2023 सा.का.जन. 800(अ).—केन्‍दर ीय सरकार, सीमा सुरक्षा बल अजधजनयम, 1968 (1968 का 47) की धारा 141 की उप-धारा (2) के खंड (ख) और (ग) द्वारा प्रित्त िजियों का प्रयोग करते हुए, सीमा सुरक्षा बल ,वायु स्ट् कंध अजधकारी (समूह 'क' योधक पि) भती जनयम, 2011 का अजधक्रमण करते हुए िहां तक यह ज्येष्ठ कैप्टन (महाजनरीक्षक), ज्यष्ठे ऑपरेिन अजधकारी (उप महाजनरीक्षक), मख्ु य इंिीजनयर (उप महाजनरीक्षक), उप मुख्य इंिीजनयर (कमांडेंट), ज्येष्ठ एयर क्राफ्ट मेंटेनेंस इंिीजनयर/ज्येष्ठ एयर क्राफ्ट रेजडयो मेंटेनेंस इंिीजनयर (जद्वतीय कमान अजधकारी), कमांडेंट (मुख्य लॉजिजस्ट्टक अजधकारी), उपकरण अजधकारी/ज्येष्ठ स्ट्टोर प्रोवीिननंग अजधकारी (जद्वतीय कमान अजधकारी), लॉजिजस्ट् टक्स अजधकारी (उप कमांडेंट) और सहायक कमांडेंट (लॉजिजस्ट् टक्स ) के पिों से संबंजधत है, जिन्‍द ह ें ऐसे अजधक्रमण से पहले दकया गया ह ै या करन े का लोप दकया गया ह ै गृह मत्रं ालय के अधीन सीमा सुरक्षा बल (वायु स्ट् कंध) में समूह 'क' पिों पर भती की पद्धजत का जवजनमय करने के जलए जनम्नजलजखत जनयम बनाती ह ैअर्ाात्; 1. सजं क्षप्त नाम और प्रारंभ- (1) इन जनयमों का संजक्षप् त नाम सीमा सुरक्षा बल, एयर नवंग अजधकारी (समूह 'क' योधक पि) कैडर, भती जनयम, 2023 ह।ै (2) य ेरािपत्र में प्रकािन की तारीख को पृवत् त होंगे। 6846 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 2. लाग ूहोना - य ेजनयम इस उपाबद्ध अनुसूची के स्ट्त म् भ (1) में जवजनर्िाष् ट पिों पर लागू होंगे। 3. पि सख्ं या, वगीकरण और वते न सारणी म ेंस्ट्तर - उि पिों की संख् या, उनका वगीकरण और वते न सारणी में स्ट्तर वे होंगे, िो इन जनयमों से उपाबद्ध अनुसूची के स्ट् तम् भ (2) से स्ट्त म् भ (4) में जवजनर्िाष् ट ह।ै 4. भती की पद्धजत, आय ु सीमा, अहता ाएं आदि – उक्त पिों पर भती की पद्धजत, आयु सीमा, अहता ाएं और उनसे संबंजधत अन्‍दय बातें वे होंगी िो पूवोि अनुसूची के स्ट्त म् भ (5) से स्ट् तम् भ (13) में जनर्िष्टा ह ै। 5. अजधवर्षता ा-(1) इन जनयमों के अधीन जनयुि अजधकारी उस मास के, जिसम ें वह साठ वष ा की आय ु प्राप् त करते ह ै के अंजतम दिन के अपराहन को सेवाजनवृत्त होंगे, या केन्‍दरीय सरकार द्वारा समय-समय पर िैसा अजधसूजचत दकया िाए: परंत ु वह व् यजि जिसके िन्‍द म की तारीख दकसी मास की पहली तारीख होगी, यर्ाजस्ट्र्जत साठ वषा की आयु प्राप् त करने के पूवावती मास के अंजतम दिन के अपराहन म ेंसेवाजनवृत् त होगा। (2) दकसी भी व्यजि को साठ वषा सेवाजनवृजत्त की आय ुसे अजधक सेवा बढोत् तरी नहीं िी िाएगी । 6. ज्य ष्े ठ ता – केन्‍दरीय सरकार द्वारा समय – समय पर इस जवषय पर िारी साधारण आिेिों या जनिेिों के अनुसार इस कैडर की जवजभन्न श्रेजणयों या ग्रेडों में पिों पर जनयिु अजधकाररयों की परस्ट् पर ज्य ष्े ठ ता अवधा की िाएगी। 7. जनरहता ाएं – वह व्यजि- (क) जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत् नी िीजवत ह,ै जववाह दकया ह ै या जववाह का संजविा की ह;ै या (ख) जिसने अपने पजत या अपनी पत्नी के िीजवत रहते हुए दकसी व्यजि से जववाह दकया है, या जववाह का संजविा की ह;ै उि पिों पर जनयुजि का पात्र नहीं होगा : परंत ु केंरीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जववाह ऐसे व् यजि और जववाह के अन्‍द य पक्षकार को लाग ू स्ट् वीय जवजध के अधीन अनज्ञु ेय ह ै और ऐसा करन े के जलए अन्‍द य आधार ह ैं तो वह दकसी व्य जि को इस जनयम के प्रवतना से छूट िे सकेगी । 8. जचदकत्स ा िष्ृ ट या योग्य ता - (i) प्रोन्नजत के जलए जचदकत् सा मानक - इन जनयमों में अन्‍दत र्वाष्ट दकसी बात के होते हुए भी, केवल ऐसे व्यजि, िो जचदकत् सा श्रेणी िेप-। ह ैं और िो जवमान उडा रह े ह ै और उनके जलए जिनके पास सुसंगत जनयामक प्राजधकरण द्वारा समय-समय पर िारी मानिडं ों के अनुसार उड्डयन संबंधी स्ट्वस्ट्र्ता प्रमाण पत्र ह,ै अनुसचू ी स्ट् तम् भ (1) म ेंजवजनर्िाष्ट पिों पर प्रोन्नजत के जलए पात्र होंगे। (ii) सीधी भती के जलए जचदकत्सा और िारीररक मानक- गृह मंत्रालय के तारीख 20.05.2015 के दििा- जनििे ों म ें जवजनर्िाष्ट के अनुसार, केवल व े व्यजि िो केंरीय सिस्त्र पुजलस बलों और असम राइफल्स म ें जचदकत्सा परीक्षाओं