अनुसजचवीय काडर और योधक आिुजलजपक काडर समहू ‘ख’ पि और समूह ‘ग’ पि भती जनयम, 2010, को, िहा ं तक उनका संबंध जनरीक्षक (योधक अनुसजचवीय), उप-जनरीक्षक (योधक अनुसजचवीय), जनरीक्षक (आिुजलजपक) और उप-जनरीक्षक (आिुजलजपक) के पिों से है, उन बातों के जसवाय अजधक्ांत करते हुए, जिन् ह ें ऐस े अजधक्मण से पूवव दकया गया ह ै या करने का लोप दकया गया है, भारत-जतब् बत सीमा पुजलस बल में जनरीक्षक (योधक अनुसजचवीय), उप-जनरीक्षक(योधक अनुसजचवीय), जनरीक्षक (आिुजलजपक) और उप-जनरीक्षक (आिुजलजपक) के पिों पर भती की पद्धजत को जवजनयमन करन े के जलए जनम्नजलजखत जनयम बनाती ह,ै अर्ावतः- 1. सजं क्षप्त नाम और प्रारंभ.—(1) इन जनयमों का संजक्षप् त नाम भारत-जतब्बत सीमा पुजलस बल, योधक अनुसजचवीय और योधक आिुजलजपक काडर (समूह ‘ख’ पि) भती जनयम, 2024 ह।ै (2) य ेरािपत्र म ेंउनके प्रकािन की तारीख को प्रवृत्त होंगे। 2. लाग ूहोना.— इन जनयमों से उपाबद्ध अनुसूची के स्ट्तम्भ (1) म ेंयर्ा जवजनर्िवष्ट पिों को ये जनयम लागू होंगे। 3. पिों की सख्ं या, वगीकरण और वते न मट्रै रक्स म ें स्ट्त र.— उि पिों की संख्या, उनका वगीकरण और वेतन मैट्ररक्स में उनका स्ट्तर या वेतनमान वे होंगे, िो इन जनयमों से उपाबद्ध उक्त अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्िवष्ट ह।ैं 3460 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 4. भती की पद्धजत, आय-ु सीमा, अहतव ाएं आदि.—उि पिों पर भती की पद्धजत, आय-ु सीमा, अहतव ाएं और उनस े संबंजधत अन्य बातें वे होंगी िो पूवोक्त अनुसूची के स्ट्तंभ (5) स ेस्ट्तंभ (13) म ेंजवजनर्िवष्ट ह।ैं 5. जनरहतव ा.— वह व्यजि,- (क) जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजवत है, जववाह दकया ह,ै या जववाह की संजविा की ह;ै या (ख) जिसने अपन े पजत या अपनी पत्नी के िीजवत रहत े हुए दकसी व्यजि से जववाह दकया ह ै या जववाह की संजविा की ह ै उि पिों पर जनयुजि का पात्र नहीं होगा: परन्त ु यदि केंद्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जववाह ऐसे व्यजि और जववाह के अन्य पक्षकार को लागू स्ट्वीय जवजध के अधीन अनुज्ञेय ह ै और ऐसा करने के जलए अन्य आधार ह ैं तो वह दकसी व्यजि को इस जनयम के प्रवतवन से छूट िे सकेगी। 6. जचदकत्सा िष्टृ या योग्यता.—इन जनयमों में अंतर्ववष्ट दकसी बात के होते हुए भी, केवल व े व्यजि िो भारत-जतब् बत सीमा पुजलस बल जचदकत् सा मैनुअल जिल् ि–III में यर्ाजवजनर्िवष्ट जचदकत्सा प्रवगव िेप-I में ह,ैं इन जनयमों के उपबंधों के अधीन प्रोन्नजत और जनयुजि के जलए पात्र होंगे। 7. अजधवर्षतव ा.— पिासीन अजधकारी, उस मास की अंजतम तारीख के अपराह्न म ें जिसको वह साठ वष व की आय ु अजभप्राप् त करता ह,ै सेवा से सवे ाजनवृत्त हो िाएगा: परंतुक यह दक वह अजधकारी जिसकी िन् म की तारीख मास की पहली तारीख को है, साठ वषव की आयु अजभप्राप् त करने पर, पूवववती मास की अंजतम दिन के अपराह्न में सेवा स ेसेवाजनवृत्त हो िाएगा। 8. जिजर्ल करन े की िजि.—िहा ाँ केंद्रीय सरकार की यह राय ह ै दक ऐसा करना आवश् यक या समीचीन ह,ै वहााँ वह उसके जलए िो कारण ह ैं उन्ह ें लेखबद्ध करके तर्ा संघ लोक सेवा आयोग स े परामि व करके इन जनयमों के दकसी उपबंध को दकसी वगव या प्रवग वके व्यजियों की बाबत, आििे द्वारा जिजर्ल कर सकेगी। 9. व्यावजृ त.— इन जनयमों की कोई बात, ऐसे आरक्षणों, आय-ु सीमा में छूट और अन्य ट्ररयायतों पर प्रभाव नहीं डालगे ी, जिनका केंद्रीय सरकार द्वारा इस संबंध म ें समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछड ेवगों, भूतपूव वसैजनकों और अन्य जविेष प्रवगव के व्यजियों के जलए उपबंध करना अपेजक्षत ह।ै अनसु चू ी पि का नाम। पिों की संख्या। वगीकरण। वेतन मैट्ररक्स में जवजहत प्रोन् नजत-पूवव पाठ्यक्म या पाठ्यक्मों को सफलतापूववक पूणव दकया हो। ट्रटप्प ण : िहां ऐसे कजनष् ठ व् यजियों के संबंध में, जिन् होंने अपनी अहकव या पात्रता सेवा पूरी कर ली है, प्रोन् नजत के जलए जवचार दकया िा रहा हो, वहां उनके ज्य ेष् ठ व् यजियों के संबंध में भी जवचार दकया िाएगा परंतु यह तब िब दक उसके द्वारा की गई अहवक या पात्रता सेवा, अपेजक्षत अहकव या पात्रता सेवा के आधे से अजधक से या िो वषव से, इनमें से िो भी कम हो, कम न हो और उन् होंने अपने ऐस े कजनष् ठ व् यजियों