Short title and commencement.—(1) These rules may be called the Ministry of Home Affairs, Central Industrial Security Force, Para Medical Staff (Combatised), Group ‘C’ Posts Recruitment Rules, 2018. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of posts, classification and level in the pay matrix.—The number of said posts, their classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualification, etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification.—No person, - (a) who has entered into or contracted a marriage with a person having spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Medical Standards.—(1) The person who seeks appointment under these rules shall fulfil the SHAPE-I medical standards. Ineligibility of aliens.—No person, who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed under these rules: Provided that nothing contained in this rule shall apply to the appointment or employment of a subject of Nepal or Bhutan in the Force. 7. Superannuation.—(1) Every person appointed under these rules shall retire from service on the afternoon of the last day of month in which such person attains the age of sixty years. Provided that the person whose date of birth is the first day of a month shall retire from service on the afternoon of the last day of the preceding month on attaining the age of superannuation. (2) No person shall be granted extension in service beyond the specified age of retirement on superannuation. 8. Powers to Relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reason to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 9. Savings.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the candidates belonging to the Scheduled Castes, the Scheduled Tribes, the Other Backward classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. (3) For departmental candidates with three years continuous42 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] service in Central Government, upper age limit shall be 40 years for General and Other Backward Class candidates and 45 years for Scheduled Caste/ Scheduled Tribe Candidates. Note: The crucial date for determining the age limit shall be the closing date for receipts of application from candidate and not the closing date prescribed for those in Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Laddakh Division of Jammu and Kashmir State, Lahaul and Sipti Districts and Pangi Sub Division of Chamba District of Himachal Pradesh, Andaman and Nicobar Islands or Lakshadweep. In the case of Ex- servicemen {as defined in Clause (a) of Rule 5 of the Ex- servicemen (Re- employment in Central Civil Services and Posts) Amendment Rules, 2012} the extent of service rendered by them plus three years to be deducted from the actual age and the resultant age should not exceed twenty five years. The upper age limit shall be further relaxable upto 05 years in case of SC/ST and 3 years in case of OBC candidates on production of caste certificates in the prescribed format.¹Hkkx IIµ[k.M 3(i)º Hkkjr dk jkti=k % vlk/kj.k 43 (7) (8) (1) Educational qualification: Not applicable. a) 10 + 2 Passed or equivalent from a recognized Board or Institution. b) Should have passed Para Veterinary Course or Diploma or Certificate of minimum One year duration related to Veterinary Therapeutic or Livestock Management from a Government. recognized institute. (b) Relaxation : Candidates falling in the categories of Garhwalis, Kumaonis, Gorkhas, Dogras, Marathas, Sikkimies and candidates belonging to the states of Arunachal Pradesh, Assam, Himachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura and Jammu and Kashmir – 165 cms. (c) All candidates belong to Scheduled Tribes categories- 162.5 cms. (ii) Chest: (a) For all candidates (except Scheduled Tribes) including Garhwalis, Kumaonis, Gorkhas, Dogras, Marathas Sikkimies and candidates belonging to the states of Assam, Arunachal Pradesh, Himachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura, and Jammu and Kashmir – 80-85 Cms. (b) for candidates belonging to Scheduled Tribes - 77-82 Cms. (B) Female: (i) Height (a) General or Other Backward Class or Scheduled Caste candidates – 157 Cms. (b) Relaxation: Candidates falling in the categories of Garhwalis, Kumaonis, Gorkhas, Dogras, Marathas, Sikkimies and candidates belonging to the states of Arunachal Pradesh, Assam, Himachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura and Jammu and Kashmir – 155 cms. (c) For candidates belonging to the Scheduled Tribes – 154 cms. (ii) Chest: Not applicable. (C) Weight: Corresponding to height and age as per medical standards (For males and females). 3) Medical Standards (i) Visual Standards : (Age at entry 18 – 35 years ) (a) Visual Acuity unaided (NEAR VISION) Better eye – N6 Worse eye – N9 (b) Uncorrected visual acuity (DISTANT VISION) Better eye – 6/6 Worse eye –6/9 (c) Refraction Visual correction of any kind is not permitted even by glasses. (d) Color Vision CP III BY ISIHARA. Note – In right handed person, the Right eye is better eye and vice versa. Binocular vision is required. They must be in good mental and bodily health and free from any physical defect likely to interfere with the efficient performance of duties. (4) Must qualify the physical efficiency tests. (a) Ex-servicemen / Re-employment : Retired or released Army personnel who have held the substantive rank of Head Constable (Vet) or equivalent rank in the Navy / Air Force (Those holding equivalent honorary ranks will not be eligible). They should fulfill the following requirements, namely:- (a) Educational Qualification : (i) Ex-servicemen who is 10 + 2 or has obtained the equivalent Indian Army Special Certificate of Education or corresponding certificate in the Navy / Air Force and has put in not less than 15 years of service as on closing date with Armed Forces of the Union shall be considered eligible for appointment to the posts being advertised. Those Ex-servicemen who are not 10+2 or have not completed 15 years of service as on the last date for receipt of applications are not eligible. (ii) Diploma in Para Veterinary Course from recognized institution of Central Government or State Government or Army University of Pune. (b) Medical Standard: (i) Should possess medical category SHAPE –I and equivalent to that prescribed for Ex- Military personnel. (ii) Visual Standard(age at entry 35-55 Years) 1. Visual Acuity corrected (NEAR VISION) Better eye – N6 Worse eye – N9 2. Uncorrected visual acuity (DISTANT VISION) Better eye Worse Eye 6/9 6/9 or or 6/6 6/12 3. Refraction Hypermetropia : +2 DS Myopia : 2.5 DS (including cylinder) Note.- Age related physiological presbyopic changes are likely to occur above 35 years so age wise presbyopic changes relaxation is permitted as mentioned below for near vision (this is in addition to that above relaxation already provided for distant). i. +1 DS upto 40 years ii. +2 DS upto 50 years iii. +3 DS 51 - 60 years & above 4. PRESBYOPIC changes and refractive errors are common after the age of 35 years. Note 2. – Short listed candidates will undergo same medical examination as for other candidates and should be declared medically fit. (c) Character: Very Good/ Exemplary. (f) Relaxation for ex-servicemen shall be as per the instructions issued by the Central Government from time to time. Note: Only those personnel shall be eligible for consideration for appointment on re- employment who have actually released or retired on the date of advertisement of the vacancies.