की भती पर जचदकत्सकीय और िारीररक रूप स े योग् य ह ैं और व े केन्‍दरीय सरकार द्वारा जवजहत स्ट्कीम और समय-समय पर उसम ें पश्चातवती संिोधनों स े अनुसचू ी के स्ट् तम् भ (1) में जवजनर्िाष्ट पिों पर जनयुजि के जलए पात्र होंगे। इसके अजतररि, उड्डयन िाखा में प्रवेि के जलए भती दकए िाने वाल े व्यजियों के पास समय-समय पर संिोजधत ससु ंगत जनयामक प्राजधकरण के मानिंडों के अनुसार उड्डयन संबंधी स्ट् वस्ट्र् ता प्रमाण पत्र भी होना चाजहए: परंतु उड्डयन िाखा में प्रवेि के जलए जचदकत्सा िांच, संबंजधत सुसंगत जवजनयामक प्राजधकरण द्वारा नाजमत अर्वा अनुमोदित जचदकत्सा केंरों पर की िाएगी।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 9. जनयजु ि–ऐसे अजधकाररयों के संबंध में, जिन्‍द होंन े इन जनयमों की अनुसूची में यर्ा अन्‍दत र्वाष्ट अपनी अहका और पात्रता मानिंडों को पूरा दकया ह,ै श्रणे ी म ेंजनयुजि के जलए जवचार दकया िाएगा: परंतु इन जनयमों म ें अन्‍द तर्वाष्ट कोई भी बात उन अजधकाररयों पर लागू नहीं होगी िो इन जनयमों के प्रकािन से पूवा जनयजमत आधार पर पि धारण दकए हुए ह:ैं परंतु दक इस प्रकार जनयिु दकए गए अजधकाररयों को अपनी श्रेणी (श्रेजणयों) में जनयुजि की तारीख से िो वषा के अन्‍द िर आवश् यक अहता ाए ं प्राप् त करनी होंगी और जवभाग द्वारा संवीक्षा प्रजिक्षण के जलए पृष्ठ ाकं न प्राप् त करन े और अपेजक्षत उडान के घंटे परू े करन े के जलए आवश् यक अवसर प्रिान दकया िाएगा: परंतु पिानुक्रम म,ें समूह 'क' सेवा के उच्च श्रेणी में प्रोन्‍दन जत हते ु अपेक्षा उनके भजवष्य की प्रोन्‍द नजत के जलए सीधे भती दकए गए उप कमांडेंट (पायलट/िूजनयर एयरक्राफ्ट मेंटेनेंस इंिीजनयर) के संबंध म ेंपांच वष ा कम हो िाएगी। 10. जिजर्ल करन े की िजि – िहॉं केंरीय सरकार की यह राय ह ै दक ऐसा करना आवश्यक या समीचीन है, वहॉं वह उसके जलए िो कारण ह ैं उन्‍द हें लेखबद्ध करके, इन जनयमों के दकसी उपबंध को दकसी वगा या श्रेणी के व् यजियों की बावत्, आिेि द्वारा जिजर्ल कर सकेगी। 11. व्य ावृजत्त - इन जनयमों की कोई बात, ऐसे आरक्षणों, आयु सीमा में छूट और अन्‍द य ररयायतों पर प्रभाव नहीं डालगे ी, जिनका केन्‍द रीय सरकार द्वारा इस संबंध म ें समय-समय पर िारी दकए गए आििे ों के अनुसार अनुसूजचत िाजत, अनुसूजचत िनिाजत, अन्‍दय जपछडें वग,ा भूतपूवा सैजनकों, सरकारी कमाचारी और अन्‍दय जविषे श्रेणी के व्यजियों के जलए उपबंध करना अपेजक्षत ह।ै 12. जनवचा न - यदि इन जनयमों के जनवाचन से संबंजधत कोई प्रश्न उद्भूत होता है, तो वह केन्‍द रीय सरकार द्वारा जवजनजश्चत दकया िाएगा। अनसु चू ी पि का नाम पररवतान दकया िा सकता अननुसजचवीय (योधक) ह।ै चयन अर्वा अचयन पि सीधे भती दकए िान े वाल ेव् यजियों सीधे भती दकए िान े वाल ेव् यजियों के के जलए आयु सीमा जलए अपेजक्षत िैजक्षक और अन्‍द य अहता ाए ं (5) (6) प्रजतजनयुजि/आमेलन द्वारा तर्ा जवजभन्‍द न पद्धजतयों द्वारा भरे अहता ाएं प्रोन्‍द नत व् यजियों की ििा में हो िाने वाले पिों का प्रजतित लाग ूहोगी या नहीं (8) (9) (10) लाग ूनहीं होता लाग ूनहीं होता पचास प्रजतित प्रोन्‍द नजत द्वारा। पचास प्रजतित प्रजतजनयुजि द्वारा (अल् पकालीन संजविासजहत) / आमेलन द्वारा भूतपूवा सैजनकों के जलए प्रजतजनयुजि/पुनर्नायोिन4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] प्रोन्‍द नजत या प्रजतजनयुजि या आमेलन या पुनर्नायोिन द्वारा भती की ििा में वे श्रेजणयां जिनसे प्रोन्‍द नजत या प्रजतजनयुजि या आमेलन या पुनर्नायोिन दकया िाएगा । (11) (I) प्रोन्‍दन जत - कैप्टन पायलट (उप महाजनरीक्षक) और ज्यष्ठे ऑपरेिन अजधकारी (उप महाजनरीक्षक) जिसन े समूह ‘क’ सेवा में कुल चोबीस वषा के सार् वेतन सारणी स्ट्त र -13 क (रु. 