"एडिंक्ट फैकल्टी" (सहायक सकं ाय) का अथ य पढ़ाने के जलए जनयुि दकया गया पाट य टाइम (अंिकाजलक) या आकजस्ट्मक प्रजिक्षक ह,ै िो संकाय का फुल टाइम (पूणयकाजलक) सदस्ट्य नहीं ह;ै c. "क्युमुलेरटि ग्रेड पॉइंट एिरेि (सीिीपीए)" का अथ य सभी सेमेस्ट्टर म ें स्ट्कॉलर के समग्र संचयी प्रदियन का माप। सीिीपीए सभी सेमेस्ट्टर म ें जिजभन्न कोर्सयस (पाठ्यक्रमों) म ें स्ट्कॉलर द्वारा प्राप्त कुल क्रेजडट अंकों का अनुपात ह ै और सभी सेमेस्ट्टर म ें सभी कोर्सयस (पाठ्यक्रमों) के कुल क्रेजडट का योग ह।ै इस े दो दिजमक स्ट्थानों तक ददया िाता ह;ै d. "क्रेजडट" का अथ य ह ै एक सेमेस्ट्टर की अिजध म ें प्रजत सप्ताह आिश्यक जिक्षण के घंटों की संख्या। एक सेमेस्ट्टर म ें तीन-क्रेजडट कोसय का अथ य ह ैप्रजत सप्ताह एक घंटे के तीन लेक्चर, प्रत्येक एक घंटे का एक लेक्चर एक क्रेजडट के रूप म ें जगना िाता ह;ै e. “कॉलेि” का अथ य ह ै महाजिद्यालय िो समुद्री अध्यन्न या इसस े संबंजधत जिषयों म ें जिक्षा और प्रजिक्षण प्रदान करने के जलए जिश्वजिद्यालय द्वारा अनुरजक्षत या जिश्वजिधालय के जििेषाजधकारों के जलए स्ट्िीकृत ह।ै ; f. “कोस"य का अथ य जनर्दष्टय यूजनट्स म ेंसे एक जिसम ें अध्ययन का प्रोग्राम िाजमल ह;ै g. "कोस य िकय" (पाठ्यक्रम कायय) का अथ य ह ै पीएच.डी जडग्री के जलए रजिस्ट्टड य स्ट्कॉलर द्वारा दकय े िाने िाले अध्ययन का पाठ्यक्रम िो स्ट्कूल / जिभाग द्वारा जनधायररत होता ह;ै h. “जडग्री" का अथय ह ै आईएमयू या उच्च जिक्षा संस्ट्थान या यूिीसी/एआईसीटीई द्वारा मान्यता प्राप्त जिश्वजिद्यालय द्वारा प्रदान की गई जडग्री; i. “एक्स्ट्टनलय एग्ज़ाजमनर" (बाहरी परीक्षक) का अथय एक जिक्षाजिद / अनुसंधान कताय जिसका अनुसंधान काय य प्रकाजित हुआ हो और िो आईएमयू का जहस्ट्सा नहीं ह;ै[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 j. "फॉरेन एज्यूकैिनल इजन्स्ट्टटूिन" (जिदेिी िैजक्षक संस्ट्थान) का अथ य - (i) अपने दिे में जिजधित रूप से स्ट्थाजपत या जनगजमत संस्ट्थान िो अपन े देि म ें िैजक्षक प्रोग्राम स्नातक, स्नातकोत्तर और उच्च स्ट्तर पर ऑफर करती ह ै और (ii) िो पारंपररक फेस-टू-फेस मोड के माध्यम से जडग्री प्रदान करने के जलए अध्ययन प्रोग्राम ऑफर करती ह,ै लेदकन जडस्ट्टेंस, ऑनलाइन, ओडीएल मोड की सुजिधा प्रदान नहीं करती; k. "ग्रडे पॉइंट" का अथ य10-पॉइंट स्ट्केल पर प्रत्येक लेटर ग्रडे को आिंरटत आंदकक मल्ू य; l. "गाइड (मागयदियक)" का अथय ह ै िो आईएमयू द्वारा मान्यता प्राप्त जिक्षाजिद/अनुसधं ानकताय िो पीएच.डी करनेिाले स्ट्कॉलर को अनुसंधान में मागयदिनय दगे ा; m. "इंटर जडसप्लनेरी ररसच य (अतं र्ियषयक अनुसधं ान)" का अथ य ह ै पीएच.डी करन े िाल े स्ट्कॉलर द्वारा दो या दो से अजधक िक्षै जणक जिषयों म ेंअनुसंधान करना; n. “ओपन एंड जडस्ट्टेंस लर्निंग मोड” का िही अथय होगा िो यूिीसी जिजनयम 2020 के तहत पररभाजषत दकया गया ह;ै o. “"ऑनलाइन मोड" का िही अथ य होगा िो यूिीसी (ओपन एंड जडस्ट्टेंस लर्नगिं प्रोग्राम और ऑनलाइन प्रोग्राम) जिजनयम 2020 के तहत पररभाजषत दकया गया ह;ै; p. “"प्लेगररज्म" "(साजहजत्यक चोरी) का अथ य ह ै दकसी ओर के काम या जिचार को लने ा और उन्ह ें अपने स्ट्ियं के रूप म ेंप्रसाररत करना; q. "प्रोग्राम" का अथय आईएमय ूअजधजनयम 2008 द्वारा जनर्दष्टय जडग्री के जलए उच्च जिक्षा काययक्रम है; r. “अकादजमक ब्रोचर" का अथय ह ै पुजस्ट्तका, चाह े हप्रंट हो या अन्यथा, िो जिश्वजिद्यालय द्वारा आम िनता (प्रिेि चाहन े िालों सजहत) के जलए जिश्वजिद्यालय के अकादजमक / ररसचय (अनुसंधान) प्रोग्राम से संबंजधत जनष्पक्ष और पारदिी िानकारी प्रदान करन े के जलए िारी दकया गया; s. “ररसचय प्रपोज़ल" का अथ य संजक्षप्त लेख, जिसमें प्रस्ट्ताजित अनुसंधान कायय की रूपरेखा दी गई ह ै जिसे पीएच.डी. स्ट्कॉलर पीएच.डी प्रोग्राम में रजिस्ट्रीकरण के जलए आिेदन के साथ िमा करेंगे; t. "जिश्वजिद्यालय" का अथय ससं द के अजधजनयम (अजधजनयम 22), 2008 के तहत भारतीय समुद्री जिश्वजिद्यालय ह।ै (B) इन अध्यादिे ों में प्रयुि और पररभाजषत नहीं दकए गए लदे कन अजधजनयम में पररभाजषत ह ै और इन अध्यादेिों के अनुरूप नहीं होने िाल ेिब्दों और अजभव्यजियों का अथ यउस अजधजनयम म ेंजनयत दकया िाएगा। 4. पीएच.डी. प्रोग्राम म ेंप्रििे के जलए योग्यता मानदंड: उम्मीदिार जिन्होंने पूरा दकया ह:ै a. 4-िषीय/8-सेमेस्ट्टर स्नातक जडग्री प्रोग्राम के बाद 1-िषय/2-सेमेस्ट्टर मास्ट्टर जडग्री प्रोग्राम या 3-िषीय स्नातक जडग्री प्रोग्राम के बाद 2-िषीय/4-सेमेस्ट्टर मास्ट्टर जडग्री प्रोग्राम या संबंजधत िैधाजनक जनयामक संस्ट्था द्वारा घोजषत मास्ट्टर जडग्री के समकक्ष योग्यता। अथिा b. जनधायरण और प्रत्यायन एिेंसी द्वारा मान्यताप्राप्त जिदेिी िक्षै जणक संस्ट्थान से समकक्ष योग्यता िो एक प्राजधकरण द्वारा अनुमोददत हो, मान्यता प्राप्त हो या अजधकृत ह ै और अपने दिे में काननू के तहत स्ट्थाजपत या जनगजमत हो या उस देि में कोई अन्य िैधाजनक प्राजधकरण के द्वारा िैजक्षक संस्ट्थान की गुणित्ता और मानकों का मूल्यांकन और मान्यता सुजनजित दकया गया हो। अथिा c. 4-िषीय/8 - सेमेस्ट्टर स्नातक जडग्री प्रोग्राम में न्यूनतम 75% अंकों के साथ या इसके समकक्ष ग्रडे िो पॉइंट स्ट्केल पर िहां भी ग्रेहडंग स्ट्केल का पालन दकया िाता ह।ै अथिा d. आईएमयू द्वारा एम.एस (अनुसधं ान द्वारा) प्रदान दकया गया हो।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] अथिा e. आईएमयू / आईएमयू संबि सस्ट्ं थानों / नौिहन महाजनदेिालय से अनुमोददत संस्ट्थानों में सकं ाय के रूप म ें जडग्री स्ट्तर पर 2 साल के जिक्षण अनुभि के साथ मास्ट्टर / एमईओ क्लास I योग्यता प्रमाणपत्र के साथ या पीिीडीएमओएम योग्यता के साथ मैररनर (नाजिक) भी पीएच.डी प्रोग्राम के जलए पात्र ह।ैं यह मानदंड िैक्षजणक िष य2023-24 तक या कुलपजत द्वारा तय दकए गए अनुसार लाग ूहोगा। अन्यथा िब तक जनर्दष्टय न दकया िाए, स्नातक और मास्ट्टर जडग्री में उम्मीदिार को कुल अकं में या इसके समकक्ष ग्रेड में िहां भी ग्रेहडंग प्रणाली का पालन दकया िाता है, कम से कम 55% अंक प्राप्त करने चाजहए। भारत सरकार द्वारा समय-समय पर जलए िान ेिाले जनणययों के अनुसार अनुसूजचत िाजत / अनुसूजचत िनिाजत / अन्य जपछडा िग य(नॉन-दक्रमी लेयर) / जिकलागं , आर्थयक रूप स ेकमिोर िग य(ईडब्ल्यूएस) और अन्य श्रेजणयों के उम्मीदिारों को 5% अंक या इसके समकक्ष ग्रडे की छूट की अनुमजत दी िा सकती है । 5. प्रोग्राम की अिजध: a. पीएच.डी. प्रोग्राम कोसय िकय सजहत कम से कम तीन (3) िषय की अिजध का होगी और अजधकतम पीएच.डी. प्रोग्राम में प्रिेि की तारीख से छह (6) िषय की अिजध की होगी। b. समय-समय पर िारी आईएमय ू के प्रिासजनक आदिे के अनुसार पनु : रजिस्ट्रीकरण की प्रदक्रया के माध्यम से अजधकतम दो (2) िषय की अजतररि छूट दी िा सकती ह;ै बित,े दक पीएच.डी प्रोग्राम परू ी करन े की कूल अिजध, पीएच.डी प्रोग्राम म ेंप्रिेि की तारीख स ेआठ (8) िषय से अजधक नहीं होनी चाजहए। बिते दक, मजहला पीएच.डी. और जिकलागं व्यजियों (40% से अजधक जिकलांगता िाल)े को दो (2) िषय की अजतररि छूट की अनुमजत दी िा सकती ह;ै हालाँदक, पीएच.डी प्रोग्राम पूरी करन े की कुल अिजध ऐसे मामलों में पीएच.डी प्रोग्राम म ेंप्रिेि की तारीख से दस (10) िषय से अजधक नहीं होनी चाजहए। c. मजहला पीएच.डी. स्ट्कोलसय को पीएच.डी प्रोग्राम की परू ी अिजध में 240 ददनों तक के जलए मातृत्ि छुट्टी/बाल देखभाल के जलए छुट्टी प्रदान दकया िा सकता ह।ै 6. प्रििे प्रदक्रया: a. जिश्वजिद्यालय द्वारा अजधसूजचत मानदडं ों और समय-समय पर सरकार की आरक्षण नीजत को ध्यान में रखते हुए प्रिेि ददया िाएगा । b. जनम्नजलजखत तरीको से पीएच.डी प्रोग्राम में प्रिेि ददया िाएगा: (i) जलजखत परीक्षा के माध्यम से स्ट्कोलसय का प्रिेि होगा । जलजखत परीक्षा के पाठ्यक्रम म ें 50% अनुसंधान पिजत और 50% जिजिष्ट जिषय िाजमल होंगे। अथिा (ii) आईएमयू उन स्ट्कोलस य को प्रििे दे सकता ह ै िो यूिीसी-नेट/यूिीसी- सीएसआईआर नेट/स्ट्लटे /गेट/सीड/ और इंटरव्य ू के आधार पर समान राष्ट्रीय स्ट्तर की परीक्षाओं म ें फेलोजिप/स्ट्कॉलर िृजत्त के जलए अहतय ा प्राप्त करत े ह।ैं c. जिन स्ट्कोलसय ने जलजखत परीक्षा में कम से कम 50% अंक प्राप्त दकए ह,ैं िे इंटरव्य ू के जलए बुलाए िाने के योग्य ह।ैं d. भारत सरकार द्वारा समय-समय पर जलए िान े िाले जनणययों के अनुसार अनुसूजचत िाजत/अनुसूजचत िनिाजत/ अन्य जपछडा िगय / अलग-अलग जिकलांग िग,य आर्थकय रूप से कमिोर िग य(ईडब्ल्यएू स) और अन्य श्रेजणयों के उम्मीदिारों के जलए जलजखत परीक्षा म ें5% अंकों की छूट दी िाएगी। e. आईएमयू उपलब्ध पीएच.डी सीटों की संख्या के आधार पर इंटरव्य ू के जलए बुलाए िाने िाल े योग्य स्ट्कोलसय की संख्या तय कर सकता ह।ै f. बिते दक आईएमयू द्वारा आयोजित जलजखत परीक्षा के आधार पर उम्मीदिारों के चयन के जलए जलजखत परीक्षा के अंको के जलए 70% और इंटरव्य ू में प्रदियन के जलए 30% का िेटेि ददया िाएगा।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5 g. कोमन रैंक जलस्ट्ट के जलए, राष्ट्रीय स्ट्तर की परीक्षा (िहा ं अंक प्रदान नहीं दकए िाते और केिल योग्य ह ै या नहीं िह दिायया िाता ह)ै के उम्मीदिार को जलजखत परीक्षा के जलए पणू य िेटेि अथायत 70% ददया िाएगा। h. इंटरव्य ू का आयोिन जिभागीय कमेटी द्वारा दकया िाएगा।1. i. जिभागीय कमेटी रैंक जलस्ट्ट सुजनणीतय करेगी। 7. रजिस्ट्रीकरण के जलए आिदे न। प्रिेि प्रदक्रया (अनंजतम प्रिेि के उम्मीदिार को सूचना) के परू ा होन े की तारीख से एक महीने के भीतर िैक्षजणक िष य के दौरान िाजमल होन े की तारीख के बाििूद, उम्मीदिार को पीएच.डी प्रोग्राम म ें रजिस्ट्रीकरण के जलए आिेदन के साथ पूरे िैक्षजणक िष य की जनधायररत िल्ु क िमा करना होगा। यदद जनधायररत िार्षयक िल्ु क जनधायररत समय के भीतर भुगतान नहीं दकया िाता ह ैतो अनंजतम चयन/रजिस्ट्रीकरण रद्द हो िाएगा । 8. मागदय िकय का जनधारय ण । मागयदियक, सह-मागयदियक की योग्यता मानदंड, प्रजत मागयदियक के तहत पीएच.डी (अनुसंधान द्वारा) स्ट्कॉलसय की स्ट्िीकृत संख्या । a. आईएमय ू के स्ट्थायी संकाय सदस्ट्यों जिनके पास पीएच.डी जडग्री ह ैऔर िो प्राध्यापक/सह-प्राध्यापक/सहायक प्राध्यापक के रूप म ें काययरत ह ैउनको मागयदियक के रूप म ें मान्यता दी िा सकती ह।ै ऐस े मान्यता प्राप्त करन े िाले मागयदियक अन्य संस्ट्थानों में स्ट्कॉलसय को मागयदियन नहीं कर सकते है, िहा िे केिल सह-मागयदियक के रूप म ेंकायय कर सकते ह।ैं केंद्र सरकार/राज्य सरकार के अनुसंधान संस्ट्थानों में काययरत पीएच.डी स्ट्कॉलसय के जलए ऐसे अनुसंधान संस्ट्थानों के िैज्ञाजनक िो प्राध्यापक/सह-प्राध्यापक/सहायक प्राध्यापक के समकक्ष ह,ैं यदद िे आईएमय ू ददिाजनदेिों को पूरा करत े ह ैंतो उन्ह ेंबाहरी मागदय ियक के रूप में मान्यता दी िा सकती ह।ै संकाय िो अन्य केंद्रीय / राज्य जिश्वजिद्यालयों, स्ट्िायत्त िैजक्षक/अनुसंधान संस्ट्थानों, आईआईटी, एनआईटी, आईआईएम या आईएमयू के सबं ि संस्ट्थानों से दो साल का जिक्षण अनुभि ह ै और जिनके पास पीएच.डी. जडग्री ह ै और िो यूिीसी अनुमोददत पजत्रकाओं में कम से कम एक अनुसंधान पत्र प्रकाजित दकया हो, उसे बाहरी परीक्षक (एक्स्ट्टनलय एग्ज़ाजमनर)के रूप म ेंमान्यता दी िा सकती ह।