Lr.No.128/COI- KPC / A1 / 2011, Dt:26.06.2011. <<<>>> ORDER: Disciplinary proceedings were initiated by framing of article of charges, under Rule 20 of Andhra Pradesh Civil Services (Classification Control & Appeal) Rules, 1991 against Sri D. Pallam Raju, Deputy Executive Engineer, Panchayat Raj, formerly on deputation to A.P.H.S.M.H.I.D.C, Visakhapatnam for violation of Andhra Pradesh Civil Services (Conduct) Rules, 1964 vide reference 1st read above. 2. Against the charges framed on him, the Charged Officer Sri D. Pallam Raju, Deputy Executive Engineer Panchayat Raj, formerly on deputation to A.P.H.S.M.H.I.D.C, Visakhapatnam has submitted his Written Statement of Defence vide reference 2nd read above. 3. After examining the matter, Government have appointed Smt. Chandana Khan, IAS, Commissioner of Inquiries as Enquiry Officer to enquire into the Charges framed against Sri D. Pallam Raju, Deputy Executive Engineer, Panchayat Raj, formerly on deputation to A.P.H.S.M.H.I.D.C, Visakhapatnam for violation of Andhra Pradesh Civil Services (Conduct) Rules, 1964 vide reference 3rd read above. Subsequently the case was re- assigned to Sri K. Pradeep Chandra, IAS, Commissioner of Inquiries vide reference 4th read above. 4. Sri K. Pradeep Chandra, IAS, Commissioner of Inquiries has submitted his report vide reference 5th read above. The Enquiry Officer in his enquiry holds that only the component of the charge1 that the Charged Officer failed to obtain prior permission from the competent authority to purchase immovable properties in his name and his family members is proved and the remaining component of the Charge1 and other three Charges were not proved. 5. Government, after careful examination of the matter, while accepting the Enquiry Report hereby decided to impose a penalty of “Censure” on Sri D. Pallam Raju, Deputy Executive Engineer, Panchayat Raj, formerly on deputation to A.P.H.S.M. H.I.D.C, Visakhapatnam and accordingly impose a (P.T.O)::2:: penalty of Censure on Sri D. Pallam Raju, Deputy Executive Engineer, Panchayat Raj, formerly on deputation to A.P.H.S.M.H.I.D.C, Visakhapatnam. 6. The Engineer-in-chief, Panchayat Raj, Hyderabad shall take necessary action, in the matter.
