(cid:7390)ाविृ त.—इन िनयम(cid:7298) क(cid:7409) कोई बात, ऐसे आर(cid:6979)ण(cid:7298), आयु सीमा म(cid:7286) छूट और अ(cid:7008)य (cid:7407)रयायत(cid:7298) पर (cid:7079)भाव नह(cid:7277) डालेगी, िजनका के(cid:7008)(cid:7076)ीय सरकार (cid:7367)ारा इस संबंध म(cid:7286) समय-समय पर जारी (cid:7408)कए गए आदशे (cid:7298) के अनुसार अनसु ूिचत जाितय(cid:7298), अनुसिू चत जन जाितय(cid:7298), अ(cid:7008)य िपछड़े वग(cid:7300), भूतपूव(cid:6981) सैिनक(cid:7298) और अ(cid:7008)य िवशेष (cid:7079)वग(cid:6981) के (cid:7390)ि(cid:7334)य(cid:7298) के िलए उपबंध करना अपेि(cid:6979)त ह।ै अनसु चू ी पद का पद(cid:7298) लाहौल और (cid:7021)पीित िजले तथा च(cid:7013)बा िजले के पांगी उपखंड, अंदमान और िनकोबार (cid:7367)ीप या ल(cid:6979)(cid:7367)ीप के अ(cid:7012)य(cid:7414)थय(cid:7298) के िलए िविहत क(cid:7409) गई है।) सीध प(cid:7373)ितः भत(cid:7278) सीध े अपिे (cid:6979)त शिै (cid:6979)क और अ(cid:7008)य अहत(cid:6981) ाएं जान े वाल े कोई हो। होगी या (cid:7079)ो(cid:7382)ित (cid:7367)ारा या (cid:7390)ि(cid:7334)य(cid:7298) के िलए (cid:7079)ितिनयिु (cid:7334)/ आमले न (cid:7367)ारा तथा िविहत आयु और िविभ(cid:7382) प(cid:7373)ितय(cid:7298) (cid:7367)ारा भरी शिै (cid:6979)क अहत(cid:6981) ाएं जान े वाल े (cid:7407)रि(cid:7334)य(cid:7298) क(cid:7409) (cid:7079)ो(cid:7382)त (cid:7390)ि(cid:7334)य(cid:7298) क(cid:7409) (cid:7079)ितशतता दशा म (cid:7286) भी लाग ू ह(cid:7298)गी या नह(cid:7277) 7 8 9 10 आव(cid:7019)यकः- लागू नह(cid:7277) होता सीधी भत(cid:7278) (cid:7408)कए गए 50 (cid:7079)ितशत (cid:7079)ो(cid:7382)ित (cid:7367)ारा िजसके (i) सामािजक काय(cid:6981) या समाजशा(cid:7403) या (cid:7390)ि(cid:7334)य(cid:7298) के िलए दो वष(cid:6981)। न हो सकने पर (cid:7079)ितिनयिु (cid:7334) (cid:7367)ारा अपराधशा(cid:7403) म(cid:7286) (cid:7408)कसी मा(cid:7008)यता(cid:7079)ा(cid:7385) 50 (cid:7079)ितशत सीधी भत(cid:7278) (cid:7367)ारा िव(cid:7393)िव(cid:7378)ालय से मा(cid:7021)टर िड(cid:7061)ी। िजसके न हो सकने पर (ii) क(cid:7286)(cid:7076)ीय सरकार(cid:7298), रा(cid:6996)य सरकार(cid:7298) अथवा (cid:7079)ितिनयुि(cid:7334) (cid:7367)ारा। िनजी (cid:6979)े(cid:7074) म(cid:7286) 2 वष(cid:6981) अनुसंधान या (cid:6979)े(cid:7074) काय(cid:6981) और (cid:7408)कसी संगठन के (cid:7079)शासन, पुिलस िव(cid:6980)ान, िविध, लोक (cid:7079)शासन, मनोिव(cid:6980)ान, समाज शा(cid:7403), अथ(cid:6981)शा(cid:7403) और राजनीित शा(cid:7403) म(cid:7286) िवशेष(cid:6980)ता हो। (cid:7407)ट(cid:7009)पण 1- अहत(cid:6981) ाएं, अ(cid:7008)यथा सुअ(cid:7414)हत अ(cid:7012)य(cid:7414)थय(cid:7298) क(cid:7409) दशा म(cid:7286) उन कारण(cid:7298) के िलए जो लेखब(cid:7373) (cid:7408)कए जाय(cid:7286) संघ लोक सेवा आयोग के िववेकानुसार िशिथल क(cid:7409) जा सकती है। (cid:7407)ट(cid:7009)पण 2- अनुभव संबंधी अहत(cid:6981) ा (अहत(cid:6981) ाएं) उन कारण(cid:7298) के िलए जो लेखब(cid:7373) (cid:7408)कए जाय(cid:7286) संघ लोक सेवा आयोग के िववेकानुसार अनुसूिचत जाितय(cid:7298) और अनुसूिचत जनजाितय(cid:7298) के अ(cid:7012)या(cid:7414)थय(cid:7298) क(cid:7409) दशा म(cid:7286) तब िशिथल क(cid:7409) जा सकती ह ैजब चयन के (cid:7408)कसी (cid:7079)(cid:7059)म पर संघ लोक सेवा आयोग क(cid:7409) यह राय ह ै(cid:7408)क उनके िलए आरि(cid:6979)त (cid:7407)रि(cid:7334)य(cid:7298) को भरने के िलए अपेि(cid:6979)त अनुभव रखने वाले उन समुदाय(cid:7298) के अ(cid:7012)या(cid:7414)थय(cid:7298) के पया(cid:6981)(cid:7385) सं(cid:6990)या म(cid:7286) उपल(cid:7011)ध होने क(cid:7409) संभावनान ह(cid:7277) ह।ै (cid:7079)ो(cid:7382)ित/(cid:7079)ितिनयिु(cid:7334)/आमले न (cid:7367)ारा भत(cid:7278) क(cid:7409) दशा म (cid:7286)वे (cid:7088)िे णया ं य(cid:7408)द िवभागीय (cid:7079)ो(cid:7382)ित सिमित है, तो उसक(cid:7409) भत(cid:7278) करन े के (cid:7408)कन िजनस े(cid:7079)ो(cid:7382)ित/(cid:7079)ितिनयिु(cid:7334)/आमले न (cid:7408)कया जाएगा। सरं चना प(cid:7407)र(cid:7021)थितय(cid:7298) स े सघं लोक सवे ा आयोग स े परामश (cid:6981) (cid:7408)कया जाएगा। 11 12 13 (cid:7079)ो(cid:7382)ितः समूह ‘ख’ िवभागीय (cid:7079)ो(cid:7382)ित सिमित (पुि(cid:7397) और संघ लोक सेवा आयोग के साथ पारमश(cid:6981) पुिलस अनुसंधान एवं िवकास (cid:7011)यूरो के ऐसे (cid:6996)ये(cid:7399) (cid:7079)ो(cid:7382)ित के संबंध म(cid:7286)) िन(cid:7388)िलिखत से िमलकर आव(cid:7019)यक नह(cid:7277) है। अनुसंधानकता(cid:6981) िज(cid:7008)ह(cid:7298)ने वेतन ब(cid:7289)ड-2, 9300-34800/- + (cid:7061)ेड बनेगीः वेतन 4200 (cid:7271) म(cid:7286) िनयिमत आधार पर िनयुि(cid:7334) के प(cid:7391)ात उस 1. िनदशे क, पुिलस अनुसंधान एवं िवकास (cid:7011)यूरो (cid:7088)ेणी म(cid:7286) पांच वष(cid:6981) सेवा क(cid:7409) ह।ै -अ(cid:7007)य(cid:6979) (cid:7407)ट(cid:7009)पण 1: जहां ऐसे किन(cid:7399) (cid:7390)ि(cid:7334)य(cid:7298) के संबंध म(cid:7286), िज(cid:7008)ह(cid:7298)ने 2. उपिनदशे क, पुिलस अनुसंधान एवं िवकास अपनी अहक(cid:6981) /पा(cid:7074)ता सेवा पूरी करली ह ै (cid:7079)ो(cid:7382)ती के िलए (cid:7011)यूरो-सद(cid:7021)य िवचार (cid:7408)कया जा रहा हो, वहां उनसे (cid:6996)ये(cid:7399) (cid:7390)ि(cid:7334)य(cid:7298) के संबंध 3. उप सिचव/िनदशे क, गृह मं(cid:7074)ालय-सद(cid:7021)य म(cid:7286) भी िवचार (cid:7408)कया जाएगा परंतु यह तब जब(cid:7408)क उनके (cid:7367)ारा क(cid:7409) गई ऐसी अहक(cid:6981) /पा(cid:7074)ता सेवा, अपेि(cid:6979)त अहक(cid:6981) /पा(cid:7074)ता सेवा के आधे से अिधक से या दो वष(cid:6981) से, इनम(cid:7286) से जो भी कम हो, कम न हो और उ(cid:7008)ह(cid:7298)ने अपने ऐसे किन(cid:7399) (cid:7390)ि(cid:7334)य(cid:7298) सिहत, िज(cid:7008)ह(cid:7298)ने ऐसी अहक(cid:6981) /पा(cid:7074)ता सेवा पहले ही कर ली है अगली उ(cid:7340)तर (cid:7088)ेणी