जिश्वजिद्यालय में रहने की पूरी अिजध के जलए छात्र द्वारा व्यिस्ट्था की िाएगी। 1. जिदेिी छात्रों के पीएचडी प्रिेि के जलए पाठ्यक्रम िल्ु क और अन्य िल्ु क का भगु तान सितय चयन पत्र प्राप्त होने के तुरंत बाद दकया िाना चाजहए। फीस भुगतान सत्याजपत और पजु ि होने के बाद ही अनंजतम प्रिेि पत्र भेिा िाएगा। 2. सभी छात्रों को प्रिेि के समय एकत्र दकए गए 30,000/- रुपये की एक बार की सािधानी िमा राजि का भुगतान करना आिश्यक ह ै िो पाठ्यक्रम पूरा होने/पाठ्यक्रम छोड़ने के बाद िापसी योग्य है, यदद कोई हो तो, िसूली के अधीन ह।ै 3. सेमेस्ट्टर िल्ु क (यूिी और पीिी काययक्रमों के जलए) ट्यूिन िल्ु क के जलए ह ैऔर इसमें आम तौर पर काययक्रम के उद्देश्य को प्राप्त करने के जलए आिश्यक अन्य िल्ु क िाजमल होत े ह ैं और इसमें ब्याि मुि एक बार का सािधानी िमा और परीक्षा िल्ु क की तरह अलग से ली िान े िाली अन्य फीस िाजमल नहीं होती ह।ै 4. जिश्वजिद्यालय अजनिासी भारतीयों/भारतीय मूल के व्यजियों/जिदेिी नागररकों की श्रेजणयों के तहत प्रिेि पाने िाल े छात्रों के जलए उ से सेमेस्ट्टर/िार्षयक िल्ु क जनधायररत करने का अजधकार सुरजक्षत रखता ह।ै 5. सेमेस्ट्टर/िार्षयक िल्ु क भारतीय स्ट्टेट बैंक के आई-कलेक्ट के माध्यम से या धन हस्ट्तांतरण के दकसी इलेक्रॉजनक/ऑनलाइन मोड के माध्यम से या जिश्वजिद्यालय द्वारा जनधायररत दकसी अन्य तरीके से देय होगा। 6. दकसी भी काययक्रम के पहले सेमेस्ट्टर के जलए, छात्र को प्रिेि दने े से पहल े सेमेस्ट्टर स े संबंजधत पूणय सेमेस्ट्टर िल्ु क एकत्र दकया िाएगा। दकसी भी छात्र को दकसी भी पररसर में दकसी भी काययक्रम में प्रिेि नहीं ददया िाएगा िब तक दक पहले सेमेस्ट्टर स ेसंबंजधत सेमेस्ट्टर िल्ु क का पूरा भगु तान नहीं दकया गया हो। 7. दसू रे सेमेस्ट्टर स,े सेमेस्ट्टर की फीस सेमेस्ट्टर के िुरुआती ददन पर देय होगी। 8. यदद सेमेस्ट्टर फीस/िार्षयक फीस का परू ा भगु तान सेमेस्ट्टर/िषय के िरुु आती ददन के 15 ददनों के भीतर दकया िाता ह,ै तो कोई िुमायना नहीं लगाया िाएगा। 9. सेमेस्ट्टर/िषय के आरंजभक ददन से 16िें ददन स े 45िें ददन के बीच सेमेस्ट्टर िल्ु क/िार्षयक िल्ु क के देर से भगु तान के जलए िुमायना रु. 200/- प्रजत ददन होगा, भले ही सेमेस्ट्टर फीस/िार्षयक फीस का आंजिक भगु तान 15 ददनों के भीतर दकया गया हो। 10. 10. संबंजधत पररसरों में प्रस्ट्ताजित यूिी और पीिी काययक्रमों के छात्रों से सेमेस्ट्टर फीस का पणू य और समय पर एकत्र करने को सुजनजित करना पररसर जनदेिक की जिम्मेदारी होगी। िह जिभाग के साथ-साथ छात्रािास के नोरटस बोड य पर उन बकाएदारों की सूची प्रदर्ियत करेगा, जिन्होंने 15 ददनों के भीतर अपनी सेमेस्ट्टर फीस का परू ा भगु तान नहीं दकया ह।ै िह न केिल चूककतायओं को बजल्क उनके माता-जपता को भी जलजखत रूप में व्यजिगत नोरटस देगा और उन्ह ें चेतािनी दगे ा दक चूककतायओं के नाम जिश्वजिद्यालय के रोल से हटा ददए िाएंग े और यदद िे भुगतान नहीं करत े ह ैं तो उन्ह ें छात्रािास से जनष्काजसत दकया िा सकता ह।ै सेमेस्ट्टर फीस और िुमायना सेमेस्ट्टर के िरुु आती ददन से 45 ददन पहले पूरा भगु तान करना होगा। 11. यदद यूिी/पीिी छात्रों द्वारा सेमेस्ट्टर फीस का कोई भी जहस्ट्सा देय िुमायने के साथ सेमेस्ट्टर के िुरुआती ददन स े 45 ददनों के बाद भी भुगतान नहीं दकया िाता है, तो बकाएदारों के नाम जिश्वजिद्यालय के रोल से हटा ददए िाएगं े और 46िें ददन स े छात्रािास/जिश्वजिद्यालय से उन्ह ें जनष्काजसत कर ददया िाएगा। यह सुजनजित करने की जिम्मेदारी पररसर जनदेिक की होगी। पीएच.डी./एम.एस. जिद्वानों के जलए, िार्षयक िुल्क के भगु तान के जलए 45 ददनों स े अजधक समय का जिस्ट्तार नहीं ह।ै यदद िे िषय के िरुु आती ददन से 45 ददनों के बाद भी फीस का भुगतान करने म ें6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] जिफल रहत े ह,ैं तो अनुसंधान द्वारा पीएचडी/एमएस के जलए प्रासंजगक अध्यादेि के अनुसार उनका पंिीकरण रद्द कर ददया िाएगा। 12. जडफ़ॉल्ट करने िाले छात्र (यूिी/पीिी) को सेमेस्ट्टर में दफर से िाजमल होने की अनुमजत दी िा सकती है, यदद िह सेमेस्ट्टर/िषय के िुरुआती ददन से 46िें से 75िें ददन के बीच, देय दंड के साथ सेमेस्ट्टर िल्ु क/िार्षयक िुल्क का पूण य रूप से भुगतान करता ह ै और आग े रु. 10,000/- का पुनः प्रििे पिं ीकरण िल्ु क का भुगतान करता ह।