या (ख) जिसने अपन े पजत या अपनी पत्नी के िीजित रहते हुए दकसी व्यजि से जििाह दकया ह ै या जििाह की संजििा की ह ै उि पि पर जनयुजि का पात्र नहीं होगा : परन्तु यदि केन्द्रीय सरकार का यह समाधान हो िाता ह ैदक ऐसा जििाह ऐसे व्यजि और जििाह के अन्य पक्षकार को लाग ूस्ट्िीय जिजध के अधीन अनज्ञु ेय ह ैऔर ऐसा करन े के जलए अन्य आधार ह ैतो िह दकसी व्यजि को इस जनयम के प्रितवन से छूट िे सकेगी। 5. जिजथल करन े की िजि : िहां केन्द्रीय सरकार की यह राय ह ैदक ऐसा करना आिश्यक या समीचीन ह,ै िहां िह उसके जलए िो कारण ह ैं उन्ह ेंलखे बद्ध करके तथा संघ लोक सेिा आयोग स े परामिव करके इन जनयमों के दकसी उपबंध को दकसी िगव या प्रिग वके व्यजियों की बाबत, आििे द्वारा जिजथल कर सकेगी। 6. व्यािजृ त्त : इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ट्ररयायतों पर प्रभाि नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध म ेंसमय-समय पर िारी दकए गए आििे ों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछड ेिगों, भूतपिव सैजनकों और अन्य जििषे प्रिग वके व्यजियों के जलए उपबंध करना अपेजक्षत ह।ै अनसु चू ी पि का नाम । पि की संख्या । िगीकरण । िेतन मैट्ररक्स में चयन पि ह ै या सीधे भती दकए स्ट्तर । अचयन पि । िाने िाले व्यजियों के जलए आय-ु सीमा । (1) (2) (3) (4) (5) (6) सहायक 150 साधारण केन्द्रीय िेतन मैट्ररक्स में लाग ूनहीं होता । पैंतीस िषव की आयु जनिेिक(भाषा)। सेिा, समूह ‘क’, स्ट्तर-10 से अजधक नहीं । (2025)* रािपजत्रत, (56100- अननुसजचिीय । (केन्द्रीय सरकार *कायवभार के 177500 रु0) । द्वारा िारी दकए आधार पर गए अनुिेिों या पट्ररितवन दकया आिेिों के अनुसार िा सकता ह ै। सरकारी सेिकों के जलए 5 िषव तक जिजथल की िा सकती ह)ै । ट्रटप्पणः आयुसीमा अिधाट्ररत करने के जलए जनणावयक तारीख िह होगी िो संघ लोक सेिा आयोग द्वारा जिज्ञाजपत की िाए।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 सीधे भती दकए िाने िाले व्यजियों के जलए अपेजक्षत िैजक्षक और अन्य अहतव ाएं । (7) आिश्यकः (i) दकसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्थान स े हहिं ी म ें मास्ट्टर जडग्री जिसमें जडग्री स्ट्तर पर अग्रं ेिी अजनिायव या िैकजल्पक या ऐजच्छक जिषय के रुप म ेंरहा हो । (ii) राष्ट्रीय पात्रता परीक्षा अर्हतव की हो या हहिं ी में पी.एच.डी. । िाछं नीयः (i) दकसी मान्यताप्राप्त बोडव से 12िीं कक्षा में संजिधान की आठिीं अनुसूची में उल्लेजखत हहिं ी से जभन्न दकसी एक भाषा में अध्ययन दकया हो । (ii) केन्द्रीय सरकार या राज्य सरकार या संघ राज्यक्षेत्र प्रिासन द्वारा मान्यता प्राप्त िैजक्षक संस्ट्थान के अधीन दकसी िैजक्षक संस्ट्था म ेंहहिं ी अध्यापन का एक िष व का अनुभि । ट्रटप्पण 1 : अहतव ाए,ं अन्यथा सुअर्हतव अभ्यर्थवयों की ििा में कारणों के जलए िो लेखबद्ध दकए िाए संघ लोक सेिा आयोग या सक्षम अजधकारी के जििेकानुसार जिजथल की िा सकती ह।ै ट्रटप्पण 2 : अनुभि संबधी अहतव ाएं कारणों के जलए िो लेखबद्ध दकए िाए संघ लोक सेिा आयोग या सक्षम अजधकारी के जििेकानुसार अनुसूजचत िाजतयों और अनुसूजचत िनिाजतयों के अभ्यर्थवयों की ििा में तब जिजथल की िा सकती ह ैं िब चयन के दकसी प्रक्म पर सघं लोक सेिा आयोग या सक्षम अजधकारी की यह राय ह ैदक उनके जलए आरजक्षत ट्ररजियों को भरने के जलए अपेजक्षत अनुभि रखने िाले उन समुिायों के अभ्यर्थवयों के पयावप्त संख्या में उपलब्ध होने की सम्भािना नहीं ह।ै सीधे भती दकए िाने िाल ेव्यजियों पट्ररिीक्षा की अिजध, यदि कोई हो। भती की पद्धजतः भती सीधे होगी या प्रोन्नजत के जलए जिजहत आयु और िैजक्षक द्वारा या प्रजतजनयुजि/आमले न द्वारा तथा अहतावएं प्रोन्नत व्यजियों की ििा म ें जिजभन्न पद्धजतयों द्वारा भरी िाने िाली लाग ूहोंगी। ट्ररजियों की प्रजतितता। (8) (9) (10) लाग ूनहीं होता । ट्रटप्पणीः सीधे भती दकए िाने िाले सीधी भतीः सौ प्रजतित । व्यजियों के जलए िो िष व । ट्रटप्पणः पिधारी के प्रजतजनयजु ि पर या ट्रटप्पणः पट्ररिीक्षा को लम्बी बीमारी या अध्ययन छुट्टी या दकन्हीं सफलतापूिवक परू ा करने के जलए अन्य पट्ररजस्ट्थजतयों के अधीन एक िषव या कम से कम िो सप्ताह की अिजध का अजधक अिजध के जलए बाहर रहने के कारण प्रिेि प्रजिक्षण अजनिायव होगा या हुई ट्ररजियां, केंद्रीय सरकार के ऐस े िो सक्षम प्राजधकारी द्वारा जिजहत अजधकाट्ररयों में स ेप्रजतजनयुजि के आधार पर दकया िाए । भरी िा संकेगी- (क)(i) िो मूल काडर या जिभाग में जनयजमत आधार पर सििृ पि धारण दकए हुए ह ैं; या (ii) जिन्होंने मूल काडर या जिभाग में िेतन मैट्ररक्स के िेतन स्ट्तर 8 ( 47600-151100 रू) में जनयजमत आधार पर जनयुजि के पश्चात ् उस श्रेणी म ेंचार िष व की सेिा की ह ैं ; और (ख) जिनके पास स्ट्तंभ (7) के अधीन सीधी भती दकए िाने िाले व्यजियों के जलए जिजहत िैजक्षक अहतव ाए ंऔर अनुभि ह।