(ख) संबंजधत क्षेत्राजधकार िाला जिदेिी जिषयक क्षेत्रीय रजिस्ट्रीकरण अजधकारी ; (ग) संबंजधत राज्य या सघं राज्यक्षेत्र का राष्ट्रीय सूर्ना केंद्र का राज्य सूर्ना अजधकारी ; और (घ) संबंजधत राज्य या संघ राज्यक्षेत्र का पोस्ट्ट मास्ट्टर िनरल या भारत सरकार के उप सजर्ि की रैंक स े अन्यून पोस्ट्टर मास्ट्टर िनरल द्वारा नाजमत दकया िाने िाला डाक अजधकारी; 1763 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (ii) जनम्नजलजखत अजधकारी सिि सजमजत के आमंजत्रती होंगी, अथाचत ् :-- (क) संबंजधत राज्य सरकार या संघ राज्यक्षेत्र के प्रधान सजर्ि (गृह) या अपर मुख्य सजर्ि (गृह) के कायाचलय स े एक प्रजतजनजध ; और (ख) क्षेत्राजधकार िाले प्रभागीय रेल प्रबंधक, रेलिे का एक प्रजतजनजध; (iii) नागररकता जनयम, 2009 के जनयम 11क के उपजनयम (3) और जनयम 38 के उपजनयम (3) के प्रयोिनों के जलए, एक जिला स्ट्तरीय सजमजत होगी जिसका प्रमुख संबंजधत क्षेत्राजधकार िाला िररष्ठ डाक अधीक्षक या अधीक्षक होगा, िो नामजनर्दष्टच अजधकारी होगा और िह सदस्ट्यों के रूप म ें जनम्नजलजखत स े जमलकर बनगे ी, अथातच ् :- (क) संबंजधत जिले का जिला सूर्ना अजधकारी या जिला सूर्ना सहायक; और (ख) केंद्र सरकार का मनोनीत अजधकारी; (iv) जनम्नजलजखत अजधकारी जिला स्ट्तरीय सजमजत के आमंजत्रती होंग,े अथाचत ् :-- (क) जिला कलेक्टर के कायाचलय स े नायब तहसीलदार या समतल्ु य स ेअन्यून रैंक का एक प्रजतजनजध; और (ख) संबंजधत क्षेत्राजधकार िाला स्ट्टेिन मास्ट्टर, रेलिे (उपलब्धता के अधीन रहत े हुए); (v) उपरोि प्रत्येक सजमजत का कोरम अध्यक्ष सजहत दो होगा। 2. सिि सजमजत द्वारा नागररकता अजधजनयम, 1955 (1955 का 57) की धारा 6ख के अधीन रजिस्ट्रीकरण या देिीयकरण द्वारा नागररकता का अनुदान जनम्नजलजखत ितों के अधीन रहत े हुए नागररकता जनयम, 2009 (जिसे इसम ें इसके पश्चात ् उि जनयम कहा गया ह)ै के उपबंधों के अनुसार होगा, अथाचत ् :-- (क) उि जनयमों के अधीन आिेदक द्वारा भारत के नागररक के रूप म ें रजिस्ट्रीकरण या भारत के नागररक के रूप म ें देिीयकरण के प्रमाणपत्र प्रदान दकय े िाने के जलए आिेदन आनलाइन दकया िायगे ा; (ख) आिेदक द्वारा प्रस्ट्तुत दस्ट्तािेिों का सत्यापन प्रथम पैरा के खंड (iii), खंड (iv) और खंड (v) म ें यथाजिजनर्दष्टच जिला स्ट्तरीय सजमजत द्वारा दकया िायेगा; (ग) नामजनर्दष्टच अजधकारी आिेदक को नागररकता अजधजनयम, 1955 की दसू री अनुसर्ू ी म ें यथाजिजनर्दष्टच रािजनष्ठा की िपथ करिाएगा और तत्पश्चात् िह रािजनष्ठा की िपथ पर हस्ट्ताक्षर करेगा तथा उसे दस्ट्तािेिों के सत्यापन स े संबंजधत संपुजष्ट के साथ इलेक्राजनक रूप म ें सिि सजमजत को अग्रेजषत करेगा; (घ) सिि सजमजत ऐसी िांर् कर सकेगी, िो िह आिेदक की उपयुिता को सुजनजश्चत करने के जलए आिश्यक समझती हो, जिसके अंतगचत सुरक्षा अजभकरण स े ररपोट च प्राप्त करना भी ह;ै (ङ) खडं (घ) म ें जनर्दष्टच सुरक्षा अजभकरण की ररपोट च ऐस े अजभकरण द्वारा आनलाइन अपलोड की िाए और सिि सजमजत को उपलब्ध होगा; (र्) सिि सजमजत, आिेदक की उपयुिता के संबंध म ें संतष्टु होने पर, यथाजस्ट्थजत, रजिस्ट्रीकरण या दिे ीयकरण द्वारा भारतीय नागररकता अनदु त्त कर सकेगी और उि जनयमों म ें यथाजिजहत प्ररूप म,ें यथाजस्ट्थजत, रजिस्ट्रीकरण या देिीयकरण का प्रमाणपत्र िारी कर सकेगी;[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 (छ) जनयम 14 के उपजनयम (2क) के अधीन रजिस्ट्रीकरण का प्रमाणपत्र और जनयम 15 के उपजनयम (1क) के अधीन दिे ीयकरण का प्रमाणपत्र सिि सजमजत के अध्यक्ष द्वारा जडजिटल रूप स े हस्ट्ताक्षररत या हस्ट्ताक्षररत दकया िाएगा ; और (ि) सिि सजमजत उि जनयमों के अनुसार (आनलाइन प्रारूप के अनुसार) रजिस्ट्टर रखगे ी, जिसम ें भारत के नागररक के रूप म ें इस प्रकार रजिस्ट्रीकृत या देिीयकृत व्यजियों के ब्यौरे अतं र्िष्टच होंग,े िो गृह मंत्रालय और सुरक्षा अजभकरण को उपलब्ध होगा । 3. यह आदिे रािपत्र म ें इसके प्रकािन की तारीख स े प्रिृत्त होगा । [फा. स.ं 26011/01/2015-आई.सी.-I(पाट)च ] बी.सी. िोिी, संयक्ु त सजर्ि MINISTRY OF HOME AFFAIRS ORDER New Delhi, the 11th March, 2024 S.O. 1231(E).