ै बिते दक उन क्षेत्रों/जिषयों में िहां कोई सहकमी - समीजक्षत या संदर्भयत पजत्रकाएं नहीं ह,ैं या केिल सीजमत संख्या में ह,ैं तो आईएमयू दकसी व्यजि को मागयदियक के रूप म ेंमान्यता देन े के जलए उपरोि ितों में जलजखत कारणों से छूट द े सकता ह।ै एक ही जिभाग या आईएमयू के अन्य जिभागों या अन्य संस्ट्थानों के सह-गाइडो को सक्षम प्राजधकारी के अनुमोदन से अनुमजत दी िा सकती ह।ै सहायक संकाय मागयदियक के रूप म ेंकायय नहीं करेंग ेऔर केिल सह-मागयदियक के रूप म ेंकायय कर सकत े ह।ै b. अंतर्ियषयक/बहुजिषयक अनुसंधान कायय के मामले म,ें यदद आिश्यक हो, तो जिभाग/जिद्यालय/जिश्वजिद्यालय के बाहर के सह-मागयदियक को जनयुि दकए िा सकता ह।ैं c. एक योग्य प्राध्यापक/सह-प्राध्यापक/सहायक प्राध्यापक दकसी भी समय क्रमिः आठ (8)/छह (6)/चार (4) पीएचडी स्ट्कोलस यका मागयदियन कर सकता ह।ै d. संकाय सदस्ट्य जिसके पास तीन िषय स े भी कम समय ह ै सेिा-जनिृजत्त के जलए उन्ह ें नए अनुसधं ान करने िाल े स्ट्कोलसय को मागयदिनय देन े की अनुमजत नहीं होगी। हालांदक, ऐसे संकाय सदस्ट्य सेिाजनिृजत्त तक पहल े से ही रजिस्ट्टडय पीएच.डी स्ट्कोलसय को मागयदियन देना िारी रख सकते ह ैं और सेिाजनिृजत्त के बाद सह-मागयदियक के रूप म ेंकाययरत कर सकेंगे , लेदकन 70 िषय की आय ुके बाद काययरत नहीं कर सकते ह ै। e. जिश्वजिद्यालय उनके द्वारा स्ट्िीकृत पीएच.डी स्ट्कॉलस य के जििरण (रजिस्ट्टडय पीएचडी स्ट्कॉलर का नाम, अनुसंधान का जिषय और प्रिेि तारीख जनर्दष्टय करते हुए) के साथ पीएच.डी मागयदियक ेंददिा-जनदेि कुलपजत के अनुमोदन स ेप्रिासजनक आदेि के माध्यम से िारी दकया िाएगा। 2मागयदिकय /सह-मागयदिकय (आंतररक/बाह्य) पर लाग ूहोन ेिाल ेददिा-जनदेि कुलपजत के अनुमोदन से िारी दकए िाएंगे।6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] a. ऊपर खण्ड 8.सी में जनर्दष्टय पीएच.डी स्ट्कॉलसय की अनुमत संख्या के अलािा प्रत्येक मागदय ियक अजधसंख्य आधार पर अजधकतम दो अंतरराष्ट्रीय अनुसंधान स्ट्कॉलसय का मागयदियन कर सकता ह।ै b. अंतराष्ट्रय ीय स्ट्कॉलस य के पीएच.डी में प्रिेि के जलए आईएमयू अपनी चयन प्रदक्रया स्ट्ियं तय कर सकता ह।ै 10. दकसी भी समय, एक संकाय सदस्ट्य के तहत पीएच.डी स्ट्कॉलसय की कुल संख्या, या तो एक मागयदियक या सह- मागयदियक के रूप म,ें खण्ड 8.सी और खण्ड 9.ए में जनधायररत सख्ं या से अजधक नहीं होगी। 11. कोस यिकय - क्रेजडट आिश्यकताएं, सख्ं या, परू ा करन ेके जलए न्यनू तम मानक. a. कोसय िकय के जलए क्रेजडट की आिश्यकता कम स े कम 12 क्रेजडट ह,ै जिसमें ररसचय (अनुसंधान) और पजब्लकेिन एजथक्स (प्रकाजित नैजतकता) और ररसचय मथे ोडोलॉिी (अनुसंधान प्रणाली) कोसय िाजमल ह।ैं पीएच.डी प्रोग्राम के जलए क्रेजडट आिश्यकताओं के जहस्ट्से के रूप में डॉक्टरेट कमेटी यूिीसी मान्यता प्राप्त ऑनलाइन कोस य की भी जसफाररि कर सकती ह।ै b. सभी पीएच.डी स्ट्कॉलर, चाह े िे दकसी भी जिषय के क्यों न हो, अपन े डॉक्टरेट अिजध के दौरान अपन े चुन े हुए पीएच.डी जिषय से संबंजधत जिक्षण/जिक्षा/जिक्षािास्त्र/लखे न में प्रजिजक्षत होन े की आिश्यकता होगी। पीएच.डी स्ट्कॉलसय को पढ़ाना/ररसचय अजसस्ट्टेंटजिप (अनुसधं ान प्रजिक्षण), ट्यूटोररयल (अनुजिक्षण) का आयोिन करना या प्रयोगिाला का कायय या मल्ू यांकन करने के जलए भी जनयिु दकया िा सकता ह।ै c. पीएच.डी. स्ट्कॉलर को प्रोग्राम में रहन े और अपनी थीजसस िमा करने के योग्य बनने के जलए न्यूनतम 55% अंक या इसके समकक्ष ग्रडे प्राप्त करना होगा। 12. डॉक्टरेट कमटे ी और उनके कायय a. प्रत्येक पीएच.डी स्ट्कॉलर के जलए एक डॉक्टरेट कमेटी (डीसी) होगी। पीएचडी स्ट्कॉलर के संबंजधत मागयदियक कमेटी के अध्यक्ष होंगे। डीसी की जनम्नजलजखत जिम्मेदाररयां होंगी: (i) अनुसंधान प्रस्ट्ताि (ररसचय प्रपोज़ल) की समीक्षा करना और अनुसंधान के जिषय को सुजनजित करना। 3सहायक संकाय/प्राध्यापक के रूप म ें क्षेत्र/जिषय जििेषज्ञों की जनयुजि के जलए ददिा-जनदेि और जिजिष्ट मानदडं कुलपजत के अनुमोदन से िारी दकए िाएंगे। 4मागयदियक/सह-मागयदियक (आतं ररक/बाह्य) पर लाग ूहोने िाल ेददिा-जनदेि कुलपजत के अनुमोदन से िारी दकए िाएंगे। 5पाठ्यक्रम कायय जििरण की संरचना, कोसय िकय के जलए संकाय (संकाय) का जनधायरण, क्रेजडट, मूल्यांकन प्रदक्रया, व्यापक परीक्षा का संचालन, सेजमनार प्रेज़न्टेिन, प्रकािन, जसनाजप्सस और थीजसस िमा करने के जलए ददिाजनदेि कुलपजत के अनुमोदन से िारी दकए िाएगं े। 6कायय का पररमाण जनधायररत करने के जलए कुलपजत के अनुमोदन से ददिा-जनदेि िारी दकए िाएंगे। (ii) अध्ययन जडिाइन और अनुसंधान की प्रणाली जिकजसत करने म ें और कोसय की पहचान करन े म ें पीएच.डी.स्ट्कॉलर को मागयदियन देंगे। (iii) पीएच.डी स्ट्कॉलर के अनुसंधान कायय की प्रगजत की समय-समय पर समीक्षा करना और सहायता करना। b. प्रत्येक सेमेस्ट्टर,पीएच.डी. स्ट्कॉलर डीसी के समक्ष एक प्रस्ट्तुजत देन े के जलए उपजस्ट्थत होगा और मूल्यांकन और आग े के मागयदियन के जलए कायय की प्रगजत पर एक संजक्षप्त ररपोट य प्रस्ट्तुत करेगा। डीसी जिश्वजिद्यालय को स्ट्कॉलर की प्रगजत ररपोट य की एक प्रजत के साथ अपनी जसफाररिें प्रस्ट्तुत करेंगे। जनधायररत फामेट म ें काययप्रणाली की एक प्रजत पीएच.डी. स्ट्कॉलर को उपलब्ध कराई िाएगी। c. अगर पीएच.डी स्ट्कॉलर की प्रगजत असंतोषिनक ह ै तो ऐसे मामलो में, डीसी इसके कारणों को ररकॉड य करेगा और सुधारात्मक उपायों का सुझाि देगा। अगर पीएच.डी. स्ट्कॉलर इन सुधारात्मक उपायों को लाग ू करन े म ें जिफल रहता ह,ै तो डीसी जिजिष्ट कारणों स,े पीएच.डी प्रोग्राम म ें स े स्ट्कॉलर का रजिस्ट्रीकरण को रद्द करन े की जसफाररि कर सकता ह।ै 13. जडग्री प्रदान करन ेके जलए मल्ू याकं न और आकलन के तरीके, न्यनू तम मानक/क्रेजडट a. कोसय िकय के संतोषिनक समापन पर और उपरोि खण्ड 11 (सी) म ें जनधायररत अंक / ग्रडे प्राप्त करन े पर,पीएच.डी. स्ट्कॉलर को अनसु ंधान काय य करने और अनुसंधान प्रबंध/थीजसस का फामेट तैयार करन े की आिश्यकता होगी।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 7 b. थीजसस िमा करने स े पहल,े पीएच.डी. स्ट्कॉलर जिश्वजिद्यालय की डॉक्टरेट कमेटी के समक्ष एक प्रस्ट्तुजत देगा, जिसम ें सभी संकाय सदस्ट्य और अन्य िोधार्थययों/ स्ट्कॉलसय भी उपजस्ट्थत रह सकते ह ै। c. जिश्वजिद्यालय के पास अनुसंधान काय य म ें प्लेगररज्म (साजहजत्यक चोरी) का पता लगान े के जलए अच्छी तरह स े जिकजसत सॉफ्टिेयर अनुप्रयोगों का उपयोग करने िाला एक तंत्र होना चाजहए और अनुसंधान ईमानदारी सभी अनसु ंधान गजतजिजधयों का एक अजभन्न अंग ह ैिो पीएच.डी जडग्री प्रदान करन े के जलए अग्रणी होगा। d. पीएच.डी स्ट्कॉलर थीजसस को मूल्यांकन के जलए प्रस्ट्तुत करेगा, साथ म ें (a) पीएच.डी स्ट्कॉलर के पास स े एक उपक्रम लगे ा दक कोई प्लेगररज्म नहीं ह ै और (b) थीजसस की मौजलकता को प्रमाजणत करने के जलए मागयदियक स े एक प्रमाण पत्र लगे ा की दकसी अन्य उच्च जिक्षा संस्ट्थान स े अन्य जडग्री/जडप्लोमा को प्राप्त करन े के जलए ये थीजसस प्रस्ट्तुत नहीं दकया गया ह।ै e. पीएच.डी स्ट्कॉलर द्वारा प्रस्ट्तुत पीएच.डी थीजसस का मूल्यांकन कम स े कम दो बाहरी परीक्षकों (एक्सटनयल एक्साजमनसय) द्वारा दकया िाएगा िो क्षत्रे के जििेषज्ञ होंग े और जिश्वजिद्यालय म ें काययरत नहीं ह।ैं ऐसे परीक्षक िो िैक्षजणक या क्षत्रे के जििेषज्ञ होने चाजहए, जिनका क्षत्रे म ें स्ट्कोलस य के प्रकािनों का अच्छा ररकॉडय हो। िहां भी संभि हो, बाहरी परीक्षकों (एक्सटनयल एक्साजमनसय) म ें स े एक को भारत के बाहर स े चुना िाना चाजहए। िाइिा िॉयस (मौजखक परीक्षा) बोडय म ें मागयदियक और कम स े कम दो बाहरी परीक्षकों (एक्सटनयल एक्साजमनसय) म ें स े एक िाजमल होगा। मौजखक परीक्षा दौरान डॉक्टरेट कमेटी/संकाय सदस्ट्य/अनुसंधान स्ट्कॉलर और छात्र भी उपजस्ट्थत रह सकते ह ै। f. थीजसस के बचाि म ें स्ट्कॉलर की मौजखक परीक्षा आयोजित की िाएगी यदद दोनों बाहरी परीक्षक (एक्सटनयल एक्साजमनसय) द्वारा सुझाए गए दकसी भी सुधार को समाजिष्ट करन े के बाद थीजसस को स्ट्िीकार करन े की जसफाररि करते ह।ैं बाहरी परीक्षकों म ें से अगर कोई एक अस्ट्िीकृजत का सुझाि देता ह,ै तो जिश्वजिद्यालय थीजसस को परीक्षकों के अनुमोददत पैनल स े एक िैकजल्पक बाहरी परीक्षक को भेिेगा और मौजखक परीक्षा केिल तभी आयोजित की िाएगी िब िैकजल्पक परीक्षक थीजसस की स्ट्िीकृजत की जसफाररि करेगा। यदद िैकजल्पक परीक्षक थीजसस की स्ट्िीकृजत की जसफाररि नहीं करता ह,ै तो थीजसस को अस्ट्िीकार कर ददया िाएगा और स्ट्कॉलर को पीएचडी जडग्री प्रदान करन े के अयोग्य ह ैऐसा घोजषत दकया िाएगा। g. थीजसस िमा करन े की तारीख स े छह (6) महीने की अिजध के भीतर जिश्वजिद्यालय मौजखक परीक्षा का पररणाम की घोषणा सजहत थीजसस के मूल्यांकन की पूरी प्रदक्रया को पूरा करेगा। 14. पीएच.डी. पाट य - टाइम मोड के माध्यम a. पाट य टाइम मोड के माध्यम स े पीएच.डी प्रोग्राम की अनुमजत दी िाएगी, बिते इन जिजनयमों म ें जनधायररत सभी ितें पूरी की गई हों। b. उम्मीदिार - नाजिकों के अलािा - पाट य टाइम पीएच.डी प्रोग्राम के जलए उम्मीदिार को उस संगठन म ें उपयुि प्राजधकारी स े "अनापजत्त प्रमाणपत्र" (एनओसी) िमा करना होगा िहां उम्मीदिार काययरत ह।ै ** नाजिकों के जलए श्रेणी और आिश्यकताएं** i. #ii . श्रेणी iii. एनओसी की आिश्यकता iv. 1v . जबना रोिगार के नाजिक vi. छूट प्राप्त डॉक्टरेट कमटे ी के सदस्ट्यों के नामाकं न के जलए ददिा-जनदेि कुलपजत के अनमु ोदन स े िारी दकए िाएंग।े 8अजधजनणयय न प्रदक्रयाओं, परीक्षकों के पनै ल, मल्ू याकं न, पनु मल्ूय याकं न, जसफाररि के जलए प्रारूप, लोक रक्षा (पजब्लक जडफेन्स) का आयोिन करना और पीएचडी जडग्री प्रदान करन े के जलए ददिाजनदेि कुलपजत के अनमु ोदन स े िारी दकए िाएंग।े 9फूल टाइम रजिस्ट्रीकरण म ें स े पाटय टाइम और उसके जिपरीत पररिर्ततय करन े के जलए ददिाजनदेि कुलपजत के अनमु ोदन स ेएक प्रिासजनक आदेि द्वारा िारी दकए िाएंग।े8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 15. अनजं तम प्रमाण पत्र िारी करना। पीएच.डी जडग्री प्रदान करन े स े पहल ेजिश्वजिद्यालय इस आिय का एक अनंजतम प्रमाण पत्र िारी करेगा दक पीएच.डी. अध्यादेि के प्रािधानों के तहत ददया िा रहा ह।ै 16. थीजसस का प्रकािन: a. जिश्वजिद्यालय की पूिय अनुमजत के साथ ही थीजसस प्रकाजित दकया िा सकता ह।ै b. जडग्री प्रदान करन े के बाद ही थीजसस के प्रकािन की अनमु जत मांगी िानी चाजहए। जिश्वजिद्यालय ऐसी ितों के तहत थीजसस के प्रकािन की अनुमजत दे सकता ह ैिो िह उजचत समझे। 17. इंजफ्लबनटे के साथ जनक्षपे ागार: मूल्यांकन प्रदक्रया के सफल समापन के बाद और पीएच.डी जडग्री (ओं) प्रदान करन े की घोषणा स े पहल,े जिश्वजिद्यालय पीएच.डी थीजसस की एक इलेक्रॉजनक प्रजत इंजफ्लबनेट को प्रस्ट्ततु करेंगा तादक इस े सभी उच्च िैक्षजणक संस्ट्थानों और अनुसंधान संस्ट्थानों के जलए सुलभ बनाया िा सके। 18. रजिस्ट्रीकरण रद्द करना: जनम्नजलजखत म ें से दकसी भी कारण स े स्ट्कॉलर का रजिस्ट्रीकरण रद्द दकया िा सकता ह:ै a. यदद स्ट्कॉलर िारी पीएच.डी प्रोग्राम स े जनकलना/ पीछे हटना चाहता ह;ै b. यदद डीसी कमेटी लगातार दो चेतािजनयों के बाििूद स्ट्कॉलर की प्रगजत संतोषिनक नहीं पाती ह;ै c. यदद स्ट्कॉलर प्रोग्राम िारी रखने के जलए जनधायररत समय के भीतर िार्षयक िुल्क का भुगतान करन े म ें जिफल रहता ह;ै d. यदद स्ट्कॉलर दकसी भी िैक्षजणक कदाचार म ें िाजमल पाया िाता ह,ै जिसम ें (लेदकन यह सीजमत नहीं ह)ै , पररणामों का जनमायण, प्लगे ररज्म (साजहजत्यक चोरी), िैक्षजणक बेईमानी के अन्य रूप भी िाजमल हो सकते ह।