ै इस अिकाि के कारण उपजस्ट्थजत म ेंदकसी भी कमी के जलए छात्र परू ी तरह स ेजिम्मेदार होगा। 13. यदद जडफ़ॉल्ट करन े िाला छात्र अिसर की इस अिजध का भी लाभ उठाने म ें जिफल रहता ह ै और सेमेस्ट्टर के पहल े ददिस से 75 ददनों के भीतर 10,000/- रुपए के पुनः प्रिेि पिं ीकरण िुल्क के साथ देय दडं सजहत सेमेस्ट्टर िल्ु क का भुगतान नहीं करता ह ैतो छात्र को अध्ययन म ेंब्रेक लने ा होगा और अगले िैक्षजणक िष य में उसी सेमेस्ट्टर/िषय म ेंदफर स े प्रिेि लेना होगा, बिते दक िह सभी लंजबत बकाया राजि का पूरा भुगतान कर दे और जिश्वजिद्यालय से जलजखत रूप में पूिय अनुमजत प्राप्त कर ले। 14. जिश्वजिद्यालय के पास छात्र के साथ-साथ उसके माता-जपता से लंजबत बकाया राजि की िसूली के जलए कानूनी कारयिाई िुरू करन े का अजधकार सुरजक्षत ह।ै 15. यदद कोई छात्र अपन े प्रिेि पिं ीकरण िुल्क और काययक्रम िल्ु क का भगु तान करन े के बाद जनधायररत समय के भीतर पहल े सेमेस्ट्टर म ें काययक्रम म ें िाजमल होन े के जलए पररसर म ें ररपोटय नहीं करता ह,ै तो िह दकसी भी पररजस्ट्थजत म ें प्रिेि पंिीकरण िल्ु क और काययक्रम िुल्क के ररफंड का हकदार नहीं होगा। 16. यदद कोई छात्र अपने प्रिेि पिं ीकरण िल्ु क, काययक्रम िुल्क और पहले सेमेस्ट्टर के जलए सेमेस्ट्टर िुल्क/िार्षयक िुल्क का भुगतान करन े के बाद जिश्वजिद्यालय से अपना नाम िापस ल े लते ा है, तो िह दकसी भी पररजस्ट्थजत म ें उसके द्वारा भुगतान की गई प्रिेि पंिीकरण िल्ु क, काययक्रम िुल्क और सेमेस्ट्टर फीस के ररफंड का हकदार नहीं होगा। 17. यदद कोई छात्र दकसी अन्य सेमस्ट्े टर के बीच म ें जिश्वजिद्यालय से नाम िापस ल े लते ा है, तो िह दकसी भी पररजस्ट्थजत में उसके द्वारा भुगतान की गई काययक्रम िुल्क और सेमेस्ट्टर िुल्क के ररफंड का हकदार नहीं होगा। हालााँदक, छात्र के आिेदन पर, उसके जखलाफ सभी बकाया राजि काटने के बाद, सािधानी िमा राजि िापस की िा सकती ह।ै 18. ऊपर बताई गई बातों के बाििूद, दकसी भी छात्र को अंजतम सेमेस्ट्टर परीक्षा में बैठने की अनुमजत नहीं दी िाएगी, िब तक दक उसन े अपन े सभी बकाया राजि का भुगतान नहीं कर ददया हो, जनधायररत परीक्षा िल्ु क का भगु तान नहीं कर ददया हो और 'कोई बकाया नहीं' प्रमाण पत्र प्रस्ट्ततु नहीं दकया हो।' ध्यान द:ें 1. इस अध्यादेि म ें उजल्लजखत िुल्क म ें िीएसटी िाजमल नहीं ह,ै इसजलए समय-समय पर सिं ोजधत िीएसटी अजधजनयम के अनुसार िहां भी लाग ूिीएसटी होगा िह िोड़ा िाएगा। 2. इस अध्यादेि में उजल्लजखत िुल्क तत्काल प्रभाि से लागू होगा, िब तक दक अन्यथा व्यजिगत रूप से उल्लेख न दकया गया हो 19.07.2018 को प्रकाजित आजधकाररक रािपत्र सं. 273 में प्रकाजित 2015 का अध्यादेि All the students are required to pay a one-time Caution Deposit of Rs.30,000/- collected at the time of admission which is refundable after completion of the course/discontinuing the course, subject to recovery, if any. 3. The Semester Fees (For UG and PG programmes) is towards tuition fee and normally include other fees essential to attain the purpose of the programme and does not include the interest free one-time caution deposit and other fees charged separately like examination fees. 4. The Semester/Annual fees shall be payable through State Bank of India’s I-Collect or through any Electronic/Online mode of transfer of funds or in such other manner as may be prescribed by the University. 6. For the first semester of any Programme, the full Semester Fees relating to the semester shall be collected before admitting the student. No student shall be admitted to any Programme in any Campus unless the Semester Fees relating to the first semester have been paid in full. 7. From the second semester onwards, the Semester Fees shall be due on the opening day of the semester. 8. If the Semester Fees/Annual Fees are paid in full within 15 days of the opening day of the semester/year, there shall be no penalty. 