म(cid:7286) (cid:7079)ो(cid:7382)ित के िलए अपनी प(cid:7407)रवी(cid:6979)ा क(cid:7409) अविध सफलतापूव(cid:6981)क पूरी कर ली हो। (cid:7407)ट(cid:7009)पण 2: (cid:7079)ो(cid:7382)ित के (cid:7079)योजन के िलए (cid:7008)यूनतम अहक(cid:6981) क(cid:7409) गणना के िलए (cid:7408)कसी अिधकारी (cid:7367)ारा 01.01.2006 से पहले या उस तारीख से िजसस े छठ(cid:7286) क(cid:7286)(cid:7076)ीय वेतन आयोग क(cid:7409) िसफा(cid:7407)रश(cid:7298) पर आधा(cid:7407)रत पुनरी(cid:6979)ीत वेतन संरचना का िव(cid:7021)तार (cid:7408)कया गया ह,ै िनयिमत आधार पर क(cid:7409) गई सेवा को वेतन आयोग क(cid:7409) िसफा(cid:7407)रश(cid:7298) पर आधा(cid:7407)रत िव(cid:7021)ता(cid:7407)रत त(cid:7004)(cid:7021)थानी (cid:7061)ेड वेतन/वेतनमान पर क(cid:7409) गई सेवा समझी जाएगी।4 THE GAZETTE OF (cid:7263)ए ह,(cid:7289) या (ii) िज(cid:7008)ह(cid:7298)ने वेतन ब(cid:7289)ड-2, 9300-34800/- + (cid:7061)ेडवेतन 4200 (cid:7271). या समतु(cid:7016)य म(cid:7286) िनयिमत आधार पर िनयुि(cid:7334) के प(cid:7391)ात् उस (cid:7088)ेणी म(cid:7286) पांच वष(cid:6981) सेवा क(cid:7409) ह,ै और (ख) िजनके पास (cid:7021)तंभ-7 म(cid:7286) सीधे भत(cid:7278) (cid:7408)कए जाने वाल े (cid:7390)ि(cid:7334)य(cid:7298) के िलए िविहत शैि(cid:6979)क अहत(cid:6981) ाएं और अनुभव ह(cid:7289)। पोषक (cid:7079)वग(cid:6981) के ऐसे िवभागीय अिधकारी, जो (cid:7079)ो(cid:7382)ित क(cid:7409) सीधी पंि(cid:7334) म(cid:7286) ह,ै (cid:7079)ितिनयुि(cid:7334) पर िनयुि(cid:7334) के िलए िवचार (cid:7408)कए जाने के पा(cid:7074) नह(cid:7277) ह(cid:7298)गे। इसी (cid:7079)कार (cid:7079)ितिनयु(cid:7334) (cid:7390)ि(cid:7334) (cid:7079)ो(cid:7382)ित (cid:7367)ारा िनयुि(cid:7334) के िलए िवचार (cid:7408)कए जाने के पा(cid:7074) नह(cid:7277) ह(cid:7298)गे। (cid:7079)ितिनयुि(cid:7334) क(cid:7409) अविध, िजसके अंतग(cid:6981)त क(cid:7286)(cid:7076)ीय सरकार के उसी या (cid:7408)कसी अ(cid:7008)य संगठन/िवभाग म(cid:7286) इस िनयुि(cid:7334) से ठीक पहले धा(cid:7407)रत (cid:7408)कसी अ(cid:7008)य काडर बा(cid:7405) पद पर (cid:7079)ितिनयुि(cid:7334) क(cid:7409) अविध ह,ै साधारणतः तीन वष(cid:6981) से अिधक नह(cid:7277) होगी। (cid:7079)ितिनयुि(cid:7334) पर िनयुि(cid:7334) के िलए अिधकतम आयुसीमा आवेदन (cid:7079)ा(cid:7385) करने क(cid:7409) अंितम तारीख को 56 वष(cid:6981) से अिधक नह(cid:7277) होगी।) (cid:7407)ट(cid:7009)पण : (cid:7079)ितिनयुि(cid:7334) के आधार पर िनयुि(cid:7334) के (cid:7079)योजन के िलए (cid:7408)कसी अिधकारी (cid:7367)ारा 01.01.2006 से पहले या उस तारीख से िजससे छठे क(cid:7286)(cid:7076)ीय वेतन आयोग क(cid:7409) िसफा(cid:7407)रश(cid:7298) पर आधा(cid:7407)रत पुनरीि(cid:6979)त वेतन संरचना का िव(cid:7021)तार (cid:7408)कया गया ह,ै िनयिमत आधार पर क(cid:7409) गई सेवा को, िसवाय उस दशा के जहाँ एक से अिधक पूव(cid:6981) पुनरीि(cid:6979)त वेतनमान का साधारण (cid:7061)ेड