जनम्न जलजखत जनयम बनाते ह,ं अथाात ् :-
1. संजक्षप्त नाम और प्रारंभ - (1) इन जनयमों का संजक्षप् त नाम भारत-जतब्बत सीमा पुजलस बल, योधक लेखा सेवा
काडर (समूह ‘क’ और समूह ‘ख’ पद) भती जनयम, 2022 ह।ा
(2) ये राजपत्र में प्रकािन की तारीख को प्रवृत्त होंगे।
2. लाग ूहोना.— ये जनयम, इन जनयमों से उपाबद्ध अनुसूची के स्ट्त ंभ (1) में जवजनर्ददष्ट पदों को लाग ूहोंगे।

(क) जजसने से व्यजि से, जजसका पजत या जजसकी पत्नी जीजवत ह,ा जववाह दकया ह ा या जववाह की संजवदा की

(ख) जजसने अपन े पजत या अपनी पत्नी के जीजवत रहत े हुए दकसी व्यजि से जववाह दकया ह ा या जववाह की संजवदा

सिस्ट् त्र पुजलस के स्ट् वास्ट् ् य देखभाल पद्धजत में यथाजवजनर्दद् ट जचदकत् सा प्रवगा िेप-1 में ह,ं प्रोन्द नजत और जनयुजि जजसके
अन्द तगात प्रजतजनयुजि पर जनयुजि या पनु र्वनयोजन भी ह,ा के जलए पात्र होंगे ।
7. जिजथल करन े की िजि : जहॉं केन्द रीय सरकार की यह राय ह ा दक सा करना आवश् यक या समीचीन ह,ा वहां वह
उसके जलए जो कारण ह ं उन्द हें लेखबद्ध करके इन जनयमों के दकसी उपबंध को दकसी वग ा या प्रवग ा के व् यजियों की बाबत,
आदेि द्वारा जिजथल कर सकेगी।
8. व्य ावृजत : इन जनयमों की कोई बात, से आरक्षणों , आय-ु सीमा में छूट और अन्दय ट्ररयायतों पर प्रभाव नहीं डालगे ी,
जजनका केन्दरीय सरकार द्वारा जारी दकए गए आदिे ों के अनसु ार अनुसूजचत जाजतयों, अनुसूजचत जनजाजतयों, अन्दय जपछडे
वगों, भूतपूवा साजनकों और अन्दय जविेष प्रवग ाके व्यजियों के जलए उपबंध करना अपेजक्षत ह।ा

पूरा दकया ह।ा
ट्रटप्प ण : जहां से कजन्ठ व् यजियों के संबंध म,ें जजन्द होंने अपनी अहका या पात्रता सेवा पूरी कर ली ह,ा प्रोन्द नजत के जलए
जवचार दकया जा रहा हो वहां उनसे ज्य े्ठ व् यजियों के संबंध में भी जवचार दकया जाएगा परंतु यह तब जब दक उनके द्वारा
की गई अहका या पात्रता सेवा, अपेजक्षत अहका या पात्रता सेवा के आध े से अजधक से या दो वषा से, इनम ें स े जो भी कम हो,
कम न हो और उन्द होंने अपन े से कजन्ठ व् यजियों सजहत जजन्द होंने सी अहका या पात्रता सेवा पहले ही पूरी कर ली ह ा
अगली उच् चतर श्रेणी में प्रोन्दन जत के जलए अपनी पट्ररवीक्षा की अवजध सिलतापूवाक पूरी कर ली हो।
प्रजतजनयजु ि द्वारा :
(क) केंन्द रीय सरकार के से अजधकारी जो जनयजमत आधार पर सदिृ पद धारण दकए हुए ह ं और लेखा और बजट
संबंधी काया में न्द यूनतम चार वषा का अनुभव रखते ह ं और जवत् त और लेखा में तीन सप् ताह का प्रजिक्षण
सिलतापूवाक पूरा दकया ह।ा
(ख) केंन्द रीय सरकार के मंत्रालयों या जवभागों के से अजधकारी जजन्द होने वेतन माट्ररक् स के स्ट्त र 8 (47600-
151100/-रू) में दो वषा की जनयजमत सेवा की ह ा और लेखा और बजट संबंधी काया में न्द यनू तम चार वषा का
अनुभव रखते ह ंऔर जवत् त और लेखा म ेंतीन सप् ताह का प्रजिक्षण सिलतापूवाक परू ा दकया ह।ा
ट्रटप्प ण 1 : प्रजतजनयुजि की अवजध, जजसके अंतगात केन्द रीय सरकार के उसी या दकसी अन्द य संगठन या जवभाग में इस जनयुजि
से ठीक पहल े धाट्ररत दकसी अन्दय काडार बा्य पद पर प्रजतजनयुजि की अवजध ह ासधारणतया तीन वष ा से अजधक नहीं होगी।
ट्रटप्प ण 2 : प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आय ु सीमा आवेदन प्राप् त करने की अंजतम तारीख को 56 वष ा स े
अजधक नहीं होगी।
ट्रटप्प ण 3 : पोषक प्रवगा के से जवभागीय अजधकारी, जो प्रोन्द नजत की सीधी पंजि में ह,ा प्रजतजनयुजि पर जनयुजि के जलए

