उर्दग्रहण और संग्रहण) जवजनयम, 2011 में संिोधन करने के जलए, प्राजधकरण, केंद्र सरकार के पूव ग अनुमोर्दन स,े एतद्द्वारा जनम्नजलजखत
जवजनयम बनाता ह,ै अथागत्:-
1. (1) इन जवजनयमों को भारतीय अंतर्दिे ीय िलमाग ग प्राजधकरण (िुल्क एव ं प्रभार उर्दग्रहण और संग्रहण) (तृतीय संिोधन)
जवजनयम, 2021 कहा िाएगा।
(2) ये िासकीय रािपत्र में अपने प्रकािन की जतजथ से लाग ूहोंगे।
2. भारतीय अंतर्दिे ीय िलमागग प्राजधकरण (िुल्क एवं प्रभार उर्दग्रहण और संग्रहण) जवजनयम, 2011 (इसके बार्द उि जवजनयमों के
रूप में संर्दर्भगत), जवजनयम 4 में, उप-खंड (i) के जलए खंड (ख) में, जनम्नजलजखत उप-खंड को प्रजतस्ट्थाजपत ककया िाएगा :-
‘’(i.) कोलकाता के टर्मगनल [(गाडगन रीच िेट्टी-I, गाडगन रीच िेट्टी- II और जिठटि इंजडयन स्ट्टीमर नेजवगेिन िेट्टी), कालूघाट
(जिला सारण), मल्टीमॉडल टर्मगनल हजल्र्दया (पजिम बंगाल) और मल्टीमॉडल टर्मगनल वाराणसी (उत्तर प्रर्दिे )] को छोड़कर
सभी टर्मगनलों को अनुसूची II के अनुसार ककया िाएगा।‘’
3. उि जवजनयमों म,ें जवजनयम 4 में, उप-जवजनयम (ख) म,ें खंड (ii) के बार्द, जनम्नजलजखत खंड िोड़े िाएंग,े अथागत्: -

‘’(iii.) हजल्र्दया (पजिम बंगाल) में मल्टीमॉडल टर्मगनल अनुसूची IV के अनुसार ककया िाएगा।
(iv.) वाराणसी (उत्तर प्रर्दिे ) में मल्टीमॉडल टर्मगनल अनुसूची V के अनुसार ककया िाएगा।‘’

(iv.) 1500/-* वाराणसी मल्टीमॉडल टर्मगनल के जलए चौबीस घंटे या उसके ककसी

भाग के जलए – प्रात: 6 बिे से अगले कर्दन प्रात: 6 बिे तक।
(vi.) 500/- भारतीय अंतर्दिे ीय िलमागग प्राजधकरण के सभी अस्ट्थायी पान् टूनों के
जलए चौबीस घंटे या उसके ककसी भाग के जलए – प्रात: 6 बिे से अगले कर्दन
प्रात: 6 बिे तक।
रो-रो िलयानों के जलए:
(i) 100/- प्रजत घंटे या उसके ककसी भाग के जलए, भारतीय अंतर्दिे ीय िलमागग
प्राजधकरण के सभी टर्मगनलों के जलए या 1500/- चौबीस घंटे के जलए, इनमें िो
भी कम हो।
2. टोएि जविेष अनुरोध पर वास्ट्तजवक लागत के अनुरूप।
3. पायलटेि 750/- प्रजतकर्दन या उसके ककसी भाग के जलए प्रजत पायलट।
* (1) यह हजल्र्दया मल्टीमॉडल टर्मगनल और वाराणसी मल्टीमॉडल टर्मगनल के संबंध में र्दस वषग तक या इकिप, ऑपरेट और[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3
रांसफर ठरयायत के अंत तक, िो भी पहले हो, लाग ूहोगा और वैध रहगेा; जिसके बार्द औसत वषागनुवषग थोक मूल्य सूचकांक जभन्नता
के साि प्रजतित के बराबर एक-बार की वृजद्ध होगी (र्दर सूची की अजधसूचना से वृजद्ध के समय तक)।
(2) बढे हुए उच् चतम िुल् क र्दर स्ट्तर अगले र्दस वषग तक या इकिप, ऑपरेट और रांसफर (या टर्मगनल प्रचालन के जलए कोई अन्य
ठरयायत/ अनुबंध) के अंत तक, िो भी पहले हो, लाग ूहोंग ेऔर वैध रहगेंे; जिसके बार्द औसत वषागनुवषग थोक मूल्य सूचकांक जभन्नता
के साि प्रजतित के बराबर एक-और वृजद्ध होगी (जपछली वृजद्ध से प्रश्नगत वृजद्ध के समय तक)।
(3) इस िुल् क र्दर संिोधन प्रणाली का आग ेभी पालन ककया िाएगा।
** (1) यह साजहबगंि मल्टीमॉडल टर्मगनल के संबंध में र्दस वषग तक या ऑपरेिन, मैनेिमेंट और जडवेलपमेंट ठरयायत के अंत तक,
िो भी पहले हो, लाग ूहोगा और वैध रहगेा; जिसके बार्द औसत वषागनुवषग थोक मूल्य जभन्नता के साि प्रजत प्रजतित के बराबर एक-
बार की वृजद्ध होगी (र्दर सूची की अजधसूचना से वृजद्ध के समय तक)।
(2) बढा हुआ उच् चतम िुल् क र्दर स्ट्तर अगले र्दस वषग तक या ऑपरेिन, मैनेिमेंट और जडवेलपमेंट (या टर्मनगल संचालन के जलए
कोई अन्य ठरयायत या अनुबंध) के अंत तक, िो भी पहले हो, लाग ूहोगा और वैध रहेगा; जिसके बार्द औसत वषागनुवषग थोक मूल्य

