का.आ. 1120(अ).—जिजधजिरुद्ध दिया-कलाप (जनिारण) अजधजनयम, 1967 (1967 का 37) (जिसे इसमें इसके
पश्चात ् उक्त अजधजनयम कहा गया ह)ै को, व् यजि यों और सगं मों के कजतपय जिजधजिरुद्ध दिया-कलापों के अजधक प्रभािी
जनिारण करन े तथा आतंकिािी दियाकलापों से जनपिने और उससे संबंजधत जिषयों का उपबंध करने के जलए अजधजनयजमत
दकया गया ह;ै
और, उक्त अजधजनयम की धारा 35 की उपधारा (1) का खडं (क) और उपधारा (2), केन्द्रीय सरकार को उक्त
अजधजनयम की चौथी अनुसूची में दकसी व्यजि के नाम को िोड़ने के जलए सिक्त करती है, यदि उसका यह जिश्वास ह ै दक िह
आतंकिाि में िाजमल ह;ै
और, 'मोहम्मि काजसम गज्जु र’ उर्च ‘सलमान’ उर्च ‘सुलेमान’, पुत्र मोहम्मि िर्ी, आयु-32 िषच (लगभग), जिसका
स्ट्थाई पता अगं राला, तहसील माहौर, जिला ररयासी, िम्मू ह ै और िो ितचमान में पादकस्ट्तान अजधकृत कश्मीर (POK) म ें
जनिास कर रहा ह,ै लश्कर-ए-तैयबा (LeT) से संबंध रखता ह;ै िो दक उक्त अजधजनयम की पहली अनुसूची की िम संख्या
5 के अधीन आतंकिािी संगठन के रूप म ेंसूचीबद्ध ह;ै
और, उक्त मोहम्मि काजसम गज्जु र उर्च सलमान उर्च सुलेमान िेि के जिरुद्ध युद्ध करन े के आिय से, ड्रोन के द्वारा
हजथयार, गोला-बारूि, आईईडी और नकिी आदि के जलए स्ट्थानों की पहचान, समन्द्िय, आपूर्तच और सीमा पार स े खेप
भेिने और उनका रखरखाि करने सजहत व्यापक आतंकिािी दियाकलापों को अंिाम िेने म ेंिाजमल ह;ै

और उक्त मोहम्मि काजसम गज्जु र उर्च सलमान उर्च सुलेमान जिजभन्न आतंकी हमलों, बम जिस्ट्फोिों में भी िाजमल
रह चुका ह ैऔर इन आतंकी घिनाओं म ें कई व्यजक्तयों की मृत्य ुऔर चोिों के जलए उत्तरिायी ह;ै
और उक्त मोहम्मि काजसम गज्जु र उफच सलमान उफच सुलेमान सोिल मीजडया और अन्द्य ऑनलाइन गूढ़लेजखत
संचार अनुप्रयोगों सजहत जिजभन्न साधनों द्वारा भती और कट्टरता द्वारा नए आतंकी मॉड्यलू बना कर आतंकी दियाकलापों
के क्षेत्र को फैला रहा ह;ै
और, केन्द्रीय सरकार का यह जिश्वास ह ै दक मोहम्मि काजसम गज्जु र उफच सलमान उफच सुलेमान आतंकिाि म ें
िाजमल ह ै और उक्त मोहम्मि काजसम गुज्जर उफच सलमान उफच सुलेमान को उक्त अजधजनयम की चौथी अनुसूची में एक
आतंकिािी के रूप म ेंिोड़ा िाना ह;ै
और, अब केन्द्रीय सरकार, जिजधजिरुद्ध दिया-कलाप (जनिारण) अजधजनयम, 1967 की धारा 35 की
उपधारा (1) के खंड (क) द्वारा प्रित्त िजक्तयों का प्रयोग करते हुए, उक्त अजधजनयम की चौथी अनुसूची म ें जनम्नजलजखत
संिोधन करती ह,ै अथाचत्:-
जिजधजिरुद्ध दिया-कलाप (जनिारण) अजधजनयम, 1967 की चौथी अनुसूची में, िम संख्याकं 56 और उससे
संबंजधत प्रजिजियों के पश्चात्, जनम्नजलजखत िम संख्यांक और प्रजिजियां अंत:स्ट्थाजपत की िाएगं ी, अथातच ् :-
“57. मोहम्मि काजसम गज्जु र उफच सलमान @ सुलेमान”।

संख्यांक का. आ. 02(अ), तारीख 1 िनिरी, 2024 द्वारा दकया गया था।

NOTIFICATION
New Delhi, the 7th March, 2024
S.O. 1120(E).—Whereas, the Unlawful Activities (Prevention) Act, 1967 (37 of 1967) (hereinafter referred
to as the said Act) has been enacted to provide for more effective prevention of certain unlawful activities of
individuals and associations and for dealing with terrorist activities and for matters connected therewith;
And, whereas, clause (a) of sub-section (1) and sub-section (2) of section 35 of the said Act empowers the
Central Government to add the name of an individual in the Fourth Schedule to the said Act, if it believes that he is
involved in terrorism;
And, whereas, Mohammad Qasim Gujjar @ Salman @ Suleman son of Mohammad Shafi, 32 years of age
(approx.), having permanent residence at Angrala, Tehsil Mahore, District Reasi, Jammu and presently residing in
Pakistan Occupied Kashmir, belongs to Lashkar-e-Taiba (LeT) and which is listed as a terrorist organisation under the
First Schedule to the said Act at serial number 5;
And, whereas, the Mohammad Qasim Gujjar @ Salman @ Suleman with intention to wage war against the
country is involved in carrying out wide range of terrorist activities including coordinating, supplying, identifying
locations of drone for dropping of arms, ammunition, Improvised Explosive Device (IED) and cash etc. and delivering
and managing consignments from across the border;
And, whereas, the said Mohammad Qasim Gujjar @ Salman @ Suleman has also been involved in various
terror attacks, bomb blasts and responsible for causing death and injuries to number of persons in these terror
incidents;
And, whereas, the said Mohammad Qasim Gujjar @ Salman @ Suleman, to widen the areas of terror
activities, has been involved in creating new terror modules by recruitment and radicalisation by various means
including social media and other online encrypted communication applications;
And, whereas, the Central Government believes that Mohammad Qasim Gujjar @ Salman @ Suleman is
involved in terrorism and the said Mohammad Qasim Gujjar @ Salman @ Suleman is to be added as a terrorist in the

Now, therefore, in exercise of the powers conferred by clause (a) of sub-section (1) of section 35 of the
Unlawful Activities (Prevention) Act, 1967, the Central Government hereby makes the following amendment in the
Fourth Schedule to the said Act, namely:-
In the Fourth Schedule to the said Act, after serial number 56 and entries relating thereto, the following serial
number and entries shall be inserted, namely:-
“57. Mohammad Qasim Gujjar @ Salman @ Suleman”.
