G.S.R. 36(E).—In exercise of the powers conferred by the proviso to Article 309 of the Constitution, the
President hereby makes the following rules further to amend the National Capital Territory of Delhi, Andaman and
Nicobar Islands, Lakshadweep, Daman and Diu and Dadra and Nagar Haveli (Civil Service) Rules, 2003, namely: -
1. (1) These rules may be called the National Capital Territory of Delhi, Andaman and Nicobar Islands,
Lakshadweep, Daman and Diu and Dadra and Nagar Haveli (Civil Service) Amendment Rules, 2015.
(2) These rules shall be deemed to have come into force with effect from the 1st day of October, 2009.
2. In the National Capital Territory of Delhi, Andaman and Nicobar Islands, Lakshadweep, Daman and Diu and
Dadra and Nagar Haveli (Civil Services) Rules, 2003 read with the Amendment Rules, 2009 notified vide
G.S.R. 717(E) dated 1st October, 2009 (hereinafter referred to as the said rules) under Schedule I, Part C relating to
posts in Entry Grade and Selection Grade, in item (b) relating to the posts under Andaman and Nicobar
Administration-[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3
(a) after SI. No. 15 and the entries relating thereto, the following Sl Nos. and entries shall be inserted, namely: -
“16 Information Officer 2
17 Tourist Information Officer 2”
(b) for the entry "18" under the column relating to ‘No. of Posts’, the entry "22" shall be substituted.
3. In the said rules, under Schedule I, Part-A relating to Grades and Sanctioned Strength of the Service, in item
(b) relating to sanctioned strength, under (2) and ‘Total', under the column "No. of Posts",
(a) for the entry "24", the entry “28” shall be substituted;
(b) for the entry "472", the entry "476 shall be substituted.
4. In the said rules, under “Total”, under the column relating to “no. of posts” in the Schedule I, -
(a) for the entry "273", the entry "277" shall be substituted;
(b) for the entry "363", the entry "367" shall be substituted;
(c) for the entry "472", the entry "476" shall be substituted

Explanatory Memorandum
As per the directions of the Hon’ble Supreme Court in its order dated 31st October, 2014 passed in Civil
Appeal No 9979/2014 arising out of SLP (Civil) No. 11120/2012 fled by Shri Virendra Krishna Mishra, these rules
are being given retrospective effect from 1st Day of October, 2009.
