;k bdkb Z dk ,d lgk;d dek.MUsV & lnL;A [l-a b-Z&32012@03@2018@LFkkiuk& Iº gjh“k pUn z jk;] voj lfpo4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] MINISTRY OF HOME AFFAIRS NOTIFICATION New Delhi, the 20th December, 2018 G.S.R. 1227(E).—In exercise of powers conferred by section 5 read with clause (a) of sub-section (2) of section 22 of the Central Industrial Security Force Act, 1968 (50 of 1968), the Central Government hereby makes the following rules regulating the method of recruitment to the post of Assistant Sub-Inspector (Motor Transport) in the Central Industrial Security Force, under the Ministry of Home Affairs, namely :- 1. Short title and Commencement.—(1) These rules may be called the Ministry of Home Affairs, Central Industrial Security Force, Security Wing, Assistant Sub-Inspector (Motor Transport), Group “C” posts Recruitment Rules, 2018. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of posts, classification and level in the pay matrix.—The number of said posts, their Classification and the level in the pay matrix attached thereto, shall be as specified in column (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age limit, qualifications, etc.—The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification. —No person, - (a) who has entered into or contracted a marriage with a person having spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to any of the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Medical Standards.—(1) The person who seeks appointment under these rules shall fulfil the SHAPE-I medical standards. (2) For the purposes of sub-rule (1), “SHAPE-I” shall mean the medical category which shall be governed by the executive instructions issued from time to time by the Ministry of Home Affairs or Forces concerned, that is, S – Psychiatric problems, H – Hearing (Ear diseases), A – Appendages pertains to the problems of upper or lower limbs, that is, arms and legs, P - Factor is related to other disease like Hypertension (High Blood Pressure), Cardiac disease (Heart Diseases), Diabetes (High Sugar), Obesity (being Fat – overweight), Cancer, etc. and E– ye sight or Eye diseases. 6. Ineligibility of non-citizens of India.—No person who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed under these rules: Provided that nothing contained in this rule shall apply to the appointment or employment of a subject of Nepal or Bhutan in the Force. 7. Superannuation.—(1) Every person appointed under these rules shall retire from service on the afternoon of the last day of month in which such person attains the age of sixty years: Provided that the person whose date of birth is the first day of a month shall retire from service on the afternoon of the last day of the preceding month on attaining the age of superannuation. (2) No person shall be granted extension in service beyond the specified age of retirement on superannuation. 8. Powers to Relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reason to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 9. (11) (i) Promotion: Vacancies shall be filled up from amongst Head Constable (Driver) with five years regular service in the rank being in medical category SHAPE-1 and have successfully completed promotion cadre course of Assistant Sub-Inspector (Motor Transport) specified by the Central Government from time to time. Note.- Where juniors who have completed their qualifying or eligibility service are being considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. (ii) Deputation: (a) Personnel of the rank of Assistant Sub-Inspector (Motor Transport) or equivalent ranks in Central Police Organisations or State Police Organisations; or (b) Personnel of the rank of Head Constable (Driver) or equivalent ranks in the Central Police Organisations or State Police Organisations, who have completed five years regular service in the said rank; and (c) Should be in medical category SHAPE – I: Note 1.- The departmental officers in the feeder category who are in direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly deputationist shall not be eligible for appointment by promotion. Note 2.- Period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall not ordinarily exceed three years and in no case shall exceed five years.