सजहत, जिन् होंने ऐसी अहकव या पात्रता सेवा पहले ही पूरी कर ली है, अगली उच् चतर श्रेणी में प्रोन् नजत के जलए अपनी पट्ररवीक्षा जिन् होंने वेतन मैट्ररक् स के स्ट्त र-6 (35400-112400 रू.) में पांच वषव जनयजमत सेवा की है। ट्रटप्पण 1: पोषक प्रवगव के ऐसे जवभागीय अजधकारी, िो प्रोन् नजत की सीधी पजं ि में हैं, प्रजतजनयुजि पर जनयुजि के जलए जवचार दकए िाने के पात्र नहीं होंगे। इसी प्रकार प्रजतजनयुजि व् यजि प्रोन् नजत द्वारा जनयुजि के जलए जवचार दकए िाने के पात्र नहीं होंगे। ट्रटप्पण 2: प्रजतजनयुजि की अवजध, जिसके अंतवगत केंद्रीय सरकार पाठ्यक्म या पाठ्यक्मों को अर्हतव दकया हो। ट्रटप्प ण : िहां ऐसे कजनष् ठ व् यजियों के संबंध में, जिन् होंने अपनी अहकव या पात्रता सेवा पूरी कर ली है, प्रोन् नजत के जलए जवचार दकया िा रहा हो, वहां उनके ज्य ेष् ठ व् यजियों के संबंध में भी जवचार दकया िाएगा परंतु यह तब िब दक उसके द्वारा की गई अहवक या पात्रता सेवा, अपेजक्षत अहकव या पात्रता सेवा के आधे से अजधक से या िो वषव से, इनमें से िो भी कम हो, कम न हो पात्रता सेवा, अपेजक्षत अहकव या पात्रता सेवा के आधे से अजधक से या िो वषव से, इनमें से िो भी कम हो, कम न हो और उन् होंने अपने ऐस े कजनष् ठ व् यजियों सजहत, जिन् होंने ऐसी अहकव या पात्रता सेवा पहले ही प्रवगव के ऐसे जवभागीय अजधकारी, िो प्रोन् नजत की सीधी पंजि में हैं, प्रजतजनयजु ि पर जनयुजि के जलए जवचार दकए िाने के पात्र नहीं होंगे। इसी प्रकार प्रजतजनयुजि व् यजि प्रोन् नजत द्वारा जनयुजि के जलए जवचार G.S.R. 318(E).—In exercise of the powers conferred by clause (b) of sub-section (2) of section 156 of the Indo-Tibetan Border Police Force Act, 1992 (35 of 1992), and in supersession of the Indo-Tibetan Border Police Force, Combatant Ministerial Cadre and Combatant Stenographer Cadre Group ‘B’ and Group ‘C’ Posts Recruitment Rules, 2010, in so far as they relate to the posts of Inspector (Combatant Ministerial), Sub-Inspector (Combatant Ministerial), Inspector (Stenographer) and Sub-Inspector(Stenographer), except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the posts of Inspector (Combatant Ministerial), Sub-Inspector (Combatant Ministerial), Inspector (Stenographer) and Sub-Inspector (Stenographer), Group ‘B’ Posts in the Indo-Tibetan Border Police Force, namely :- 1. Short title and commencement.— (1) These rules may be called the Indo-Tibetan Border Police Force, Combatant Ministerial and Combatant Stenographer Cadre (Group ‘B’ Posts) Recruitment Rules, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application.— These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules. 3. Number of posts, classification and level in pay matrix.— The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule. 4. Method of recruitment, age-limit, other qualifications, etc.— The method of recruitment, age- limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule. 5. Disqualification.- No person,- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts:8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 6. Medical Fitness.— Notwithstanding anything contained in these rules, only those persons who are in medical category SHAPE-I, as specified in the Indo-Tibetan Border Police Force Manual Volume-III, Medical Manual, shall be eligible for promotion and appointment under the provisions of these rules. 7. Superannuation.- The officers holding post shall retire from the service on the afternoon of the last day of month in which they attain the age of sixty years: Provided that an officer whose date of birth is on the first of a month shall retire from service on the afternoon of the last day of the preceding month on attaining the age of sixty years. 8. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 9. Saving.- Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