131100-216600) में उस श्रेणी में िो वषा की जनयजमत सेवा की हो या कमीिन सेवा या संचयी समूह 'क' और कमीिन सेवा जिसके पास जनम्नजलजखत अहता ाएं ह:ैं- (क) (i) हवाई िहाि के जलए चालू एयरलाइंस पररवहन पायलट अनज्ञु जप्त या हवाई िहाि के जलए वाजणज् यक पायलट अनुज्ञजप्त के सार् चालू उडान रेजडयो टेलीफोन ऑपरेटर अनुज्ञजप्त के सार् हवाई िहाि पर चालू उपकरण रेटटंग ; और (ii) महाजनिेिालय नागर जवमानन के मानकों के अनुसार अजत महत्वपूणा व्यजियों के सार् कमान पायलट के रूप में जवमान उडान का अनुभव; और (iii) सीमा सुरक्षा बल द्वारा संचाजलत जवमान (दकसी भी प्रकार) पर कमान पायलट के रूप में 1500 घंटे के सार् जवमान पर कमान पायलट के रूप में न्‍दयूनतम 2500 घंटे; या (ख) (i) हले ीकॉप्टर के जलए चाल ूउडान रेजडयो टेलीफोन ऑपरेटर अनज्ञु जप्त तर्ा चाल ूउपकरण रैटटंग हले ीकाप् टर चाल ू एअर लाइन पररवहन अनुज्ञजप्त अर्वा वाजणजज्यक हले ीकाप् टर पाइलट अनुज्ञजप्त (चालू उपकरण रैटटंग उपकरण उडान जनयमों के उडान के जलए स्ट्वीकृत हले ीकॉप्टर के जलए लागू ह)ै ; और (ii) महाजनिेिालय नागर जवमानन के मानकों के अनुसार अजत महत्वपूण ा व्यजियों के सार् कमान पायलट के रूप में हले ीकॉप्टर उडान का अनुभव; और (iii) हले ीकॉप्टर पर कमान पायलट के रूप में न्‍द यूनतम 2500 घंटे के सार् सीमा सुरक्षा बल द्वारा संचाजलत हले ीकॉप् टर (दकसी भी प्रकार) पर 1000 घंटे का अनुभव; या (ग) (i) सीमा सुरक्षा बल के हले ीकॉप्टर या जवमान (दकसी भी प्रकार) पर "क/ख" मास्ट्टर ग्रीन उपकरण रेटटंग के सार् चालू सैन्‍दय उडान श्रेणी; और (ii) सैन्‍दय मानकों के अनुसार अजत महत्वपूणा व्यजियों के सार् कमान पायलट के रूप म ें हले ीकॉप्टर या जवमान उडान का अनुभव; और (iii) हले ीकॉप्टर या जवमान पर कमान पायलट के रूप म ें न्‍दयूनतम 2500 घंटे के अनुभव के सार् सीमा सुरक्षा बल द्वारा संचाजलत हले ीकॉप्टर या जवमान (दकसी भी प्रकार) में कमान पायलट के रूप म ें1000 घटं े का अनुभव । रटप्प ण -1– प्रोन्‍दन जत के जलए अहता ा सूची संबंजधत श्रेणी या पि के अजधकाररयों द्वारा जवजहत अहका सेवा पूरी करन े की तारीख के जनििे म ेंतैयार की िाएगी। रटप्प ण -2: िहा ं ऐसे कजनष्ठ व् यजियों के संबंध में, जिन्‍द होंन े अपनी अहता ा या पात्रता सेवा परू ी कर ली है, प्रोन्‍दन जत के जलए जवचार दकया िा रहा हो वहां उनसे ज्य ेष्ठ व् यजियों के संबंध में भी जवचार दकया िाएगा परंतु यह तब िब दक उनके द्वारा की गई ऐसी अहका या पात्रता सेवा, अपेजक्षत अहका या पात्रतासेवा के आध े स े अजधक या िो वषा से, इनम ें स े िो भी कम हों, कम न हो, और उन्‍द होंने अपने ऐसे कजनष्ठ व् यजियों सजहत जिन्‍द होंने ऐसी अहका या पात्रता सेवा पहले ही पूरी कर ली ह,ै अगली उच् चतर श्रेणी में प्रोन्‍दन जत के जलए अपनी पररवीक्षा की अवजध सफलतापूवाक पूरी कर ली हो।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 (II) प्रजतजनयुजि (अल्पकाजलक संजविासजहत) / आमले न द्वारा:- केंरीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र या सावािजनक क्षेत्र के उपक्रमों के ऐसे अजधकारी: (क) समूह 'क' सेवा में चौबीस वषा की सेवा के सार् वेतन सारणी स्ट् तर -14 (रु. 144200-218200) में सििृ पि धारण करत े हो या कमीिन सवे ा या संचयी समूह 'क' और कमीिन सेवा और जिनके पास प्रोन्‍द नजत के जलए यर्ा जवजनर्िाष् ट अहता ाएं और अनुभव हो; या (ख) भारतीय वायु सेना (फ्लाइंग ब्ांच-रांसपोटा या हले ीकॉप्टर पायलट) स े एयर वाइस मािाल पि के अजधकारी, िो चौबीस वषा की समूह-‘क’ सेवा या कमीिन सेवा के सार् समान पि धारण करते हो। (III) भूतपूव ासैजनकों के जलए:- (i) प्रजतजनयुजि और पुनर्नायोिन:- सिस्त्र बल के ऐसे कार्माकों के संबंध में भी जवचार दकया िाएगा िो सेवाजनवृत् त होने वाले ह ैं या एक वषा की अवजध के भीतर ररिवा में स्ट्र् ानान्‍द तररत दकए िान े वाले ह ैं और जिनके पास प्रजतजनयुजि के जलए अपेजक्षत अनुभव और अहता ाए ं ह ैं और वेतन सारणी स्ट् तर-14 (रु.144200-218200) म ें समतुल् य पि धारण दकए हुए ह।ै ऐसे व्यजियों को उस तारीख तक प्रजतजनयुजि की ितों पर रखा िाएगा जिस तारीख से उन्‍द ह ें सिस्त्र बल से जनमुाक्त दकया िाना ह,ै तत्प श् चात उन्‍द ह ें पुनर्नायोिन पर बन े रहने दिया िा सकता ह।