का.आ. 4920(अ).—िबदक, हन्नीवरेप नेिनल जलबरेिन काउंजसल (जिसे इसके बाि एचएनएलसी कहा गया ह)ै
अपने गुटों, िाखाओं और अग्रणी संगठनों के साथ मेघालय राज्य के क्षेत्रों में ऐसी गजतजवजधयों में िाजमल रहा ह ै िो भारत
की संप्रभुता एवं अखडं ता के जलए हाजनकारक ह ै:-
और िबदक, केंद्र सरकार की राय ह ैदक एचएनएलसी न,े-
(i) मेघालय राज्य के उन क्षेत्रों को, जिनमें अजधकांितः खासी और ियंजतया िनिाती रहते ह,ैं भारत स े
अलग करन े की घोषणा की हुई ह;ै
(ii) अपन ेसंगम हते ु िबरन धन वसलू ी के जलए नागररक आबािी को जनरंतर धमकाने की कारवाई की है;
(iii) िबरन वसूली और डराने-धमकाने के कृत्यों को अंिाम िेने के जलए पूवोत्तर क्षेत्र के अन्य जवद्रोही समूहों के
साथ संबंध बनाए रखे ह;ैं
(iv) 16 नवंबर, 2019 से 30 िनू , 2024 की अवजध के िौरान मेघालय राज्य म ें जवस्ट्फोट की या जवस्ट् फोटक
रोपण की कई घटनाओं सजहत, हहसं ा की अडतालीस घटनाएं की ह;ै

और िबदक, 16 नवंबर, 2019 से 30 िनू , 2024 की अवजध के िौरान यह भी पाया गया ह ैदक - :
(i) उक्त अवजध के िौरान इसके जतहत्तर कैडरों की जगरफ्तारी हुई ह;ै
(ii) उक्त अवजध के िौरान इसके तीन कैडरों न े आत्मसमपणि दकया ह;ै
और िबदक, मघे ालय सरकार ने भी जवजधजवरुद्ध दियाकलाप (जनवारण) अजधजनयम, 1967 (1967 का 37)
अजधजनयम के प्रावधानों के तहत एचएनएलसी को जवजधजवरुद्ध संगम घोजषत करने की जसफाररि की ह;ै
और िबदक, केंद्र सरकार की यह भी राय ह ै दक एचएनएलसी की उपरोक्त गजतजवजधयां भारत की संप्रभुता और
अखंडता के जलए हाजनकारक हैं, और यदि इन्ह ेंतुरंत रोका और जनयंजत्रत नहीं दकया िाता है, तो एचएनएलसी खुि को दफर
से संगरठत करेगा, दफर से हजथयारबंि करेगा, अपने कैडरों का जवस्ट्तार करेगा, पररष्कृत हजथयार खरीिेगा, नागररकों और
सुरक्षा बलों के िीवन और सम् पजत्तयों का नुकसान कर सकता है और इस तरह यह अपनी राष्ट्र जवरोधी गजतजवजधयों को तेि
कर सकता ह;ै
और िबदक, केंद्र सरकार की यह भी राय ह ै दक उपरोक्त कारणों स,े एचएनएलसी को उसके गुटों, िाखाओं और
अग्रणी संगठनों के साथ एक जवजधजवरुद्ध संगम के रूप म ेंघोजषत करना आवश्यक ह;ै
अब, इसजलए, जवजधजवरुद्ध दियाकलाप (जनवारण) अजधजनयम, 1967 (1967 का 37) की धारा 3 की उपधारा
(1) द्वारा प्रित्त िजक्तयों का प्रयोग करत े हुए, केंद्र सरकार एतद्द्वारा हन्नीवरेप नेिनल जलबरेिन काउंजसल (एचएनएलसी),
उसके सभी गुटों, िाखाओं और अग्रणी संगठनों के साथ जवजधजवरुद्ध संगम के रूप में घोजषत करती ह।ै
केंद्र सरकार का मत ह ै दक हन्नीवरेप नेिनल जलबरेिन काउंजसल (एचएनएलसी) की उपरोक्त गैरकाननू ी
गजतजवजधयों, और इसके द्वारा जवगत में की गई गजतजवजधयों, को ध्यान में रखते हुए ऐसी पररजस्ट्थजतयां मौिूि ह ैं जिसके
कारण हन्नीवरेप निे नल जलबरेिन काउंजसल (एचएनएलसी) को, उसके सभी गुटों, िाखाओं और अग्रणी सगं ठनों के साथ,
तत्काल प्रभाव से गरै कानूनी सगं म घोजषत करना आवश्यक हो िाता ह।ै उक्त अजधजनयम की धारा 3 की उपधारा (3) के
परंतुक द्वारा प्रित्त िजक्तयों का प्रयोग करत े हुए, एतद्द्वारा जनिेि दिया िाता ह ै दक यह अजधसूचना, उक्त अजधजनयम की
धारा 4 के तहत दकसी आिेि के अध् यधीन, 16 नवम् बर 2024 से तत्क ाल प्रभाव से पांच वषि के जलए प्रभावी होगी।

