किते हुए अध्य ादेश (सांनिनध 19 के अंतगडत) अनुसंधान अध् ययन बोडच के गठन, उसके प्रकाय च तथा आचरण संबंधी जिजनयमन जनधाचररत करते हुए िर् च 2018 के 33िें अध् यादिे के अनच्ु छेद 2 एि ं 3 म ेंfन म नाकं कत संिोधन fक या िाता ह ै: ekStwnk संशोवित 2. संयोजक : उप कुलपवत द्वारा नावमत एक िररष्ठ संकाय ही संयोजक होंगे। 2. संयोजक : परीक्षा वनयत्रं क या उनकी अनपु वस्थवत म ें उप कुलसवचि (वशक्षण) संयोजक होंगे। 3. आमवंत्रत व् यवि : परीक्षा वनयंत्रक या सहायक कुल सवचि और उनसे ऊपर 3. आमवंत्रत व् यवि : आिश्य कता के अनसु ार अध् यक्ष वकसी को के स् तर के नावमती इस सवमवत के स् थायी आमवंत्रत व् यवि होंगे। आिश् यकता के भी विवशष्ट आमवंत्रत व् यवि के रूप में आमवंत्रत कर सकते हैं। अनसु ार अध् यक्ष वकसी को भी विवशष्ट आमवंत्रत व् यवि के रूप में आमवंत्रत कर सकते हैं। 2020 का अध् यादेश 01 [वदनांक 20.12.2019 के ईसी-2019-51-09] ‘’प्रनशक्षण एि ंसतत नशक्षा (सीटीसीई) हते ु केन्‍द र स्थ ानित किने के निए अध्य ादेश’’ 1. प्रजिक्षण एि ं सतत जिक्षा (सीटीसीई) : आईएमयू मुख्य ालय में अजधकाररयों, पेिेिरों व् यजि, संकाय एि ं नौ पररिहन के क्षेत्र के क्षेत्र के जि्ार्थचयों, पोटच एि ं अन् य क्षेत्रों की प्रजिक्षण आिश् यकतां को पूरा करने के जलए ‘प्रजिक्षण एि ं सतत जिक्षा (सीटीसीई) स्ट् थाजपत ककया िाना चाजहए 2. सीटीसीई की प्रिासजनक सरं चना : a. ककसी भी स्ट् कूल के िररष् ठ प्रोफेसर को उप कुलपजत (िीसी) द्वारा प्रमुख (सीटीसीई) के रूप में नाजमत ककया िाएगा। प्रमुख (सीटीसीई) िीसी को ररपोटच करेंगे। प्रोफेसर की अनुपजस्ट्थजत म ें एक िररष् ठ संकाय सदस्ट् य को िीसी द्वारा सीटीसीई का प्रमुख बनने के जलए नाजमत ककया िाएगा। b. उप कुलपजत, प्रमुख (सीटीसीई) और परजसर जनदिे क के परामिच से िररष् ठ संकाय (संबंजधत जिर्य) को हर प्रजिक्षण कियाकलाप के जलए कायचिम संयोिक (पीसी) का अजतररक् त प्रभार प्रदान ककया िाएगा। कायचिम संयोिक, प्रमुख (सीटीसीई) को ररपोटच करेंगे। c. कायचिम संयोिक अपने संकाय (जनयजमत/ ठेका/ अजतजथ) दल और सहायता कमचचाररयों को कायच आबंरटत करते हुए पाठ्यिम का प्रबंधन करेंगे। एपीएआर के संदभच में इन कायचिमों में जनिेि की गई अिजध को िैक्षजणक कायाचिजध माना िाएगा। d. उप कुलपजत, सीटीसीई को आिश् यकता के अनुसार कियाकलापों के आयोिन हते ु प्रिासजनक कमचचारी (डीआर/ एआर/ एसओ/सहायक) आबंरटत करेंगे। उक् त प्रिासजनक कमचचारी, प्रमुख (सीटीसीई) को ररपोटच करेंगे।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 3. सीटीसीई के प्रकाय च: a. अजधकाररयों, पेिेिरों, संकाय एि ं नौ पररिहन के क्षेत्र के जि्ार्थचयों, पोटच एिं अन् य संबंजधत क्षत्रे ों की समुद्री प्रजिक्षण आिश् यकतां को पूरा करने। b. जिश् िजि्ालय/ व् यािसायकक जनकाय/ / उ्ोग/ सरकारी एिेजन्सयों के साथ संपकच स्ट् थाजपत करते हुए निीन प्रजिक्षण पाठ्यिमों की योिना बनाना/ जिकास करना तथा आयोजित करना। c. प्रजिक्षण कायचिमों को आयोजित करने के जलए संकायों से प्राप्त प्रस्ट् तािों का प्रिम तथा आईएमयू का िार्र्चक प्रजिक्षण कैलेण् डर तैयार करना और उसके बाद उप कुलपजत को अनुमोदनाथच प्रस्ट् तुत करना। d. मुख्य ालय एिं पररसरों में प्रजिक्षण की आिश् यकतां के जलए अिसंरचनात् मक सुजिधाएं तैयार करना और उनका रखरखाि। e. प्रजिक्षणार्थचयों के भजिष् य में उपयोग के जलए प्रजिक्षण पाठ्यिमों के माध्य म से इकजत्रत जिक्षण सामग्री संग्राहक बनाए रखना तथा जितररत जिक्षण व् यिस्ट्थ ां (िेब आधाररत पाठ्यिम) और प्रदान करने की पद्धजत का जिकास करना। f. सीटीसीई के जित् त एि ंलेखा को कायचक्षम एि ंइष् टतम पद्धजत से बनाए रखना। 