ै (ii) पुनर्नायोिन:- सिस्त्र बल के ऐसे सेवाजनवृत्त कार्माक िो वेतन सारणी स्ट्त र-14 (रु.144200-218200) म ें समतुल्य पि धारण दकए हुए हों, प्रजतजनयुजि के जलए यर्ाजवजनर्िाष्ट अहता ाएं और अनुभव रखते हो और जिनकी सेवा में व् यवधान िो वषा से अजधक नहीं हो। रटप्प ण 1 : प्रजतजनयुजि की अवजध, जिसके अन्‍द तगात केन्‍द रीय सरकार के उसी या दकसी अन्‍द य संगठन या जवभाग म ें इस जनयुजि से ठीक पहल े धाररत दकसी अन्‍द य काडर बाियृ पि पर जनयुजि की अवजध सजम्मजलत ह,ै साधारणतया पांच वष ा स े अजधक नहीं होगी। रटप्प ण 2 : प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आय ुसीमा आवेिन प्राप् त करन े की अंजतम तारीख को अठ्ठावन वष ा से अजधक नहीं होगी। रटप्प ण 3 : ऐसे जवभागीय अजधकारी िो प्रोन्‍द नजत की सीधी पंजि में ह,ैं प्रजतजनयुजि पर जनयुजि के जलए जवचार दकए िाने के पात्र नहीं होंगे। इसी प्रकार प्रजतजनयुि व्यजि प्रोन्‍दन जत द्वारा जनयुजि के जलए जवचार दकए िाने के पात्र नहीं होंगे। रटप्प ण 4 : आमले न केवल केंरीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र के अजधकाररयों के मामल े म ें ही प्रभावी होगा। यदि जवभागीय सजमजत ह ैतो उसकी संरचना भती करन ेमें दकन पररजस्ट्र्जतयों में संघ लोक सेवा आयोग से परामिा दकया िाएगा। (12) (13) प्रोन्‍द नजत पर जवचार करन े के जलए समूह 'क' जवभागीय प्रोन्‍दन जत सजमजत:- लाग ूनहीं होता 1. सजचव - अध्यक्ष गृह मंत्रालय 2. महाजनिेिक, - सिस्ट्य सीमा सुरक्षा बल6 THE GAZETTE मंत्रालय (डीिीसीए) या रक्षा मंत्रालय ( भारतीय वायु सेना) से -सहयोजित संयुि सजचव से उच् च तकनीकी सिस्ट्य रैंक का अजधकारी (1) (2) (3) (4) 2. ज्यष्ठे ऑपरेिन 01* (2023) साधारण केंरीय सेवा, समूह स्ट् तर – के सार् बीस वष ा की समूह 'क' सेवा या कमीिन सेवा या (अल्पकालीन संजविा संचयी समूह 'क' सेवा और कमीिन सेवा (िॉटा सर्वास कमीिन सेवा सजहत) पूरी की हो और सजहत) /आमले न द्वारा, नीचे जवजहत अहता ा और अनुभव प्राप् त हो : - भूतपूवा सैजनकों के जलए - (क) (i) सीमा सुरक्षा बल (अपेक्षा के अनुसार समय-समय पर यर्ा जवजहत) द्वारा प्रजतजनयुजि/पनु र्नायोिन। संचाजलत जवमान (दकसी भी प्रकार) पर चाल ू उपकरण रेटटंग के सार् चाल ू उडान रेजडयो टेलीफोन ऑपरेटर के अनुज्ञजप्त के सार् हवाई िहाि के जलए चाल ू एयरलाइंस पररवहन पायलट का अनुज्ञजप्त प्राप् त हो; और (ii) महाजनिेिालय नागर जवमानन के मानकों के अनुसार अजत महत्वपूण ा व्यजियों के सार् कमान पायलट के रूप में जवमान उडान अनुभव; और (iii) सीमा सुरक्षा बल द्वारा संचाजलत जवमान (दकसी भी प्रकार) पर कमान पायलट के रूप म ें 1000 घंटे के सार् जवमान पर कमान पायलट के रूप में न्‍दयूनतम 2000 घंटे का अनुभव; या (ख) (i) सीमा सुरक्षा बल (अपेक्षा के अनुसार समय-समय पर यर्ा जवजहत) द्वारा संचाजलत जवमान या हले ीकॉप्टर (दकसी भी प्रकार) के जलए चालू एयरलाइन पररवहन पायलट की अनज्ञु जप्त या चाल ू हले ीकॉप्टर वाजणजज्यक पायलट की अनज्ञु जप्त, चाल ू उडान के सार् रेजडयो टेलीफोन ऑपरेटर की अनुज्ञजप्त, चाल ू उपकरण रेटटंग के सार् (चाल ू उपकरण रेटटंग उपकरण उडान जनयमों के जलए स्ट् वीकृत हले ीकॉप्टरों के जलए लाग ूह)ै प्राप् त हो; और (ii) महाजनिेिालय नागर जवमानन के मानकों के अनुसार अजत महत्वपूण ा व्यजियों के सार् कमान पायलट के रूप में हले ीकॉप्टर उडान अनुभव; और[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 7 (iii) सीमा सुरक्षा बल द्वारा संचाजलत हले ीकॉप्टर (दकसी भी प्रकार) पर कमान पायलट के रूप म ें 500 घंटे के सार् हले ीकॉप्टर पर कमान पायलट के रूप म ें न्‍दयूनतम 2000 घंटे का अनुभव; या (ग) (i) सीमा सुरक्षा बल द्वारा संचाजलत जवमान या हले ीकॉप्टर (दकसी भी प्रकार) पर 'क/ख' मास्ट्टर ग्रीन/ 'ख' ग्रीन की उपकरण रेटटंग के सार् चाल ूसैन्‍दय उडान श्रेणी; और (ii) सैन्‍दय मानिंडों के अनुसार अजत महत्वपूणा व्यजियों के सार् कमान पायलट के रूप में जवमान या हले ीकॉप्टर उडान अनुभव । (iii) सीमा सुरक्षा बल द्वारा संचाजलत जवमान/हले ीकॉप्टर (दकसी भी प्रकार) पर कमान पायलट के रूप में 500 घंटे के सार् कमान पायलट के रूप में 2000 घंटे का न्‍दयूनतम उडान अनुभव । रटप्प ण : िहां ऐसे कजनष्ठ व् यजियों के संबंध में, जिन्‍दहोंने अपनी अहता ा या पात्रता सेवा पूरी कर ली ह,ै प्रोन्‍द नजत के जलए जवचार दकया िा रहा हो वहां उनके ज्य ेष्ठ व् यजियों के संबंध में भी जवचार दकया िाएगा, परंतु यह तब िब दक उनके द्वारा की गई ऐसी अहका या पात्रता सेवा, अपेजक्षत अहका या पात्रता सेवा के आधे से अजधक से या िो वषा से, इनमें स े िो भी कम हो, कम न हो और उन्‍द होंने