात उन्ह ेंपुनर्नायोिन पर बने रहन ेदिया िा सकता ह।ै यदि पि पर िास्ट्तजिक चयन दकए िाने से पूिा ऐसे पात्र अजधकारी सेिाजनिृत हो िाते ह ैंया ट्ररििा म ेंस्ट्थानंतट्ररत कर दिए गए ह ैंतो उनकी जनयुजि पुनर्नायोिन के आधार पर की िाएगी (जसजिल पिों के संिभा में अजधिर्षाता की आय ुतक पुनर्नायोिन)। ट्रटप्पण 1:- प्रजतजनयुजि की अिजध, जिसके अतं गता केंद्रीय सरकार के उसी या दकसी अन्य संगठन या जिभाग म ेंइस जनयुजि से ठीक पहल े धाट्ररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि की अिजध ह ैसाधारणतया चार िष ा से अजधक नही होगी। ट्रटप्पण 2:- प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आय ुसीमा आिेिन प्राप्त करन े की अंजतम तारीख को 56 िष ा से अजधक नहीं होगी । यदि जिभागीय प्रोन्नजत सजमजत ह,ै तो उसकी संरचना । भती करन ेमें दकन पट्ररजस्ट्थजतयों में संघ लोक सेिा आयोग स ेपरामि ादकया िाएगा । (12) (13) जिभागीय पजु ष्ट सजमजत (पजु ष्ट के सबं धं म ें जिचार करन े के जलए) जिसम ें संघ लोक सेिा आयोग से परामिा करना जनम्नजलजखत होंगिःे - आिश्यक नहीं ह।ै 1. संयुि सजचि, रािभाषा जिभाग -अध्यक्ष ; Short title and commencement.-(1) These rules may be called the Ministry of Home Affairs, Department of Official Language, Central Hindi Training Institute, Administrative Officer (Group ‘A’ Post), Recruitment Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix.- The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification.-No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Powers to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving.- Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. (11) Deputation: Officers of Central Governments or State Governments or Union territories administrations,– (a)(i) holding analogous posts on regular basis in the parent cadre or Department; or (ii) with five years’ service rendered after appointment to the post on a regular basis in level-10 (56100-177500) in the pay matrix or equivalent in the parent cadre or Department; and (b) possessing the following educational qualifications and experience, namely:– (i) Bachelors degree in any subject from a recognised University; (ii) five years experience in administration or establishment or accounts matters. For Armed Forces Personnel: Deputation/Re-employment The Armed forces personnel of the rank of Captain or equivalent who are due to retire or to be transferred to reserve within a period of one year and possessing the educational qualifications and experience prescribed for deputationists shall also be considered for deputation. If such candidate will be selected, such officers will be given deputation terms upto the date on which they are due for release from the Armed Forces. Thereafter, they may be continued on re- employment terms. In case such eligible officers have retired or have been transferred to reserve before the actual selection to the post is made, their appointment will be on Re-employment basis. (Re-employment up to the age of superannuation with reference to civil posts.) Note 1 : The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed four years. Note 2: The maximum age limit for appointment by deputation shall not be exceeding fifty-six years as on the closing date of the receipt of application.
