G.S.R. 248(E).—In exercise of the powers conferred by clause(b) of sub-section (2) of section 156 of
the Indo-Tibetan Border Police Force Act, 1992 (35 of 1992), and in supersession of the Indo-Tibetan Border
Police Force, Water Wing (Group ’A’ Group ‘B’ and Group ‘C’ Technical Posts) Recruitment Rules, 2012, in
so far as they relates to the posts of Assistant Commandant (Work Shop), Inspector (Master), Inspector (Work
Shop), Inspector (Engine Driver), Sub-Inspector (Master), Sub-Inspector (Workshop) and Sub-Inspector
(Engine Driver), except as respects things done or omitted to be done before such supersession, the Central
Government hereby makes the following rules regulating the method of recruitment to Group ’A’ and ‘B’
technical posts in the Water Wing Cadre in Indo-Tibetan Border Police Force, namely:—
1. Short title and commencement.—(1) These rules may be called the Indo-Tibetan Border Police
Force, Water Wing ( Group ‘A’ and ‘B’ Technical Posts) Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.—These rules shall apply to the posts specified in column (1) of the Schedule annexed to
these rules.
3. Number of post, classification and level in the pay matrix.—The number of posts, their
classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the
said Schedule.
4. Method of recruitment, age-limit and other qualifications, etc.—The method of recruitment,
age-limit, qualifications and other matters relating to the posts, shall be as specified in columns (5) to (13) of
the aforesaid Schedule.
5. Disqualification.— No person,—
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the
personal law applicable to such person and the other party to the marriage and that there are other grounds for
so doing, exempt any person from the operation of this rule.
6. Medical Fitness.—Notwithstanding anything contained in these rules, those persons who are in
medical category SHAPE-I, as specified in the Indo-Tibetan Border Police Force manual Volume-III, Medical
manual shall be eligible for appointment under the provisions of these rules.
7. Ineligibility of non-citizens of India—No person who is not a citizen of India shall, except with the
prior permission of the Central Government in writing, be appointed under these rules:
Provided that nothing contained in this rule shall debar the appointment or employment of a subject of

8. Superannuation.—(1) Every person appointed under these rules shall retire from service on the
afternoon of the last day of month in which he or she attains the age of fifty seven years or as prescribed by
the Central Government from time to time:
Provided that the person whose date of birth is the first day of a month shall retire from service on
the afternoon of the last day of the preceding month on attaining the age of fifty-seven, as the case may be.
(2) No person shall be granted extension in service beyond the prescribed age of retirement on
superannuation.
9. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so
to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules
with respect to any class or category of persons.
10. Saving.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions
required to be provided for the Scheduled Castes, Scheduled Tribes, Other Backward Classes, ex-servicemen
and other special categories of persons, in accordance with the orders issued by the Central Government from
time to time in this regard.

promotional training course.
Note 1.— Where juniors who have completed their qualifying or eligibility service are being considered for promotion
their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by
more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed
their probation period for promotion to the next higher level in the pay matrix along with their juniors who have already

Note 2.— The eligibility list for promotion shall be prepared with reference to the date of completion by the officers of
the specified qualifying service in the respective grade/ post, while maintaining the inter se seniority in the respective
grade or post.
By deputation:
Officers of the Central Government Police Organisation, State Government Police organisation or Union
territories Police organistion and Coast Guard,—
(a) (i) Holding analogous post on regular basis in parent cadre or department; or
(ii) with three years regular service in the level 7 in the pay matrix of Inspector; and
(b) having minimum six years experience in Motor Transport or Water Wing.
Note 1.—The departmental officers in the feeder categories who are in the direct line of promotion will not be eligible
for consideration for appointment by deputation. Similarly, deputationists shall not be eligible for consideration for
appointment by promotion.
Note 2.— The period of deputation including the period of deputation in another ex-cadre post held immediately
preceding this appointment, in the same or some other organization or Department of the Central Government shall
ordinarily not exceed three years.
Note 3.— The maximum age limit for appointment by deputation (including short-term contract) shall not be exceeding
fifty-two years as on the closing date of receipt of application.
Deputation/re-employment for ex-servicemen:
The Armed Force personnel holding analogous post on regular basis or officers with three years regular service in the
level in the pay matrix equivalent to Inspector in Indo-Tibetan Border Police Force who are due to retire or who are to
be transferred to reserve with in a period of one year and having requisite experience and qualifications prescribed
above for deputation shall also be considered. Such persons if considered, it would be given deputation terms upto the
date on which they are due to release from Armed Forces; thereafter he may be continued upto the age of fifty seven
years on re-employment. The maximum age limit for eligibility for re-employment shall not be exceeding fifty-two
years on the date of receipt of application.

with five years regular service in the grade and having successfully completed prescribed pre-promotional
training/course.
Note.—Where juniors who have completed their qualifying or eligibility service are being considered for promotion their
senior would also be considered provided they are not short of the requisite qualifying or eligibility service by more than
half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their
probation period for promotion to the next higher level in the pay matrix along with their juniors who have already
completed such qualifying or eligibility service.
By deputation:
Officers of other Central or State Govt. or Union territories departments holding analogous post on regular
basis or Inspector (Engine Driver) in analogous level in the pay matrix from other Central Armed Police Forces or
Central Police Organisations or State Government Police Organisations or Union territories Police Organisations or
Coast Guard; or
Sub-Inspectors (Engine Driver) from other Central Armed Police Forces or Central Police Organisations or
State Government Police Organisations or Union territories Police Organisations or Coast Guard in level 6 in the pay
matrix or equivalent with five years regular service in the level; and
Possessing 2nd Class Engine Driver Certificate from a recorgnised Institution or Establishment.
Note 1.— The departmental officers in the feeder categories who are in the direct line of promotion shall not be eligible
for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for
appointment by promotion.
Note 2.— The period of deputation including the period of deputation in another ex-cadre held immediately preceding
this appointment in same or some other organisation or deputation of the Central Government shall ordinarily not exceed
three years.
Note 3.— The maximum age-limit for appointment by deputation shall not be exceeding fifty-two years as on the closing
date of receipt of application.
For Ex-servicemen
Deputation/re-employment:
The Armed Forces personnel holding analogous post on regular basis or officers with five years regular service
in the level in the pay matrix equivalent to Sub-Inspector in Indo-Tibetan Border Police Force who are due to retire or
who are to be transferred to reserve within a period of one year and have the qualifications and experience as prescribed
above for deputation shall also be considered, such persons would be given deputation terms upto the date on which they
are due to release from the Armed Forces; thereafter they may be continued on re-employment.
