Executive Summary & Key Takeaways

**Summary:** The Ministry of Home Affairs (MHA) is implementing the Cyber Crime Prevention against Women and Children (CCPWC) Scheme. As Police and Public Order are State subjects under the Constitution, the primary responsibility for preventing, detecting, investigating, and prosecuting cybercrimes, including those against women and children, rests with State/UT Law Enforcement Agencies (LEAs). The Central Government supplements State/UT efforts through advisories and financial assistance for capacity building. To strengthen the response to cybercrimes, the MHA has provided financial assistance totaling Rs. 132.93 crores to States/UTs under the CCPWC Scheme. This funding supports capacity building initiatives, including establishing cyber forensic-cum-training laboratories, hiring junior cyber consultants, and training LEA personnel, public prosecutors, and judicial officers. As of July 30, 2025, cyber forensic-cum-training laboratories have been commissioned in 33 States/UTs: Andhra Pradesh, Arunachal Pradesh, Assam, Bihar, Chhattisgarh, Gujarat, Haryana, Himachal Pradesh, Kerala, Karnataka, Madhya Pradesh, Maharashtra, Mizoram, Odisha, Sikkim, Telangana, Uttarakhand, Uttar Pradesh, Goa, Meghalaya, Nagaland, Dadra and Nagar Haveli Daman and Diu, Punjab, Tripura, Puducherry, Chandigarh, JK, Rajasthan, West Bengal, Jharkhand, Manipur, Andman Nicobar Islands and Delhi. Tamil Nadu's laboratory is partially functional. Laboratories have not yet been established in Lakshadweep and Ladakh. This information was provided by the Minister of State in the Ministry of Home Affairs, Shri Bandi Sanjay Kumar, in a written reply to a question in the Rajya Sabha.
