तथा (ii) नहरें - न्यूनतम 1.5 मीटर गहराई, 20 मीटर नीच े की चौडाई, 300 मीटर मोड जत्रज्या, 4 मीटर ऊध्वागधर जनकासी और जपयसग के बीच 20 मीटर िैजति जनकासी। (बी) वग ग II: िलमाग ग नौगम्य चनै ल के जनम्नजलजखत जवन्यास के साथ- ( i ) नदर्दया ँ - न्यूनतम 1.4 मीटर गहराई, 40 मीटर नीच े की चौडाई, 500 मीटर मोड जत्रज्या, 5 मीटर ऊध्वागधर जनकासी और घाटों के बीच 40 मीटर िैजति जनकासी; तथा (ii) नहरें - न्यनू तम 3.5 मीटर गहराई, 60 मीटर नीच े की चौडाई, 900 मीटर मोड जत्रज्या, 10 मीटर ऊध्वागधर जनकासी और जपयसग के बीच 60 मीटर िैजति जनकासी। (छ) वगग VII- िलमागग नौगम्य चैनल के जनम्नजलजखत जवन्यास के साथ- (i) नर्दी - केवल नदर्दयों के मामल े म ें न्यूनतम 2.75 मीटर गहराई, 100 मीटर और नीच े की चौडाई, 900 मीटर मोड जत्रज्या, 10 मीटर ऊध्वागधर जनकासी और घाटों के बीच 100 मीटर िैजति जनकासी। उप जवजनयम ( 1) म ें उजल्लजखत सभी वगों के िलमागों के जलए दकसी भी पारेर्ण प्रयोिन हते ु पावर केबल अथवा टेलीफोन लाइन अथवा केबलों के जलए उध्वागधर जनकासी जनम्नजलजखत होगी- (i) टेलीफोन लाइनों सजहत जनम्न वोल्टेि पारेर्ण - 16.5 मीटर (ii) उच् च वोल्टेि पारेर्ण लाइन ,िो 110 दकलोवोल्ट स ेअजधक न हो - 19.0 मीटर (iii) उच् च वोल्टेि पारेर्ण लाइन ,िो 110 दकलोवोल्ट स ेअजधक हो - 19.0 मीटर प्रत्येक अजतठरि दकलोवोल्ट के जलए + 1 सेंटीमीटर अजतठरि (3) पानी के अन्र्दर की पाइप लाइन के मामले म ें , पावर केबल और अन्य केबलों हते ु लाग ू होने वाले मानक प्राजधकरण द्वारा स्ट्थान की र्दिा और नौचालन संबंधी अपेिा के अनुसार जवजनजित दकय े िायेंग े ।गहराई संबंधी मापर्दंड 1.5 मीटर कुिन स े अजधक गहराई चने ल जवजिष्ट के अनुसार अनरु जित की िाएगी, जिसे न्यूनतम िल स्ट्तर पर मापा िाएगा , िैसी भी जस्ट्थजत हो । (4) पानी के .. , बर्थिंग िेट्टी या फ्लोटटंग टर्मगनल के जनमाणग के मामल े म,ें प्रस्ट्ताजवत संरचना जस्ट्थर नौवहन चैनल स े कम स े कम 100 मीटर की लंबाई के जलए नौवहन चैनल स ेमुि ह।ै (5) नौवहन लॉक के मामले म,ें जनम्नजलजखत मंिूरी अपनाई िाएगी- वगग - III एनडब्ल्य:ू 15.0 एम (डब्ल्य)ू x 70 एम (एल) वगग - IV और V एनडब्ल्य ू: 15.0एम (डब्ल्य)ू x 100 एम (एल) वगग - VI एनडब्ल्य:ू 18.0 एम (डब्ल्य)ू x 120 एम (एल) वगग - VII एनडब्ल्य:ू 18.0 M (डब्ल्य)ू x 150 एम (एल) (6) रोपवे, केबलवे, ओवर ग्राउंड कन्वेयर बेल्ट आदर्द के मामले म,ें िलमाग ग के सभी वग ग उप-जवजनयम 3 (1) म ें जनर्र्दष्टग गहराई का पालन करेंगे और ऊध्वागधर जनकासी को कैठरि केजबन के सबस े जनचले बबंर्द ु को (उच्चतम जिजथलता के बबंर्द ु पर ) या कन्वेयर बेल्ट या जडस्ट्चािग िटू का जनम्नतम बबंर्द ुमाना िाएगा । 4. िलमागों की चलन े की िमता- वगीकृत िलमागों की संचालन िमता जनम्नानुसार होगी- (1) वगग – I के िलमागग का उपयोग ऐस े स्ट्वप्रणोदर्दत नॉन िलयान के जलए होगा, जिसकी ढुलाई िमता लगभग 100 टन डेड वेट टनेि तक (लगभग 32 मीटर कुल लंबाई,5 मीटर मोल्डेड चौडाई और 1.0 मीटर भाठरत ड्राफ्ट ) अथवा एक4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] टैग और डॉ बाि ग के मले स े बन े 200 टन वेट टनेि (लगभग 80 मीटर कुल लंबाई ,मोल्डेड चौडाई 5 मीटर और 1.0 मीटर भाठरत ड्राफ्ट) हो । (2) वगग – II के िलमागग का उपयोग ऐस े स्ट्वप्रणोदर्दत नॉन िलयान के जलए होगा, जिसकी ढुलाई िमता लगभग 300 टन डेड वेट टनेि तक (लगभग 45 मीटर कुल लंबाई,8 मीटर मोल्डेड चौडाई और 1.2 मीटर भाठरत ड्राफ्ट ) अथवा एक टैग और डॉ बाि ग के मले स े बने 600 टन वेट टनेि (लगभग 110 मीटर कुल लंबाई ,मोल्डेड चौडाई 8 मीटर और 1.2 मीटर भाठरत ड्राफ्ट) हो । (3) वगग – III के िलमागग का उपयोग ऐस े स्ट्वप्रणोदर्दत नॉन िलयान के जलए होगा, जिसकी ढुलाई िमता लगभग 500 टन डेड वेट टनेि तक (लगभग 58 मीटर कुल लंबाई,9 मीटर मोल्डेड चौडाई और 1.5 मीटर भाठरत ड्राफ्ट ) अथवा एक टैग और डॉ बाि ग के मले स े बने 1000 टन वेट टनेि (लगभग 141 मीटर कुल लंबाई ,मोल्डेड चौडाई 9 मीटर और 1.5 मीटर भाठरत ड्राफ्ट) हो । (4) वगग – IV के िलमाग ग का उपयोग ऐस े स्ट्वप्रणोदर्दत नॉन िलयान के जलए होगा, जिसकी ढुलाई िमता लगभग 1000 टन डेड वेट टनेि तक (लगभग 70 मीटर कुल लंबाई,12 मीटर मोल्डडे चौडाई और 1.8 मीटर भाठरत