New Delhi, the 8th March, 2019
F. No. 1/5/2019-Tpt/NITI .—1.(i).—No. In pursuance of the decision of the Cabinet in its meeting held on
7th March, 2019 for setting up the National Mission on Transformative Mobility and Battery Storage, the Central
Government hereby constitutes the “National Mission on Transformative Mobility and Battery Storage” with an
Inter-Ministerial Steering Committee, comprising of the following members, namely:
i. CEO, NITI Aayog - Chairman
ii. Secretary, Ministry of Road Transport and Highways - Member
iii. Secretary, Ministry of Power - Member
iv. Secretary, Ministry of New and Renewable Energy - Member
v. Secretary, Department of Heavy Industry - Member
vi. Secretary, Department of Science and Technology - Member
vii. Secretary, Department for Promotion of Industry and Internal Trade - Member
viii. Director General, Bureau of Industrial Standards. - Member
The Mission, would be housed in NITI Aayog and served by the Transport (Infrastructure Connectivity) Vertical of
NITI Aayog.
Terms of Reference of the Mission
The terms of reference of the Mission are as follows:
i. Ensure implementation and compliance of the decisions and recommendations of the Steering Committee.
ii. Propose and recommend policy guidelines and government interventions and possible strategies for holistic,
sustainable and transformative mobility and energy storage in India.
iii. Analyse and propose the key interventions, incentives and projects required. Also prioritise and recommend the
same towards transformative mobility and energy storage, to the nodal agency/ministry for its implementation.
Additionally, plan the short-term and long-term road map for these interventions/projects.
iv. To formulate and launch a Phased Manufacturing Program (PMP) for EVs & EV Components to localize
production across the entire EV value chain, in order to develop the entire eco-system for industry to achieve
global competitiveness. It will ensure that adequate time is provided to develop the component level indigenous
manufacturing for nascent technologies and prevent any setback to the growth of the high-potential industry.
v. Battery cells currently constitute around 35% of the cost of electric vehicles. India is the fastest growing
economy in the world with a huge requirement for energy storage solutions for electric mobility,
complementing new and renewable energy generation, grid stabilization and the growing number of devices.
Mission is to formulate and launch a Phased Manufacturing Program (PMP) focussing on batteries including
raw materials, electrochemistry, end of life treatment, comprising manufacture of cells, modules, battery packs
and usage in vehicles. This would require manufacturing at Giga scale with active participation of the industry.
vi. Hold regular deliberations to ensure synergy amongst the efforts of various stakeholders namely; Government
of India Ministries/Department, state Governments, industry, academia, research institutes etc. Also co-ordinate
and resolve road blocks if any.
vii. Examine, formulate, propose and drive the short-term and long-term plan and contours of the mission on
transformative mobility and energy storage, its objectives, quantifiable outcomes and roles of various
stakeholders.
viii. Examine and propose to the Council of Ministers/Cabinet the introduction of any legislation, act or notification
or amendment to an existing legislation, act or notification for promoting holistic, sustainable and
transformative mobility in India upon the recommendation of the Steering Committee.
ix. Any other task assigned to it.
