GOVERNMENT OF ANDHRA PRADESH ABSTRACT State Plan Scheme – Administrative Sanction towards 3rd quarter budget for implementation of ‘Rajeeva Yuva Sakthi’ during the current financial year 2011-2012 – Accorded- Orders – Issued. PANCHAYAT RAJ & RURAL DEVELOPMENT (RD.IV) DEPARTMENT G.O.Ms.No. 38 Dated: 09-02-2012 Read the following:- 1) From the Commissioner, Rural Development, Hyderabad Note No. 3399/RD.VI(2)/BE-2011-12/2011, dated 10/1/2012 2) GO Rt.No. 343, Fin (Expr. PR&RD) Dept., Dt: 2/2/2012 ***** ORDER: A provision of Rs.1000.00 lakhs has been made in the Budget Estimates 2011-12 for implementation of ‘Rajeeva Yuva Sakthi’ Programme, out of which an amount of Rs.500.00 lakhs has already been released, leaving the balance of Rs. 500.00 during the current Fin year 2011-12. 2. In the reference 1st read above, the Commissioner, Rural Development, Hyderabad has reported that more than 1,44,000 rural youth of BPL families are proposed to be trained under Rajeeva Yuva sakthi during the current financial year, 2011-12, and also reported that the 1st and 2nd quarter budget of Rs. 500.00 lakhs has already been utilized and no funds are available to meet the expenditure. Hence she has requested to release the 3rd and 4th quarter budget of Rs. 500.00 lakhs to achieve the targets under “Rajeeva Yuva Sakthi” during the current financial year 2011-12. 3. In the reference 2nd read above, the Finance (Expr. PR & RD) Department have issued Budget Release Order for an amount of Rs.250.00 lakhs to the Commissioner, Rural Development, Hyderabad towards 3rd quarter budget under ‘Rajeev Yuva Sakthi’ Programme to meet the expenditure during the current financial year 2011-2012. 4. Government after careful examination, hereby accord administrative sanction for release an amount of Rs.250.00 lakhs (Rupees two crores and fifty lakhs only) to the Commissioner, Rural Development, Hyderabad to meet the expenditure under ‘Rajeev Yuva Sakthi’ Programme during the 3rd quarter of current financial year 2011-2012. 5. The amount sanctioned in para 4 above, shall be debited to the following head of account: (a) General Plan of Rs.193.00 lakhs (Rupees one crore and ninety three lakhs only): 2501 - Special Programmes for Rural Development 01 - Integrated Rural Development Programme MH 800 - Other Expenditure GH 11 - Normal State Plan SH (14) - Rajeeva Yuva Sakthi 310 - Grants-in-Aid 312 - Other Grants-in-Aid. (b) Special component plan of Rs. 40.50 lakhs (Rupees forty lakhs and fifty thousand only): 2501 - Special Programmes for Rural Development 01 - Integrated Rural Development Programme MH 789 - Special component plan for SCs GH 11 - Normal State Plan SH (14) - Rajeeva Yuva Sakthi 310 - Grants-in-Aid 312 - Other Grants-in-Aid [p.t.o]-: 2 :- (c) Tribal Area Sub – Plan of Rs 16.50 lakhs (Rupees sixteen lakhs and fifty thousands only): 2501 - Special Programmes for Rural Development 01 - Integrated Rural Development Programme MH 796 - Tribal Areas sub Plan GH 11 - Normal State Plan SH (14) - Rajeeva Yuva Sakthi 310 - Grants-in-Aid 312 - Other Grants-in-Aid 5. The Commissioner of Rural Development, Hyderabad is requested to draw and adjust the amounts in PD A/c No.50 of the Member Secretary, SEEDAP after obtaining the budget authorisation from the Director of Treasuries and Accounts, Hyderabad in accordance with the Budget release order issued in the reference 2nd read above, and shall intimate the allotment of funds to the Government. The Commissioner, Rural Development, Hyderabad shall watch the drawal and utilization of the funds by the concerned project implementing agencies. 6. The Commissioner, Rural Development, Hyderabad is informed that, these allotments cannot be construed as an authority for incurring the expenditure and the same shall be spent under proper sanction of the competent authority as prescribed under relevant rules and informed that no further budget will be released until the DOR is received. 7. The Director of Treasuries and Accounts, Hyderabad is requested to issue necessary budget authorization to the Commissioner of Rural Development, Hyderabad in accordance with the Budget Release Order issued in the reference 2nd read above. 8.
