1. संजिप्त नाम और प्रारम्पभ.— (1) इन जनयमों का संजिप्त नाम गृह मंत्रालय, राष्ट्रीय अपराध अजभलेख ब्यरू ो,
कम्प्यूटर औरप्रणाली प्रभाग, कजनष्ठ स्ट्टाफ अजधकारी (समूह ‘क’ पद) भती जनयम, 2020 ह।ै
(2) ये राजपत्र म ें प्रकािन की तारीख को प्रवृत होंगे।
2. पद-सख्ं या, वगीकरण और वते न मट्रै रक्स म ें स्ट्त र.—पद-संख्या, उसका वगीकरण और वेतन मैट्ररक् स म ें स्ट् तर वह
होगा, जो इन जनयमों स े उपाबद्ध अनुसूची के स्ट् तंभ (2) स े (4) म ें जवजनर्ददष्ट ह।ै
3. भती की पद्धजत, आय-ु सीमा, अहता ाएं, आदद.—उि पद पर भती पद्धजत, आय-ु सीमा, अहता ाए ं और उससे संबजन्धत

(ख) जजसने अपने पजत या अपनी पत्नी के जीजवत रहते हुये दकसी व्यजि स े जववाह दकया ह,ै या जववाह की संजवदा की
ह,ै
उि पद पर जनयुजि का पात्र नहीं होगा:
परंतु यदद केंद्रीय सरकार यह समाधान हो जाता ह ैदक ऐसा जववाह, ऐसे व्यजि और जववाह के अन्य पिकार को लागू स्ट्वीय
जवजध के अधीन अनज्ञु ेय ह ै और ऐसा करने के जलए अन्य आधार ह ैं तो वह दकसी व्यजि को इस जनयम के प्रवतान स े छूट द े
सकेगी।
5. जिजथल करन े की िजि.—जहां केंद्रीय सरकार की यह राय ह ै दक ऐसा करना आवश्यक या समीचीन ह,ै वहााँ
उसके जलए जो कारण ह ै उन्ह ें लेखबद्ध करके तथा संघ लोक सेवा आयोग स े परामि ा करके, इन जनयमों के दकसी उपबंध को
दकसी वगा या प्रवग ा के व्यजियों की बाबत, आदेि द्वारा जिजथल की जा सकती ह ै।
6. व्यावजृ त्त.—इन जनयमों की कोई बात ऐस े आरिण, आय-ु सीमा म ें छूट और अन्य ट्ररयायतों पर प्रभाव नहीं डालेगी,
जजनका केंद्रीय सरकार द्वारा इस संबंध म ें समय-समय पर जारी दकएगए आदिे ों के अनुसार अनुसूजचत जाजतयों, अनुसूजचत
जनजाजतयों, अन्य जपछड़े वगों, भूतपूव ा सैजनकों और अन्य जविषे प्रवग ा के व्यजियों के जलए उपलब्ध करना आवश् यक ह।ै

प्रजतजनयुजि (जजसके अंतगात अल्पकाजलक
संजवदा भी ह)ै : केंद्रीय सरकार या राज्य
सरकारों या संघ राज्य िेत्रों या
जवश्वजवद्यालय या मान्यता प्राप्त
अनुसंधान संस्ट्थानों या पजब्लक सेक् टर
उपक्मों या कानूनी या स्ट्विासी संगठनों
के अधीन ऐसे अजधकारी-
(क) (i) जो मूल काडर या जवभाग
में जनयजमत आधार पर सदश्ृ य पद धारण
दकए हुये हैं ; या
(ii) जजन्होंने वेतन मैट्ररक्स के स्ट्तर 9
(₹ 53100-167800/-) या वेतन
मैट्ररक्स के स्ट्तर 8 (₹47600 –
151100/-) के पदों में जनयजमत आधार
पर जनयुजि के पश्चात उस श्रेणी में दो
वषा सेवा की है; और
(ख) जजनके पास स्ट्तंभ (7) के अधीन
सीधे भती दकए जाने वाले व्यजियों के
जलए जवजहत िैजिक अहता ाएं और अनुभव
ह।ै
ट्रट्पण 1: पोषक प्रवग ा के ऐसे जवभागीय
अजधकारी, जो प्रोन्नजत की सीधी पंजि में
ह,ै प्रजतजनयुजि पर जनयजु ि के जलए
जवचार दकए जाने के पात्र नहीं होंगे। इसी
प्रकार, प्रजतजनयुजि व्यजि, प्रोन्नजत द्वारा
जनयुजि के जलए जवचार दकए जाने के
पात्र नहीं होंगे।
ट्रट्पण 2: (प्रजतजनयुजि की अवजध
जजसके अंतगात केंद्रीय सरकार के उसी या
दकसी अन्य संगठन या जवभाग में इस
जनयुजि से ठीक पहले धाट्ररत दकसी अन्य
काडर बाह्य पद पर प्रजतजनयुजि की
अवजध ह ै साधारणतया तीन वष ा से
अजधक नहीं होगी।
ट्रट्पण 3: प्रजतजनयजु ि द्वारा जनयजु ि के
जलए अजधकतम आयु-सीमा आवेदन प्राप्त
करने की अंजतम तारीख को छ्पन वषा से

New Delhi, the 5th January, 2021
G.S.R. 9 (E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in
supersession of the Ministry of Home Affairs, National Crime Records Bureau, Computer and Systems Division,
Junior Staff Officer (Group 'A' post) Recruitment Rules, 2011, except as respects things done or omitted to be done
before such supersession, the President hereby makes the following rules regulating the method of recruitment to the
post of Junior Staff Officer in the Ministry of Home Affairs, National Crime Records Bureau, Computer and Systems
Division, namely:-
1. Short title and commencement.— (1) These rules may be called the Ministry of Home Affairs, National Crime
Records Bureau, Computer and Systems Division, Junior Staff Officer (Group 'A' Post) Recruitment Rules, 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix.—The number of post, its classification and the level
in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age - limit, qualifications, etc.—The method of recruitment, age- limit, qualifications
and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualifications.—No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
any person from the operation of this rule.
5. Powers to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission,
relax any of the provisions of these rules with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required
to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-Servicemen and other
special categories of persons, in accordance with the orders issued by the Central Government from time to time, in
this regard.