4. सीटीसीई द्वारा िारी जिजभन् न प्रकार के प्रामाणीकरण जनम नानसु ार होंग े: # पाठ्यक्रम कायायिवि 1 संबवंित विषय में प्रामाणीकरण 6 महीनों तक 2 स् नातको‍त र वर््‍ लोमा 6 – 12 महीने 3 स् नातको‍त र उपावि 12 महीनों से अविक 5. कार्मचक िजि a. संकाय सदस्ट् य, िो प्रजिक्षण कायचिम प्रदान करना चाहते हैं, ि े पाठ्यिम के उद्देश् य, िुल् क, लागू िीएसटी एिं अन् य कर, बिट, अजतररक् त प्रभार, कार्मचक िजि एि ं अिसंरचनात् मक आिश् यकताएं आकद के साथ प्रमुख (सीटीसीई) को प्रस्ट् ताि प्रस्ट् तुत करेंगे। b. ि ेसंकाय जिनके प्रजिक्षण पाठ्यिमों को अनुमोदन प्रदान ककया िा चुका है, उन् ह ेंपाठ्यिम संयोिक के रूप में नाजमत ककया िाएगा। ि े आंतररक एि ं बाह्य स्रोत के व् यजियों द्वारा पाठ्यिम की अिसंरचना एि ं संकाय आिश् यकतां का प्रबंधन करेंगे। c. पाठ्यिम को आयोजित करने के जलए कमचचाररयों को ठेके पर अल् पकाजलक अिजध के जलए जलया िा सकता ह।ै इसे पाठ्यिम संयोिक के जनणचयानुसार तथा संबंजधत आईएमय ू प्रजतमानकों के अनुसरण में जिक्षण या प्रिासजनक सहायता सेिां के जलए भी हो सकता ह।ै 6. जित्त a. सामान् य रूप से रािस्ट्ि व् ययों को सीटीसीई द्वारा उत् पन् न ककए िानेिाले रािस्ट्ि ों तक सीजमत ककया िाएगा। इसमें कोई भी कमी या अभाि को उप कुलपजत के अनुमोदन के साथ इस उद्देश् य के जलए जनमाचणीत आरक्षीत जनजध से ककया िा सकता ह।ै b. हर प्रजिक्षण पाठ्यिम के जलए पाठ्यिम संयोिक, अनुमोदनाथच बिट प्रस्ट् ताि प्रस्ट् तुत करेंगे। िीएसटी और अन् य लाग ूकरों के जििरणों को बिट तैयार करते समय ककया िाएगा। c. सीटीसीई में उजचत लागत जनधाचरण के साथ जनयजमत कमचचाररयों द्वारा प्रदत् त कायचसमय का लेखांकन ककया िाएगा। d. प्रजिक्षण पाठ्यिम के जलए जनयोक् त स्रोत व् यजि के जलए ककए गए सभी व् यय (िैसे प्रजतपूर्त,च यात्रा, आजतथ् य, मानदये आकद) की प्रजतपूर्तच जनधाचररत प्रजतमानकों के अनुसार आईएमयू द्वारा ककया िाएगा। e. आईएमयू प्रजतमानकों के अनुसरण में ही िय एिं सेिाएं प्रदान की िाएंगी। f. सीटीईसी (िैसे कायाचलय स्ट् थल, कक्षाएं आकद) के कियाकलापों को आयोजित करने के जलए आिश् यक भौजतक अिरसंरचनां को आईएमयू मुख् यालय/ पररसरों से ककया िाएगा। IMU मानदडं ों के अनुसार कायचिम के बिेट पर ओिरलोड चािच लोड ककया िाएगा। सभी अिरसंरचनात् मक सुजिधां के रखरखाि एि ं उन् नयन के4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] व् ययों को आईएमयू रािस्ट्ि बिट से ककया िाएगा। सीटीसीई के जलए सृजित कोई भी पररसंपजि को इष् टतम उपयोग के जलए आईएमयू के प्रभार में रहगे ी। g. पाठ्यिम संयोिक, प्रजिक्षण पाठ्यिम पूणच करने के एक महीने के अंदर पाठ्यिम के तकनीकी पहलू, प्रजतभागी जििरण एि ंफीडबैक तथा आय एि ंव् यय के अंजतम जििरण के साथ जिस्ट्त ृत ररपोटच प्रस्ट् तुत करेंगे। h. प्रजिक्षण पाठ्यिम से प्रत् यक्ष एि ं परोक्ष लागत एिं अजतररक् त व् यय का लेखांकन करने के बाद यकद कोई प्राप्त जनिल अजधिेर् हो तो उसे जनम नानुसार आबंरटत ककया िाएगा। (i) जनिल अजधिेर् के 50% भाग को सीटीसीई के आरक्षीत जनजध में डाला िाएगा। (ii) 15% भाग को पररसर जिकास जनजध में डाला िाएगा। (iii) 10% को जिश् िजि्ालय जिकास