1. संजक्षप्त नाम और प्रारंभ.—(1) इन जनयमों का संजक्षप्त नाम सीमा सुरक्षा बल (योद्धक अनुसजचवीय संवगव), समूह ‘क’, समूह ‘ख’ और समूह ‘ग’ पि, भती जनयम, 2025 ह।ै (2) ये रािपत्र म ेंप्रकािन की तारीख को प्रवृत्त होंगे। 2. लाग ूहोना.- ये जनयम इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (1) म ेंजवजनर्िवष्ट पिों के जलए लाग ूहोंगे । 3. पि संख्या, वगीकरण और वेतन सारणी म ेंस्ट्तर—उि पिों की संख् या, उनका वगीकरण और वते न सारणी म ेंस्ट्तर वे होंगे, िो इन जनयमों से उपाबद्ध पूवोि अनुसूची के स्ट्त म् भ (2) से स्ट् तम् भ (4) में जवजनर्िवष् ट ह।ैं 4. भती की पद्धजत, आयु-सीमा, अहतव ाएं आदि— उि पिों पर भती की पद्धजत, आय-ु सीमा और उनसे संबंजधत अन्द्य बातें वे होंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्िवष्ट ह।ैं 5739 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 5. जनरहतव ा.- वह व्यजि .— (क) जिसन े ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजवत ह,ै जववाह दकया ह,ै या जववाह की संजविा की ह;ै अथवा (ख) जिसने अपन े पजत या अपनी पत्नी के िीजवत रहते हुए दकसी व्यजि से जववाह दकया है, या जववाह की संजविा की ह,ै उि पि के जलए जनयुजि का पात्र नहीं होगा: परंत ु यदि केंरीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जववाह ऐस े व्यजि और जववाह के अन्द्य पक्षकार को लागू स्ट्वीय जवजध के अधीन अनुज्ञेय ह ै और ऐसे करने के जलए अन्द्य आधार ह ैं तो वह दकसी व्यजि को इस जनयम के प्रवतवन से छूट ि ेसकेगी। 6. अजधवर्षवता: -—(1) इन जनयमों के उपबन्द्धों के अधीन जनयिु कोई भी व्यजि, जिस माह में वह साि वषव की आयु प्राप्त पूवववती माह के अंजतम दिन के अपरान्द्ह में करता ह,ै उस माह के अंजतम दिन के अपरान्द्ह में सेवाजनवृत्त होगा: परंत ु यह दक जिस व्यजि के िन्द्म की तारीख दकसी माह की प्रथम तारीख है वह साि वष व की आय ु प्राप्त करने वाल ेमाह से पूवववती माह के अंजतम दिन के अपरान्द्ह में सेवाजनवृत्त होगा। साि वषव की आय ु में सेवाजनवृजत्त के पश्चात,् दकसी भी व्यजि को कोई सेवा जवस्ट्तार नहीं दिया िाएगा । 7. जचदकत्सा योग्यता - प्रोन्नजत के जलए जचदकत्सा मानक. — इन जनयमों में दकसी बात के होते हुए भी, केवल व े व्यजि िो जचदकत्सा श्रेणी िपे -I में ह,ैं अनुसूची के स्ट्तंभ (1) में जवजनर्िवष्ट पिों पर प्रोन्नजत के जलए पात्र होंगे। 8. जिजथल करन े की िजि. — िहां केंरीय सरकार की यह राय ह ैदक ऐसा करना आवश्यक या समीचीन है, वहां वह उसके जलए िो कारण ह ैं उन्द्ह ें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामि व करके, इन जनयमों के दकसी भी उपबंध को दकसी वगव या प्रवग वके व्यजियों की बाबत, आििे द्वारा जिजथल कर सकेगी। 9. व्यावृजत्त— इन जनयमों की कोई बात, ऐसे आरक्षण, आय-ु सीमा में छूट और अन्द्य ठरयायतों पर प्रभाव नहीं डालेगी, जिनका केंरीय सरकार द्वारा इस संबंध में समय-समय पर िारी आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्द्य जपछड़ा वगों, भूतपूवव सैजनकों और अन्द्य जविषे प्रवग वके व्यजियों के जलए उपबंध कराना अपेजक्षत ह।ै 10. सेवा का उत्तरिाजयत्व.— इन जनयमों के तहत पिों के दकसी भी वगव म ें जनयुि दकया िाने वाला िो कोई भी व्यजि भारत अथवा जविेि में कहीं भी सेवा करने के जलए उत्तरिायी होगा। अनसु चू ी पि का नाम । पिों की सख्ं या । वगीकरण । (1) (2) (3) 1. सहायक कमाण्डेंट 122* (2025) साधारण केन्द्रीय सेवा, समहू ‘क’, (अनुसजचवीय) । *(कायवभार के आधार पर पठरवतवन रािपजत्रत अनुसजचवीय (योद्धक) दकया िा सकता ह)ै । वेतन मैठरक्स म ेंस्ट्तर । चयन अथवा अचयन पि । सीधे भती दकए िाने वाले व्यजियों के जलए आयु सीमा । (4) (5) (6) वेतन मैठरक्स में स्ट्तर-10 चयन पि । लाग ूनहीं होती । (56100-177500 रुपय)े । सीधे भती दकए िाने वाल े व्यजियों के सीधे भती दकए िान े वाल े व्यजियों के पठरवीक्षा की अवजध, यदि कोई हो। जलए अपेजक्षत िैजक्षक और अन्द्य जलए जवजहत आय ु और िैजक्षक अहतव ाएं अहतव ाएं । प्रोन्नत व्यजियों की ििा म ें लागू होंगी या नहीं । (7) (8) (9) लाग ूनहीं होती । लाग ूनहीं होती । िो वषव।