अपने ऐसे कजनष्ठ व् यजियों सजहत, जिन्‍द होंने ऐसी अहका या पात्रता सेवा पहल े ही पूरी कर ली ह,ै अगली उच् चतर श्रणे ी म ें प्रोन्‍द नजत के जलए अपनी पररवीक्षा की अवजध सफलतापवू ाक पूरी कर ली हो। (II) प्रजतजनयुजि (अल्पकालीन संजविा सजहत)/आमले न द्वारा:- केंरीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र या सावािजनक उपक्रमों के ऐसे अजधकारी: (क)( (i) वेतन सारणी स्ट् तर-13क (रु.131100 -216600) म ेंअनुरूप या समतल्ु य पि धारण करत े हो, या (ii) वेतन सारणी स्ट् तर-13 (रु.123100-215900) या वेतन सारणी स्ट्त र-13 (रु.130600-215900) (रक्षा बल कार्माक) में िो वषा की जनयजमत सेवा के सार् बीस वषा की समूह 'क' म ेंसेवा या कमीिन सेवा या िॉटा सर्वास कमीिन सेवा हो; और (ख) प्रोन्‍द नजत के जलए परै ा (क) या (ख) में जनर्िाष्ट या नीचे जवजनर्िाष्ट के अनुसार अहता ा और अनुभव रखत े ह:ैं - (क) सीमा सुरक्षा बल द्वारा संचाजलत जवमान/हले ीकॉप्टर (दकसी भी प्रकार) पर फ्लाइंग दफट मेजडकल श्रेणी के सार् चालू सैन्‍दय उडान श्रेणी/उपकरण रेटटंग 'क'/ 'ख' मास्ट्टर ग्रीन/ 'ख' ग्रीन धारण करते हो ; और (ख) सैन्‍दय मानकों के अनुसार अजत महत्वपूणा व्यजियों के सार् कमान पायलट के रूप में जवमान/हले ीकॉप्टर उडान का अनुभव; और (ग) सीमा सुरक्षा बल द्वारा संचाजलत जवमान/हले ीकॉप्टर (दकसी भी प्रकार) पर कमान पायलट के रूप में 500 घंटे के सार् कमान पायलट के रूप में न्‍दयूनतम 2000 घंटे की उडान का अनुभव : परंतु दक इस प्रकार जनयुि अजधकारी जनयुजि की तारीख से छह महीने की अवजध के भीतर अपनी सन्‍दै य उडान श्रेणी को नवीनीकृत/चालू कराने में सक्षम हो और यदि अजधकारी अपनी सैन्‍दय उडान श्रेणी को नवीनीकृत/चालू कराने में सक्षम नहीं है, तो उस े8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] वापस भेिा िा सकता ह ै या छह माह पूण ा होन े की तारीख पर उसकी सेवा समाप्त की िा सकती ह।ै (III) भूतपूव ासैजनकों के जलए:- (i) प्रजतजनयुजि और पुनर्नायोिन:- सिस्त्र बल के ऐसे कार्माकों के संबंध म ें भी जवचार दकया िाएगा िो सेवाजनवृत् त होने वाले ह ैं या एक वषा की अवजध के भीतर ररिवा म ें स्ट्र् ानान्‍द तररत दकए िाने वाले ह ैंऔर जिनके पास उपरोि पैरा (II) के अधीन प्रजतजनयुजि के जलए अपेजक्षत अनुभव और अहता ाएं ह ैं और वेतन सारणी स्ट्त र-13क (रु.131100-216600) म ें समतुल् य पि धारण दकए हुए ह।ै ऐसे व्यजियों को उस तारीख तक प्रजतजनयुजि की ितों पर रखा िाएगा जिस तारीख से उन्‍द ह ें सिस्त्र बल से जनमुाक्त दकया िाना ह,ै तत्प श् चात उन्‍द ह ें पुनर्नायोिन पर बन े रहने दिया िा सकता ह।ै (ii) पुनर्नायोिन:- सिस्त्र बल के ऐसे सेवाजनवृत्त कार्माक िो वेतन सारणी में स्ट् तर -13क (रु.131100-216600)में समतुल्य पि धारण दकए हुए हों एवं उपरोि परै ा (II) के अधीन प्रजतजनयुजि के जलए यर्ाजवजनर्िाष्ट अहता ाएं और अनुभव रखते हो और उनकी सेवा म ें व् यवधान िो वष ा से अजधक नहीं हो। रटप्प ण 1 : प्रजतजनयुजि की अवजध, जिसके अन्‍द तगात केन्‍द रीय सरकार के उसी या दकसी अन्‍द य संगठन या जवभाग में इस जनयजु ि से ठीक पहले धाररत दकसी अन्‍द य काडर बाियृ पि पर जनयुजि की अवजध सजम्मजलत ह,ै साधारणतया पांच वषा से अजधक नहीं होगी। रटप्प ण 2 : प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आय ु सीमा आवेिन प्राप् त करने की अंजतम तारीख को छप् पन वष ा स ेअजधक नहीं होगी। रटप्प ण 3 : ऐसे जवभागीय अजधकारी िो प्रोन्‍द नजत की सीधी पंजि म ें ह,ैं प्रजतजनयुजि पर जनयुजि के जलए जवचार दकए िाने के पात्र नहीं होंगे। इसी प्रकार प्रजतजनयुि व्यजि प्रोन्‍द नजत द्वारा जनयुजि के जलए जवचार दकए िाने के पात्र नहीं होंगे। रटप्प ण 4 : आमेलन केवल केंरीय सरकार या राज्य सरकार या संघ अजधकारी के पास जनम्नानुसार अहता ाएं और अनुभव हो: - (i) मैकेजनकल वायुयान टबााइन / हले ीकॉप्टर टबााइन की बी-। में चालू वायुयान मेंटेनेंस इंिीजनयर अनुज्ञजप्त का धारक हो या सीमा सुरक्षा बल द्वारा संचाजलत वायुयान टबााइन /हले ीकॉप्टर टबाइा न में बी- 2 (एजवयोजनक्स) (अपेक्षा के अनुसार समय-समय पर यर्ा जवजहत); अर्वा मैकेजनकल या इलैक्र ीकल या इलेक्रॉजनक्स और टेलीकम्युजनकेिन या एयरोनॉरटकल