जनजध में डाला िाएगा और (iv) 25% भाग को पाठ्यिम संयोिक के जनणचयानुसार, प्रमुख (सीटीसीई) द्वारा संस्ट् तुत तथा जनम नजलजखत ितों के आधार पर िीसी द्वारा अनुमोकदत प्रजिक्षण पाठ्यिम में कायचरत संकाय एि ंकमचचाररयों को प्रोत् साहन भत् ता के रूप में कदया िाएगा : a) आईएमयू के सभी कमचचाररयों के जलए प्रजिक्षण पाठ्यिमों, परामिच एि ं जित् तीय िर्च में अन् य के जलए कदए िाने िाले मानदये हते ु ऊपरी सीमा उक् त जित् तीय िर्च में प्राप्त करने िाले सकल िेतन का 60% होगा। b) प्रजिक्षण पाठ्यिम के जलए जििेर् रूप से कायच पर जनयुक्त ठेके के कमचचारी मानदये के अहकच नहीं होंगे। c) पाठ्यिम संयोिक, हर प्रजिक्षण पाठ्यिम के जलए अलग लेखािीर्च रखेंगे। d) आईएमयू के प्रजतमानकों के अनुसार संकाय/ कमचचारी द्वारा बाह्य जनजध से प्रायोजित प्रजिक्षण पाठ्यिम के जलए प्रदत् त समय, उनके अजनिायच कायचभार से समझौता नहीं करेगा। िर्च 2020 का अध्य ादिे 02 [कदनांक 20.12.2019 का ईसी-2019-51-11] आईएमयू पररसरों के जि्ार्थचयों के जलए कायच-जनष् पदन आधाररत पुरस्ट् कार हते ु अध्य ादिे 1. इस अध्य ादिे को 2020-21 के िैक्षजणक िर्च से प्रिेि पानेिाले जि्ार्थचयों के जलए लागू है। इससे पहले प्रिेि प्राप्त जि्ार्थचयों के जलए कायाचलयी रािपत्र संख्य ा 273 में प्रकाजित ितचमान का 2015 का 80 िा आध्य ादिे , कदनांक 19-07-2018 लाग ुहोगा। 2. ‘कायच-जनष् पादन पुरस्ट् कार’ योिना, आईएमयू पररसरों के जि्ार्थचयों के जलए ही लाग ू ह ै और िह जि्ार्थचयों को हर िर्च उत् कृष् ट कायच करने के जलए प्रेररत करने, अनुिासन बनाए रखने तथा सदाचरण अपनाने तथा उत् कृष् ट कोरट के जि्ार्थचयों के ऋण का बोझ कम करने के जलए कदया िाता ह ै। 3. चूंकक, यह पुरस्ट् कार पूणच रूप से िैक्षजणक कायच-जनष् पादन पर आधाररत ह ै इसे आर्थचक दजृिकोण से नहीं जलया िाएगा। 4. पुरस्ट् कार िार्र्चक स्ट् तर पर प्रदान ककए िाएंगे, यह जि्ाथी द्वारा अन् य स्रोतों से प्राप्त की िानेिाली छात्रिृजि/ जनिुल् क/ ज ि्ाथी अध्य ेतािृजि / िृजिका आकद के जलए बाधा नहीं होगा। 5. पुरस्ट् कार िार्र्चक स्ट् तर पर जि्ाथी के जपछले िर्च के िैक्षजणक कायच-जनष् पादन के आधार पर प्रदान ककया िाएगा। ककसी भी प्रकार के पाठ्यिम अथाचत् 2,3,4 िर्च पाठ्यिमों के अंजतम िर्च के जलए पुरस्ट् कार नहीं कदए िाएंगे । 6. यह केिल स्ट् नातक एि ं स्ट् नातकोत् तर उपाजध पाठ्यिमों के जलए ही लाग ू ककया िाएगा जिनकी कालािजध 2 या दो से अजधक िर्च ह।ै अत: दो िर्च की कालािजध से कम डीएनएस, पीिीडीएमई एि ंअन् य पाठ्यिमों को इस योिना में िाजमल नहीं ककया िाएगा। 7. ‘कायच-जनष् पादन आधाररत पुरस्ट् कार’ के अहकच होने के जलए जि्ार्थचयों को संबंजधत िर्च के जिर्म एि ं सम सत्र, दोनों म ें प्राप्त अंकों के आकजलत कुल योग में कम से कम 75% होना चाजहए। इसके जििरण नीचे कदए गए ह ैं: काययक्रम की अिवि वितरण समय सत्र वजन्‍द हें वकसी शैक्षवणक िषय हेत ुकुल अकं की गणना करने के वलए वलए जाएगं े। 2 िषय प्रथम शैक्षवणक िषय के अतं में नहीं होना चाजहए। 9. कोई भी जि्ाथी, जिसने उत् पात मचाने या परीक्षा में कदाचार के जलए या अनुिासनहीनता या कदाचार के जलए दंड़ प्राप्त ककया हो तो िह इस पुरस्ट् कार के जलए स्ट् थायी रूप से अहकच नहीं होगा। इस संदभ च में जि्ार्थचयों को पररसर जनदिे ों के से ‘अनापजि प्रमाण पत्र’ प्राप्त करना होगा। 