This amendment modifies the original 2003 Police Service Rules by altering the criteria for determining officer eligibility for promotion. The core change centers around establishing a fixed "crucial date" (July 1st of the year of vacancy) for determining promotion eligibility. This change aims to standardize and clarify the process of determining eligibility. **2.