ड्राफ्ट ) अथवा एक टैग और डॉ बाि ग के मेल स े बने 2000 टन वेट टनिे (लगभग 170 मीटर कुल लबं ाई ,मोल्डडे चौडाई 12 मीटर और 1.8 मीटर भाठरत ड्राफ्ट) हो । (5) वगग – V के िलमाग ग का उपयोग ऐस े स्ट्वप्रणोदर्दत नॉन िलयान के जलए होगा, जिसकी ढुलाई िमता लगभग 1000 टन डेड वेट टनेि तक (लगभग 70 मीटर कुल लंबाई,12 मीटर मोल्डडे चौडाई और 1.8 मीटर भाठरत ड्राफ्ट ) अथवा एक टैग और डॉ बाि ग के मेल स े बने 4000 टन वेट टनिे (लगभग 170 मीटर कुल लबं ाई ,मोल्डडे चौडाई 24 मीटर और 1.8 मीटर भाठरत ड्राफ्ट) हो । (6) वगग – VI के िलमाग ग का उपयोग ऐस े स्ट्वप्रणोदर्दत नॉन िलयान के जलए होगा, जिसकी ढुलाई िमता लगभग 2000 टन डेड वेट टनेि तक (लगभग 86 मीटर कुल लंबाई,14 मीटर मोल्डडे चौडाई और 2.5 मीटर भाठरत ड्राफ्ट ) अथवा एक टैग और डॉ बाि ग के मेल स े बने 4000 टन वेट टनिे (लगभग 210 मीटर कुल लबं ाई ,मोल्डडे चौडाई 14 मीटर और 2.5 मीटर भाठरत ड्राफ्ट) हो । (7) वगग – VII के िलमाग ग का उपयोग ऐस े स्ट्वप्रणोदर्दत नॉन िलयान के जलए होगा, जिसकी ढुलाई िमता लगभग 2000 टन डेड वेट टनेि तक (लगभग 86 मीटर कुल लंबाई,14 मीटर मोल्डडे चौडाई और 2.5 मीटर भाठरत ड्राफ्ट ) अथवा एक टैग और डॉ बाि ग के मेल स े बने 8000 टन वेट टनिे (लगभग 210 मीटर कुल लबं ाई ,मोल्डडे चौडाई 28 मीटर और 2.5 मीटर भाठरत ड्राफ्ट) हो । 5. अंतर्देिीय िलमागों का वगीकरण जनम्नजलजखत कारकों द्वारा जनयंजत्रत दकया िाएगा, - (i) चैनल की न्यूनतम गहराई सामान्य रूप स े वर् ग के लगभग 330 दर्दनों के जलए उपलब्ध होगी; तथा (ii) िलमागग म ें क्रोस संरचना पर ऊध्वागधर जनकासी कम स े कम केंद्र म ें 75 प्रजतित पर उपलब्ध हो होगी । िलमाग ग की पूरी चौडाई म ेंप्रत्येक जवस्ट्तार का जहस्ट्सा। स्ट्पष्टीकरण .- जवजभन्न प्रकार के चैनलों म ेंलंबवत जनकासी जनम्नजलजखत द्वारा िाजसत होती ह ै- (i) (क) नदर्दयों के जलए, नौवहन उच्च बाढ़ स्ट्तर (एनएचएफएल) स े अजधक, िो जपछल े बीस वर्ों की अवजध म ें , दकसी भी वर्ग में पांच प्रजतित की आवृजत्त पर उच्चतम बाढ़ स्ट्तर ह;ै (ख) ज्वारीय नहरों के जलए उच्चतम उच्च िल स्ट्तर पर;[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5 (ग) अन्य नहरों के जलए, जडजाइन दकए गए पणू ग आपूर्त ग स्ट्तर पर। (ii) 'यदर्द ज्वारीय नदर्दयों, मानव जनर्मगत नहरों, खाजडयों म ें लंबी अवजध (5 वर् ग स े कम नहीं) के जलए नर्दी िल रूपात्मक जविेर्ताओं म ें पयाप्तग रूप स े बर्दलाव नहीं आया ह ै , तो अपेजित नौवहन जनकासी केवल उस अवजध म ेंप्रर्दान की िा सकती ह ैिहां नौवहन चनै ल जस्ट्थर रहता ह।ै (iii) 'जनकटवती मौिूर्दा अवसंरचना के जनकट दकसी पुल या संरचना के जनमागण के मामल े म,ें सामान्य तौर पर, मौिूर्दा संरचना की िैजति संपजु ष्ट को अपनाया िा सकता ह ै िहां दक मौिूर्दा संरचना पास की प्रस्ट्ताजवत संरचना स े 100 मीटर की र्दरू ी पर नहीं ह।ै नेजवगेिन चनै ल पर नए प्रस्ट्ताजवत पलु या स्ट्रेच की अवजध भारतीय अंतर्दिे ीय िलमागग प्राजधकरण (आईडब्ल्यूएआई) की सलाह पर साइट की आवश्यकता के अनरूु प मानक राष्ट्रीय िलमाग ग (एनडब्ल्य)ू वगीकरण के अनुसार होगी। 6. इन जवजनयमों के अधीन वगीकृत राष्ट्रीय िलमागों पर बनने वाली सभी नई संरचनाए ं दर्दए गए िलमागों के समुजचत वग ग के अपन े अपने िजै ति और ऊध्वागधर जनकासी के अनरूु प होंगी। (i) राष्ट्रीय िलमाग ग म ें या उसके पार दकसी भी संरचना का जनमागण िुरू करन े स े पहल,े संबंजधत एिेंसी या संगिन जनम्नजलजखत बलंक पर आईडब्ल्यूएआई पोटगल म ें ऑनलाइन आवेर्दन करके प्राजधकरण स े मंिूरी प्राप्त करेगा :https://ntcl.ncog.gov.in/NOC_Structure/login . No. IWAI/NW-5/20/2016-17 (Part).