L.-33004/99 सी.जी.-डी.एल.-अ.-29022024-252489 CG-DxLx-xEG-I2D9H0x2x2x0 24-252489 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 136] नई दिल्ली, बृहस्ट्प जतवार, फरवरी 29, 2024/फाल्ग नु 10, 1945 No. 136] NEW DELHI, THURSDAY, FEBRUARY 29, 2024/PHALGUNA 10, 1945 गहृ मत्रं ालय अजधसचू ना नई दिल्ली, 29 फरवरी, 2024 सा.का.जन. 147(अ).—केंद्रीय सरकार, केंद्रीय ररिवव पुजलस बल अजधजनयम, 1949 (1949 का 66) की धारा 18 की उपधारा (2) के खडं (क) और खडं (ग) के साथ परित उपधारा (1) द्वारा प्रित् त िजतियय का प्रयगग करत े ुए गृह मंत्रालय, केंद्रीय ररिव व पुजलस बल में सहायक उप जनरीक्षक (कारपेंटर) के पि पर भती पद्धजत का जवजनयमन करन े के जलए जनम्न जलजखत जनयम बनाती ह अथावत - 1. संजक्षप्त नाम और प्रारंभ.- (1) इन जनयम का संजक्षप् त नाम गृह मंत्रालय, केंद्रीय ररिव व पजु लस बल, रेड्समेन काडर, सहायक उप जनरीक्षक (कारपेंटर), समूह ‘ग’ पि भती जनयम, 2024 ह । (2) ये रािपत्र में उनके प्रकािन की तारीख कग प्रवृत ह गे । 2. पररभाषाएं.- (1) इन जनयम म ेंिब तक दक संिभव से अन् यथा अपेजक्षत न हग, - (क) ‘‘सक्षम प्राजधकारी’’ से केंद्रीय ररिवव पुजलस बल अजधजनयम, 1949 और केंद्रीय ररिवव पुजलस बल जनयम, 1955 में जनर्िष्व ट जनयुजतिय प्राजधकारी या प्राजधकारी अजभप्रेत ह : (ख) ‘‘महाजनिेिक’’ से केंद्रीय ररिवव पुजलस बल का महाजनििे क अजभप्रेत ह: 1412 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (ग) ‘‘िपे -एक’’ ऐस े जचदकत् सा प्रवगव कग जनर्िष्व ट करता ह िग केन् द्रीय ररिव व पुजलस बल के वषव 2008 के स्ट् थायी आिेि संख् या 04 तारीख 15 दिसंबर, 2008 के अधीन तथा उसके महाजनिेिालय, केन् द्रीय ररिव व पुजलस बल द्वारा समय-समय पर िारी पश्चातवती संिगधन म ेंयथाजवजनर्िष्व ट ह । 2. उन िब्िग और पि के िग इसमें प्रयुतिय दकए गए ह और पररभाजषत नहीं दकए गए ह, वही अथ व ह गे िग उनके केंद्रीय ररिवव पुजलस बल अजधजनयम, 1949 और केंद्रीय ररिवव पुजलस बल जनयम, 1955 में ह । 3. पि की सख्ं य ा, वगीकरण और वते न मर र‍स म ें स्ट्त र.- पि की संख् या, उसका वगीकरण और वेतन म रर‍ स में स्ट् तर वह हगगा िग इन जनयम स ेउपाबद्ध अनुसूची के स्ट्त ंभ (2) से स्ट्तंभ (4) म ेंजवजनर्िष्व ट ह । 4. भती की पद्धजत, आय ु सीमा, अहतव ाएं आदि :- भती की पद्धजत, आय ु सीमा, अहतव ाएं और उ‍त पि से संबंजधत अन् य बातें वे ह गी िग उ‍त अनुसूची के स्ट्त ंभ (5) स े स्ट्तंभ (13) म ेंजवजनर्िष्व ट ह । 5. पवू व प्रगन्न जत पा्यक्म.- पगषक प्रवगव म ें बल के प्रत् येक सिस्ट् य कग उसकी ज्य ष्े ि ता के ्म म ें उ्‍च तर र क पर प्रगन्न जत के जलए पात्रता सेवा अवजध पूरी करने से पहल े अहकव प्रगन्न जत पा्यक्म या रेड टेस्ट् ट या पा्यक्म उत् तीणव करने के जलए भेिा िाएगा और बल के प्रत् येक ऐसे सिस्ट् य से दकसी भी प्रगन् नजत स े पहल,े उ‍त अनुसचू ी के स्ट् तंभ (11) म ें यथाजवजनर्िष्व ट प्रगन् नजत पा्यक्म या रेड टेस्ट् ट या पा्यक्म कग उत् तीणव करने की अपेक्षा की िाएगी । परंतु यदि महाजनिेिक, केन् द्रीय ररिवव पुजलस बल का यह समाधान हग िाता ह दक सेवा की अत्यावश् यकतां या अन् य अपररहायव कारण स,े कगई सिस्ट् य प्रजिक्षण में िाने या अपेजक्षत प्रगन्न जत पा्यक्म या रेड टेस्ट् ट या पा्यक्म कग उत् तीणव करने में समथव नहीं ह, तग वह कारण कग लेखबद्ध करने के पश्चात,् उसके प्रगन् नजत की तारीख से िग वषव की अवजध के भीतर प्रगन् नजत प्रा्यक्म या रेड टेस्ट् ट या पा्यक्म कग उत् तीणव करन े के अधीन रहत े ुए बल के ऐसे सिस्ट् य कग प्रगन्न त कर सकेगा, जिसके न हग सकने पर उसे पूववत् तर र क और प्राजस्ट्थजत पर प्रजतव्तवत कर दिया िाएगा । 