पद पर भती की पद्धजत का जवजनयमन करने के जलए जनम्न जलजखत जनयम बनात ेह,ं अथाकित ् :-
1. संजक्षप्त नाम और प्रारंभ.— (1) इन जनयमों का संजक्षप् त नाम गृह मंत्रालय, भारत-जतब्बत सीमा पुजलस बल,
सहायक उप जनरीक्षक (पि ु पररवहन), समूह 'ग' पद भती जनयम, 2022 ह।ै
(2) ये राजपत्र म ेंप्रकािन की तारीख को प्रवृत्त होंगे।
2. पद-सख्ं य ा, वगीकरण और वते न मरै रक्स म ें स्ट्तर: उक्त पद की संख्या, उसका वगीकरण और वेतन मैररक्स में उसका
स्ट्तर वह होगा जो इन जनयमों से उपाबद्ध अनुसूची के स्ट् तंभ (2) से स्ट् तंभ (4) में जवजनर्ददष्ट ह ं।
3. भती की पद्धजत, आय-ु सीमा, अहतकि ाएं आदद : पद पर भती की पद्धजत, आय-ु सीमा, अहतकि ाएँ और उससे संबंजधत अन्दय

4. जनरहतकि ा: वह व्यजि-
(क) जजसने से व्यजि से, जजसका पजत या जजसकी पत्नी जीजवत ह,ै जववाह दकया ह ै या जववाह की संजवदा की

(ख) जजसने अपने पजत या अपनी पत्नी के जीजवत रहत े हुए दकसी व्यजि से जववाह दकया ह ै या जववाह की संजवदा
की ह।ै
उि पद पर जनयुजि का पात्र नहीं होगा:
परन्द तु यदद केंरीय सरकार का यह समाधान हो जाता ह ै दक सा जववाह से व् यजि और जववाह के अन्द य पक्षकार को
लागू स्ट् वीय जवजध के अधीन अनञु ेय ह ै और सा करने के जलए अन्द य आधार ह ं तो वह दकसी व् यजि को इस जनयम के प्रवतनकि
से छूट दे सकेगी ।
5. जचदकत् सीय दृ ट या यो्य ता.— इन जनयमों म ें अंतर्ववट दकसी बात के होते हुए भी, केवल वे व् यजि जो केन्द रीय
सिस्ट् त्र पुजलस बलों में स्ट् वास्ट् ् य देखभाल प्रणाली म ें यथा जवजनर्दद ट जचदकत् सा प्रवगकि िेप-1 में ह,ं इन जनयमों के अधीन
जनयुजि और प्रोन्द नजत जजसके अतं गकित प्रजतजनयुजि द्वारा जनयुजि या पुनर्वनयोजन ह,ै के जलए पात्र होंगे ।
6. गरै भारतीय नागररकों की अपात्रता.- वह व् यजि, जो भारत का नागररक नहीं ह,ै जलजखत में केन्द रीय सरकार की पूव कि
अनुमजत के जबना, इन जनयमों के अधीन जनयुि नहीं दकया जाएगा:
परन्द त ु इन जनयम म ें अंतर्ववट दकसी बात के होत े हुए भी, नेपाल या भूटान की प्रजा को जनयुजि या जनयोजन म ें मना
नहीं दकया जाएगा।
7. अजधवर्वषता— इन जनयमों के अधीन जनयुक्त दकया गया प्रत् यके व् यजि को उसके, जजसमें वह साठ वष कि की आय ु प्राप् त
करता ह,ै मास के अंजतम ददन के अपराह्न म ेंसेवाजनवृत्त होगा।
परन्द त ु वह व्यजि, जजसके जन्दम की तारीख दकसी मास की पहली तारीख ह,ै अजधवर्वषता की आय ु प्राप् त करन े के
पूवकिवती मास के अंजतम ददन के अपराह्न में सेवाजनवृत्त होगा।
8. जिजथल करन े की िजि: जहॉं केन्द रीय सरकार की यह राय ह ै दक सा करना आव यक या समीचीन ह,ै वहां वह
उसके जलए जो कारण ह ं उन्द ह ें लेखबद्ध करके इन जनयमों के दकसी उपबंध को दकसी वग कि या प्रवग कि के व् यजियों की बाबत,
आदेि द्वारा जिजथल कर सकेगी।
9. व्य ावृजत.— इन जनयमों की कोई बात, से आरक्षण, आय-ु सीमा में छूट और अन्दय ररयायतों पर प्रभाव नहीं
डालगे ी, जजनका केन्दरीय सरकार द्वारा इस संबंध म ें समय-समय पर जारी दकए गए आदिे ों के अनुसार अनुसूजचत जाजतयों,
अनुसूजचत जनजाजतयों, अन्दय जपछडे वगों, भूतपूवकि सैजनकों और अन्दय जविेष प्रवग कि के व्यजियों के जलए उपबंध करना
अपेजक्षत ह।ै

G.S.R. 596(E).—In exercise of the powers conferred by clause (b) of sub-section (2) of
section 156 of the Indo-Tibetan Border Police Force Act, 1992 (35 of 1992) and in supersession of the Indo-
Tibetan Border Police Force, Animal Transport Cadre Group ‘A’ (Gazetted) and Group ‘B’ (Non-Gazetted)
posts Recruitment Rules, 2018, in so far as it relates to the posts of Sub-Inspector(Animal Transport), except
as respects things done or omitted to be done before such supersession, the Central Government hereby
makes the following rules regulating the method of recruitment to the post of Assistant
Sub-Inspector(Animal Transport) Group ‘C’ posts in the Indo-Tibetan Border Police Force, namely :-4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
1. Short title and commencement.— (1) These rules may be called the Ministry of Home Affairs, Indo-
Tibetan Border Police Force, Assistant Sub-Inspector (Animal Transport), Group ‘C’ post Recruitment
Rules, 2022.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix.— The number of post, its classification
and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule
annexed to these rules.
3. Method of recruitment, age-limit and other qualifications, etc..— The method of recruitment, age-
limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the
aforesaid Schedule.
4. Disqualification.— No person,—
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the
personal law applicable to such person and the other party to the marriage and that there are other grounds
for so doing, exempt any person from the operation of this rule.
5. Medical Fitness.— Not withstanding anything contained in these rules, only those persons who are in
medical category SHAPE-I, as specified in Health Care System in Central Armed Police Forces, shall be
eligible for appointment and promotion including appointment by deputation or re-employment under the
provisions of these rules.
6. Ineligibility of non-citizens of India.— No person who is not a citizen of India shall, except with the
prior permission of the Central Government in writing, be appointed under these rules:
Provided that nothing contained in this rule shall debar the appointment or employment of a subject
of Nepal or Bhutan in the Force.
7. Superannuation.— (1) Every person appointed under these rules, shall retire from service in the
afternoon of the last day of month in which he attains the age of sixty years.
Provided that the person whose date of birth is the first day of a month shall retire from service on the
afternoon of the last day of the preceding month on attaining the age of superannuation.
8. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so
to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules
with respect to any class or category of persons.
9. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions
required to be provided for the Scheduled Castes, Scheduled Tribes, other backward classes, ex-Servicemen
and other special categories of persons, in accordance with the orders issued by the Central Government
from time to time in this regard.

pay matrix along with their juniors who have already completed such qualifying or eligibility service.