ैं 19. करठनाइयों का जनिारण: पूिोि जनयमों की व्यापकता के प्रजत पूिायग्रह के जबना, अनुसंधान अध्ययन बोडय के पास इस अध्यादेि की तारीख स े पांच साल की अिजध के जलए, दकसी भी करठनाइयों को दरू करने की िजि होगी, िो जपछल े अध्यादेि के बदलाि के दौरान उत्पन्न हुई हो या अध्यादेि को लाग ूकरने के दौरान उत्पन्न हो सकती ह।ै 20. उपरोि खण्डों "गाइड अनुसधं ानकताय िो/का अथय ह ै िो आईएमय ू द्वारा मान्यता प्राप्त जिक्षाजिद "(मागयदियक)एम.एस (अनुसंधान द्वारा) करनेिाले स्ट्कॉलर को अनुसंधान म ेंमागयदिनय (देखरेख) दगे ा; m. “इंटर जडसप्लनेरी ररसचय (अंतर्ियषयक अनुसंधान)" का अथ य ह ै पीएच.डी/इम.एस(अनसु ंधान द्वारा) करन े िाले10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] स्ट्कॉलर द्वारा दो या दो स े अजधक िैक्षजणक जिषयों म ेंअनुसंधान करना; n. “ओपन एंड जडस्ट्टेंस लर्निंग मोड” का िही अथय होगा िो यिू ीसी जिजनयम 2020 के तहत पररभाजषत दकया गया ह;ै o. “ऑनलाइन मोड" का िही अथ य होगा िो यूिीसी (ओपन एंड जडस्ट्टेंस लर्निंग प्रोग्राम और ऑनलाइन प्रोग्राम) जिजनयम 2020 के तहत पररभाजषत दकया गया ह;ै p. "प्लेगररज्म "(साजहजत्यक चोरी) का अथय ह ै दकसी ओर के काम या जिचार को लने ा और उन्ह ें अपने स्ट्ियं के रूप में प्रसाररत करना; q. "प्रोग्राम का अथय आईएमयू अजधजनयम "2008 द्वारा जनर्दष्टय जडग्री के जलए उच्च जिक्षा काययक्रम है; r. “अकादजमक ब्रोचर" का अथ य ह ै पुजस्ट्तका, चाह े हप्रंट म ें हो या अन्यथा, िो जिश्वजिद्यालय द्वारा आम िनता (प्रिेि चाहन े िालों सजहत) के जलए जिश्वजिद्यालय के अकादजमक / ररसचय (अनुसंधान) प्रोग्राम स े संबंजधत जनष्पक्ष और पारदिी िानकारी प्रदान करन े के जलए िारी दकया गया; s. “ररसचय प्रपोज़ल ,का अथ य संजक्षप्त लेख "जिसमें प्रस्ट्ताजित अनुसंधान कायय की रूपरेखा दी गई ह ै जिसे एम.एस (अनुसंधान द्वारा) .स्ट्कॉलर एम.एस (अनुसंधान द्वारा) प्रोग्राम में रजिस्ट्रीकरण के जलए आिेदन के साथ िमा करेंग;े t. “स्ट्कॉलर/स्ट्कॉलसय" का अथय ह ैआईएमय ूके एम एस (अनुसधं ान द्वारा) स्ट्कॉलर । u. "जिश्वजिद्यालय" का अथ यसंसद के अजधजनयम (अजधजनयम 22), 2008 के तहत भारतीय समुद्री जिश्वजिद्यालय ह ै (B) इन अध्यादेिों में प्रयुि और पररभाजषत नहीं दकए गए लेदकन अजधजनयम म ें पररभाजषत ह ै और इन अध्यादेिों के अनरूु प नहीं होने िाल े िब्दों और अजभव्यजियों का अथ य उस अजधजनयम म ें जनयत दकया िाएगा। 4. एम.एस (अनसु धं ान द्वारा) प्रोग्राम म ेंप्रििे के जलए योग्यता मानदंड: जिन उम्मीदिारों ने परू ा कर जलया ह:ै स्नातक (यूिी) जडग्री में उम्मीदिार को एक प्रासंजगक जिषय म ेंया समकक्ष क्युमलु ेरटि ग्रडे पॉइंट एिरेि (सीिीपीए) के साथ कम से कम 55% अंक प्राप्त करन े चाजहए, जसफय मैररनर (नाजिक) के जलए जिनका मास्ट्टर/एमईओ क्लास I योग्यता प्रमाणपत्र ही पयायप्त होगा । भारत सरकार द्वारा समय-समय पर जलए िाने िाले जनणययों के अनुसार अनुसूजचत िाजत / अनुसूजचत िनिाजत / अन्य जपछडा िग य(नॉन-दक्रमी लेयर) / जिकलांग, आर्थयक रूप स ेकमिोर िगय (ईडब्ल्यूएस) और अन्य श्रेजणयों के उम्मीदिारों को 5% अंक या इसके समकक्ष ग्रडे की छूट की अनुमजत दी िा सकती ह।ै 5. प्रोग्राम की अिजध: उम्मीदिार एम.एस (अनुसंधान द्वारा) प्रोग्राम के जलए फुल टाइम स्ट्कॉलर या पाटय टाइम स्ट्कॉलर के रूप म ेंरजिस्ट्रीकरण कर सकता ह।ै a. एम.एस (अनुसधं ान द्वारा) प्रोग्राम कोसय िकय (पाठ्यक्रम कायय) सजहत कम स े कम दो (२) िष य की अिजध का होगा और अजधकतम प्रिेि की तारीख से तीन (3 ) िषय की अिजध होगा । b. समय-समय पर िारी आईएमय ू के प्रिासजनक आदेि के अनसु ार पुन: रजिस्ट्रीकरण की प्रदक्रया के माध्यम से अजधकतम एक (1) िषय का अजतररि समय ददया िा सकता ह;ै बिते, दक एक एम.एस.(अनुसंधान द्वारा) प्रोग्राम पूरा करन े की कुल अिजध प्रिेि की जतजथ स े चार (4) िषय से अजधक नहीं होना चाजहए । बिते दक, मजहला स्ट्कोलसय और जिकलांग व्यजियों (40% से अजधक जिकलांगता िाल)े को एक (1) िषय की अजतररि छूट की अनुमजत दी िा सकती है; हालाँदक, ऐसे मामलों में एक एमएस (अनुसंधान द्वारा) प्रोग्राम परू ा करने की कुल अिजध प्रिेि की तारीख से पांच (5) िषय से अजधक नहीं होना चाजहए। c. मजहला एम.एस (अनुसधं ान द्वारा) स्ट्कोलस य को एम.एस प्रोग्राम की पूरी अिजध म ें 240 ददनों तक के जलए मातृत्ि छुट्टी/बाल देखभाल के जलए छुट्टी प्रदान दकया िा सकता ह।ै d. उम्मीदिार - नाजिकों के अलािा - पाटय टाइम एम.एस. (अनुसंधान द्वारा) प्रोग्राम के जलए उस संस्ट्था म ें उपयुि प्राजधकारी से "अनापजत्त प्रमाण पत्र" (एनओसी) प्रस्ट्तुत करेगा िहां उम्मीदिार काययरत ह।ै[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 11 e. फुल टाइम (पूणयकाजलक) रजिस्ट्रीकरण का पाटय टाइम (अंिकाजलक) में और इसके जिपरीत में पररिर्तयत करना: (i) इन जिजनयमों में जनधायररत दकसी भी बात के बाििूद, कुलपजत िैध कारणों स े और लाग ू मानदडं ों को पूरा करने और संसाधनों और सुजिधाओं की उपलब्धता के अधीन फुल टाइम (पणू यकाजलक) अनसु ंधान से पाटय टाइम (अंिकाजलक) अनुसंधान और इसके जिपरीत म ेंपररिर्तयत की अनुमजत द ेसकते ह।ैं (ii) एम.एस. (अनुसंधान द्वारा) स्ट्कोलसय की अिजध की गणना जिश्वजिद्यालय के प्रिासजनक आदिे ों के अनुसार मॉजनटररंग कमेटी द्वारा की िायेगी। 6. प्रििे प्रदक्रया: a. प्रिेि जिश्वजिद्यालय द्वारा अजधसूजचत मानदंडों और समय-समय पर सरकार की आरक्षण नीजत को ध्यान म ें रखते हुए होगा। b. जनम्नजलजखत तरीको स ेएम.एस (अनुसंधान द्वारा) प्रोग्राम में प्रिेि ददया िाएगा: आईएमय ू स्ट्कोलस य को जलजखत परीक्षा के माध्यम स े प्रिेि द े सकता ह।ै जलजखत परीक्षा पाठ्यक्रम म ें 50% अनुसंधान पिजत िाजमल होगी और 50% जिषय जिजिष्ट/प्रासजं गक जिषय होगा। अथिा आईएमय ू उन स्ट्कोलसय को प्रिेि दे सकता ह ै िो यूिीसी-नेट/यूिीसी- सीएसआईआर नेट/स्ट्लेट/गेट/सीड और इंटरव्य ूके आधार पर समान राष्ट्रीय स्ट्तर की परीक्षाओं म ेंफेलोजिप/स्ट्कॉलर िृजत्त के जलए अहतय ा प्राप्त करत े ह।ैं c. जिन स्ट्कोलसय ने जलजखत परीक्षा में कम से कम 50% अकं प्राप्त दकए ह,ैं िे इंटरव्य ू के जलए बुलाए िाने के योग्य ह।ैं d. भारत सरकार द्वारा समय-समय पर जलए िाने िाले जनणययों के अनुसूजचत िाजत / अनुसूजचत िनिाजत / अन्य जपछडा िग य / अलग-अलग जिकलांग िगय, आर्थयक रूप से कमिोर िगय (ईडब्ल्यूएस) और अन्य श्रेजणयों के उम्मीदिारों के जलए जलजखत परीक्षा म ें 5% अंकों की छूट दी िाएगी। e. आईएमय ू उपलब्ध सीटों की संख्या के आधार पर इंटरव्य ू के जलए बलु ाए िान े िाल े योग्य स्ट्कोलस य की संख्या तय कर सकता ह।ै f. बिते दक आईएमयू द्वारा आयोजित जलजखत परीक्षा के आधार पर उम्मीदिारों के चयन के जलए जलजखत परीक्षा के अंको के जलए 70% और इंटरव्य ूमें प्रदियन के जलए 30% का िेटेि ददया िाएगा। g. कोमन रैंक जलस्ट्ट के जलए, राष्ट्रीय स्ट्तर की परीक्षा (िहां अंक प्रदान नहीं दकए िाते ह ैंऔर केिल योग्य ह ैया नहीं िह दिायया िाता ह)ै के उम्मीदिार को जलजखत परीक्षा के जलए पूणय िेटेि अथायत 70% ददया िाएगा। 1 पुन: रजिस्ट्रीकरण की प्रदक्रया कुलपजत द्वारा िारी की िाएगी । 2 पाटय टाइम /फुल टाइम प्रोग्राम के बीच पररितयन की प्रदक्रया कुलपजत के अनुमोदन स ेिारी की िाएगी। h. इंटरव्य ूका आयोिन जिभागीय कमेटी द्वारा दकया िाएगा2। i. जिभागीय कमेटी रैंक जलस्ट्ट सुजनणीतय करेगी। j. जिश्वजिद्यालय मागयदियको (पययिेक्षक, पदनाम और जिभाग/स्ट्कूल का नाम जनर्दष्टय करते हुए) और उनकी जििेषज्ञता के अनुसंधान क्षेत्र की एक जलस्ट्ट िेबसाइट पर बनाए रखेगा और प्रत्येक िैक्षजणक िषय में इस जलस्ट्ट को अपडेट करेगा। 7. रजिस्ट्रीकरण के जलए आिदे न: प्रिेि प्रदक्रया (अनंजतम प्रिेि के उम्मीदिार को सूचना) के परू ा होने की तारीख से एक महीने के भीतर, िैक्षजणक िषय के दौरान िाजमल होने की तारीख के बाििूद , उम्मीदिार एम.एस. (अनुसंधान द्वारा) प्रोग्राम को रजिस्ट्रीकरण के आिेदन के साथ पूरे िैक्षजणक िषय की जनधायररत िल्ु क िमा करेगा। यदद जनधायररत िार्षयक िल्ु क जनधायररत समय के भीतर भुगतान नहीं दकया िाता ह ैतो अनंजतम चयन/रजिस्ट्रीकरण रद्द हो िाएगा। 8. मागदय िकय का जनधारय ण । मागदय ियक, सह-मागयदियक की योग्यता मानदंड, प्रजत मागदय ियक क तहत एम.एस (अनुसंधान 3जिभागीय कमेटी के संबंध में ददिा-जनदिे कुलपजत के अनुमोदन से प्रिासजनक आदिे द्वारा िारी दकये िाएगं े। 4 (a) मागयदियक/सह-मागयदियक (आंतररक/बाहरी) के जलए लागू ददिाजनदिे और (b) सहायक संकाय/सहायक प्राध्यापक के रूप में क्षेत्र/जिषय जििेषज्ञों की जनयुजि के जलए ददिाजनदिे और जिजिष्ट मानदडं कुलपजत के अनुमोदन से िारी दकए िाएगं े। 5अंतरायष्ट्रीय छात्रों के प्रिेि के जलए ददिाजनदिे कुलपजत के अनुमोदन से िारी दकए िाएगं े।12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] द्वारा) स्ट्कोलसय की स्ट्िीकृत संख्या a. आईएमय ू के स्ट्थायी संकाय सदस्ट्यों जिनके पास पीएच.डी जडग्री ह ै और िो प्राध्यापक/सह-प्राध्यापक/सहायक प्राध्यापक के रूप म ें काययरत ह ै उनको मागयदियक के रूप म ें मान्यता दी िा सकती ह।ै ऐसे मान्यता प्राप्त करन े िाले मागयदियक अन्य संस्ट्थानों म ें स्ट्कॉलसय को मागयदियन नहीं कर सकते ह,ै िहा िे केिल सह-मागयदियक के रूप म ेंकायय कर सकते ह।ैं केंद्र सरकार/राज्य सरकार के अनुसंधान संस्ट्थानों म ें काययरत एम.एस (अनुसंधान द्वारा) स्ट्कॉलसय के जलए ऐसे अनुसंधान संस्ट्थानों के िैज्ञाजनक िो प्राध्यापक/सह-प्राध्यापक/सहायक प्राध्यापक के समकक्ष ह,ैं यदद िे आईएमय ूददिाजनदेिों को पूरा करत े ह ैंतो उन्ह ेंबाहरी मागयदिकय के रूप म ेंमान्यता दी िा सकती ह।ै संकाय िो अन्य केंद्रीय/राज्य जिश्वजिद्यालयों, स्ट्िायत्त िैजक्षक/अनुसंधान संस्ट्थानों, आईआईटी, एनआईटी, आईआईएम या आईएमय ू के संबि संस्ट्थानों स े दो साल का जिक्षण अनुभि ह ै और जिनके पास पीएच.डी. जडग्री ह ै और िो यूिीसी अनुमोददत पजत्रकाओं म ें कम स े कम एक अनुसंधान पत्र प्रकाजित दकया हो, उस े बाहरी परीक्षक (एक्स्ट्टनयल एक्सएजमनेर)के रूप म ेंमान्यता दी िा सकती ह।ै एक ही जिभाग या आईएमय ू के अन्य जिभागों या अन्य संस्ट्थानों के सह- गाइडो को सक्षम प्राजधकारी के अनुमोदन से अनुमजत दी िा सकती ह।ै सहायक संकाय मागयदिकय के रूप म ेंकायय नहीं करेंग ेकेिल सह-मागयदियक के रूप म ें काय य कर सकते ह।ै b. अंतर्ियषयक/बहुजिषयक अनुसंधान काय य के मामल े म,ें यदद आिश्यक हो, तो जिभाग/जिद्यालय/जिश्वजिद्यालय के बाहर के सह-मागयदियक को जनयुि दकए िा सकता ह।ैं c. एक योग्य प्राध्यापक/सह-प्राध्यापक/सहायक प्राध्यापक दकसी भी समय क्रमिः आठ (8)/छह (6)/चार (4) एम.एस (अनुसंधान द्वारा) स्ट्कोलसय का मागयदियन कर सकता ह।ै d. संकाय सदस्ट्य जिसके पास तीन िषय स े भी कम समय ह ै सेिा-जनिृजत्त के जलए उन्ह ें नए अनुसंधान करन े िाल े स्ट्कॉलसय को मागयदियन देने की अनुमजत नहीं होगी। हालांदक, ऐसे संकाय सदस्ट्य सेिाजनिृजत्त तक पहल े से ही रजिस्ट्टड य स्ट्कॉलसय को मागयदिनय देना िारी रख सकते ह ैं और सेिाजनिृजत्त के बाद सह-मागयदियक के रूप म ें काययरत कर सकेंगे , लेदकन 70 िषय की आय ुके बाद काययरत नहीं कर सकते है । 9. एम.एस. (अनसु धं ान द्वारा) प्रोग्राम म ेंअतं राष्ट्रय ीय स्ट्कोलस यका प्रििे । a. अंतराष्ट्रय ीय स्ट्कोलसय का एम.