—In exercise of the powers conferred by section 35 read with clause (g) of sub-section (1) and clause (g) of sub-section (2) of section 14 of the Inland Waterways Authority of India Act, 1985 (82 of 1985) and in supersession of the Inland Waterways Authority of India (Classification of Inland Waterways in India) Regulations, 2006 except as respects things done or omitted to be done before such supersession, the Authority with the previous approval of the Central Government hereby makes the following regulations, namely:- 1. Short title and commencement. – (1) These regulations may be called the Inland Waterways Authority of India (Classification of Inland Waterways in India) Regulations, 2022 (2)They shall come into force on the date of their publication in the Official Gazette 2. Definitions. – In these regulations, unless the context otherwise requires, – a. ‘Act’ means the Inland Waterways Authority of India Act, 1985(82 of 1985); b. ‘Chairman’ means the Chairman of the Authority; c. ‘Inland Waterways’ means any canal, river, lake or any other navigable water duly declared under National Waterways Act, 2016. d. words and expressions used in these regulations and not defined but defined in the Act shall have the meanings assigned to them in the Act. 3. Classification of Inland Waterways - (1) The waterways shall be classified in the following categories for safe plying of self-propelled vessels up to 2000 tonnes Dead Weight Tonnage (DWT) and tug-barge formation in push-tow units of carrying capacity up to 8000 tonnes, namely:- (a) Class I: Waterways with the following configuration of navigable channel- (i) Rivers- Minimum of 1.2 metres depth, 30 metres bottom width, 300 metres bend radius, 4 metres vertical clearance and 30 metres horizontal clearance between piers; and6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (ii) Canals- Minimum of 1.5 metres depth, 20 metres bottom width, 300 metres bend radius, 4 metres vertical clearance and 20 metres horizontal clearance between piers. (b) Class II: Waterways with the following configuration of navigable channel- (i)Rivers- Minimum of 1.4 metres depth, 40 metres bottom width, 500 metres bend radius, 5 metres vertical clearance and 40 metres horizontal clearance between piers; and (ii) Canals- Minimum of 1.8 metres depth, 30 metres bottom width, 500 metres bend radius, 5 metres vertical clearance and 30 metres horizontal clearance between piers. (c) Class III: Waterways with the following configuration of navigable channel- (i) River- Minimum of 1.7 metres depth, 50 metres bottom width, 700 metres bend radius, 6 metres vertical clearance and 50 metres horizontal clearance between piers, and (ii) Canals- Minimum of 2.2 metres depth, 40 metres bottom width, 700 metres bend radius, 6 metres vertical clearance and 40 metres horizontal clearance between piers. (d) Class IV: Waterways with the following configuration of navigable channel- (i) River- Minimum of 2.0 metres depth, 50 metres bottom width, 800 metres bend radius, 8 metres vertical clearance and 50 metres horizontal clearance between piers, and (ii) Canals- Minimum of 2.5 metres depth, 50 metres bottom width, 800 metres bend radius, 8 metres vertical clearance and 50 metres horizontal clearance between piers; and (e) Class V: Waterways with the following configuration of navigable channel- (i) River- Minimum of 2.0 metres depth, 80 metres bottom width, 800 metres bend radius, 8metre vertical clearance and 80 metres horizontal clearance between piers in case of rivers only. (f) Class VI: Waterways with the following configuration of navigable channel- (i) River- Minimum of 2.75 metres depth, 80 metres bottom width, 900 metres bend radius, 10 metres vertical clearance and 80 metres horizontal clearance between piers; and (ii) Canals- Minimum of 3.5 metres depth, 60 metres bottom width, 900 metres bend radius, 10 metres vertical clearance and 60 metres horizontal clearance between piers. (g) Class VII: Waterways with the following configuration of navigable channel- (i) River- Minimum of 