6. ज्य ष्े ि ता.- ज्य ष्े ि ता, केन् द्रीय ररिवव पुजलस बल जनयम, 1955 और केन् द्रीय सरकार द्वारा समय-समय पर िारी साधारण अनुिेि के अनुसार जवजनयजमत की िाएगी । 7. जनरहतव ा.- वह व्य जतिय, - (क) जिसने ऐसे व् यजतिय से जिसका पजत या जिसकी पत् नी िीजवत ह, जववाह दकया ह , या जववाह की संजविा की ह या (ख) जिसने अपन ेपजत या अपनी पत्न ी के िीजवत रहते ुए, दकसी व् यजतिय से जववाह दकया ह, या जववाह की संजविा की ह; उ‍त पि पर जनयुजतिय का पात्र नहीं हगगा । परंतु यदि केन् द्रीय सरकार का यह समाधान हग िाता ह दक ऐसे जववाह ऐसे व् यजतिय और जववाह के अन् य पक्षकार कग लाग ू स्ट् वीय जवजध के अधीन अनुञेयेय ह और ऐसा करन े के जलए अन्य आधार ह तग वह दकसी व् यजतिय कग इस जनयम के प्रवतवन स े छूट ि े सकेगी । 8. भारत के अनागररक की अपात्रता.- वह व् यजतिय िग भारत का नागररक नहीं ह, इन जनयम के अधीन जलजखत म ें केन् द्रीय सरकार की पूवव अनुञेया के जसवाय जनयु‍त या जनयगजित नहीं दकया िाएगा: परंतु इस जनयम म ें अतं ्ववष्ट दकसी बात के हगते ुए भी नेपाल या भूटान के नागररक कग बल म ें जनयुजतिय या जनयगजित करन े से जवव्िवत नहीं दकया िाएगा । 9. अजधव्षतव ा.- (1) इन जनयम के अधीन जनयु‍त प्रत् यके व् यजतिय जिस मास में 60 वषव या केंद्रीय सरकार द्वारा समय-समय पर यथाजवजहत आयु पूरी करता/करती ह, उस मास के अंजतम दिन के अपराह्न से सेवाजनवृत् त हगगा:[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 परंत ु वह व् यजतिय की जिसकी िन्म तारीख मास की पहली तारीख कग ह वह 60 वष व की आयु पूरी करने के पूवववती मास के अंजतम दिन के अपराह्न से सेवाजनवृत् त हगगा । (2) दकसी व् यजतिय कग अजधव्षवता पर सेवाजनवृजि की जवजहत आय ु के परे सेवा म ें जवस्ट् तार मंिूर नहीं दकया िाएगा । 10. जिजथल करन े की िजतिय.- िहां केंद्रीय सरकार की यह राय ह दक ऐसा करना आवश् यक या समीचीन ह, वहां वह उसके जलए िग कारण ह, उन् ह ें लेखबद्ध करके, इन जनयम के दकसी उपाबंध कग दकसी वगव या प्रवगव के व् यजतियय के बाबत, आिेि द्वारा जिजथल कर सकेगी । 11. व्य ावृजि.- इन जनयम की कगई भी बात, ऐसे आरक्षण, आय-ु सीमा में छूट और अन् य ररयायत पर प्रभाव नहीं डालगे ी, जिनका केंद्रीय सरकार द्वारा इस संबंध में समय-समय पर िारी दकए गए आििे के अनुसार अनुसूजचत िाजतय , अनुसूजचत िनिाजतय , अन् य जपछडा वगों, भूतपूवव स जनक और अन् य जविेष प्रवग व के व् यजतियय के जलए उपबंध कराना अपेजक्षत ह । 12. जनवचव न.- यदि इन जनयम के जनववचन से संबंजधत कगई प्रश् न उिता ह, तग उस पर केन् द्रीय सरकार द्वारा जवचार दकया िाएगा । अनसु चू ी पि का नाम पि संख् या वगीकरण वेतन म रर‍ स में चयन पि सीधी भती दकए िाने स्ट् तर या अचयन वाले व् यजतियय के पि जलए आय-ु सीमा (1) (2) (3) (4) (5) (6) सहायक उप * 43(2024) साधारण केंद्रीय वेतन म रर‍ स में चयन पि लाग ूनहीं हगता जनरीक्षक (कारपेंटर) सेवा समूह ‘ग’ स्ट् तर -5 * (कायवभार के आधार पर अरािपजत्रत, (29200/- 92300/-रू.) पररवतवन दकया िा अननुसजचवीय सकता ह ।) यगद्धक । सीधी भती दकए सीधी भती दकए िाने वाल े पररवीक्षा की भती की पद्धजत, भती सीधे हगगी या प्रगन्न जत िाने वाले व् यजतियय