G.S.R. 595(E).—In exercise of the powers conferred by sub-section (1) and clause (b) of sub-
section (2) of section 156 of the Indo-Tibetan Border Police Force Act, 1992 (35 of 1992) and in
supersession of the Indo-Tibetan Border Police Force, Combatant Accounts Cadre, Group ‘A’ and Group
‘B’ Posts Recruitment Rules, 2012, except as respects things done or omitted to be done before such
supersession, the Central Government hereby makes the following rules regulating the method of
recruitment to the posts of Assistant Commandant (Accounts Officer) and Inspector (Accountant) in the
Indo-Tibetan Border Police Force, namely:-
1. Short title and commencement.— (1) These rules may be called the Indo-Tibetan Border Police
Force, Combatant Accounts Cadre (Group ‘A’ and Group ‘B’ Posts) Recruitment Rules, 2022.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.— These rules shall apply to the posts specified in Column (1) of the Schedule annexed to
these rules.
3. Number of post, classification and level in the pay matrix.— The number of said post, their
classification and the level in the pay matrix attached thereto shall be as specified in Columns (2) to (4) of
the said Schedule.
4. Method of recruitment, age limit and other qualifications, etc..— The method of recruitment, age-
limit, qualifications and other matters relating thereto shall be as specified in Columns (5) to (13) of the said
Schedule.
5. Disqualification.— No person,—
(a) who has entered into or contracted a marriage with a person having a spouse living, or
(b) who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post :
Provided that the Central Government may, if satisfied that such marriage is permissible under the
personal law applicable to such person and the other party to the marriage and that there are other grounds
for so doing, exempt any person from the operation of this rule.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
6. Medical Fitness.— Notwithstanding anything contained in these rules, only those persons who are in
medical category SHAPE-I, as specified in health care system in Central Armed Police Forces, shall be
eligible for promotion and appointment including appointment on deputation or re-employment.
7. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so
to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with
respect to any class or category of persons.
8. Saving.— Nothing in these rules shall affect reservations, relaxation of age limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the
Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central
Government.

From amongst Inspectors (Accountant) of Indo-Tibetan Border Police Force in Pay level-7 (Rs.
44900-142400) in the pay matrix with three years of regular service in the grade and having successfully

Note: Where juniors who have completed their qualifying or eligibility service are being considered for
promotion their seniors would also be considered provided they are not short of the requisite
qualifying or eligibility service by more than half of such qualifying or eligibility service or two years,
whichever is less, and have successfully completed their probation period for promotion to the next higher
level in the pay matrix along with their juniors who have already completed such qualifying or eligibility
service.
By deputation:
(a) Officers of the Central Government holding analogous post on regular basis and having minimum
four years experience in accounts and budgeting and having successfully completed training of
three weeks in finance and accounts.
(b) Accounts officers in the Central Government Ministries or Departments in level-8 (Rs.47600-
151100) in the pay matrix with two years regular service in the level and having minimum four
years experience in accounts and budgeting and having successfully completed training of three
weeks in finance and accounts.
Note 1: The period of deputation including the period of deputation in another ex-cadre post held
immediately preceding this appointment in the same or some other Organisation or Department of the
Central Government shall ordinarily not exceed three years.
Note 2: The maximum age limit for appointment by deputation shall not exceed fifty-six years as on the
closing date of receipt of application.
Note 3: The Departmental officers in the feeder categories who are in the direct line of promotion shall not
be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible
for consideration for appointment on promotion.

Note. 1— The period of deputation including the period of deputation in another ex-cadre post held
immediately preceding this appointment in the same or some other Organisation or Department of the
Central Government shall ordinarily not exceed five years. The maximum age-limit for appointment by
deputation shall not be exceeding fifty-six years as on the closing date of receipt of application.