एस (अनुसंधान द्वारा) प्रोग्राम म ें प्रिेि के संबंध म ें समय-समय पर जिश्वजिद्यालय द्वारा िारी ददिा-जनदेिों/मानदंडों को ध्यान में रखत ेहुए आईएमयू अपनी चयन प्रदक्रया तय कर सकती ह।ै b. दकसी भी समय, एक संकाय सदस्ट्य के तहत कुल एम.एस (अनुसंधान द्वारा) स्ट्कोलसय की संख्या या तो एक मागयदियक या सह-मागयदियक के रूप म,ें उपरोि खण्ड 8.सी म ें जनर्दष्टय संख्या से अजधक होनी नही ँचाजहए। 10. मॉजनटररंग कमटे ी (एमसी) और उसके काय:य a. मॉजनटररंग कमटे ी का गठन : - रजिस्ट्रीकरण की तारीख स े एक महीने के भीतर, समय-समय पर एम.एस स्ट्कॉलर की िैक्षजणक प्रगजत म ें सहायता और जनगरानी के जलए कुलपजत द्वारा एक मॉजनटररंग कमेटी गरठत की िाएगी। b. मॉजनटररंग कमटे ी म ेंहोंग:े- (i) एक मागयदियक िो उस क्षत्रे का जििेषज्ञ ह ैजिसम ें स्ट्कॉलर अनुसंधान करना चाहता ह ैऔर जिसे एम.सी के अध्यक्ष के रूप म ेंनाजमत दकया ह।ै (ii) एक िररष्ठ संकाय सदस्ट्य (iii) मागयदियक द्वारा प्रस्ट्ताजित तीन जििेषज्ञों के पैनल म ें स े कम स े कम एक जििेषज्ञ को कुलपजत द्वारा नाजमत दकया िाना चाजहए। c. मॉजनटररंग कमटे ी के काय य : (i) प्रिेि स े लेकर जडग्री प्रदान करन े तक स्ट्कॉलर द्वारा दकए गए अनुसंधान स े संबंजधत सभी िैक्षजणक[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 13 मामलों पर चचा,य सलाह और जसफाररि करना। (ii) अनुसंधान प्रस्ट्ताि की समीक्षा करना और अनुसंधान के जिषय को अंजतम रूप देना। (iii) उपयुि जिषयों का सुझाि देना [अनुसंधान के प्रासंजगक क्षत्रे म]ें िो स्ट्कॉलर द्वारा अपन े कासय िकय के जहस्ट्स े के रूप म ें लगे ा/लेगी। (iv) स्ट्कॉलर के काय य की समय-समय पर मॉजनटररंग करना तथा छह माह में कम स े कम एक बार जमलना। (iv) जिश्वजिद्यालय म ें स्ट्कॉलर द्वारा जसनॉजप्सस और थीजसस िमा करन े की मॉजनटररंग करना। 11. कोस यिकय - परू ा करन ेके जलए क्रेजडट आिश्यकताए,ं सख्ं या और न्यनू तम मानक। a. कोस य िकय के जलए क्रेजडट की आिश्यकता कम से कम 12 क्रेजडट ह,ै जिसम ें ररसचय (अनुसंधान) और पजब्लकेिन एजथक्स (प्रकाजित नैजतकता) और ररसचय मेथोडोलॉिी (अनसु ंधान प्रणाली) कोसय िाजमल ह।ैं मॉजनटररंग कमेटी एम.एस (अनुसंधान द्वारा) के जलए क्रेजडट आिश्यकताओं के जहस्ट्स े के रूप म ें यूिीसी मान्यता प्राप्त ऑनलाइन कोसय की भी जसफाररि कर सकती ह।ै b. रजिस्ट्रीकरण की तारीख स े 18 महीने के भीतर सभी कोसय िकय पूरा दकया िाना चाजहए। यदद स्ट्कॉलर जनधायररत समय के भीतर कोस-य िकय संबंधी सभी कायों और परीक्षाओं को पूरा करने म ें जिफल रहता ह,ै तो रजिस्ट्रीकरण रद्द कर ददया िाएगा। c. स्ट्कॉलर को प्रोग्राम म ें रहन े और अपनी थीजसस िमा करनी की योग्यता प्राप्त करन े के जलए कोसय िकय म ें कम से कम 55% अंक या इसके समकक्ष ग्रेड प्राप्त करना होगा। 12. जडग्री प्रदान करन ेके जलए मल्ू यांकन और आकलन के तरीके, न्यनू तम मानक/क्रेजडट a. कोसय िकय के संतोषिनक रूप स े पूरा होने और खण्ड 11 (सी) म ें जनधायररत अंक/ग्रेड प्राप्त करन े पर, स्ट्कॉलर को अनुसंधान काय य करने और थीजसस तैयार करन े की आिश्यकता होगी। b. थीजसस िमा करन े स े पहल,े स्ट्कॉलर जिश्वजिद्यालय की मॉजनटररंग कमेटी के समक्ष एक प्रस्ट्तुजत देगा, जिसम ें सभी संकाय सदस्ट्य और अन्य अनुसंधानकता/यस्ट्कोलस य भी उपजस्ट्थत रह सकते ह।ै c. जिश्वजिद्यालय के पास अनुसंधान काय य म ें प्लेगररज्म का पता लगान े के जलए अच्छी तरह से जिकजसत सॉफ्टिेयर अनुप्रयोगों का उपयोग करने िाला एक तंत्र होना चाजहए और अनुसंधान ईमानदारी सभी अनुसंधान गजतजिजधयों का एक अजभन्न अंग ह ैिो एम.एस (अनुसंधान द्वारा) जडग्री प्रदान करन ेके जलए अग्रणी होगा। d. स्ट्कॉलर थीजसस को मूल्यांकन के जलए प्रस्ट्तुत करेगा, साथ म ें (a) एक उपक्रम दक कोई प्लेगररज्म नहीं ह ै और (b) थीजसस की मौजलकता को प्रमाजणत करन े के जलए मागयदियक से एक प्रमाण पत्र की दकसी अन्य उच्च जिक्षा संस्ट्थान स े अन्य जडग्री/जडप्लोमा को प्राप्त करने के जलए ये थीजसस प्रस्ट्तुत नहीं दकया गया ह।ै e. एम.एस (अनुसधं ान द्वारा) स्ट्कॉलर प्रस्ट्ततु थीजसस का मूल्यांकन कम स े कम दो बाहरी परीक्षकों द्वारा दकया िाएगा िो क्षत्रे के जििेषज्ञ ह ैं और जिश्वजिद्यालय म ें काययरत नहीं ह।ैं ऐसे परीक्षक िो िैक्षजणक या क्षत्रे के जििेषज्ञ होने चाजहए, जिनका क्षत्रे म ें स्ट्कोलसय के प्रकािनों का अच्छा ररकॉड य हो। िाइिा िॉयस (मौजखक परीक्षा) बोडय में मागयदियक और कम स े कम दो बाहरी परीक्षकों (एक्सटनयल एक्साजमनसय) म ें स े एक िाजमल होगा। मौजख परीक्षा दौरान मॉजनटररंग सजमजत के सदस्ट्यों, संकाय सदस्ट्यों, अनुसंधान जिद्वानों और स्ट्कॉलर भी उपजस्ट्थत रह सकते ह ै। f. थीजसस के बचाि म ें स्ट्कॉलर की मौजखक परीक्षा आयोजित की िाएगी यदद दोनों बाहरी परीक्षक द्वारा सुझाए गए दकसी भी सुधार को समाजिष्ट करन े के बाद थीजसस को स्ट्िीकार करने की जसफाररि करत े ह।ैं बाहरी परीक्षकों म ें से अगर कोई एक अस्ट्िीकृजत का सुझाि देता ह,ै तो जिश्वजिद्यालय थीजसस को परीक्षकों के अनुमोददत पैनल स े एक िैकजल्पक बाहरी परीक्षक को भेिेगा और मौजखक परीक्षा केिल तभी आयोजित की िाएगी िब िैकजल्पक परीक्षक थीजसस की स्ट्िीकृजत की जसफाररि करेगा। यदद िैकजल्पक परीक्षक थीजसस की स्ट्िीकृजत की जसफाररि नहीं करता ह,ै तो थीजसस को अस्ट्िीकार कर ददया िाएगा और स्ट्कॉलर को एम.एस. (अनुसंधान द्वारा) जडग्री प्रदान करन े के अयोग्य ह ैऐसा घोजषत दकया िाएगा। g. जिश्वजिद्यालय थीजसस िमा करने की तारीख स े छह (6) महीने की अिजध के भीतर मौजखक परीक्षा के14 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] पररणाम की घोषणा सजहत थीजसस के मूल्यांकन की पूरी प्रदक्रया को पूरा करेगा। 13. अनजं तम प्रमाणपत्र िारी करना: एम.एस. (अनुसंधान द्वारा) जडग्री प्रदान करने स े पहल,े जिश्वजिद्यालय इस आिय का एक अनंजतम प्रमाण पत्र िारी करेगा दक एम.एस. (अनुसंधान द्वारा) अध्यादेि के प्रािधानों के अनुसार प्रदान दकया िा रहा ह।ै 6 कोसय िकय के जलए ददिाजनदेि, कोसय िकय के जलए संकाय का जनधायरण, क्रेजडट, मूल्यांकन, व्यापक परीक्षा, सेजमनार, प्रकािन, जसनाजप्सस और थीजसस कुलपजत के अनुमोदन से िारी दकए िाएंगे। 7 प्लेगररज्म की स्ट्िीकृजत स्ट्तर के जलए ददिा-जनदेि कुलपजत के अनुमोदन से िारी दकए िाएंगे। 8 अजधजनणययन प्रदक्रयाओं के जलए ददिाजनदेि, परीक्षकों का पैनल, मूल्यांकन, पुनमूयल्यांकन, जसफाररि के जलए प्रारूप, लोक रक्षा का संचालन और एम.एस. (अनुसंधान द्वारा) जडग्री प्रदान करना कुलपजत के अनुमोदन से िारी की िाएंगी। 14. थीजसस का प्रकािन: a. जिश्वजिद्यालय की पूिय अनुमजत के साथ ही थीजसस प्रकाजित दकया िा सकता ह।ै b. जडग्री प्रदान करन े के बाद ही थीजसस के प्रकािन की अनुमजत मांगी िानी चाजहए। जिश्वजिद्यालय ऐसी ितों के तहत थीजसस प्रकािन की अनुमजत दे सकता ह ैिो िह उजचत समझे। 15. प्लगे ररज्म: a. यदद यह पाया िाता ह ै दक एक स्ट्कॉलर ने एक अनुसंधान काय/य अनुसंधान प्रबंध/थीजसस की नकल की ह ै और उसे एम.एस (अनुसंधान द्वारा) जडग्री के जलए और अपन े नाम पर प्रस्ट्तुत करता ह,ै तो उम्मीदिार जिश्वजिद्यालय द्वारा जनधायररत कारयिाई के जलए उत्तरदायी हो सकता ह।ै b. उपरोि िर्णयत इस तरह के कृत्य के जलए उकसाने के जलए, मागयदियक की मान्यता जिश्वजिद्यालय द्वारा जनधायररत कारयिाई के जलए उत्तरदायी होगी। c. यदद पूिय - स्ट्कॉलर के जखलाफ प्लगे ररज्म (साजहजत्यक चोरी) का पता चलता ह ै तो ऐसे मामलो म,ें आईएमय ू को उसके द्वारा प्रदान की गई जडग्री को िापस लेन े और मागयदियक के जखलाफ कारयिाई िुरू करन े का अजधकार होगा। 16. रजिस्ट्रीकरण रद्द करना: जनम्नजलजखत म ें स ेदकसी भी कारण स े स्ट्कॉलर का रजिस्ट्रीकरण रद्द दकया िा सकता ह:ै a. यदद स्ट्कॉलर िारी एम.एस (अनुसंधान द्वारा) प्रोग्राम स े जनकलना/ जनकासी चाहता ह;ै b. यदद मॉजनटररंग कमेटी लगातार दो चेतािजनयों के बाििूद स्ट्कॉलर की प्रगजत संतोषिनक नहीं पायी िाती ह;ै c. यदद स्ट्कॉलर प्रोग्राम िारी रखने के जलए जनधायररत समय के भीतर िार्षयक िुल्क का भुगतान करन े म ें जिफल रहता ह;ै d. यदद कोई एम.एस स्ट्कॉलर अनुमत अजधकतम अिजध के भीतर थीजसस िमा करन े म ें जिफल रहता ह,ै तो उसका रजिस्ट्रीकरण रद्द हो िाएगा। e. यदद स्ट्कॉलर दकसी भी िैक्षजणक कदाचार म ें िाजमल पाया िाता ह,ै जिसमें (लेदकन यह सीजमत नहीं ह)ै , पररणामों का जनमायण, प्लेगररज्म, िैक्षजणक बेईमानी के अन्य रूप भी िाजमल हो सकते ह।ैं 17. करठनाइयों का जनिारण: पूिोि जनयमों की व्यापकता के प्रजत पूिायग्रह के जबना, अनुसंधान अध्ययन बोडय के पास इस अध्यादेि की तारीख स े पांच साल की अिजध के जलए, दकसी भी करठनाइयों को दरू करन े की िजि होगी, िो जपछल े अध्यादेि के बदलाि के दौरान उत्पन्न हुई हो या अध्यादेि को लाग ू करन ेके दौरान उत्पन्न हो सकती ह।ै नोट: रािपत्र सख्ं या 62 ददनाकं 13.02.2019 म ेंप्रकाजित 2018 का अध्यादेि 31 इसके द्वारा जनरस्ट्त दकया िाता ह।ै के. सरिनन, कुल सजचि [जिज्ञापन-III/4/असा./296/2023-24][भाग III—खण्‍ड‍4] भारत‍का‍राजपत्र‍:‍असाधारण‍ 15 INDIAN MARITIME UNIVERSITY NOTIFICATION Chennai, the 21st July, 2023 No. IMU/HQ/ADM/Notification/2023/01.—In exercise of the powers conferred by Section 47 (1) of the Indian Maritime University Act, 2008 (22 of 2008), the following Notifications are published for general information: Sl.No. Statute/ Ordinance/ Description Executive Council Resolution Notification 1 Ordinance No 1 of 2023 Ph.D Ordinance EC Circulation 06 of 2018 dated 07.12.2018 amended vide EC Circulation 01 of 2023 dated 10.02.2023. 2 Ordinance No 2 of 2023 M.S (By Research) Ordinance [EC Circulation 06 of 2018 dated 07.12.2018] Amended vide EC Circulation No. 01 of 2023 dated 10.02.2023. Preamble: The Degree of Doctor of Philosophy (Ph.D.) shall be awarded to a candidate who, as per the regulations of the Indian Maritime University set out hereunder, has submitted a thesis based on original and independent research in any particular discipline or more than one discipline (inter-disciplinary), that contributes to the advancement of knowledge and which is approved by a constituted Board of Examiners. 2. Areas of Research: The University shall provide facilities for research in the following indicative areas: a. Marine Engineering b. Nautical Science c. Naval Architecture, Ship Building and Ship Breaking d. Dredging and Harbour Engineering e. Off-shore Support Services f. Inland Waterways, Coastal Shipping and River-Sea Shipping g. Port and Shipping Management h. Logistics and Supply Chain Management i. Maritime Security and Piracy j. Maritime Law, Maritime Insurance k. Inter-disciplinary areas l. Maritime related areas. 