व् यजतियय के जलए जवजहत आय ु अवजध, यदि कगई द्वारा या प्रजतजनयुजतिय/आमले न द्वारा तथा के जलए अपेजक्षत और ि जक्षक अहतव ाएं, प्रगन् नत हग । जवजभन् न पद्धजतय द्वारा भरी िान े वाली ि जक्षक और अन् य व् यजतियय की ििा में लाग ू ररजतियय की प्रजतितता । अहतव ाएं । ह गी या नहीं । (7) (8) (9) (10) लाग ूनहीं हगता लाग ूनहीं हगता लाग ूनहीं हगता प्रगन् नजत द्वारा प्रगन् नजत या प्रजतजनयुजतिय/आमेलन यदि जवभागीय प्रगन् नजत सजमजत ह, तग उसकी संरचना । भती करने में दकन पररजस्ट्थजतय म ें संघ द्वारा भती की ििा म,ें वे श्रेजणयााँ लगक सेवा आयगग से जिनसे प्रगन् नजत या प्रजतजनयुजतिय/ परामिव दकया आमेलन दकया िाएगा । िाएगा । (11) (12) (13) प्रगन्नजत: समहू 'ग' जवभागीय प्रगन्न जत सजमजत (प्रगन्न जत के सबं धं म ें लाग ूनहीं हगता । वेतन म रर‍स के स्ट्तर-4, (25500- जवचार करन ेके जलए) जिसम ें जनम्न जलजखत ह ग े– 81100 रुपए) में ऐसे हवलिार (1.) उप महाजनरीक्षक, केंद्रीय ररिवव पुजलस बल -अध्यक्ष; और (ii) जचदकत् सा श्रेणी ेिेप-I" म ें (3.) जद्वतीय कमान अजधकारी, अभ्यथी हग; और अ्‍छा सेवा या उप कमांडेंट, केन् द्रीय अजभलेख रखता हग । ररिवव पुजलस बल - सिस्ट् य; रटप्प ण : िहां ऐसे कजनष्ि व् यजतियय (4.) सहायक कमांडेंट, केन् द्रीय ररिवव के संबंध म,ें जिन् ह ने अपनी अहकव पुजलस बल- सह -सिस्ट् य; या पात्रता सेवा परू ी कर ली ह, (5.) बल का एक सिस्ट् य जिसे सुसंगत प्रगन् नजत के जलए जवचार दकया िा रहा हग वहां उनसे ज्य ेष्ि व् यजतियय रेड म ेंपयावप् त ञेयान हग - सिस्ट् य । के संबंध में भी जवचार दकया िाएगा परन् तु यह तब िब दक उनके द्वारा की गई ऐसी अहकव या पात्रता सेवा, अपेजक्षत अहकव या पात्रता सवे ा के आधे स े अजधक से या िग वषव से, इनमें स े िग भी कम हग, कम न हग और उन् ह न े अपने ऐसे कजनष्ि व् यजतियय सजहत, जिन् ह ने ऐसी अहकव या पात्रता सेवा पहल े ही परू ी कर ली ह, अगली उ्‍ चतर श्रणे ी में प्रगन् नजत के जलए अपनी पररवीक्षा की अवजध सफलतापूववक परू ी कर ली हग। [ फा. सं. आर.नौ.-1/2023-संगिन(कारपेंटर)] िी. पाथवसारथी, संय‍ु त सजचव (पी-II) MINISTRY OF HOME AFFAIRS NOTIFICATION New Delhi, the 29th February, 2024 G.S.R. 147(E).— In exercise of the powers conferred by sub-section (1) read with clauses (a) and (c) of sub- section(2) of section 18 of the Central Reserve Police Force Act, 1949 (66 of 1949), the Central Government hereby makes the following rules regulating the method of recruitment to the post of Assistant Sub-Inspector (Carpenter), in the Central Reserve Police Force, Ministry of Home Affairs, namely:- 1. Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, Central Reserve Police Force, Tradesmen Cadre, Assistant Sub-Inspector (Carpenter), Group ‘C’ Post, Recruitment Rules, 2024. (2) They shall come into force on the date of their publication in the Official Gazette.[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 2. Definitions.