या (ख) जिसने, अपने पजत या अपनी पत्नी के िीजित रहते हुए दकसी व्यजि से जििाह दकया ह ै या जििाह की संजििा की ह,ै 3981 GI/2022 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] उि पि पर जनयुजि का पात्र नह होगा: परंतु यदि केंद्रीय सरकार का यह समाधान हो िाता ह ैदक ऐसा जििाह ऐसे व्यजि और जििाह के अन्य पिकार को लाग ू स्ट्िीय जिजध के अधीन अनज्ञु ेय ह ै और ऐसा करन े के जलए अन्य आधार ह ैंतो िह दकसी व्यजि को इस जनयम के प्रितना स े छूट ि े सकेगी। 5. आरंजभक गठन.- इन जनयमों के प्रारंभ की तारीख को अनुसूची में िर्णात पि पर जनयजमत आधार पर पि धारण करन े िाले व्यजियों को, इन जनयमों के अधीन जनयुि दकया गया समझा िायेगा तर्ा उि प्रारंभ से पूिा म ें इस पि पर उनके द्वारा उि पि पर जनयजमत आधार पर की गई सेिा को, उनकी पट्ररिीिा की अिजध, ज्येष्ठता, पेंिन लाभ और अगली उच्च श्रेणी म ेंप्रोन्नजत के जलए पात्रता तय करने के जलए, ध्यान में रखा िाएगा। 6. जिजर्ल करने की िजि.- िहां केंद्रीय सरकारी की यह राय ह ै दक ऐसा करना आिश्यक या समीचीन है, िहां िह उसके जलए िो कारण ह,ै उन्ह ें लेखबद्ध करके तर्ा संघ लोक सेिा आयोग से परामिा करके इन जनयमों के दकसी उपबंध को दकसी िगा या प्रिग ाके व्यजियों की बाबत, आिेि द्वारा जिजर्ल की िा सकती ह।ै 7. व्यािृजत्त.- इन जनयमों की कोई बात, ऐसे आरिण, आय-ु सीमा म ें छूट और अन्य ट्ररयायतों पर प्रभाि नह डालगे ी, जिनका केंद्रीय सरकार द्वारा इस संबंध में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछडे िगों, भूतपूिा सैजनकों और अन्य जििेष प्रिगा के व्यजियों के जलए उपबंध करना अपेजित ह।ै अनसु चू ी पि का नाम. पिों की संख्या िगीकरण िेतन मैट्ररक्स चयन अर्िा सीधे भती दकए िाने िाले में स्ट्तर अचयन पि व्यजियों के जलए आयु सीमा (1) (2) (3) (4) (5) (6) कजनष्ठ आसूचना 195* (2022) साधारण केंद्रीय स्ट्तर- 6 लागू नह होता। 30 िषा से अजधक नह अजधकारी *कायाभार के सेिा समूह ‘’ख’’, (रूo 35400- (केंद्रीय सरकार द्वारा िारी आधार पर अरािपजत्रत 112400) दकए गए अनुििे ों या आििे ों पट्ररितान दकया िा अननुसजचिीय। के अनुसार सरकारी सेिकों सकता ह।ै के जलए पांच िषा तक जिजर्ल की िा सकती ह)ै ट्रटप्पण: आय-ु सीमा अिधाट्ररत करने के जलए जनणाायक तारीख कमाचारी चयन आयोग द्वारा जिज्ञाजपत के अनुसार होगी। सीधे भती दकए िान े िाले सीधे भती दकए िान े िाले परीिीिा की अिजध यदि भती की पद्धजत- भती सीधी होगी या व्यजियों के जलए अपेजित व्यजियों के जलए जिजहत आयु कोई हो प्रोन्नजत द्वारा या प्रजतजनयजु ि/ आमेलन िैजिक और अन्य अहता ाएं और िैजिक अहता ाएं प्रोन्नत द्वारा तर्ा जिजभन्न पद्धजतयों द्वारा व्यजियों की ििा में लागू भरी िाने िाली ट्ररजियों की होंगी या नह प्रजतितता (7) (8) (9) (10) अहता ा: लागू नह होता। िो िषा। i. प्रजतजनयुजि द्वारा- 30 प्रजतित; i. दकसी मान्यता प्राप्त (सीधे भती और पिोन्नत ii. सीधी भती द्वारा- 60 प्रजतित; जिश्वजिद्यालय से दकसी भी लोगों के जलए)। iii. सीजमत जिभागीय प्रजतयोगी जिषय में स्नातक; परीिा द्वारा- 10 प्रजतित। ii. िारीट्ररक मानक: (क) ऊंचाई – पुरूषों के जलए- 165 सेमी[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 मजहलाओं के जलए 152 सेमी ट्रटप्पण- असम, मेघालय, अरुणांचल प्रििे , जमिोरम, मजणपुर, नागालैंड, जत्रपुरा, जसदिम, जहमाचल प्रििे के लाहौल