का.अ. 747(ऄ).—जवजधजवरूद्ध दियाकलाप (जनवारण) ऄजधजनयम, 1967 (1967 का 37) (जिसे आसम ें आसके
पश्चात ् ईक्त ऄजधजनयम कहा गया ह)ै व्यजियों और संगमों के कजतपय जवजधजवरूद्ध दियाकलापों के ऄजधक प्रभावी जनवारण
और अतंकवादी दियाकलापों से जनपटन े जलए और ईससे सबं ंजधत जवषयों के जलए ईपबंध करने हते ु ऄजधजनयजमत दकया
गया ह;ै
और, ईक्त ऄजधजनयम की धारा 2 की ईपधारा (1) के खडं (ड) के ऄनुसार “अतंकवादी संगठन” से ईक्त
ऄजधजनयम की पहली ऄनुसूची में सूचीबद्ध संगठन या आस प्रकार सूचीबद्ध संगठन के रूप में सामान नाम के ऄधीन
दियािील संगठन ऄजभप्रते ह;ै
और, ईक्त ऄजधजनयम की पहली ऄनुसूची म ेंआस प्रकार के अतंकवादी संगठनों की सूची ऄंत्व्ट ह ै;
और, “खाजलस्ट् तान टाआगर फ्स( (केटीएफ)”, आस ऄजधजनयम के ऄधीन जवजहत अतंकवादी सगं ठन बब् बर खालसा
आंटरनेिनल की िाखा के रूप म ेंवष( 2011 में ऄजस्ट् तत् व म ेंअया था;
और, “खाजलस्ट् तान टाआगर फ्स( (केटीएफ)” एक ईग्रवादी ऑईटदफट ह ै और ईसका ईद्देश् य पृथक् “खाजलस्ट् तान”
राज्य की जवजन्मती के ईसके एिेंडे क् प्रा् त करन े की दजृ ्ट से पंिाब में अतंकवाद क् पुनििजवत करना है और आस प्रकार
भारत की राज्य क्षेेत्रीय ऄखंडता, एकता, रा्र ीय सुरक्षेा और संप्रभुता क् चुनदती देना ह;ै
और, “खाजलस्ट् तान टाआगर फ्स( (केटीएफ)” अतंकवादी दियाकलापों की ऄजभवृजद्ध करता ह ै और ऄन्वेषण
ऄजभकरणों न ेलजक्षेत हत्याओं सजहत अतंकवाद के जवजभन्न मामलों में ईसके काडर की संजल् तता पाइ ह;ै

और, भारत में “खाजलस्ट् तान टाआगर फ्स( (केटीएफ)” के सदस्ट् य ईनके जवदेि अधािरत संचालकों स े ईन् नत
हजथयारों सजहत जवत् तीय और रसद सहायता प्रा् त कर रह ेह;ं
और, “खाजलस्ट् तान टाआगर फ्स( (केटीएफ)” का वत(मान प्रचालन प्रमुख हरदीप ससह जनज् िर ईक्त ऄजधजनयम के
ऄधीन “अतंकवादी” के रूप में ऄजभजहत दकया गया ह;ै
और, ऄन्वेषण ऄजभकरणों ने जवजभन् न अतंकवादी मामलों और प्रमुख ् यजक्त यों की हत् याओं म ें “खाजलस्ट् तान
टाआगर फ्स( (केटीएफ)” के काडरों की संजल् तता पाइ ह;ै
और, केन् रीय सरकार का यह जवश् वास ह ै दक “खाजलस्ट् तान टाआगर फ्स( (केटीएफ)” अतंकवाद में संजल् त ह ै और
ईसने भारत में अतंकवाद के जवजभन्न कृत्यों में भाग जलया ह;ै
ऄतः, ऄब, केंरीय सरकार, जवजधजवरूद्ध दियाकलाप (जनवारण) ऄजधजनयम, 1967 की धारा 35 की ईपधारा (1)
के खंड (क) द्वारा प्रदत्त िजक्तयों का प्रय्ग करते हुए, ईक्त ऄजधजनयम की पहली ऄनुसूची में जनम्नजलजखत और संि्धन
करती ह,ै ऄथा(त ्:-
ईक्त ऄजधजनयम की पहली ऄनुसूची में िम संखयांक 43 और ईससे संबंजधत प्रजवजियों के पश्चात् जनम्नजलजखत
िम संखयांक और प्रजवजियां ऄतं ःस्ट्थाजपत की िाएगी, ऄथा(त ् :-
“44. खाजलस्ट् तान टाइगर फ्स( (केटीएफ) और ईसके सभी रूप और रंटंट संगठन” ।

NOTIFICATION
New Delhi, the 17th February, 2023.
S.O. 747(E).—Whereas, the Unlawful Activities (Prevention) Act, 1967 (37 of 1967) (hereinafter referred to
as the said Act) has been enacted to provide for more effective prevention of certain unlawful activities of individuals
and associations and for dealing with terrorist activities and for matters connected therewith;
And whereas, as per clause (m) of sub-section (1) of section 2 of the said Act, „terrorist organisation‟ means
an organisation listed in the First Schedule to the said Act or an organisation operating under the same name as an
organisation so listed;
And whereas, the First Schedule to the said Act contains the list of such terrorist organisations;
And whereas, the „Khalistan Tiger Force (KTF)‟ came into existence in the year 2011 as an offshoot of
Babbar Khalsa International, a proscribed terrorist organisation under the said Act;
And whereas, „Khalistan Tiger Force (KTF)‟ is a militant outfit and it aims reviving terrorism in Punjab with
a view to achieve its agenda of formation of a separate state „Khalistan‟ and thereby challenges the territorial integrity,
unity, national security and sovereignty of India;
And whereas, the „Khalistan Tiger Force (KTF)‟ promotes acts of terrorism and the investigation agencies
have found involvement of its cadres in various terrorist cases, including targeted killings;
And whereas, the members of the „Khalistan Tiger Force (KTF)‟ in India are receiving financial and logistics
support including sophisticated weaponry from their foreign based handlers;
And whereas, Hardeep Singh Nijjar, the current Operational Chief of Khalistan Tiger Force has been
designated as „Terrorist‟ under the said Act;
And whereas, the investigation agencies have found involvement of cadres of Khalistan Tiger Force in

And whereas, the Central Government believes that the „Khalistan Tiger Force‟ is involved in terrorism and
it has committed and participated in various acts of terrorism in India;
Now, therefore, in exercise of the powers conferred by clause (a) of sub-section (1) of section 35 of the
Unlawful Activities (Prevention) Act, 1967, the Central Government hereby makes the following further amendments
in the First Schedule to the said Act, namely:-
In the First Schedule to the said Act, after serial number 43 and entries relating thereto, the following serial
number and entries shall be inserted, namely:-
“44. Khalistan Tiger Force (KTF) and all its manifestations and front organisations.”