- (1) In these rules, unless the context otherwise requires,- (a) “Competent Authority” means the appointing authority or authority referred to in the Central Reserve Police Force Act, 1949 and the Central Reserve Police Force Rules, 1955; (b) “Director General” means the Director General, Central Reserve Police Force; (c) “SHAPE-I” refers to the medical category as specified under the Central Reserve Police Force Standing Order No. 04 of 2008 dated the 15th December, 2008, and subsequent amendments issued by the Directorate General, Central Reserve Police Force from time to time. (2) The words and expressions used herein and not defined shall have the same meanings assigned to them in the Central Reserve Police Force Act, 1949, and the Central Reserve Police Force Rules, 1955. 3. Number of post, classification and level in pay matrix.- The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 4. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 5. Pre-Promotional courses.- Every member of the Force in the feeder category shall be detailed to undergo qualifying promotional courses or trade test or courses, before completing the service eligibility period for promotion to higher rank, in order of his seniority and every such member of the Force shall, before any promotion, be required to pass promotional course or trade test or courses as specified in column (11) of the said Schedule : Provided that if the Director General, Central Reserve Police Force is satisfied that due to exigencies of service or other unavoidable reasons, any such member is not able to undergo or qualify the required promotional course or trade test or courses, he after the reasons to be recorded in writing, may promote such member of Force, subject to passing of promotional course or trade test or courses within a period of two years, from the date of his promotion, failing which he shall be reverted to previous rank and status. 6. Seniority.- Seniority shall be regulated in accordance with the Central Reserve Police Force Rules, 1955 and general instructions issued by the Central Government from time to time. 7. Disqualification.- No person,- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 8. Ineligibility of non-citizens of India.-No person, who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed under these rules: Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal or Bhutan in the Force. 9. Superannuation.- (1) Every person appointed under these rules shall retire from service on the afternoon of the last day of the month in which he or she attains the age of sixty years or as prescribed by the Central Government from time to time : Provided that a person whose date of birth is on the first day of a month, shall retire from service on the afternoon of the last day of the preceding month on attaining the age of sixty years. (2) No person shall be granted extension in service beyond the prescribed age of retirement on superannuation. 10. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 11. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex- servicemen and others special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. 12.
