On September 26, 2025, the Ministry of Home Affairs issued notification S.O. 4379(E) in New Delhi. This notification, in exercise of the powers conferred by Section 3 of the Armed Forces (Special Powers) Act, 1958, declares the entire State of Manipur as a "disturbed area" for a period of six months with effect from October 1, 2025, unless withdrawn earlier.
This declaration excludes the areas falling under the jurisdiction of the following 13 police stations in 5 districts:

2. Lamphel (Imphal West district)
3. City (Imphal West district)
4. Singjamei (Imphal West district)
5. Patsoi (Imphal West district)
6. Wangoi (Imphal West district)
7. Porompat (Imphal East district)

11. Bishnupur (Bishnupur district)
12. Nambol (Bishnupur district)
13. Kakching (Kakching district)
This notification follows a review of the law and order situation in Manipur and supersedes the previous notification S.O. 1538(E) dated March 30, 2025. The Joint Secretary, Rajeev Kumar, signed the notification. The file number is F. No. 11011/51/2015-NE.V.

S.O. 4379(E)—Whereas, the Central Government in exercise of the powers conferred by Section 3
of the Armed Forces (Special Powers) Act, 1958 (28 of 1958) had declared entire State of Manipur,
excluding the areas falling under the jurisdiction of the 13 (thirteen) Police Stations of 5 districts, as
‘disturbed area’ for a period of six months with effect from 01.04.2025 vide Notification S.O.1538 (E)
dated 30.03.2025.
And whereas, a further review of the law and order situation in the state of Manipur has been
undertaken.
Now, therefore, in exercise of the powers conferred by Section 3 of the Armed Forces (Special
Powers) Act, 1958 (28 of 1958), the entire State of Manipur, excluding the areas falling under the
jurisdiction of the following 13 (thirteen) Police Stations of 5 districts, is declared as ‘disturbed area’ for a
period of six months with effect from 01.10.2025, unless withdrawn earlier:-