नोट: संयुक्त प्रभार उन सभी राष्ट्रीय िलमागों या उनके ककसी भाग िो भारत-बांग्लार्दिे प्रोटोकॉल माग ग में िाजमल ह,ैं पर भी लागू
होंगे।

जनस्ट्तारण कर र्दगे ा।

(i) हाडग स्ट् टैंड (क) प्रथम तीस कर्दनों के जलए जन:िुल् क
(ख) 2/- प्रजत मीठरक टन प्रजतकर्दन अगले चौर्दह कर्दनों तक अथवा उसके ककसी
भाग के जलए।
(ग) 4/- प्रजत मीठरक टन प्रजतकर्दन अगले चौर्दह कर्दनों तक अथवा उसके ककसी
भाग के जलए।
(घ) 16/- प्रजत मीठरक टन प्रजतकर्दन अथवा उसके ककसी भाग के जलए और
उपयुगि अिावन कर्दनों के पिात और हाडग स्ट्टैंड/प्रांगण को खाली करान े
एव ं बकाया राजि वसूलने के जलए स्ट्वामी की लागत और िोजखम पर
प्राजधकरण जबना सूचना कर्दए कागो हटाएगा और जनस्ट्तारण कर र्दगे ा।

NOTIFICATION
Noida, the 17th May, 2021
No. IWAI-230184(14)/1/2021.- In exercise of the powers conferred by section 35 read with section 17 of the
Inland Waterways Authority of India Act, 1985 (82 of 1985), the Authority, with the previous approval of the
Central Government, hereby makes the following regulations further to amend the Inland Waterways Authority of
India (Levy and Collection of fees and charges) Regulations, 2011, namely:-
1. (1) These regulations may be called the Inland Waterways Authority of India (Levy and Collection of fees
and charges) (Third Amendment) Regulations, 2021.
(2) They shall come into force from the date of their publication in the Official Gazette.
2. In the Inland Waterways Authority of India (Levy and Collection of fees and charges) Regulations, 2011
(herein after referred to as the said regulations), in regulation 4, in clause (b), for sub-clause (i), the following
sub-clause shall be substituted:-
“(i.) for all terminals, except the terminals at Kolkata [(Garden Reach Jetty-I, Garden Reach Jetty-II and
British Indian Steamer Navigation Jetty), Kalughat (District Saran), Multimodal Terminal Haldia (West
Bengal) and Multimodal Terminal Varanasi (Uttar Pradesh)] be made as per Schedule II.”
3. In the said regulations, in regulation 4, in sub-regulation (b), after clause (ii), the following clauses shall be
added, namely:-
“(iii.) for Multimodal Terminal at Haldia (West Bengal) be made as per Schedule IV.
(iv.) for Multimodal Terminal at Varanasi (Uttar Pradesh) be made as per Schedule V.”

For Ro-Ro vessels:
i. 100/- per hour or part thereof for all Inland Waterways Authority of India
terminals or 1500/- for 24 hours whichever is lesser.
2. Towage On specific request as per actual cost.
3. Pilotage 750/- per day or part thereof per pilot.
* (1)This shall be applicable and remain valid for ten years or till the end of Equip, Operate and Transfer
concession in respect of Haldia Multimodal Terminal and Varanasi Multi Modal Terminal, whichever is earlier;
after which there shall be a one-time escalation equal to sixty per cent of average Year-On-Year Wholesale Price
Index variation (from notification of tariff to time of escalation).
(2) The escalated ceiling tariff level shall further be applicable and remain valid for ten years or till the end of
Equip, Operate and Transfer (or any other concession/contract for terminal operations) whichever is earlier; after
which there shall be another escalation equal to sixty
percent of average Year-On-Year Wholesale Price variation (from previous escalation to
time of escalation in question).
(3) The same tariff revision mechanism shall be followed further.
** (1) This shall be applicable and remain valid for ten years or till the end of Operation, Management and
Development concession for Sahibganj Multimodal Terminal, whichever is earlier; after which there shall be a one-

iii such revision shall be based on indexation against sixty per. cent of the variation in the Wholesale Price
Index for a relevant year beginning from the 1st January and ending on the 31st December.
iv such revised Ceiling tariff will become applicable after the same has been notified by the concessioning