9. The penalty for late payment of the Semester Fees/Annual Fees between the 16th day & the 45th day from the opening day of the semester/year shall be @Rs.200/- per day even if the Semester Fees/Annual fees had been paid in part within 15 days. 10. It shall be the responsibility of the Campus Director to ensure the full and timely collection of the Semester Fees from the students of UG and PG programmes offered in the respective Campuses. He shall display on the Notice Board of the Department as well as the Hostel, the list of defaulters who did not pay their Semester fees in full within 15 days. He shall further give individual notices in writing not only to the defaulters but also their parents warning them that the defaulters’ names are liable to be removed from the University rolls and that they are liable to be expelled from the hostel if they do not pay the Semester Fees together with the Penalty payable in full before 45 days of the opening day of the semester. 11. If any part of the Semester Fees together with the Penalty payable remains unpaid by UG/ PG students even after 45 days from the opening day of the semester, the names of the defaulters shall be removed from the rolls of the University and they shall be expelled from the hostel/university with effect from the 46th day. It shall be the responsibility of the Campus Director to ensure the same. For Ph.D/M.S scholars, there is no extension of time beyond 45 days for payment of annual fees. If they fail to pay the fees even after 45 days from the opening day of the year, their registration will be cancelled as per the relevant ordinance for Ph.D/M.S by Research. 12. The defaulting student (UG/PG) may be permitted to re-join the semester if, between the 46th and the 75th day from the opening day of the semester/year, he pays the Semester Fees/Annual Fees together with the Penalty payable in full and further pays a re-Admission Registration Fee of Rs.10,000/-. The student shall be solely responsible for any shortfall of attendance due to this break. 13. If the defaulting student fails to avail of even this window of opportunity and does not pay the Semester Fees together with the Penalty payable in full along with the re-Admission Registration Fee of Rs.10,000/- within 75 days from the opening day of the semester, then the student will have to suffer a break in study and re-join the same semester/year in the following academic year provided he clears all the pending dues in full and after obtaining the prior permission in writing from the University. 14. The University reserves the right to initiate legal action for recovery of the pending dues from the student as well as his parents. 15. If a student after paying his Admission Registration Fee and Programme Fee does not report at the Campus to join the Programme in the first semester within the time prescribed, then he shall not be entitled to the refund of the Admission Registration Fee and the Programme Fee under any circumstances. 16. If a student after paying his Admission Registration Fee, Programme Fee and the Semester Fees/Annual Fees for the first semester withdraws from the University, then he shall not be entitled to the refund of the Admission Registration fee, Programme Fee and the Semester Fees paid by him under any circumstances. 17. If a student withdraws from the University in the middle of any other semester, then he shall not be entitled to the refund of the Programme Fee and Semester Fees paid by him under any circumstances. However, the Caution deposit is refundable, on an application from the student, after deducting all the dues against him. 18. Notwithstanding what is stated above, no student shall be allowed to appear in the end-semester examination unless he has cleared all his dues, paid the prescribed Examination Fee, and produced a ‘No dues’ certificate.” Note: 1.
