अत:, अब, केन्द रीय सरकार, जिजधजिरूद्ध दियाकलाप (जनिारण) अजधजनयम, 1967 क धारा 35 क उपधारा (1)
के खंड (क) के द्वारा प्रदत् त िजत यऔ का प्रय्ग करत े एए, उत अजधजनयम क चथथी अनसु ूची में जनन जलजखत संि्धन
करती ह,ै अथाफत उ :-

NOTIFICATION
New Delhi, the 13th April, 2022
S.O. 1820(E).—Whereas, the Unlawful Activities (Prevention) Act, 1967 (37 of 1967) (hereinafter
referred to as the said Act) has been enacted to provide for more effective prevention of certain unlawful
activities of individuals and associations and for dealing with terrorist activities and for matters connected
therewith;
And whereas, clause (a) of sub-section (1) of section 35 of the said Act empowers the Central
Government to notify the name of an individual in the Fourth Schedule to the said Act, if it believes that he
is involved in terrorism;
And whereas, Mushtaq Ahmed Zargar @Latram, aged 52 years son of Late Ghulam Rasool Zargar,
resident of Gani Mohalla, Jama Masjid, Nowhatta, Srinagar, is the Founder and Chief Commander of Al-
Umar-Mujahideen;
And whereas, Al-Umar-Mujahideen is listed as a terrorist organisation under the First Schedule to
the said Act at serial No. 9;
And whereas, the said Mushtaq Ahmed Zargar had been affiliated with „Jammu-Kashmir
Liberation Front‟ terror outfit and had gone to Pakistan for obtaining illegal arms and ammunition training;
And whereas, the said Mushtaq Ahmed Zargar was one of the released terrorists in the year 1999,

And whereas, the said Mushtaq Ahmed Zargar has been running an incessant campaign from
Pakistan to fuel terrorism in Jammu and Kashmir, India;
And whereas, the said Mushtaq Ahmed Zargar has been involved in various terror crimes including
murder, attempt to murder, kidnapping, planning and execution of terrorist attacks and terror funding;
And whereas, the said Mushtaq Ahmed Zargar is a threat to peace, not only to India, but across the
world, with his contacts and proximity to radical terrorist groups like the „Al- Qaeda‟ and „Jaish-e-
Mohammed‟;
And whereas, the Central Government believes that Mushtaq Ahmed Zargar @Latram is involved
in terrorism and the said Mushtaq Ahmed Zargar @Latram is to be notified as a terrorist under the said Act;
Now, therefore, in exercise of the powers conferred by clause (a) of sub-section (1) of section 35 of
the Unlawful Activities (Prevention) Act, 1967, the Central Government hereby makes the following
amendment in the Fourth Schedule to the said Act, namely:-
In the Fourth Schedule to the said Act, after serial number 34 and entries relating thereto, the
following serial number and entries shall be inserted, namely:-
“35. Mushtaq Ahmed Zargar @Latram”.