NOTIFICATION
New Delhi, the, 13th November, 2024
S.O. 4920(E).—WHEREAS, the Hynniewtrep National Liberation Council (hereinafter referred to
as the HNLC) along with all its factions, wings and front organisations of Meghalaya has been involved in
such activities which are prejudicial to the sovereignty and integrity of India;
AND WHEREAS, the Central Government is of the opinion that the HNLC has, -
(i) declared objective for secession of areas in the State of Meghalaya, largely inhabited by
Khasi and Jaintia tribes from India;
(ii) continued intimidation and bullying of the civilian population for extortion of funds for
their organisation;
(iii) maintained links with other insurgent groups of the North Eastern region for carrying out

(iv) indulged in forty-eight criminal cases, including several cases of explosions or planting of
explosives in the State of Meghalaya, during the period from 16th November, 2019 to 30th
June, 2024;
AND WHEREAS, the following has also been noted during the period from 16th November, 2019
to 30th June, 2024, -
(i) arrest of seventy-three of its cadres during the said period;
(ii) surrender of three of its cadres during the said period;
AND WHEREAS, the Government of Meghalaya has also recommended for declaration of the
HNLC as an unlawful association under the provisions of the Unlawful Activities (Prevention) Act, 1967
(37 of 1967);
AND WHEREAS, the Central Government is also of the opinion that the aforesaid activities of the
HNLC are detrimental to the sovereignty and integrity of India, and if these are not immediately curbed and
controlled, the HNLC may regroup and rearm itself, expand its cadres, procure sophisticated weapons,
cause loss of lives of civilians and security forces and properties and thereby accelerate its anti-national
activities;
AND WHEREAS, the Central Government is also of the opinion that for the reasons aforesaid, it is
necessary to declare the HNLC together with its factions, wings and front organisations, as an unlawful
association;
NOW, THEREFORE, in exercise of the powers conferred by sub-section (1) of section 3 of the
Unlawful Activities (Prevention) Act, 1967 (37 of 1967), (hereinafter referred to as the said Act), the
Central Government hereby declares the Hynniewtrep National Liberation Council (HNLC), along with all
its factions, wings and front organisations as an unlawful association;
The Central Government, having regard to the unlawful activities mentioned above, and the
unlawful activities committed in the past by the Hynniewtrep National Liberation Council (HNLC), is of
the opinion that circumstances exist which render it necessary to declare the Hynniewtrep National
Liberation Council (HNLC), along with all its factions, wings and front organisations as an unlawful
association with immediate effect and accordingly, in exercise of the powers conferred by the proviso to
sub-section (3) of section 3 of the said Act, hereby directs that this notification shall, subject to any order
that may be made under section 4 of the said Act, have immediate effect from the 16th November, 2024 for
a period of five years.