स्ट्रीम म ें इंिीजनयटरंग जडग्री या समतल्ु य का धारक हो और सीमा सुरक्षा बल द्वारा संचाजलत वायुयान या हले ीकॉप्टर पर टाइप प्रजिजक्षत/ टेरा /उडान रखरखाव रुपांतरण अहता ा (अपेक्षा के अनुसार समय-समय10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] पर यर्ा जवजहत) प्राप् त हो ; और (ii) समस्ट्त वायुयान या हले ीकॉप्टर मेंटेनेंस/ उडान अहता ा प्रबंधन म ें कुल 20 वषों का अनभु व जिसमें सीमा सुरक्षा बल द्वारा संचाजलत वायुयान अर्वा हले ीकॉप्टर पर परं ह वषों का अनुभव िाजमल ह ै (अपेक्षा के अनुसार समय-समय पर यर्ा जवजहत)। (III) भूतपूव ासैजनकों के जलए:- (i) प्रजतजनयुजि और पुनर्नायोिन:- सिस्त्र बल के ऐसे कार्माकों के संबंध में भी जवचार दकया िाएगा िो सेवाजनवृत् त होन े वाले ह ैं या एक वषा की अवजध के भीतर ररिवा म ें स्ट्र् ानान्‍द तररत दकए िाने वाले ह ैं और जिनके पास प्रजतजनयुजि के जलए अपेजक्षत अनुभव और अहता ाएं ह ैं और वेतन सारणी स्ट् तर-13क (रु.131100-216600) में समतुल् य पि धारण दकए हुए ह।ै ऐसे व्यजियों को उस तारीख तक प्रजतजनयुजि की ितों पर रखा िाएगा जिस तारीख से उन्‍दह ें सिस्त्र बल स े जनमुाक्त दकया िाना ह,ै तत्प श् चात उन्‍द ह ें पनु र्नया ोिन पर बने रहन ेदिया िा सकता ह।ै (ii) पुनर्नायोिन:- सिस्त्र बल के ऐसे सेवाजनवृत्त कार्माक िो वेतन सारणी स्ट् तर -13क (रु. 131100-216600) में समतल्ु य पि धारण दकए हुए हों, प्रजतजनयुजि के जलए यर्ाजवजनर्िाष्ट अहता ाएं और अनुभव रखते हो और सेवा में व् यवधान िो वषा से अजधक नहीं होना चाजहए। रटप्प ण 1 : प्रजतजनयुजि की अवजध, जिसके अन्‍द तगात केन्‍द रीय सरकार के जलए- की समूह 'क' म ें सेवा या कमीिन सेवा या संचयी समूह 'क' सेवा और कमीिन सेवा प्रजतजनयुजि/ पुनर्नायोिन। (िॉटा सर्वास कमीिन सेवा सजहत) पूरी की हो। रटप्प ण : िहां ऐसे कजनष्ठ व् यजियों के संबंध में, जिन्‍दहोंन े अपनी अहता ा या पात्रता सेवा पूरी कर ली ह,ै प्रोन्‍द नजत के जलए जवचार दकया िा रहा हो वहां उनके ज्य ेष्ठ व् यजियों के संबंध में भी जवचार दकया िाएगा, परंत ु यह तब िब दक उनके द्वारा की गई ऐसी जलए:- (i) प्रजतजनयुजि और पुनर्नायोिन:- सिस्त्र बल के ऐस े कार्माकों के संबंध म ें भी जवचार दकया िाएगा िो एक वषा की अवजध के भीतर सेवाजनवृत् त होने वाले ह ैं या ररिवा म ें स्ट् र्ानान्‍द तररत दकए िाने वाले ह ैं और जिनके पास प्रजतजनयुजि के जलए अपेजक्षत अनुभव और अहता ाएं ह ैं और वेतन सारणी स्ट्त र-13 (रु.123100-215900) में समतल्ु य पि धारण दकए हुए ह।ै ऐस े व्यजियों को उस तारीख तक प्रजतजनयुजि की ितों पर रखा िाएगा जिस तारीख से उन्‍द ह ें सिस्त्र बल स े जनमुाक्त दकया िाना ह,ै तत्प श् चात उन्‍द ह ें पुनर्नायोिन पर बन े रहने दिया िा सकता ह।ै (ii) पुनर्नायोिन:- सिस्त्र बल के ऐसे सेवाजनवृत्त कार्माक िो वेतन सारणी म ें स्ट् तर-13 (रु.123100-215900) म ें समतुल्य पि धारण दकए हुए हों, प्रजतजनयुजि के जलए यर्ाजवजनर्िाष्ट अहता ाए ं और अनुभव रखत े हो और सेवा म ें व्य वधान िो वष ा स े अजधक नहीं होना चाजहए। रटप्प ण 1 : प्रजतजनयुजि की अवजध, जिसके अन्‍द तगात केन्‍दर ीय सरकार के उसी या दकसी अन्‍द य संगठन या जवभाग में इस जनयुजि से ठीक पहल े धाररत दकसी अन्‍द य काडर बाियृ पि पर जनयुजि की अवजध सजम्मजलत ह,ै (रक्षा बल कार्माक) म ें समतुल् य पि धारण दकया हो; या (।।) वेतन सारणी स्ट् तर -11 (रु.67700-208700) में पांच वषा की जनयजमत सेवा के सार् समूह 'क' म ें िस वष ा की सेवा या कमीिन सेवा या िॉटा सर्वास कमीिन सेवा पूरी की हो; और (ख) जिनके पास जनम्न जलजखत अहता ाएं और अनुभव हो:- (।) (i) मैकेजनकल स्ट्रीम में ख-। (मैकेजनकल ऐरोप्लेन टबााइन/हले ीकॉप्टर टबााइन) श्रणे ी में चाल ू वायुयान अनुरक्षण इंिीजनयर के ऐसे सेवाजनवृत्त कार्माक िो वेतन सारणी स्ट्तर – 12क (रु.121200-212400) (रक्षा बल कार्माक) में समतल्ु य पि धारण दकए हुए हों, प्रजतजनयुजि के जलए यर्ाजवजनर्िाष् ट अहता ाएं और अनुभव रखते हों और सेवा में व्यवधान 2 वषा से अजधक न हो। रटप्प ण -1 : प्रजतजनयुजि की अवजध, जिसके अन्‍दतगता केन्‍दरीय सरकार के उसी या दकसी अन्‍दय संगठन या जवभाग म ें इस जनयुजि से ठीक पहले धाररत