10. ‘कायच-जनष् पादन आधाररत पुरस्ट् कार’ प्राप्त करनेिाले जि्ार्थचयों की कुल संख्य ा का उत् कृष् टता िम नीचे उस विवशष्ट सत्र के विद्यावथययों के सैद्ांवतक पत्रों के वलए कुल बाह्य अकं ों को अिरोही क्रम में लगाकर सलु झाया जा सकता है। यवद विर भी ‘प्रवतस् पिाय म ेंबराबरी’ हो तो उक्त सत्र के वलए विद्यावथययों की उपवस्थवत के अिरोही क्रम म ें लगाकर सलु झाया जा सकता है। 13. विद्याथी अपने सत्र शल्ु क तथा आईएमयू को देय अन्‍द य भगु तानों के समक्ष ‘कायय-वनष्प ादन आिाररत परु स् कार’ के वलए अहयकता स् थावपत नहीं कर सकता है। तथावप, आईएमयू, विद्याथी के ‘कायय-वनष्प ादन आिाररत परु स् कार’ से देय भगु तानों को िसूल करने का अविकार है। 14. आईएमयू, वकसी भी समय इस अध् यादेश में संशोिन करने/ उसे वनरस् त करने का अविकार रखता The structure, function and the fees to be charged by the Centre shall be prescribed by the Ordinances’’. Centre for Training & Continuing Education: A Centre for Training & Continuing Education (CTCE) shall be established at IMU HQ to serve the training requirements of Officers, Professionals, Faculty and Students in the Shipping, Port and other related sectors. 2. Administrative Structure of CTCE: a. A senior Professor from any school shall be designated as Head (CTCE) by the Vice Chancellor (VC). Head (CTCE) shall report to VC. In the absence of Professor, a senior Faculty member shall be nominated by the VC for heading the CTCE. b. Senior faculty (in relevant discipline) shall be assigned additional charge of Programme Coordinator (PC) for each training activity by Vice Chancellor in consultation with Head (CTCE) and concerned Campus Director. Programme Coordinator shall report to Head (CTCE). c. The Programme Coordinator shall manage the programme by distributing the work to his team of faculty (Regular /Contract/Visiting) and support staff. The time logged into these programmes are considered as part of academic workload for APAR purposes. d. Vice Chancellor shall assign administrative support staff (DR/AR/SO/Assistant) to CTCE as required to conduct the activities. These administrative staff shall report to Head (CTCE). 3. Functions of CTCE: a. To fulfil the maritime training requirements of Officers, Professionals, Faculty and Students in the Shipping, Port and other related sectors. b. Interact with Universities/Professional Bodies/Industry/Govt. agencies to plan, develop and deliver new training programme. c. Process the proposals received from Faculty for conduct of training programmes and prepare an Annual Training Calendar of IMU, which shall be then put up for the approval of the Vice Chancellor. d. Create and maintain infrastructural requirement for training purposes at HQ and Campuses. e. Maintain a repository of learning material accumulated through the training courses for the future use of trainers and to develop distributed learning systems (web-based courses) & delivery methodology. f. Manage the Finances and Accounts of CTCE in an efficient and optimal way. 4. The various types of