और स्ट्पीजत जिले तर्ा चंबा जिले के पांगी उप-खंड, लद्दाख संघ राज्य िेत्र, ि्मू- कश्मीर संघ राज्य िेत्र और अंिमान और जनकोबार द्वीप संघ राज्य िेत्र तर्ा लिद्वीप संघ राज्य िेत्र के पहाडी और िनिाजत लोगों के जलए 5 सेमी जिजर्ल की िा सकती है। (ख) छाती –सभी अभ्यार्र्ायों के जलए 5 सेमी (जिस्ट्तार के सार्) 76 सेमी (जबना जिस्ट्ताट्ररत) (मजहला अभ्यर्र्ायों की ििा में ऐसी कोई आिश्यकता नह होगी) (ग) िजृष्ट- नेत्र-िजृष्ट (चश्मे सजहत या चश्में रजहत। (क) एक में 6/6 और िसू री आंख में 6/9 की िरू िजृष्ट। (ख) एक आंख में 0.6 और िसू री आंख में 0.8 की जनकट िजृष्ट। ट्रटप्पण- अनुभि संबंधी अहता ा संघ लोक सेिा आयोग या कमाचारी चयन आयोग या सिम प्राजधकारी के जििेकानुसार अनुसूजचत िाजतयों या अनुसूजचत िनिाजतयों के अभ्यर्र्ायों की ििा में तब जिजर्ल की िा सकती ह ै िब चयन के दकसी प्रक्रम पर संघ लोक सेिा आयोग या कमाचारी चयन आयोग या सिम प्राजधकारी की यह राय ह ैदक उनके जलए आरजित ट्ररजियों को भरने के जलए अपेजित अनुभि रखने िाले उन समुिायों के अभ्यर्र्ायों के पयााप्त संख्या में उपबंध होने की संभािना नह ह।ै4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] प्रोन्नजत या प्रजतजनयुजि /आमेलन द्वारा भती की ििा में िे श्रजे णयां यदि जिभागीय प्रोन्नजत सजमजत ह ैतो भती करने में दकन जिनसे प्रोन्नजत या प्रजतजनयजु ि/ आमेलन दकया िाएगा उसकी संरचना पट्ररजस्ट्र्जतयों में संघ लोक सेिा आयोग से परामिा दकया िाएगा (11) (12) (13) प्रजतजनयुजि:- समूह 'ख' जिभागीय पुजष्टकरण संघ लोक सेिा केंद्रीय सरकार या राज्य सरकार या संघ राज्य िेत्रों के ऐसे अजधकारी,- स ज म ज त ( प जु ष्ट के स्बन्ध में जिचार आयोग से परामिा (क) i. िो मूल काडर या जिभाग में जनयजमत आधार पर सििृ पि करने के जलए) जिसमें जनम्नजलजखत करना आिश्यक नह धारण दकए हुए हैं; होंगे: - ह।ै अर्िा (1) उप महाजनििे क, स्ट्िापक ii. जिन्होंने मूल काडर या जिभाग में िेतन मैट्ररक्स के स्ट्तर-5 (रूपए जनयंत्रण ब्यूरो - अध्यि; 29,200-92,300) अर्िा समतुल्य में छह िषा की जनयजमत सेिा की हो (2) उप जनििे क, स्ट्िापक जनयंत्रण और ब्यूरो - सिस्ट्य; (ख) जिनके पास जनम्नजलजखत िैिजणक अहता ाएं और अनुभि हों- (3) उप सजचि या अिर सजचि, गृह आिश्यक- मंत्रालय - सिस्ट्य। िैिजणक अहता ा- i. दकसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्र्ान से बैचलर जडग्री और अनुभि: ii. जिजनयामक जिजधयों के प्रितान और इससे संबंजधत आसूचना के संग्रहण में िो िषा का अनुभि। िांछनीय:-िांजडक अपराधों या आर्र्ाक अपराधों के अन्िेषण में एक िषा का अनुभि। ट्रटप्पण:- 1. पोषक िगा के ऐसे जिभागीय अजधकारी िो प्रजतजनयुजि/ आमेलन पर जनयुजि के जलए जिचार करने के पात्र नह होंगे। इसी प्रकार, प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जिचार दकए िाने के पात्र नह होंगे। ट्रटप्पण:-2:- प्रजतजनयुजि की अिजध जिसके अंतगात केंद्रीय सरकार के उसी या दकसी अन्य संगठन या जिभाग में इस जनयुजि से ठीक पहले धाट्ररत दकसी अन्य काडर –बाह्य पि पर प्रजतजनयुजि की अिजध है, साधारणतया तीन िषा से अजधक नह होगी। ट्रटप्पण 3:- प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आयु सीमा आिेिन प्राप्त करने की अंजतम तारीख को 56 िषा से अजधक नह होगी। सीजमत जिभागीय प्रजतयोजगता परीिा (एलडीसीई): स्ट्िापक जनयंत्रण