ै4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] प्रोन्नजत/प्रजतजनयुजि/आमेलन द्वारा भती की ििा में ि ेश्रेजणया ंजिनसे प्रोन्नजत/प्रजतजनयुजि/आमले न दकया िाएगा । (11) लाग ूनहीं होता । यदि जिभागीय प्रोन्नजत सजमजत ह,ै तो उसकी संरचना । भती करन ेमें दकन पट्ररजस्ट्थजतयों में संघ लोक सेिा आयोग से परामिव दकया िाएगा । (12) (13) जिभागीय प्रोन्नजत सजमजतः लाग ूनहीं होता । संघ लोक सेिा आयोग से परामिव करना आिश्यक ह ै। जिभागीय पजु ष्ट सजमजत(पजु ष्ट के सबं धं म ेंजिचार करन ेके जलए) जिसम ेंजनम्नजलजखत सम्मजलत हःै 1. सजचि, रािभाषा जिभाग – अध्यक्ष ; 2. संयुि सजचि, रािभाषा जिभाग – सिस्ट्य ; 3. जनििे क या उपसजचि, रािभाषा जिभाग – सिस्ट्य ; 4. जनििे क, केंद्रीय हहिं ी प्रजिक्षण संस्ट्थान – सिस्ट्य । [फा. स.ं 14034/23/2021-रा.भा.(प्रजि.)] प्रेम नारायण, उप सजचि MINISTRY OF HOME AFFAIRS ( Department of Official Language) NOTIFICATION New Delhi, the 12th February, 2026 G.S.R. 161(E).— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Home Affairs, Department of Official Language, Central Hindi Training Institute/Hindi Teaching Scheme, Assistant Director (Language), Group ‘A’ post Recruitment Rules, 2016, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Assistant Director (Language) in the Central Hindi Training Institute, Hindi Teaching Scheme, Department of Official Language, Ministry of Home Affairs, namely :- 1. Short title and commencement.-(1) These rules may be called the Ministry of Home Affairs, Department of Official Language, Central Hindi Training Institute, Hindi Teaching Scheme, Assistant Director (Language) Group ‘A’ post, Recruitment Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix.- The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification.-No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person,[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 shall be eligible for appointment to the said post; Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, Other Backward Classes, ex-servicemen and other special category of persons, in accordance with the orders issued by the Central Government from time to time in this regard. (7) Essential : (i) Master’s Degree in Hindi with English as a compulsory or elective or optional subject at the degree level from a recognised University or Institute; (ii) National Eligibility Test qualified. or Ph.D in Hindi. Desirable: (i) Studied one of the languages other than Hindi, mentioned in Eighth Schedule of the Constitution at 12th class from a recognised Board. (ii) One year experience of teaching Hindi in any educational institution under the Central Government or State Government or Union territory Administration recognised educational institute. Note 1: Qualifications are relaxable at the discretion of the Union Public Service Commission or Competent Authority for reason recorded in writing in the case of candidates otherwise qualified. Note 2: The qualifications regarding experience are relaxable at the discretion of Union Public Service Commission or the Competent Authority for reasons to be recorded in writing in the case of candidates belonging to the Scheduled Castes or the Scheduled Tribes, if at any stage of selection the Union Public Service Commission or the Competent Authority is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up vacancies reserved for them.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] Whether age and Period of probation, if any.