— In exercise of the powers conferred by sub-section (1) of section 6B of the Citizenship Act, 1955 (57 of 1955) read with sub-rules (1) and (3) of rule 11A of the Citizenship Rules, 2009, the Central Government hereby specifies the following, namely:- (i) For the purposes of sub-rule (1) of rule 11A and rule 13A of the Citizenship Rules, 2009, there shall be an Empowered Committee in the States or Union Territories, which shall be headed by the Director (Census Operations) of the State or Union Territory concerned and shall consist of following officers as members, namely: - (a) an officer in the Subsidiary Intelligence Bureau not below the rank of Deputy Secretary to the Government of India; (b) jurisdictional Foreigners Regional Registration Officer concerned; (c) the State Informatics Officer of National Informatics Centre of the State or Union Territory concerned; and (d) Post Master General of the State or Union Territory concerned or a Postal Officer nominated by the Post Master General not below the rank of Deputy Secretary to the Government of India; (ii) the following officers shall be invitees of the Empowered Committee, namely: - (a) a representative from the office of Principal Secretary (Home) or Additional Chief Secretary (Home) of the State Government or Union Territory concerned; and (b) a representative of jurisdictional Divisional Railway Manager of Railways; (iii) for the purposes of sub-rule (3) of rule 11A and sub-rule (3) of rule 38 of the Citizenship Rules, 2009, there shall be a District Level Committee which shall be headed by the jurisdictional Senior Superintendent or Superintendent of Post who shall be the Designated Officer; and shall consist of the following as members, namely:- (a) District Informatics Officer or District Informatics Assistant of the District concerned; and (b) nominee of the Central Government; (iv) the following officers shall be invitees of the District Level Committee, namely: - (a) a representative not below the rank of Naib Tehsildar or equivalent from the Office of District Collector; and (b) jurisdictional Station Master of Railways (subject to availability). (v) Quorum of each of the above Committees shall be two, including the chair.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 2. Grant of citizenship by registration or naturalisation under section 6B of the Citizenship Act, 1955 (57 of 1955) by the Empowered Committee shall be in accordance with the provisions of the Citizenship Rules, 2009 (hereinafter referred to as the said rules) subject to the following conditions, namely: - (A) the application for registration as a citizen of India or grant of certificate of naturalisation as citizen of India under the said rules is made by the applicant online; (B) the verification of the documents submitted by the applicant is done by the District Level Committee as specified in clauses (iii), (iv) and (v) of first paragraph; (C) the Designated Officer shall administer to the applicant the oath of allegiance as specified in the Second Schedule to the Citizenship Act, 1955 and thereafter, sign the oath of allegiance and forward the same in electronic form along with confirmation regarding verification of documents to the Empowered Committee; (D) the Empowered Committee may make such inquiry as it considers necessary for ascertaining the suitability of the applicant, including obtaining report from the security agency; (E) the report of the security agency referred to in clause (D) are uploaded online by such agency and accessible to the Empowered Committee; (F) the Empowered Committee on being satisfied with the suitability of the applicant, may grant him the citizenship of India by registration or naturalisation, as the case may be, and issue a certificate of registration or naturalisation, as the case may be, in the Form as prescribed in the said rules; (G) the Certificate of Registration under sub-rule (2A) of rule 14 and Certificate of Naturalisation under sub-rule (1A) of rule 15 shall be digitally signed or signed by the Chairman of Empowered Committee; and (H) the Empowered Committee shall maintain a register in accordance with the said rules (as per online format), containing the details of persons so registered or naturalised as a citizen of India, which shall be accessible to the Ministry of Home Affairs and the Security Agency. 3.
