L.-33004/99 EXTRAORDINARY II— — (i) PART II—Section 3—Sub-section (i) PUBLISHED BY AUTHORITY ] No. 869] NEW DELHI, MONDAY, OCTOBER 23, 2017/KARTIKA 1, 1939 राष्ट्रीय भारत पररवतनत सस्ं था (ववकास अनवु ीक्षण और मलू याकं न कायातलय) अविसचू ना नई दिलली, 17 अक् तूबर, 2017 सा.का.वन. 1319(अ).—राष्ट्रपवत, संवविान के अनुच्छेि 309 के परंतुक द्वारा प्रित्त शवियों का प्रयोग करते हुए और कायतक्रम मूलयांकन संगठन, योजना आयोग ; (गैर-सवचवालय/आशुवलवपक श्रेणी-II), भती वनयम, 1999 तथा आशुवलवपक श्रेणी- डी, भती वनयम, 2014 को, उन बातों के वसवाय अविक्रांत करते हुए, वजन्ह ेंऐसे अविक्रमण से पहले दकया गया ह ैया करने का लोप दकया गया है, ववकास अनुवीक्षण और मूलयांकन कायातलय, राष्ट्रीय भारत पररवततन संस्था में आशुवलवपक श्रेणी घ के पिों पर भती की पद्धवत का वववनयमन करन े के वलए वनम्नवलवित वनयम बनाते हैं, अथातत्:- 1. सवं क्षप्त नाम और प्रारंभ.– (1) इन वनयमों का संवक्षप्त नाम ववकास अनुवीक्षण और मूलयांकन कायातलय, राष्ट्रीय भारत पररवततन संस्था, आशुवलवपक श्रेणी-घ, समूह ‘ग’ पि, भती वनयम, 2017 ह।ै (2) ये वनयम राजपत्र में प्रकाशन की तारीि को प्रवृत्त होंगे। 2. पि-संख्या, वगीकरण और वते न मरै िक्स म ेंवते न स्तर.- उि पिों की संख्या, उनका वगीकरण और वेतन मैरिक्स में वेतन स्तर वे होंगे, जो इन वनयमों से उपाबद्ध अनुसूची के स्तंभ (2) से स्तंभ (4) में वववनर्िष्टत हैं। 3. भती की पद्धवत, आय-ु सीमा और अहतत ाएं आदि.- उि पिों पर भती की पद्धवत, आयु-सीमा, अहतत ाएं और उनसे संबंवित अन्य बातें व े होंगी जो उि अनुसूची के स्तंभ (5) से स्तंभ (13) में वववनर्िष्टत हैं। 4. वनरहतत ा.– वह व्यवि, - (क) वजसने ऐसे व्यवि से वजसका पवत या वजसकी पत्नी जीववत है, वववाह दकया है, या (ख) वजसने अपने पवत या अपनी पत्नी के जीववत रहते हुए दकसी व्यवि से वववाह दकया है, 6342 GI/2017 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] उि पिों पर वनयुवि का पात्र नहीं होगा: परन्तु यदि केन्रीय सरकार का यह समािान हो जाता ह ै दक ऐसा वववाह, ऐसे व्यवि और वववाह के अन्य पक्षकार को लागू स्वीय वववि के अिीन अनुज्ञेय ह ैऔर ऐसा करने के वलए अन्य आिार ह ैंतो वह दकसी व्यवि को इस वनयम के प्रवततन से छूट ि ेसकेगी। 5. वशवथल करन े की शवि.- जहां केन्रीय सरकार की यह राय ह ै दक ऐसा करना आवश्यक या समीचीन है, वहां वह उसके वलए जो कारण ह ैं उन्ह ें लेिबद्ध करके, इन वनयमों के दकसी उपबंि को दकसी वगत या प्रवगत के व्यवियों की बाबत, आिशे द्वारा वशवथल कर सकेगी। 6. व्याववृ त्त.- इन वनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाव नहीं डालेगी, वजनका केन्रीय सरकार द्वारा इस संबंि में समय-समय पर वनकाले गए आिशे ों के अनुसार अनुसवू चत जावतयों, अनसु ूवचत जनजावतयों, अन्य वपछडे वगों, भूतपूवत सैवनकों और अन्य ववशेष प्रवगत के व्यवियों के वलए उपबंि करना अपेवक्षत ह।ै अनसु चू ी पि का नाम पिों की संख्या वगीकरण वेतन मैरिक्स में वेतन चयन अथवा स्तर अचयन पि (1) (2) (3) (4) (5) आशुवलवपक श्रेणी-घ 8* (2017) सामान्य केन्रीय सेवा, समूह मैरिक्स में स्तर-4 वेतन लागू नहीं होता (रु.25,500-81,100) *कायतभार के आिार पर ‘ग’, अराजपवत्रत, पररवततन दकया जा सकता अनुसवचवीय ह।ै सीिे भती दकए जाने वाले सीिे भती दकए जाने वाले व्यवियों के वलए अपेवक्षत सीिे भती दकए जाने वाले पररवीक्षा व्यवियों के वलए आयु-सीमा शैवक्षक और अन्य अहतत ाएं व्यवियों के वलए वववहत आयु अववि, और शैवक्षक अहतत ाएं प्रोन्नत यदि हो व्यवियों की िशा में लागू होंगी या नहीं (6) (7) (8) (9) 18 से 27 वषत के बीच (केन्र (i) दकसी मान्यता प्राप्त बोडत अथवा ववश्वववद्यालय से लागू नहीं होता िो वषत सरकार द्वारा समय-समय पर 12वीं पास अथवा समकक्ष जारी अनुिशे ों अथवा आिशे ों के (ii) कौशल परीक्षा के मानकः अनुसार सरकारी कमतचाररयों के श्रुतलेि (वडक्टेशन): 80 शब्ि प्रवत वमनट की िर से वलए 40 वषत तक वशवथलनीय) नोटः आयु सीमा के वनिातररत 10 वमनट करने की वनणातयक वतवथ प्रवतलेिन (िांसदक्रनशन) कमतचारी चयन आयोग द्वारा 65 वमनट (अंग्रेजी) यथा-ववज्ञावपत तारीि होगी। 