Short title and Commencement.-– (1) These rules may be called the Central Industrial Security Force, Security Wing, Assistant Sub-Inspector (Executive) Recruitment Rules, 2018. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of posts, classification and level in the pay matrix.-– The number of said post, its Classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc.-– The method of recruitment, age- limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification.—No person, - (a) who has entered into or contracted a marriage with a person having spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to any of the said post:6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Medical Standards.-– (1) The person who seeks appointment under these rules shall fulfil the medical standards. (2) Detailed Medical Examination shall be conducted during Recruitment process as per Revised Medical Guidelines issued by MHA vide UO No.A.VI-1/2014-Rectt (SSB) dated 20.05.2015 and other related instructions issued by higher formation from time to time. 6. Ineligibility of aliens.—No person who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed under these rules: Provided that nothing contained in this rule shall apply to the appointment or employment of a subject of Nepal or Bhutan in the Force. 7. Superannuation.—(1) Every person appointed under these rules shall retire from service on the afternoon of the last day of month in which such person attains the age of sixty years: Provided that the person whose date of birth is the first day of a month shall retire from service on the afternoon of the last day of the preceding month on attaining the age of superannuation. (2) No person shall be granted extension in service beyond the specified age of retirement on superannuation. 8. Powers to Relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reason to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 9. Savings.-– Nothing in these rules shall affect reservations, relaxation of age- limit and other concessions required to be provided for the candidates belonging to the Scheduled Castes, the Scheduled Tribes, the Other backward classes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Note.- Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. (ii) Deputation: (a) Personnel of the rank of Assistant Sub-Inspector (Executive) or equivalent ranks in Central Police Organisations or State Police Organisations; or (b) Personnel of the rank of Head Constable (General Duty) or equivalent ranks in the Central Police Organisations or State Police Organizations, who have completed five years regular service in the said rank; and (c) Should be in medical category SHAPE – I. Note 1.- The departmental officers in the feeder category who are in direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly deputationist shall not be eligible for appointment by promotion. Note 2.- Period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall not ordinarily exceed three years and in no case shall exceed five years. Note 3.- The maximum age limit for appointment on deputation shall be not exceeding fifty-six years as on the closing date of receipt of application.