ब्यूरो के िेतन- मैट्ररक्स के स्ट्तर-01 (रूपए 18000- 56900/-) मे ऐसे जिभागीय जसपाही, िेतन मैट्ररक्स के स्ट्तर-01 में ऐसे हिलिार और िेतन मैट्ररक्स के स्ट्तर-04 (रूपए 25500-81100/-) में ऐसे जनगरानी सहायक जिनके पास,- i. दकसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्र्ान से बैचलर जडग्री हो, ii. स्ट्िापक जनयंत्रण ब्यूरो के जसपाही या हिलिार के जलए स्ट्तर- 1 की श्रेणी में ग्यारह िषा की जनयजमत सेिा हो, iii. जनगरानी सहायक के जलए स्ट्तर-04 की श्रेणी में छह िषा की जनयजमत सेिा हो, iv. सीधी भती के जलए स्ट्तंभ (7) में उजल्लजखत िारीट्ररक मानक हो। [फा. सं. Short title and commencement.- (1) These rules may be called the Ministry of Home Affairs, Narcotics Control Bureau (Junior Intelligence Officer) Group ‘B’ post Recruitment Rules, 2022. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of posts, classification and level in the pay matrix.- The number of posts, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit and other qualifications, etc.- The method of recruitment, age- limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule. 4. Disqualification.- No person,- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Initial Constitution.- The persons holding the post mentioned in the Schedule on the date of commencement of these rules on regular basis shall be deemed to have been appointed under these rules and the service rendered by them in the said post on regular basis before the said commencement shall be taken into account for deciding their period of probation, seniority, pensionary benefits and eligibility for promotion to the next higher grade. 6. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 7. Saving.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Note 1: The Departmental Officer in the feeder category shall not be eligible for consideration for appointment on deputation/absorption. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. Note 2: The period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other Organisation or Department of the Central Government shall ordinarily not to exceed three years. Note 3: The maximum age-limit for appointment by deputation shall not be exceeding fifty-six years as on the closing date of receipt of applications. Limited Departmental Competitive Examination (LDCE):- The departmental Sepoy in level-1 (Rs. 18000-56900/-) of the pay matrix, Havaldar in level-1 of the pay matrix and Surveillance Assistant in level-4 (Rs. 25500-81100/-) of the pay matrix of Narcotics Control Bureau having,- (i) Bachelor degree from a recognised university or institution; (ii) eleven years’ regular service rendered in the grade in level- 1 for Sepoy or Havaldar of Narcotics Control Bureau; (iii) six years regular service rendered in the grade in level-4 for Surveillance Assistant; (iv) Physical standard as mentioned in Column (7) for direct recruitment.