वेतन/वेतनमान सिहत एक (cid:7088)ेणी मे िवलय हो गया ह ै और वहाँ यह लाभ केवल उस पद (उन पद(cid:7298)) पर िव(cid:7021)ता(cid:7407)रत होगा िजसके िलए (cid:7061)ेड वेतन/वेतनमान िबना (cid:7408)कसी उ(cid:7382)यन का साधारण (cid:7079)ित(cid:7021)थापन (cid:7061)ेड ह ै वेतन आयोग क(cid:7409) िसफा(cid:7407)रश(cid:7298) पर आधा(cid:7407)रत िव(cid:7021)ता(cid:7407)रत त(cid:7004)(cid:7021)थानी (cid:7061)ेड वेतन/वेतनमान पर Constitution, and in supersession of the Bureau of Police Research and Development (Junior Analyst) Rules, 1972, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Junior Analyst in the Bureau of Police Research & Development, under the Ministry of Home Affairs, namely:- 1. Short title and commencement.—(1) These rules may be called the Ministry of Home Affairs, Bureau of Police Research & Development, Junior Analyst, Recruitment Rules, 2016. (2) They shall come into force on the date of their publication in the Official Gazette.¹Hkkx IIµ[k.M 3(i)º Hkkjr dk jkti=k % vlk/kj.k 5 2. Number of posts, Classification and scale of pay.—The number of the said posts, their classification and the scale of pay attached thereto shall be as specified in Columns 2 to 4 of the Schedule annexed to these rules. 3. Method of recruitment, age limit, qualifications, etc.—The method of recruitment to the said post, age limit, qualifications and other matters relating thereto shall be as specified in Column 5 to 13 of the aforesaid Schedule. 4. Disqualifications.—No person: (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post; Provided that the Central Government may if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing exempt any person from the operation of this rule. 5. Power to relax.—Where the Central Government is of opinion that it is necessary or expedient to doso, it may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard. The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment on promotion. (Period of deputation, including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government shall ordinarily not exceed three years. The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the closing date of receipt of applications.) Note : For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to 1st January, 2006 (the date from which the revised pay structure based on the Sixth Central Pay Commission recommendation has been extended) shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Pay Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay or pay scale and where this benefit will extend only for the post(s) for which that grade pay or pay scale is the normal replacement grade without any upgradation.