Certification to be issued by the CTCE shall be as follows: # Programme Duration 1 Certificate in concerned discipline Up to 6 months 2 PG Diploma 6 – 12 months 3 PG Degree Above 12 months 5. Manpower a. Faculty members who wish to offer training programmes shall submit a detailed proposal to Head (CTCE) including the objective of the programme, fee to be charged, applicable GST and other taxes, budget, overheads, manpower & infrastructure requirement etc.8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] b. The Faculty whose training programme is approved shall be designated as the Programme Coordinator. He/she shall manage the Programme’s infrastructure and Faculty requirement by sourcing internal and external resource persons. c. Short term contract appointment of staff shall be permitted for conduct of the programme. This could be for teaching or administrative support services as decided by Programme Coordinator and in line with relevant IMU norms. 6. Finance (I) The revenue expenses shall be normally restricted to revenues generated by CTCE. Any shortfall shall be met from the Reserve Fund created for this purpose, with the approval of the Vice Chancellor. (II) For each training programme, the Programme Coordinator shall submit a budgetary proposal for approval. GST and other applicable Taxes shall be taken into account at the time of budgeting. c. The time spent by regular employees shall be accounted for in the CTCE with appropriate costing. d. All expenses for resource person (like remuneration, travel, hospitality, honorarium, etc.) engaged for the training programmes shall be paid as per IMU norms. e. Procurement and services shall be carried out complying with IMU’s procurement norms. f. Physical infrastructure requirement to conduct the activities of CTCE (like office space, class rooms, etc.) shall be met from IMU HQ / Campuses. There shall be an overhead charge loaded on the programme budget as per IMU norms. The maintenance of all infrastructure facilities and up gradation shall be met with from the revenue budget of IMU. Any asset created for CTCE shall be at the disposal of IMU for optimum utilisation. g. The Programme Coordinator shall submit within one month of completion of training programme, a detailed report including the technical aspects, participant details & feedback and final statement of Income & Expenses. h. The net surplus, if any, received after accounting for all direct and indirect costs and overheads, from a training programme would be apportioned in the following way: (i) 50% of surplus transferred to the Reserve Fund of CTCE (ii) 15% to Campus Development Fund (iii) 10% to University Development Fund and (iv) 25% will be paid as incentives to Faculty and Staff involved in the training programme as proposed by the Programme Coordinator, recommended by the Head (CTCE) and approved by VC subject to the