ISPP – ( Package No.17) – Revised Estimate for Performance of 3rd party Quality
Control Assurance of all Civil works of connectivity works on Left and Right side
of River Godavari like construction of tunnels, head regulator, off take regulator,
saddle dams, exit and entry channels, bunds Navigation lock and canal, open
cuts etc., near Polavaram, West Godavari district, A.P., on Indira Sagar project (6
Packages) – Administrative Approval – Orders – Issued.

3rd Party QC/QA/F22V4, dt.27-1-2011 and dt.9.09.2011.

ORDER:
The Engineer in Chief, ISPP, Dowlaiswaram in his letter dated.27.01.2011
has reported that the work of Third Party Quality Control and Assurance
(TPQC/QA) on EPC Package works Nos. 62,63 & 64 of Right side connectivity
works and Package Nos., 65,66 & 67 of Left side connectivity works of ISP
Project covered under TPQC Package No.17 was entrusted to M/s National
Academy of Construction (NAC) for Rs.3,13,98,184/- with agreement period of
two years. The agreement period of 3rd party Q.C/Q.A was extended upto
31.07.2011 as per the orders contained in Govt., Memo.No.31481/Reforms/2007,
dt.06.11.2007 as the extended EPC package work was extended upto 31-7-
2011.
2. The Engineer-in-Chief has further reported that as the contract period of
the TPQC agency for package No.17 under consideration was extended upto
31.07.2011, it is necessitated to prepare the Revised Estimate against the
Sanctioned Estimate. The Revised Estimate has been prepared with the rates
for “establishment charges / remuneration of TPQC personnel and hire charges
for inspection vehicles and mobile vehicle labs” as per minutes of SLSC,
dated.27.05.2008. The Engineer-in-Chief Engineer, ISPP, Dowlaiswaram has
requested the Government to accord administrative approval of the Revised
Estimate for an amount of Rs.5,53,10,000/- for Performance of 3rd party Quality
Control Assurance (Package No.17) of all Civil works of connectivity works of
Indira Sagar Polavaram project.
3. In view of the circumstances explained, Government hereby accord
administrative approval for the Revised Estimate for an amount of
Rs.5,53,10,000/- (Rupees five crores fifty three lakhs and ten thousands only)
towards performance of 3rd party quality control and Assurance (TPQC/QA) on
EPC Package works Nos. 62,63 & 64 of Right side connectivity works and
Package Nos., 65,66 & 67 of Left side connectivity works (Package No.17) of
Indira Sagar Polavaram Project.
4. The ENC, Indira Sagar Polavaram Project, Dowlaiswaram is directed to
examine and entrust the balance Third Party Quality Control works to a new
agency by calling tenders or to Departmental Quality control.//2//
5. The expenditure sanctioned at para (3) above shall be debited to the Head
of Account, “DA 4701-01-COL on Major & Medium Irrigation – 01 Major Irrigation
Commercial – M.H.120 Polavaram Barrage-
1) G.H. (11) Normal State Plan – SH (26) Dam & Appurtenant works.
2) G.H.(11) Normal State Plan – SH (51) TSP.
3) G.H. (11) Normal State Plan – SH (50) SCP
4) G.H. (11) AIBP-SH (26) D&A

6) G.H.(11) AIBP – SH (50) SCP
6. The ENC, Indira Sagar Polavaram Project, Dowlaiswaram is directed to
take action accordingly.
7. This order issues with the concurrence of Finance (W&P) Department vide
their U.O.No.3536/F7(A1)/2011-1, dated.10-11-2011.