75 वमनट (हहिं ी) (मैनुलअल टाइपराइटर पर) या 50 वमनट (अंग्रेजी) 65 वमनट (वहन्िी) (कम्पनयूटर पर) और/या समय-समय पर कमतचारी चयन आयोग द्वारा यथा- वनिातररत भती का तरीका, सीिी भती या पिोन्नवत द्वारा या प्रवतवनयुवि और आमेलन द्वारा पिोन्नवत या प्रवतवनयुवि/आमेलन द्वारा भती के और वववभन्न तरीकों से भरी जाने वाली ररवियों का प्रवतशत मामले में, दकस ग्रेड से पिोन्नत/ प्रवतवनयुि/ आमेवलत दकया जाना है (10) (11) कमतचारी चयन आयोग द्वारा सीिी भती। लागू नहीं होता नोटः पििारी के प्रवतवनयुवि अथवा लम्पबी बीमारी अथवा अध्ययनाथत छुट्टी अथवा अन्य पररवस्थवतयों के अंतगतत एक वषत अथवा इससे अविक अववि तक बाहर होने केII (i) 3 पररणामस्वरूप होने वाली ररवियों को केन्र सरकार के वनयवमत आिार पर और सीिी भती के वलए कॉलम (7) में वनिातररत अहतत ा प्राप्त सिश्ृ य पिों पर तैनात अविकाररयों से प्रवतवनयवु ि के आिार पर भरा जा सकता ह।ै अगर ववभागीय पिोन्नवत सवमवत मौजिू ह,ै तो इसका सघं टन क्या है व े पररवस्थवतया,ं वजनम ें भती के वलय े सघं लोक सवे ा आयोग स ेपरामश तदकया जाना ह ै (12) (13) समहू ‘ग’ ववभागीय पिोन्नवत सवमवत म ेंशावमल हैं: लागू नहीं होता 1. अवर सवचव (प्रशासन), डीएमईओ – अध्यक्ष 2. ववकास अनुवीक्षण और मूलयांकन कायातलय (डीएमईओ) से समूह ‘क’ अविकारी – सिस्य 3. नीवत आयोग से समूह ‘क’ अविकारी – सिस्य [फा. सं. ए-12026/01/2016-डीएमईओ (प्रशा.)] सी. ए. बोि, सयुंक् त सवचव (प्रशासन एव ंववत्त) NATIONAL INSTITUTION FOR TRANSFORMING INDIA (DEVELOPMENT MONITORING AND EVALUATION OFFICE) NOTIFICATION New Delhi, the 17th October, 2017 G.S.R.1319(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Programme Evaluation Organisation Planning Commission (Non-Secretariat Stenographer Grade-II) Recruitment Rules, 1999 and the Independent Evaluation Office, Planning Commission (Stenographer-Grade-‘D’) Recruitment Rules, 2014, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Steno Grade-D in the Development Monitoring and Evaluation Office, National Institution for Transforming India, namely:- 1. Short title and commencement. – (1) These rules may be called the Development Monitoring and Evaluation Office, National Institution for Transforming India, Steno Grade-D, Group 'C' Posts, Recruitment Rules, 2017. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of posts, classification and pay level in the pay matrix.- The number of the said posts, their classification and pay level in the pay matrix applicable thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age limit, qualifications, etc.- The method of recruitment, age limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification.- No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any other person, shall be eligible for appointment to the said post:4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving.- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the candidates belonging to the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