2.75 metres depth, 100 metres and above bottom width, 900 metres bend radius, 10 metres vertical clearance and 100 metres horizontal clearance between piers in case of rivers only. (2) Vertical clearance for power cables or telephone lines or cables for any transmission purpose for all the classes of waterways specified in sub-regulation (1) shall be as follows- i. Low voltage transmission lines including telephone lines – 16.5 metres; ii. High voltage transmission lines, not exceeding 110 kilovolts- 19.0 metres; iii. High voltage transmission lines, exceeding 110 kilovolts – 19.0 metres. + 1 centimetre extra for each additional kilovolt (3) In case of underwater pipelines, power cables and other cables crossing a national waterway, norms to be followed shall be decided by the Authority as per the site conditions and navigational requirement. The criterion for depth shall be 1.5 meter cushion plus maintained depth of channel specified in sub-regulation (1) to be measured below the Lowest low water level or lowest tide level, as the case may be. (4) In the case of construction of water intake, berthing jetty or floating terminal, the proposed structure is free from navigation channel at-least for a length of 100 meter from the stable navigation channel. (5) In the case of navigation locks, the following clearances shall be adopted- Class- III NW : 15.0 M (W) x 70 M (L) Class-IV and V NW : 15.0 M (W) x 100 M (L) Class- VI NW : 18.0 M (W) x 120 M (L) Class- VII NW : 18.0 M (W) x 150 M (L) (6) In case of ropeways, cableways, over ground conveyor belts etc., all classes of waterways shall follow the depth specified in sub-regulation 3 (1) and the vertical clearance shall be considered at the lowest point of carriage cabin (at the point of highest sag) or lowest point of conveyor belt or discharge chutes. 4. Plying Capacity of Waterways- The plying capacity of classified waterways shall be as under- (i) Class I waterway shall be used for plying self-propelled vessel of carrying capacity upto 100 tonnes Dead Weight Tonnage (approximate size 32 metres overall length, 5 metres moulded breadth and 1.0 metres loaded draft) or one tug and two barges combination of 200 tonnes Dead Weight Tonnage (approximate size 80 metres overall length, 5 metres moulded breadth and 1.0 metres loaded draft).[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 7 (ii) Class II waterway shall be used for plying self-propelled vessel of carrying capacity upto 300 tonnes Dead Weight Tonnage (approximate size 45 metres overall length, 8 metres moulded breadth and 1.2 metres loaded draft) or one tug and two barges combination of 600 tonne Dead Weight Tonnage (approximate size 110 metres overall length, 8 metres moulded breadth and 1.2 metres loaded draft). (iii) Class III waterway shall be used for plying self-propelled vessel of carrying capacity upto 500 tonnes Dead Weight Tonnage (approximate size 58 metres overall length, 9 metres moulded breadth and 1.5 metres loaded draft) or one tug and two barges combination of 1000 tonnes Dead Weight Tonnage (approximate size 141 metres overall length, 9 metres moulded breadth and 1.5 metres loaded draft). (iv) Class IV waterway shall be used for plying self-propelled vessel of carrying capacity upto 1000 tonnes Dead Weight Tonnage (approximate size 70 metres overall length, 12 metres moulded breadth and 1.8 metres loaded draft) or one tug and two barges combination of 2000 tonnes Dead Weight Tonnage (approximate size 170 metres overall length, 12 metres moulded breadth and 1.8 metres loaded draft). (v) Class