दकसी अन्‍दय कैडर बाह्य पि पर प्रजतजनयुजि की अवजध सजम्मजलत ह,ै साधारणतया चार वष ासे अजधक नहीं होगी। रटप्प ण -2 : प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आयु सीमा आवेिन प्राप्त करने की अंजतम तारीख को छप्पन वष ा स ेअजधक नहीं होगी। जवश्वजवद्यालय से एक वषा का स्नातकोत्तर जडप्लोमा या सामग्री प्रबंधन म ें कारबार प्रिासन म ेंमास्ट्टर ; और (iii) लॉजिजस्ट्टक प्रबंधन, स्ट्टोर प्रोजविननंग में पंरह वष ा का अनुभव और जवमानन सामानों की खरीि पात्रता सेवा परू ी कर ली है, प्रोन्नजत के जलए जवचार दकया िा रहा ह ै वहां उनके ज्येष्ठ व्यजियों के संबंध में भी जवचार दकया िाएगा, परन्‍दतु यह तब िब दक उनके द्वारा की गई ऐसी अहका या पात्रता सेवा, अपेजक्षत अहका या पात्रता सेवा के आध े से अजधक से या िो वष ा से, इनम ें स े िो भी कम हो, कम न हो और उन्‍दहोंन े अपने ऐस े कजनष्ठ व्यजियों सजहत, जिन्‍दहोंने ऐसी अहका या पात्रता सेवा पहल े ही परू ी कर ली क्षेत्र या सावािनदक उपक्रमों के ऐसे अजधकारीिः- (क) (i) वेतन सारणी स्ट्तर–12 (रु.78800-209200) या स्ट्तर 12क (रु.121200-212400) (रक्षा बल कार्माक) में समतुल्य अर्वा सििृ या वते न सारणी के स्ट्तर -11 (रु. 67700-208700) में पांच वषों की जनयजमत सेवा की हो; और (ii) समूह ‘क’ में िस वषों की सवे ा या कमीिन सेवा (िाटा कमीिन सेवा सजहत);और (ख) जनम्नजलजखत अहता ाएं और अनुभव हो- (i) मान्‍दयता प्राप्त जवश्वजवद्यालय से जडग्री; (ii) मान्‍दयता प्राप्त संस्ट्र्ान या जवश्वजवद्यालय से सामग्री प्रबधं न म ें एक वष ा का स्नातकोत्तर जडप्लोमा या कारबार प्रिासन में मास्ट्टर डीग्री हो; और (iii) लाजिजस्ट्टक स्ट्र्ानान्‍दतररत दकए िाने वाल े ह ैं एवं प्रजतजनयुजि हते ु जिनके पास अपेजक्षत अनुभव और अहता ाएं ह ैं तर्ा वते न सारणी स्ट्तर 12क (रु.121200-212400) (रक्षा बल कार्माकों के जलए) में समतुल्य पि धारण दकए हुए हैं, ऐसे व्यजियों को उस तारीख तक प्रजतजनयुजि की ितों पर रखा िाएगा जिस तारीख स े उन्‍दह ेंसिस्त्र बल स ेजनमुाि दकया िाना है, तत्पश्चात उन्‍दह ेंपुनर्नया ोिन पर बने रहन ेदिया िा सकता ह।ै (ii) पनु प्रबंधन या जवमानन स्ट्टोसा में पांच वषा का अनुभव। रटप्पण-1: िहां ऐसे कजनष्ठ व्यजियों के संबंध में, जिन्‍दहोंने अपनी अहता ा या पात्रता सेवा पूरी कर ली है, प्रोन्नजत के जलए जवचार दकया िा रहा हो वहां उनके ज्येष्ठ व्यजियों के संबंध म ेंभी जवचार दकया िाएगा, परन्‍दतु यह तब िब दक उनके द्वारा की गई ऐसी अहका या पात्रता सेवा, अपेजक्षत अहका या पात्रता सेवा के आध े स े अजधक से या िो वषा से, इनमें स े िो भी 2023 G.S.R. 800(E).—In exercise of the powers conferred by clauses (b) and (c) of sub- section (2) of section 141 of the Border Security Force Act, 1968 (47 of 1968), and in supersession of the Border Security Force, Air Wing Officers (Group ‘A’ Combatised posts) Recruitment Rules, 2011, insofar as it relates to the posts of Senior Captain (Inspector General), Senior Operations Officer (Deputy Inspector General), Chief Engineer (Deputy Inspector General), Deputy Chief Engineer (Commandant), Senior Aircraft Maintenance Engineer/ Senior Aircraft Radio Maintenance Engineer (Second-in-Command), Commandant (Chief Logistic Officer), Equipment Officer/ Senior Stores Provisioning Officer (Second-in-Command), Logistics Officer (Deputy Commandant) and Assistant Commandant (Logistics), except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to Group ‘A’ posts in the Border Security Force (Air Wing) under the Ministry of Home Affairs, namely :- 1. Short title and commencement.- (1) These rules may be called the Border Security Force, Air Wing Officers (Group ‘A’ Combatised posts) Cadre, Recruitment Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application.- These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules. 3. Number of Posts, classification and level in the Pay Matrix.