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 भती की पद्धजत: भती सीध े होगी या प्रोन्नजत या प्रजतजनयुजि/आमेलन द्वारा तथा जवजभन्न पद्धजतयों द्वारा भरी िान े वाली ठरजियों की प्रजतितता। (10) प्रोन्नजत द्वारा । प्रोन्नजत या प्रजतजनयुजि/आमेलन द्वारा भती की ििा म ेंवे श्रेजणयां जिनसे प्रोन्नजत या प्रजतजनयुजि/आमेलन दकया िाएगा। (11) प्रोन्नजत : जनरीक्षक (अनुसजचवीय) जिसन े वेतन मैठरक्स म ें स्ट्तर-7 (44900-142400/-रुपय)े श्रेणी म ें पांच वषव जनयजमत सेवा की ह ैतथा जनम्नजलजखत को सफलतापूववक परू ा दकया हो, अथावत:- (i) प्रारंभ स्ट्तर के पि के जलए, यथाजवजहत, बुजनयािी प्रजिक्षण ; और (ii) महाजनिेिक, सीमा सुरक्षा बल द्वारा, समय-समय पर, यथाजवजहत, पाठ्यक्मों या प्रजिक्षण को पूरा दकया हो। ठटप्पण : िो जवद्यमान जनरीक्षक (अनुसजचवीय) इन जनयमों के अजधसूजचत होन े की तारीख को जनयजमत तौर पर पि पर आसीन ह,ै उसके संिभव म ेंपात्रता सेवा तीन वषव की बनी रहगे ी। यदि जवभागीय प्रोन्नजत सजमजत ह ैतो उसकी संरचना। भती करन े म ें दकन पठरजस्ट्थजतयों में संघ लोक सेवा आयोग स ेपरामि वदकया िाएगा । (12) (13) लाग ूनहीं । समूह‘‘क’ जवभागीय प्रोन्नजत सजमजत (प्रोन्नजत के संबंध में जवचार करने के जलए)] जिसमें जनम्नजलजखत होंग े:- 1. महाजनिेिक, सीमा सुरक्षा बल - अध्यक्ष, 2. महाजनरीक्षक, सीमा सुरक्षा बल - सिस्ट्य, 3. जनििे क या उप सजचव, गृह मंत्रालय - सिस्ट्य, 4. उप महाजनरीक्षक, सीमा सुरक्षा बल - सिस्ट्य। समूह ‘क’ जवभागीय पुजष्ट सजमजत (पुजष्ट के संबंध में जवचार करने के जलए)] जिसमें जनम्नजलजखत होंग े:- 1. महाजनिेिक, सीमा सुरक्षा बल - अध्यक्ष, 2. महाजनरीक्षक, सीमा सुरक्षा बल - सिस्ट्य, 3. जनििे क या उप सजचव, गृह मंत्रालय - सिस्ट्य, 4. उप महाजनरीक्षक, सीमा सुरक्षा बल - सिस्ट्य। (1) (2) (3) 2. जनरीक्षक (अनुसजचवीय)। 514* (2025) साधारण केन्द्रीय सेवा, समूह *(कायवभार के आधार पर पठरवतवन दकया ‘ख’,अरािपजत्रत अनुसजचवीय िा सकता ह)ै । (योद्धक)। (4) (5) (6) वेतन मैठरक्स में स्ट्तर-7 चयन पि। लाग ूनहीं । (44900-142400 रुपय)े । (7) (8) (9) लाग ूनहीं होती । लाग ूनहीं होती । लाग ूनहीं होती ।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (10) प्रोन्नजत द्वारा, जिसके न हो सकने पर प्रजतजनयुजि द्वारा । (11) प्रोन्नजत : सीमा सुरक्षा बल के उप जनरीक्षक (अनुसजचवीय) जिसने वेतन मैठरक्स म ें स्ट्तर-6 (35400-112400/-रुपय)े श्रेणी म ें पााँच वषव जनयजमत सेवा की ह ै तथा जनम्नजलजखत को सफलतापूवकव पूरा दकया हो, अथावत:- (i) प्रारंभ स्ट्तर के पि के जलए, यथाजवजहत, बुजनयािी प्रजिक्षण ; और (ii) महाजनिेिक, सीमा सुरक्षा बल द्वारा, समय-समय पर, यथाजवजहत, पाठ्यक्मों या प्रजिक्षण को पूरा दकया हो। ठटप्पण 1: िहां ऐसे कजनष्ठ व्यजियों के संबंध में, जिन्द्होंने अपनी अहकव या पात्रता सेवा पूरी कर ली ह,ै प्रोन्नजत के जलए जवचार दकया िा रहा हो वहां उनसे ज्येष्ठ व्यजियों के संबंध म ें भी जवचार दकया िाएगा परन्द्तु यह तब िब दक उनके द्वारा की गई ऐसी अहकव या पात्रता सेवा, अपेजक्षत अहकव या पात्रता सेवा के आध े से अजधक से या िो वष व से, इनम ें स े िो भी कम हो, कम न हो और उन्द्होंन े अपने ऐस े कजनष्ठ व्यजियों सजहत, जिन्द्होंने ऐसी अहकव या पात्रता सेवा पहल े ही परू ी कर ली है, अगली उच्चतर श्रेणी म ेंप्रोन्नजत के जलए अपनी पठरवीक्षा की अवजध सफलतापूववक परू ी कर ली हो। प्रजतजनयुजि : केन्द्रीय सिस्त्र पुजलस बल या राज्य पुजलस या सघं राज्यक्षेत्र पुजलस संगिनों के अजधकारी,- (क) (i) मलू संवग वया जवभाग में जनयजमत आधार पर सििृ पि धारण दकए हुए हों; या (ii) मलू संवगव या जवभाग में वेतन