3. Definitions (A) In these Regulations, unless the context otherwise requires, - a. “Act” means the Indian Maritime University Act, 2008 (42 of 2008); b. “Adjunct Faculty” means a part-time or contingent instructor, but not full-time faculty member hired to teach; c. “Cumulative Grade Point Average (CGPA)” means a measure of the overall cumulative performance of a student over all semesters. The CGPA is the ratio of total credit points secured by a student in various courses in all semesters and the sum of the total credits of all courses in all semesters. It is expressed up to two decimal places; d. “Credit” means the number of hours of instruction required per week over the duration of a semester. A three-credit course in a semester means three one-hour lectures per week, with each one-hour lecture counted as one credit;16 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] e. “College” means a college maintained by or admitted to the privileges of the University for imparting education and training in maritime studies or in its associated disciplines; f. “Course” means one of the specified units which go to comprise a programme of study; g. “Course Work” means courses of study prescribed by the School/Department to be undertaken by a student registered for the Ph.D. Degree; h. “Degree” means a degree awarded by IMU or by a Higher Education Institution or University recognized by UGC/AICTE; i. “External examiner” means an academician/researcher with published research work who is not part of IMU; j. “Foreign Educational Institution” means–(i) an institution duly established or incorporated in its home country and offering educational programmes at the undergraduate, postgraduate and higher levels in its home country and (ii) which offers programme(s) of study leading to the award of a degree through conventional face-to-face mode, but excluding distance, online, ODL mode; k. “Grade Point” means a numerical weight allotted to each letter grade on a 10-point scale; l. “Guide” means an academician/researcher recognized by IMU to supervise the Ph.D. scholar for research; m. “Interdisciplinary Research” means research conducted by a Ph.D. scholar in two or more academic disciplines; n. “Open and Distance Learning Mode” shall have the same meaning as defined under the UGC Regulations 2020; o. “Online Mode” shall have the same meaning as defined under the UGC (Open and Distance Learning Programmes and Online Programmes) Regulations 2020; p. “Plagiarism” means the practice of taking someone else’s work or idea and passing them as one’s own; q. “Programme” means a higher education programme pursued for a degree specified by IMU Act 2008; r. “Academic Brochure” means document, whether in print or otherwise, issued for providing fair and transparent information relating to university academic /research programmes, to the general public (including to those seeking admission) by the University; s. “Research Proposal” means a brief write-up giving an outline of the proposed research work which the Ph.D. scholar shall submit along with the application for registration for Ph.D. programme; t. “University” means Indian Maritime University, under the Act of Parliament (Act 22), 2008. (B) Words and expressions used and not defined in these Ordinances but defined in Act and not consistent with these Ordinances shall have the meanings assigned to them in that Act. 4. Eligibility criteria for admission into the Ph.D. Programme: Candidates who have completed: a. A 1-year/2-semester master's degree programme after a 4-year/8-semester bachelor’s degree programme or a 2-year/4-semester master’s degree programme after a 3-year bachelor’s degree programme or qualifications declared equivalent to the master’s degree by the corresponding statutory regulatory body. or b. equivalent qualification from a foreign educational institution accredited by an assessment and accreditation agency which is approved, recognized or authorized by an authority, established or incorporated under a law in its home country or any other statutory authority in that country to assess, accredit or assure quality and standards of the educational institution. or c. 4-year/8-semester bachelor’s degree programme with a minimum of 75% marks in aggregate or its equivalent grade on a point scale wherever the grading system is followed. or d. M.S (By Research) awarded by IMU. or[भाग III—खण्‍ड‍4] भारत‍का‍राजपत्र‍:‍असाधारण‍ 17 e. Mariners with Master/ MEO Class I Certificates of Competencies or PGDMOM qualifications with 2 years of teaching experience, preferably continuous, at degree level as faculty in IMU/ IMU Affiliated Institutes/Directorate General of Shipping approved institutes are also eligible for Ph.D programme. This criteria shall be applicable upto the academic year 2023-24 or as decided by the Vice Chancellor. Unless specified otherwise, in Bachelor’s and Master’s degrees the candidate should have scored at least 55% marks in aggregate or its equivalent grade in a point scale wherever grading system is followed A relaxation of 5% marks or its equivalent grade may be allowed for those belonging to SC/ST/OBC (non-creamy layer)/Differently-abled, Economically Weaker Section (EWS) and other categories of candidates as per the decision of the Government of India from time to time. 5. Duration of the Programme: a. Ph.D. Programme shall be for a minimum duration of three (3) Years, including course work and a maximum duration of six (6) years from the date of admission to the Ph.D. programme. b. A maximum of an additional two (2) years can be given through a process of re-registration as per the administrative order of IMU issued from time to time; provided, however, that the total period for completion of a Ph.D. programme should not exceed eight (8) years from the date of admission in the Ph.D. programme. Provided further that, female Ph.D. scholars and Persons with Disabilities (having more than 40% disability) may be allowed an additional relaxation of two (2) years; however, the total period for completion of a Ph.D. programme in such cases should not exceed ten (10) years from the date of admission in the Ph.D. programme. c. Female Ph.D. Scholars may be provided Maternity Leave/Child Care Leave for up to 240 days in the entire duration of the Ph.D. programme. 6. Procedure for Admission: a. The admission shall be based on the criteria notified by the University and considering the reservation policy of the Government from time to time. b. Admission to the Ph.D. programme shall be made using the following methods: (i) IMU may admit students through a Written Test. The Written Test syllabus shall comprise of 50% research methodology and 50% subject specific. or (ii) IMU may admit students who qualify for fellowship/scholarship in UGC-NET/UGC- CSIR NET/SLET/GATE/CEED/ and similar National level tests based on Interview. c. Students who have secured at least 50 % marks in the Written Test are eligible to be called for the Interview. d. A relaxation of 5 % marks will be allowed in the Written Test for the candidates belonging to SC/ST/OBC/differently-abled category, Economically Weaker Section (EWS), and other categories of candidates as per the decision of the Government of India from time to time. e. IMU may decide the number of eligible students to be called for an Interview based on the number of Ph.D. seats available. f. Provided that for the selection of candidates based on the Written Test conducted by the IMU, a weightage of 70 % for the Written Test marks and 30 % for the performance in the Interview shall be given. g. For common rank list, national level test (where marks are not awarded and only qualified or not are indicated) candidate shall be given full weightage i.e. 70% for written test. h. The Interview shall be conducted by the Departmental Committee1. i. The Departmental Committee shall finalize the rank list. 7. Application for Registration. Within a month from the date of completion of admission process (intimation to the candidate of provisional admission) the candidate shall submit the application for 1 Guidelines about the Departmental Committee will be issued through an administrative order with the approval of the Vice Chancellor18 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] registration to the Ph.D. programme along with payment of the prescribed fees for the entire Academic Year, irrespective of the date of joining during the Academic Year. The provisional selection/registration shall stand cancelled if the prescribed annual fee is not paid within the stipulated time. 8. Allocation of Guide. Eligibility criteria to be a Guide2, Co- Guide, Number of Ph.D. scholars permissible per Guide, etc. a. Permanent faculty members working as Professor/Associate Professor / Assistant Professor of the IMU with a Ph.D., may be recognized as a Guide2. Such recognized Guides cannot supervise research scholars in other institutions, where they can only act as Co-guides. For Ph.D. scholars working in Central government/ State government research institutions, the scientists in such research institutions who are equivalent to Professor/Associate Professor/Assistant Professor can be recognized as external Guides if they fulfil the IMU guidelines. Faculty with two years of teaching experience from other Central/ State Universities, Autonomous Educational /Research institutions, IIT, NIT, IIM or IMU’s Affiliated Institutes, having a Ph.D. degree who has published at least one research paper in UGC approved Journals can be recognized as external supervisors. Provided that in areas/disciplines where there is no, or only a limited number of peer-reviewed or refereed journals, IMU may relax the above condition for recognition of a person as a Guide with reasons recorded in writing. Co-Guides from within the same department or other departments of the IMU or other institutions may be permitted with the approval of the competent authority. Adjunct Faculty3 shall not act as Guide and can only act as Co-Guides. b. In case of interdisciplinary/multidisciplinary research work, if required, Co-Guides from outside the Department/School/University may be appointed. c. An eligible Professor/Associate Professor/Assistant Professor can guide up to eight (8) / six (6) / four (4) Ph.D. scholars, respectively, at any given time. d. Faculty members with less than three years of service before superannuation shall not be allowed to take new research scholars under their supervision. However, such faculty members can continue to supervise Ph.D. scholars who are already registered until superannuation and as a Co-Guide after superannuation, but not after attaining the age of 70 years.4 e. The University shall maintain a list of Ph.D. Guides (specifying the name of the Guide, designation and the department/school), along with the details of Ph.D. scholars (specifying the name of the registered Ph.D. scholar, the topic of research and the date of admission) admitted under them on the website. 