following conditions: a) For all staff of IMU, the upper limit for honorarium from Training Programmes, Consultancy & others in a financial year is 60% of the gross salary received in that financial year. b) The contract employees engaged exclusively for a training programme shall not be eligible for honorarium in that training programme. c) A separate account head shall be maintained for each training programme by the Programme Co-ordinator. d) The time spent by a faculty / staff on externally funded training programme shall not lead to compromise on their mandatory workload, as per IMU norms.” Ordinance 2 of 2020 [EC-2019-51-11 dated 20.12.2019 ] Ordinance on Performance Based Reward for students of IMU Campuses 1. This Ordinance shall be applicable to students admitted from academic year 2020-21 onwards. For the students admitted earlier, the existing Ordinance 80 of 2015 published in Official Gazette No. 273 dated 19.07.2018 shall apply. 2. The ‘Performance-based Reward’ Scheme is applicable to students of IMU Campuses only, and is aimed at motivating the students to continue to perform meritoriously from year to year; to maintain discipline and good conduct; and to reduce the bank loan burden of meritorious students. 3. As it is a reward, it will be based purely on academic performance and will not be linked to economic means.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 9 4. As it is a reward for pure merit, it will not be a bar to a student getting any scholarship/ freeship /studentship/fellowship, etc. from any other source. 5. The rewards will be given annually, based on the academic performance in the immediate previous year. No rewards will be given for the final year, of any programmes i.e., for 2,3,4 years programme, no reward will be given for 2nd/3rd/4th years, respectively 6. It will apply only to UG and PG Degree programmes of duration 2 years or more. Thus DNS, PGDME and other programmes with duration of less than two years will not be covered under this scheme. 7. To be eligible for the ‘Performance-based Reward’, the students should get at least 75% aggregate marks computed based on the marks scored in both odd and even semester for the relevant year. A ‘NOC’ from the Campus Directors shall be obtained in this regard. 10. In the event of a ‘tie’, the same shall be resolved by arranging the students in the descending order of the total external examination marks for Theory papers of the particular semesters. If there is still a ‘tie’ the same shall be resolved by arranging the students in the descending order of percentage of attendance for that semesters. 13. The student is not entitled to set off his eligible ‘Performance-based Reward amount’ against his semester fees and other dues payable to IMU. However IMU reserves the right to recover any of its dues from the student out of his ‘Performance-based reward’.” 14.