मैठरक्स में स्ट्तर-6 (35400-112400/-रुपय)े या समतुल्य पि म ें जनयजमत आधार पर पांच वषव की सेवा की हो, और (ख) जिनके पास जनम्नजलजखत िैजक्षक अहतव ाए ंहो, अथावत ्:- (i) दकसी मान्द्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से स्नातक की उपाजध; (ii) स्ट्थापना या प्रिासन या सेवा या जवत्तीय और अन्द्य संबंजधत मामलों में अनुसजचवीय कायव में िो वष व का अनुभव, अंग्रेिी अथवा हहिं ी टंकण का ज्ञान और कंप्यूटर पर कायव करने का अनुभव। ठटप्पणी 1: पोषक वगव के ऐसे जवभागीय अभ्यथी, िो प्रोन्नजत की सीधी पंजि में हैं, प्रजतजनयुजि पर जनयुजि के जलए जवचार दकए िाने के पात्र नहीं होंगे। इसी प्रकार प्रजतजनयुजि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जवचार दकए िान े के पात्र नहीं होंगे। ठटप्पणी 2: प्रजतजनयुजि की अवजध, जिसके अंतगतव केन्द्रीय सरकार के उसी या दकसी अन्द्य संगिन या जवभाग में इस जनयुजि से िीक पहले धाठरत दकसी अन्द्य संवग व बाह्य पि पर प्रजतजनयुजि की अवजध भी है,साधारणतया तीन वषव स े अजधक नहीं होगी। ठटप्पणी 3: प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आयु-सीमा आवेिन प्राप्त करने की अंजतम तारीख को छप्पन वषव स े अजधक नहीं होगी। (12) (13) समूह ‘ख’ जवभागीय प्रोन्नजत सजमजत (प्रोन्नजत के संबंध म ें जवचार करन े के लाग ूनहीं होता। जलए)] जिसमें जनम्नजलजखत होंग े:- 1. महाजनरीक्षक, सीमा सुरक्षा बल - Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, Border Security Force (Combatised Ministerial Cadre), Group ‘A’, Group ‘B’ and Group ‘C’ posts Recruitment Rules, 2025. (2) They shall come into Force on the date of their publication in the Official Gazette. 2. Application.- These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules. 3. Number of posts, classification and level in pay matrix.– The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the aforesaid Schedule. 4. Method of recruitment, age-limit, qualifications etc. – The method of recruitment to the said posts, age-limit, qualifications and other matter relating thereto shall be as specified in columns (5) to (13) of the said Schedule. 5. Disqualifications – No person,- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into, or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and that there the other grounds for so doing, exempt any person from the operation of this rule.8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 6. Superannuation.- (1) A person appointed under the provisions of these rules shall retire from service on the afternoon of the last day of the month in which he attains the age of sixty years: Provided that the person whose date of birth is the first of a month shall retire from service on the afternoon of the last day of the preceding month of attaining the age of sixty years. (2) No person shall be granted extension in service beyond the age of retirement of sixty years. 7. Medical Fitness.- Medical standard for promotion.- Notwithstanding anything contained in these rules, only those persons who are in medical category SHAPE-I shall be eligible for promotion to the posts specified in the column (1) of the Schedule. 8. Powers to relax.– Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service commission, relax any of the provisions of these rules with respect to any class or category of persons. 9. Saving.– Nothing in these rules shall effect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex- Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. 10.