V waterway shall be used for plying self-propelled vessel of carrying capacity upto 1000 tonne Dead Weight Tonnage (approximate size 70 metres overall length, 12 metres moulded breadth and 1.8 metres loaded draft) or one tug and four barges combination of 4000 tonnes Dead Weight Tonnage (approximate size 170 metres overall length, 24 metres moulded breadth and 1.8 metres loaded draft). (vi) Class VI waterway shall be used for plying self-propelled vessel of carrying capacity upto 2000 tonnes Dead Weight Tonnage (approximate size 86 metres overall length, 14 metres moulded breadth and 2.5 metres loaded draft) or one tug and two barges combination of 4000 tonne Dead Weight Tonnage (approximate size 210 metres overall length, 14 metres moulded breadth and 2.5metre loaded draft). (vii) Class VII waterway shall be used for plying self-propelled vessel of carrying capacity upto 2000 tonnes Dead Weight Tonnage and above (approximate size 86 metres overall length, 14 metres moulded breadth and 2.5 metres loaded draft with higher dimensions) or one tug and four barges combination of 8000 tonnes Dead Weight Tonnage and above (approximate size 210 metres overall length, 28 metres moulded breadth and 2.5 metres loaded draft or with higher dimensions). 5. The classification of the Inland Waterways shall be governed by the following factors,- i. minimum depth of channel shall normally be available for about 330 days of the year; and ii. vertical clearance at cross structure over the waterways shall be available at least in centre at 75 percent. Portion of each of the spans in entire width of the waterway. Explanation.- The vertical clearance in different type of channels are governed by the following - (i)(a) for rivers, over Navigational High Flood Level (NHFL), which is the highest flood level at a frequency of five percent, in any year over a period of last twenty years; (b) for tidal canals, over the highest high water level; (c) for other canals, over the designed full supply level. (ii) ‘If the river hydro morphological features has not changed substantially for a long period (not less than 5 years) in tidal rivers, manmade canals, creeks, the requisite navigational clearance may be provided only in the span where navigational channel remains stable’. (iii) ‘In case of construction of a bridge or structure adjacent to the nearby existing structure, ‘In general, the horizontal clearance of existing structure may be adopted where the existing structure is 100 meter from the nearby proposed structure in the spans not on navigation channel. The span of newly proposed bridge or stretches over the navigation channel shall be as per the standard National Waterways (NW) classification customizing to site requirement on the advice of Inland Waterways Authority of India (IWAI)’. 6. All the new structures to be constructed across the national waterways classified under these regulations shall conform to the respective criteria of horizontal and vertical clearances of the appropriate class of waterway as provided. i. Before starting construction of any structure in or across a national waterway, the concerned agency or organisation shall obtain clearance from the Authority by applying online in Inland Waterways Authority of India (IWAI) portal at the following link:https://ntcl.ncog.gov.in/NOC_Structure/login. ii. If no communication in this respect is received from the Authority, within forty five days from the date of receipt of the Form by the Authority, the agency or organisation may proceed with the construction of the structure.