9. Admission of International students in Ph.D. Programme: a. Each Guide can guide up to two international research scholars on a supernumerary basis over and above the permitted number of Ph.D. scholars as specified in clause 8.c above. b. The IMU may decide their own selection procedure for Ph.D. admission of international students. 10. At any point, the total number of Ph.D. scholars under a faculty member, either as a Guide or a Co- Guide, shall not exceed the number prescribed in clause 8.c and clause 9.a. 11. Course Work – Credit requirements, number, minimum standards for completion. a. The Credit requirement5 for the Ph.D. coursework is a minimum of 12 credits, including a Research and Publication Ethics and a Research Methodology course. The Doctoral Committee can also recommend UGC recognized online courses as part of the credit requirements for the Ph.D. programme. b. All Ph.D. scholars, irrespective of discipline, shall be required to train in teaching/ education/pedagogy/writing related to their chosen Ph.D. subject during their doctoral period. Ph.D. 2 Guidelines applicable to Guide/Co-Guide (internal / external) will be issued with the approval of Vice Chancellor. 3 Guidelines and specific norms for appointing Industry/Subject Experts as Adjunct Faculty / Professor will be issued with the approval of Vice Chancellor. 4 Guidelines applicable to Guide/Co-Guide (internal / external) will be issued with the approval of Vice Chancellor 5 Guidelines for Composition of Course work details, allocation of faculty to course work, credits, assessment procedures, conduct of Comprehensive Examination, Seminar presentation, Publication, submission of Synopsis & Thesis will be issued with the approval of Vice Chancellor[भाग III—खण्‍ड‍4] भारत‍का‍राजपत्र‍:‍असाधारण‍ 19 scholars may also be assigned6 teaching/research assistantship, conducting tutorial or laboratory work and evaluations. c. A Ph.D. scholar must obtain a minimum of 55% marks or its equivalent grade in the course work to be eligible to continue in the programme and submit his or her thesis. 12. Doctoral Committee and its Functions a. There shall be a Doctoral Committee (DC) for each Ph.D. scholar. The Guide of the Ph.D. scholar concerned shall be the Chairman of the committee. The DC shall have the following responsibilities: (i) To review the research proposal and finalize the topic of research. (ii) To guide the Ph.D. scholar in developing the study design and methodology of research and identify the course(s). (iii) To periodically review and assist in the progress of the research work of the Ph.D. scholar. b. Each semester, a Ph.D. scholar shall appear before the DC to make a presentation and submit a brief report on the progress of the work for evaluation and further guidance. The DC shall submit its recommendations along with a copy of scholar’s progress report to the University. A copy of the proceedings in the prescribed format to be provided to the Ph.D. scholar. c. In case the progress of the Ph.D. scholar is unsatisfactory, the DC shall record the reasons for the same and suggest corrective measures. If the Ph.D. scholar fails to implement these corrective measures, the DC may recommend, with specific reasons, the cancellation of the registration of the Ph.D. scholar from the Ph.D. programme.7 13. Evaluation and Assessment Methods, minimum standards/credits for award of the degree. a. Upon satisfactory completion of course work and obtaining the marks/grade prescribed in clause 11(c) above, the Ph.D. scholar shall be required to undertake research work and produce a draft dissertation/thesis. b. Before submitting the thesis, the Ph.D. scholar shall make a presentation before the Doctoral Committee of the University, which shall also be open to all faculty members and other research scholars/students. c. The University shall have a mechanism using well-developed software applications to detect Plagiarism in research work and the research integrity shall be an integral part of all the research activities leading to the award of a Ph.D. degree. d. A Ph.D. scholar shall submit the thesis for evaluation, along with (a) an undertaking from the Ph.D. scholar that there is no plagiarism and (b) a certificate from the Guide attesting to the originality of the thesis and that the thesis has not been submitted for the award of any other degree/diploma to any other Higher Educational Institution. e. The Ph.D. thesis submitted by a Ph.D. scholar shall be evaluated by at least two external examiners who are experts in the field and not in employment of the University concerned. Such examiner(s) should be academics or industry expert with a good record of scholarly publications in the field. Wherever possible, one of the external examiners should be chosen from outside India. The viva-voce board shall consist of the Guide and at least one of the two external examiners. The viva-voce shall be open to the members of the Doctoral Committee/faculty members/research scholars, and students. f. The viva-voce of the Ph.D. scholar to defend the thesis shall be conducted if both the external examiners recommend acceptance of the thesis after incorporating any corrections suggested by them. If one of the external examiners recommends rejection, University shall send the thesis to an alternate external examiner from the approved panel of examiners, and the viva-voce examination shall be held only if the alternate examiner recommends acceptance of the thesis. If the alternate examiner does not recommend acceptance of the thesis, the thesis shall be rejected, and the Ph.D. scholar shall be declared ineligible for the award of a Ph.D. g. The University shall complete the entire process of evaluating a Ph. D. thesis, including the declaration of the viva-voce result, within a period of six (6) months from the date of submission of the thesis.8 14. Ph.D. through Part-time Mode9 6 Guidelines will be issued for deciding the quantum of engagement with the approval of Vice Chancellor. 7 Guidelines for Nomination of Doctoral Committee Members including additional responsibilities will be issued with the approval of Vice Chancellor. 8 Guidelines for adjudication procedures, panel of examiners, evaluation, re-evaluation, format for recommendation, conduct of Public defense and award of Ph.D degree will be issued with the approval of Vice Chancellor.20 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] a. Ph.D. programmes through part-time mode will be permitted, provided all the conditions stipulated in these Regulations are fulfilled. b. The candidate – other than sea farers - for a part-time Ph.D. programme the candidate shall submit a “No Objection Certificate” from the appropriate authority in the organization where the candidate is employed. * Category & requirements for seafarers** # Category Requirement of NOC i.1 Seafarer without employment Exempted ii. 2 Sea going seafarer Exempted 3 Seafarer with shore employment NOC is mandatory 4 Other than seafarer with employment NOC is mandatory 5 Other than seafarer without Full Time Ph.D. option only employment ** Seafarers means Mariners with Master/MEO Class I Certificates of Competencies or PGDMOM qualifications. 15. Issuing a Provisional certificate. Prior to the actual award of the Ph.D. degree, University shall issue a provisional certificate to the effect that the Ph.D. is being awarded in accordance with the provisions of the Ordinance. 16. Publication of the Thesis: a. A thesis may be published, only with prior permission of the university. b. Permission for publication of the thesis should be sought after award of the degree. The University may grant permission for the publication of the thesis under such conditions as it may deem fit. 17. Depository with INFLIBNET: Following the successful completion of the evaluation process and before the announcement of the award of the Ph.D. degree(s), the University shall submit an electronic copy of the Ph.D. thesis to INFLIBNET, for hosting the same so as to make it accessible to all the Higher Educational Institutions and research institutions. 18. Cancellation of Registration: The registration of the scholar is liable to be cancelled on account of any of the following reasons: a. If the scholar wishes to exit /withdraw from pursuing the Ph.D., programme; b. If the DC finds that the progress of the scholar is not satisfactory despite of two consecutive warnings having been issued; c. If the scholar fails to pay the annual fee for continuing in the programme; d. If the scholar is found to be involved in any academic malpractice, which may include (but not limited to), fabrication of results, plagiarizing, or other forms of academic dishonesty. 