- The number of said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule. 4. Method of recruitment, age limit, qualifications etc.- The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule. 5. Superannuation.- (1) The officers appointed under these rules shall retire from service on the afternoon of the last day of the month in which he or she attains the age of sixty years or as notified by the Central Government from time to time: Provided that an officer whose date of birth is the first of a month shall retire from service on the afternoon of the last day of the preceding month on attaining the age of sixty years. (2) No person shall be granted extension in service beyond the age of retirement of sixty years. 6. Seniority.- The inter-se-seniority of officers appointed to the posts in different categories or grades of the cadre shall be determined in accordance with the general orders or instructions issued by the Central Government from time to time. 7. Disqualification.-No person,- (a) who, has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts:[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 23 Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 8. Medical fitness.- (i) Medical standard for promotion:- Notwithstanding anything contained in these rules, only those persons who are in medical category SHAPE-I and for those who are flying Aircrafts shall also have the flying fitness as per norms of the relevant regulatory authority issued from time to time, shall be eligible for promotion to the posts specified in the column (1) of the Schedule. (ii) Medical and physical standard for direct recruits:- Only those persons who are medically and physically fit as specified in the Ministry of Home Affairs guidelines dated 20.05.2015 on recruitment of medical examinations in Central Armed Police Forces and Assam Rifles and as per the scheme prescribed by the Central Government and subsequent amendments thereon from time to time shall be eligible for appointment to the posts specified in the column (1) of the Schedule. In addition, the persons to be recruited for induction in the flying branch shall also have the flying fitness as per norms of the relevant regulatory authority as amended from time to time: Provided that, for induction in the flying branch, medical examination shall be done at the medical centers nominated or approved by the relevant regulatory authority. 9. Appointment.- Officers who have completed their qualifying or eligibility criteria as contained in the Schedule annexed to these rules, shall be considered for appointment to the grades: Provided that nothing contained in this rule shall apply to the officers holding the post on regular basis before the publication of these rules: Provided further that the officers so appointed shall have to qualify the requisite qualifications within a period of two years from the date of their appointment to the grades and the department shall provide necessary opportunity for obtaining endorsement for conversion training and to complete the required Flying Hours: Provided also that the requirement of total group ‘A’ service for promotion to subsequent higher grades in hierarchy shall stand reduced by five years in respect of direct recruited Deputy Commandant (Pilot/Junior Aircraft Maintenance Engineer) for their future promotions. 10. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 11. Saving.- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-servicemen, Government servants and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. 12.