19. Removal of Difficulties: Without prejudice to the generality of the aforesaid regulations, the Board of Research Studies shall have the power, for a period of five years from the date of this Ordinance, to remove any difficulties that may arise either in the course of the transition from the previous Ordinance or in the course of implementing the Ordinance. 20. The following Clauses will be operated through an administrative order with the approval of the Vice Chancellor, in addition to the above clauses: a. Migration/Transfer from Other Universities to IMU and from IMU to other Universities. b. Integrated Ph.D. Programme. Note 1: The Ordinance 30 of 2018 published in the Gazette No. 62 dated 13.02.2019 is hereby repealed. Note 2: The Integrated Ph.D. guidelines vide BRS-2021-Circulation No.2, EC-2021-61-23 are hereby repealed Ordinance 02 of 2023 [EC Circulation 06 of 2018 dated 07.12.2018 Amended vide EC Circulation No. 01 of 2023 dated 10.02.2023.] M.S (By Research) Ordinance - Minimum Standards and Procedures for Award of M.S (By Research) Programme 9 Guidelines for Conversion of Full-time Registration into Part-time and Vice-Versa will be issued through an administrative order with the approval of the Vice Chancellor.[भाग III—खण्‍ड‍4] भारत‍का‍राजपत्र‍:‍असाधारण‍ 21 1. Preamble: The M.S (By Research) Degree shall be awarded to a candidate who, as per the regulations of the Indian Maritime University set out hereunder, has submitted a thesis based on original and independent research in any particular discipline or more than one discipline (inter-disciplinary), that makes a contribution to the advancement of knowledge and which is approved by a constituted Board of Examiners. 2. Areas of Research: The University shall provide facilities for research in the following indicative areas: a. Marine Engineering b. Nautical Science c. Naval Architecture, Ship Building and Ship Breaking d. Dredging and Harbour Engineering e. Off-shore Support Services f. Inland Waterways, Coastal Shipping and River-Sea Shipping g. Port and Shipping Management h. Logistics and Supply Chain Management i. Maritime Security and Piracy j. Maritime Law, Maritime Insurance k. Inter-disciplinary areas l. Maritime related areas 3. Definitions (A) In these Regulations, unless the context otherwise requires, - a. “Act” means the Indian Maritime University Act, 2008 (42 of 2008); b. “Adjunct Faculty” means a part-time or contingent instructor, but not full-time faculty member hired to teach; c. “Cumulative Grade Point Average (CGPA)” means a measure of the overall cumulative performance of a student over all semesters. The CGPA is the ratio of total credit points secured by a student in various courses in all semesters and the sum of the total credits of all courses in all semesters. It is expressed up to two decimal places; d. “Credit” means the number of hours of instruction required per week over the duration of a semester. A three-credit course in a semester means three one-hour lectures per week, with each one-hour lecture counted as one credit; e. “College” means a college maintained by or admitted to the privileges of the University for imparting education and training in maritime studies or in its associated disciplines; f. “Course” means one of the specified units which go to comprise a programme of study; g. “Course Work” means courses of study prescribed by the School/Department to be undertaken by a student registered for the M.S (By Research) Programme; h. “Degree” means a degree awarded by IMU or by a Higher Education Institution or University recognized by UGC/AICTE; i. “External examiner” means an academician/researcher with published research work who is not part of IMU; j. “Foreign Educational Institution” means– (i) an institution duly established or incorporated in its home country and offering educational programmes at the undergraduate, postgraduate and higher levels in its home country and (ii) which offers programme(s) of study leading to the award of a degree through conventional face-to-face mode, but excluding distance, online, Open and Distance Learning (ODL) mode; k. “Grade Point” means a numerical weight allotted to each letter grade on a 10-point scale; l. “Guide” means an academician/researcher recognized by IMU to supervise the M.S (By Research) scholar for research; m. “Interdisciplinary Research” means research conducted by a Ph.D. / M.S (By Research) scholar in two or more academic disciplines; n. “Open and Distance Learning Mode” shall have the same meaning as defined under the UGC Regulations 2020; o. “Online Mode” shall have the same meaning as defined under the UGC (Open and Distance Learning Programmes and Online Programmes) Regulations 2020; p. “Plagiarism” means the practice of taking someone else’s work or idea and passing them as one’s own.22 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] q. “Programme” means a higher education programme pursued for a degree. r. “Academic Brochure” means document, whether in print or otherwise, issued for providing fair and transparent information relating to university academic /research programmes, to the general public (including to those seeking admission) by the University; s. “Research Proposal” means a brief write-up giving an outline of the proposed research work which the M.S(By Research) scholar shall submit along with the application for registration for M.S (By Research) programme; t. “Scholar/s” means M.S(By Research) scholar of IMU. u. “University” means Indian Maritime University, under the Act of Parliament (Act 22), 2008. (B) Words and expressions used and not defined in these Ordinances but defined in Act and not consistent with these Ordinances shall have the meanings assigned to them in that Act. 4. Eligibility criteria for admission to the M.S. (By Research) Programme: Candidates who have completed: Graduate (U.G) degree (or equivalent) in a relevant discipline with at least 55% marks or equivalent Cumulative Grade Point Average (CGPA), except in the case of Mariners for whom a Master/MEO Class I Certificate of Competency would suffice. A relaxation of 5% marks or its equivalent grade may be allowed for those belonging to SC/ST/OBC (non-creamy layer)/Differently-abled, Economically Weaker Section (EWS) and other categories of candidates as per the decision of the Government of India from time to time. 5. Duration of the Programme: A candidate can register for the M.S. (By Research) programme either as a Full- time scholar or a Part-time scholar. a. M.S. (By Research) programme shall be for a minimum duration of two (2) Years, including course work and a maximum duration of three (3) years from the date of admission. b. A maximum of an additional one (1) year can be given through a process of re-registration10 as per the administrative order of IMU issued from time to time; provided, that the total period for completion of a M.S. (By Research) programme should not exceed four (4) years from the date of admission. Provided further that, female scholars and Persons with Disabilities (having more than 40% disability) may be allowed an additional relaxation of one (1) year; however, the total period for completion of a M.S. (By Research) programme in such cases should not exceed five (5) years from the date of admission. c. Female Scholars may be provided Maternity Leave/Child Care Leave for up to 240 days in the entire duration of the MS (By Research) programme. d. The candidate - other than seafarers - for a part-time M.S. (By Research) programme shall submit a “No Objection Certificate” from the appropriate authority in the organization where the candidate is employed. e. Conversion of Full-time Registration into Part-time and Vice-Versa: (i) Notwithstanding anything prescribed in these regulations, the Vice Chancellor may permit conversion from Full-time research to Part-time research and vice-versa for valid reasons and subject to satisfying the norms in force and the availability of resources and facilities. (ii) The period put in by a M.S. (By Research) scholar shall be worked out by the Monitoring Committee as per the administrative orders of University.11 6. Procedure for Admission: a. The admission shall be based on the criteria notified by the University and considering the reservation policy of the Government of India from time to time. b. Admission to the M.S. (By Research) programme shall be made using the following methods: IMU may admit students through a Written Test. The Written Test syllabus shall consist of 50% of research methodology and 50% shall be subject specific/relevant discipline. or IMU may admit students who qualify for fellowship/scholarship in UGC-NET/UGC- CSIR NET/SLET/GATE/CEED and similar National level tests and based on interview. c. Students who have secured at least 50 % marks in the Written Test are eligible to be called for the interview. d. A relaxation of 5 % marks will be allowed in the Written Test for the candidates belonging to SC/ST/OBC/differently-abled category, Economically Weaker Section (EWS), and other categories of 10 Procedure for re-registration will be issued by the Vice Chancellor 11 Procedures for conversion between part/full time programmes will be issued with the approval of the Vice Chancellor[भाग III—खण्‍ड‍4] भारत‍का‍राजपत्र‍:‍असाधारण‍ 23 candidates as per the decision of the Government of India from time to time. e. IMU may decide the number of eligible candidates to be called for an interview based on the number of seats available. f. Provided that for the selection of candidates based on the Written Test conducted by the IMU, a weightage of 70 % for the Written Test marks and 30 % for the performance in the interview shall be given. g. For common rank list, national level test (where marks are not awarded and only Qualified or Not are indicated) candidate shall be given full weightage i.e., 70% for Written Test. h. The interview shall be conducted by the Departmental Committee12 i. The Departmental Committee shall finalize the rank list. j. The University shall maintain a list of Guides (specifying the name of the supervisor, designation and the department/school) and their research area of expertise on the website and update this list every academic year. 7. Application for Registration: Within a month from the date of completion of admission process (intimation to the candidate of provisional admission), the candidate shall submit the application for registration to the M.S. (By Research) programme along with payment of the prescribed fees for the entire Academic Year irrespective of the date of joining during the Academic Year. The provisional selection/registration shall stand cancelled if the prescribed annual fee is not paid within the stipulated time. 8. Allocation of Guide. - Eligibility criteria to be a Guide, Co-Guide, Number of M.S (By Research) scholars permissible per Guide. a. Permanent faculty members working as Professor/Associate Professor / Assistant Professor of the IMU with a Ph.D., may be recognized as a Guide13. Such recognized Guides cannot supervise research scholars in other institutions, where they can only act as Co-guides. For Scholars working in Central government/ State government research institutions, the scientists in such research institutions who are equivalent to Professor/Associate Professor/Assistant Professor can be recognized as external Guides if they fulfil the University guidelines. Faculty with two years of teaching experience from other Central/ State Universities, Autonomous Educational /Research institutions, IIT, NIT, IIM or IMU’s Affiliated Institutes, having a Ph.D. degree who has published at least one research paper in UGC approved Journals can be recognized as External Guides. Co-Guides from within the same department or other departments of the IMU or other institutions may be permitted with the approval of the Competent Authority. Adjunct Faculty shall not act as Guide and can only act as Co-Guides. b. In case of interdisciplinary/multidisciplinary research work, if required, Co-Guides from outside the Department/School/University may be appointed. c. An eligible Professor/Associate Professor/Assistant Professor can guide up to eight (8) / six (6) / four (4) M.S. scholars, respectively, at any given time. d. Faculty members with less than three years of service before superannuation shall not be allowed to take new research scholars under their supervision. However, such faculty members can continue to supervise scholars who are already registered until superannuation and as a Co-Guide after superannuation, but not after attaining the age of 70 years. 9. Admission of International students in M.S. (By Research) Programme. a. The IMU may decide their own selection procedure for M.S. (By Research) programme admission of international students keeping in view the guidelines/norms in this regard issued by University from time to time14. b. At any point, the total number of M.S. (By Research) scholars under a faculty member, either as a Guide or Co-Guide, shall not exceed the number prescribed as specified in clause 8.c above 10. Monitoring Committee (MC) and its Functions: a. Constitution of Monitoring Committee Within one month from the date of registration, a Monitoring Committee shall be constituted by the Vice Chancellor to assist and monitor the academic progress of the M.S. scholar on periodic basis. 12 Guidelines for the Departmental committee will be issued by the Vice Chancellor 13 (a) Guidelines applicable to Guide/Co-Guide (internal/external) and (b) Guidelines & specific norms for appointing Industry/Subject experts as Adjunct faculty/ Adjunct Professor will be issued with approval of Vice Chancellor. 14 Guidelines for admission of International students will be issued with the approval of the Vice Chancellor.24 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] b. The Monitoring Committee shall consist of: - (i) A Guide who is an expert in the area in which the Scholar intends to do research and designated as the Chairperson of the MC (ii) One Senior Faculty member (iii) at least one expert to be nominated by the Vice Chancellor from a panel of three experts proposed by the Guide. c. Functions of the Monitoring Committee: (i) To discuss, advice and recommend on all academic matters related to the research undertaken by the Scholar from admission till the award of the degree. (ii) To review the research proposal and finalize the topic of research. (iii) To suggest suitable subjects [in the relevant area of research] to be taken up by the Scholar as part of his/her course work. (iv) To monitor the work of the Scholar periodically and meet at least once in six months. (v) To supervise the submission of synopsis and thesis by the Scholar to the University 11. Course Work - credit requirements, number and minimum standards for completion. a. The Credit requirement15 for the course work is a minimum of 12 credits, including a Research and Publication Ethics and a Research Methodology course. The Monitoring Committee can also recommend UGC recognized online courses as part of the credit requirements for the M.S (By Research). b. All the course work must be completed within 18 months from the date of Registration. If the Scholar fails to clear all the course-work related assignments and exams within the prescribed time, the registration shall stand cancelled. c. The Scholar must obtain a minimum of 55% marks or its equivalent grade in the course work to be eligible to continue in the programme and submit his or her thesis. 12. If the alternate examiner does not recommend acceptance of the thesis, the thesis shall be rejected and the Scholar shall be declared ineligible for the award of a M.S. (By Research) degree. g. The University shall complete the entire process of evaluating a thesis, including the declaration of the viva- voce result, within a period of six (6) months from the date of submission of the thesis. 13. Issuing a Provisional Certificate: Prior to the actual award of the M.S. (By Research) degree, University shall issue a provisional certificate to the effect that the M.S. (By Research) is being awarded in accordance with the provisions 15 Guidelines for Course work, allocation of faculty for course work, credits, assessment, Comprehensive Examination, Seminar, Publication, Synopsis & Thesis will be issued with the approval of Vice Chancellor. 16 Guidelines for level of Acceptance of Plagiarism will be issued with the approval of the Vice Chancellor. 17 Guidelines for adjudication procedures, panel of examiners, evaluation, re-evaluation, format for recommendation, conduct of public defense and award of M.S. (By Research) degree will be issued with the approval of Vice Chancellor.[भाग III—खण्‍ड‍4] भारत‍का‍राजपत्र‍:‍असाधारण‍ 25 of the Ordinance. 14. Publication of the Thesis: a. A thesis may be published, only with prior permission of the university. b. Permission for publication of the thesis should be sought after award of the degree. The University may grant permission for the publication of the thesis under such conditions as it may deem fit. 15. Plagiarism a. In case it is found that a scholar has copied a research work/dissertation/thesis and submitted the same as his/her own work for a M.S (By Research) degree, then the candidate may be liable for such action as prescribed by the University. b. For the abetment of such an act as mentioned above, the recognition of the Guide shall be liable for such action prescribed by the University. c. In cases of detection of Plagiarism against an ex-scholar, IMU shall have the right to withdraw the degree awarded by it and initiate action against the Guide. 16. Cancellation of Registration: The registration of the Scholar is liable to be cancelled on account of any of the following reasons: a. If the Scholar wishes to exit /withdraw from pursuing the M.S (By Research) programme; b. If the Monitoring Committee finds that the progress of the scholar is not satisfactory despite two consecutive warnings; c. If the scholar fails to pay the annual fee within prescribed time for continuing the programme; d. In case, a M.S scholar fails to submit the thesis within the permissible maximum period, the registration shall stand cancelled. e. If the scholar is found to be involved in any academic malpractice, which may include (but not limited to), fabrication of results, plagiarizing, or other forms of academic dishonesty. 17. Removal of Difficulties: Without prejudice to the generality of the aforesaid regulations, the Board of Research Studies shall have the power, for a period of five years from the date of this Ordinance, to remove any difficulties that may arise either in the course of the transition from the previous Ordinance or in the course of implementing the Ordinance.
